Abstract

This study examines state legal accountability for alleged genocide against the Rohingya ethnic group of Myanmar under the 1948 Genocide Convention within the framework of international law. It adopts a normative juridical approach with qualitative legal analysis to assess the extent to which Myanmar’s authorities meet the legal elements of genocide under the Convention and the scope of state responsibility in preventing and punishing such crimes. Through doctrinal interpretation and comparative jurisprudence from the ICJ, ICTR, and ICTY, the study clarifies normative accountability mechanisms in contemporary genocide cases. The Rohingya crisis demonstrates systematic violations of fundamental human rights, including mass killings, forced displacement, and denial of citizenship, revealing structural persecution and potential genocidal intent. The study emphasizes that state responsibility for genocide is erga omnes, binding upon the entire international community, thus allowing other states to demand accountability even when not directly affected. The case brought by The Gambia against Myanmar before the International Court of Justice highlights the critical role of international judicial mechanisms in enforcing state obligations under the Genocide Convention. However, political barriers, particularly within the UN Security Council, often impede the effective implementation of international norms. The paper concludes that Myanmar’s conduct toward the Rohingya aligns with the elements of genocide as defined by international law and underscores the necessity of strengthening enforcement mechanisms to ensure justice and prevent future atrocities.

Abstract

Stunting remains a major public health problem in Indonesia, with multidimensional impacts ranging from impaired physical growth to reduced human capital quality. Socioeconomic status, parental education, and parenting practices are recognized determinants, but the role of digital behavior, particularly smartphone use, remains underexplored. This study aims to analyze the association between parental smartphone use duration and stunting among children in Medan City. An analytical observational study with a case-control design was conducted involving 124 respondents (62 cases, 62 controls) selected through purposive sampling. Data were collected using sociodemographic questionnaires and the Smartphone Addiction Scale – Short Version (SAS-SV). Statistical analysis employed Chi-Square tests and Odds Ratio estimation. Most case respondents had a high school education (51.6%) and a family income of IDR 1,000,000–3,000,000 (64.5%), while control respondents were predominantly university graduates (88.7%) with incomes exceeding IDR 5,000,000 (54.8%). Smartphone addiction was more prevalent in the case group (71.0%) than in controls (21.0%). A significant association was found (p < 0.001), with OR = 9.214 (95% CI: 4.053–20.948). Excessive parental smartphone use is significantly associated with stunting in children, highlighting the need for preventive interventions that address digital behavior as an emerging risk factor.

Abstract

The growing complexity of social, political, and economic challenges—such as inequality, corruption, environmental degradation, and human rights violations—demands the active involvement of religious institutions in public policy discourse. Historically, churches have played key roles in justice movements, from civil rights to anti-apartheid struggles. In Indonesia, with its diverse religious context, the Church encounters both opportunities and constraints in exercising its prophetic role within governance. This study explores the theological foundations, opportunities, and challenges shaping the Church’s engagement. Using a qualitative-descriptive approach, it synthesizes theological literature, policy analyses, and observations of church involvement in advocacy. Findings indicate that the Church’s potential for influence rests on four pillars: (1) moral authority grounded in biblical mandates for justice (Micah 6:8; Isaiah 1:17); (2) wide social networks enabling community mobilization; (3) the capacity for prophetic critique of unjust structures; and (4) partnerships with civil society and government institutions. Yet, advocacy effectiveness is constrained by political instrumentalization risks, the challenge of operating within religious pluralism, and the difficulty of translating moral rhetoric into transformative action. The study concludes that the Church’s theological commitment to justice, compassion, and human dignity, together with its organizational capacity, positions it as a vital moral force for promoting equitable public policies. Strengthening theological education, coalition-building, and sustained participation in policy processes is essential for enhancing its prophetic and participatory role in governance.

Abstract

This study compares Kakawin Sutasoma by Mpu Tantular with the short story "Kepergian Sutasoma" by Gunawan Maryanto, published in Koran Tempo on June 5, 2011. This short story tells the search for identity for Sutasoma, heir to the throne of the Hastinapura Kingdom, who chooses to exile himself. The short story was inspired by Kakawin Sutasoma, a classical Javanese literary work rich in Buddhist teachings and written during the 14th-century Majapahit era. This study aims to analyze the similarities and differences between the two, particularly in terms of story elements and narrative structure. The method used is descriptive qualitative, with data collection techniques such as document recording. The research focuses on the inspiration for Kakawin Sutasoma in the short story, the similarities between the opening section (Manggala Kakawin) and the opening of the short story, and a comparison of the narrative structures of the two. The structural analysis of the short story includes theme, setting, characters and characterization, and point of view. The results of the study show that although the short story follows the original figures and characters of Kakawin Sutasoma, the form of presentation is different because the short story is modern prose.

Abstract

This study aims to analyze the contribution of regional tax revenue to Local Own-Source Revenue (PAD) in Bontang City and to project its future potential based on historical data. The research employs a descriptive quantitative approach using secondary data obtained from government institutions such as the Regional Revenue Agency (Bapenda), the Regional Financial and Asset Management Agency (BPKAD), and the Central Bureau of Statistics (BPS). The data collected from 2019 to 2024 were analyzed using contribution analysis and linear trend projection (least square method) to evaluate the role of regional taxes in supporting fiscal independence. The findings indicate that although Bontang City has several tax bases—such as hotel tax, restaurant tax, entertainment tax, and land and building tax (PBB-P2)—their contribution to PAD has fluctuated and has not reached an optimal level. The projection results show the potential for increasing tax contributions in the coming years, provided that the local government implements more effective intensification and extensification strategies. This study provides theoretical contributions to the development of public finance literature and offers practical implications for policymakers in optimizing local tax revenues to strengthen fiscal independence and improve public services in the era of decentralization.

Abstract

This study addresses critical deficiencies in human resources, archival systems, and infrastructure. Employing a qualitative descriptive approach, data were collected from 12 purposively selected informants through interviews, observations, and documentation, validated via prolonged observation, persistent engagement, and triangulation. Findings reveal significant gaps in three dimensions: human resources (staff lack specialized archival education and training, resulting in limited professional competencies), systemic weaknesses (absence of formal procedures and inadequate facilities), and infrastructure constraints (insufficient storage space without climate control). Despite these challenges, functional strengths include relatively efficient storage systems using simplified classification, satisfactory service delivery, proper borrowing procedures with appropriate protocols, routine maintenance practices, and systematic destruction processes that prevent accumulation. However, critical deficiencies persist: archival personnel lack specialized credentials in archival science, have never received professional training, and work in severely constrained physical environments with narrow storage areas lacking air conditioning, which accelerates document deterioration. Root causes include the organizational undervaluation of archival expertise, insufficient resource allocation, and the absence of professional development frameworks. Recommendations include implementing structured archival training programs, establishing educational prerequisites for archival positions, formalizing standard operating procedures, investing in climate-controlled facilities, and elevating archival management as an institutional priority. These evidence-based interventions would enhance operational efficiency, ensure regulatory compliance under Law No. 43/2009, strengthen institutional memory preservation, and support ongoing judicial digitalization initiatives. Ultimately, these efforts would improve public sector accountability and service quality in Indonesia's religious court system.

Abstract

The stagnation of the prevalence of drug abuse among adolescents and youth in Indonesia is a strategic issue that deserves serious attention, especially in the midst of the momentum of the demographic bonus towards a Golden Indonesia 2045. This phenomenon has the potential to have multidimensional impacts, ranging from a decrease in the quality of human resources, a decrease in productivity, to an inhibition of national competitiveness. The analysis shows that the main problem lies in the high risk behaviors among adolescents and youth—such as smoking, alcohol consumption, and nighttime activities—which are rooted in weak self-regulation skills due to a lack of social environmental support. This condition creates a recurrent vulnerability that maintains a stagnation in the prevalence of drug abuse in this age group. Meanwhile, policy support has been available through various instruments, such as the P4GN National Action Plan, Guidance and Counseling services in schools, Youth Care Health Services (PKPR), and the Generation Planning (GenRe) program. However, the effectiveness of the program is still limited because it has not touched the root of vulnerability thoroughly; Preventive interventions for adolescents and youth are fragmented and poorly coordinated, so the impact is not optimal. Therefore, this paper was prepared with the aim of formulating comprehensive and holistic prevention policy recommendations, based on a multi-level approach of social ecology, to significantly reduce the prevalence of drug abuse in adolescents and youth and build the foundation of sustainable prevention.

Abstract

Russia's energy sovereignty under Vladimir Putin demonstrates how strategic resource control can serve as both a foundation for national defense and a tool for geopolitical influence. This study examines Putin's autarky leadership model—characterized by centralized energy governance, economic nationalism, and the integration of energy policy with military strategy and explores its relevance to Indonesia's defense modernization toward Golden Indonesia 2045. Using a qualitative descriptive approach with library research methodology, this study analyzes secondary data from government documents, defense white papers, and academic literature published between 2015-2025. The analysis reveals that Putin's leadership consolidates energy (oil and natural gas) as a dual instrument: funding defense modernization and enabling coercive diplomacy, particularly through pipeline projects like Nord Stream. This approach combines classical realism with economic nationalism to reduce external dependency and maintain strategic autonomy. For Indonesia, the study identifies critical lessons: the necessity of integrating energy independence with defense doctrine, developing a resource-based defense industry, and establishing ethical leadership frameworks rooted in Pancasila values. Key recommendations include: strengthening national energy policy as a defense asset, promoting local content in defense technology, designing an adaptive defense doctrine based on natural resource sovereignty, and building energy diplomacy to enhance Indo-Pacific stability. Unlike Russia's centralized autarky, Indonesia's model should emphasize collaborative sovereignty balancing national independence with democratic accountability, environmental sustainability, and social justice. This research contributes to strategic leadership literature by connecting energy geopolitics with defense philosophy in an ASEAN context.

Abstract

This qualitative study examines how interpersonal communication between vaporistas (vape shop frontline staff) and consumers builds trust at AMW Vapestore Samarinda, Indonesia. Using social penetration theory by Altman and Taylor (1973), the research explores five stages of relationship development: orientation, exploratory affective, affective, stable, and depenetration. Through in-depth interviews with vaporistas and regular customers who visited at least five times, findings reveal that trust building begins with simple conversations during the orientation stage, progresses through gradual self-disclosure and emotional expression, and culminates in stable relationships characterized by mutual openness and predictability. Vaporistas demonstrate customer service excellence by actively providing product information, showing empathy, and maintaining supportive attitudes. The study confirms that interpersonal communication significantly influences consumer trust, with successful relationships reaching the stable stage where personal connections transcend transactional interactions. However, conflicts can lead to relationship deterioration. The research contributes to understanding frontline communication strategies in the vape retail industry and provides practical implications for employee training and customer relationship management.

Abstract

The design of Javanese script in the blackletter style represents an exploration of typography that bridges local tradition with global aesthetics. By adapting key principles of blackletter such as bold vertical strokes, contrasting thick-and-thin modulation, and diamond-shaped serifs, the Javanese script undergoes a significant visual transformation. The results demonstrate a shift in character from curvilinear, fluid, and organic forms toward a more rigid, monumental, and Gothic expression. In terms of legibility, this adaptation presents challenges due to the condensed letter structure and narrowed counters; however, aesthetically, it introduces a new visual dialectic that enriches the field of typography. Beyond its function as a reading medium, this style also holds potential for application in contemporary graphic design, such as posters and book covers. Thus, the blackletter-inspired Javanese script can be positioned not only as an experimental typographic design affirming cultural identity, but also as a contribution to the revitalization of Javanese script in the contemporary era.
