Abstract

This research aims to analyze the implementation of the Rooftop Solar Power Plant (PLTS Atap) policy for residential customers of PT PLN (Persero) in the Province of DKI Jakarta, along with its supporting and inhibiting factors. The theory used in this research is Grindle’s policy implementation theory. The research method employed a qualitative approach with a descriptive-analytical type. The results indicate that the implementation of the Rooftop Solar policy for residential customers of PT PLN (Persero) in DKI Jakarta is considered less successful. This is because the policy implementation has not fully represented the interests of the target group; the benefits generated remain limited; the expected changes have not been supported by clear operational strategies; the decision-making structure is fragmented; the capacity of implementing actors is still inadequate; resource support remains limited; power dynamics and actors’ interests have led to restrictions that slow down implementation; institutional support has not been accompanied by adequate supporting instruments; and the level of responsiveness to customers’ needs and complaints remains low. The supporting factors include public awareness of clean energy, the readiness of a competent EPC/vendor market, and PLN’s institutional commitment to service digitalization. The inhibiting factors include policy systems and financing mechanisms that have not provided attractive economic incentives, limitations in the readiness and reliability of electricity infrastructure, procedures and service mechanisms that have not ensured certainty and ease, and inconsistencies in policy direction and alignment among actors.

Abstract

This study examines the implementation of Risk-Based Internal Audit (RBIA) at the North Sulawesi Provincial Inspectorate and explores how the local cultural values of Si Tou Timou Tumou Tou influence audit practices. Although RBIA has been formally mandated in Indonesia through national regulations, its implementation at the regional government level often remains procedural and has not been fully internalized substantively. This research aims to analyze the implementation of RBIA, identify the internalization of cultural values in audit practices, and explain their influence on auditors’ attitudes, behavior, and decision-making. A qualitative approach with an ethnographic method was employed. Data were collected through participant observation, in-depth interviews with five key informants consisting of senior auditors, junior auditors, structural officials, and technical staff, as well as document analysis. The data were analyzed inductively using data reduction, data display, and conclusion drawing, supported by triangulation and member checking. The findings show that RBIA at the North Sulawesi Provincial Inspectorate has been implemented formally across all audit stages, but substantively remains in a transitional phase due to incomplete risk data, limited technological support, and varying auditor competencies. The cultural values of Si Tou Timou Tumou Tou—particularly togetherness, honesty, social responsibility, and devotion—are internalized in audit practices and foster a more humanistic, dialogic, and constructive approach. However, these values may also create ethical dilemmas related to auditor independence and objectivity. This study contributes theoretically to the development of culturally grounded public sector auditing and offers practical recommendations for strengthening adaptive and sustainable internal supervision systems.

Abstract

Metallurgical coal (met coal), particularly coking coal, is an essential raw material in steel production. Indonesia, as one of the leading coking coal producers in Southeast Asia, plays a strategic role in supporting the global steel supply chain. Most Indonesian coal exports are transported using tug and barge vessels from rivers to offshore transshipment areas before being transferred to larger vessels for export. This operational pattern presents significant challenges for shipping companies, as river conditions in Indonesia are constrained by depth, cargo capacity, and vessel characteristics. These limitations can affect operational efficiency and financial performance in the shipping sector. This study aims to analyze the investment feasibility of vessel procurement for metallurgical coal transportation at PT ZZZ by comparing three alternative schemes: new shipbuilding, second-hand purchase, and chartering. The analysis employs a quantitative approach using the Discounted Cash Flow (DCF) method, applying Net Present Value (NPV), Internal Rate of Return (IRR), and Profitability Index (PI) as evaluation indicators, based on vessel capital expenditure (CAPEX) and operational expenditure (OPEX) data. New shipbuilding is best for long-term (highest NPV, 70% margin, low risk). Second-hand suits rapid expansion (fastest payback, 32% IRR, moderate risk). Charter needs no CAPEX but has lowest margin (30%) and highest risk, for short-term only. Conclusion: new shipbuilding is optimal for PT ZZZ. The results of this study are expected to serve as a basis for shipping companies in making effective investment decisions that align with operational conditions and enhance financial efficiency.

Abstract

Social anxiety disorder is highly prevalent during emerging adulthood (18-25 years). This condition triggers an emotional surge of state anxiety directly when individuals face pressure in social situations. This study presents the design and tests the effectiveness of SensiPal, a Huggable Sensory Therapy Plush prototype integrating Deep Pressure Therapy (DPT), tactile stimulation, and white noise to reduce state anxiety in social situations. Utilizing a one-group pretest-posttest quasi-experimental design, this field experiment involved 30 participants in a public location. Anxiety levels were measured using the State-Trait Anxiety Inventory State Form (STAI-S). Paired Sample t-Test results demonstrated a significant decrease in the average state anxiety score from 21.20 to 15.57 following a 12-minute SensiPal intervention. An effect size of 1.455 indicates a very strong intervention impact. In conclusion, SensiPal is proven effective as a portable coping mechanism supporting immediate independent emotion regulation (self-soothing) in stressful social settings.

Abstract

This study examines the operational planning system implemented at Klinik Harmoni Fisioterapi as an effort to develop integrated and technology-based physiotherapy services. The increasing prevalence of stroke and neuromusculoskeletal disorders has increased the demand for rehabilitation services that are efficient, measurable, and patient-centered. However, many physiotherapy clinics still experience operational limitations, including manual registration systems, unintegrated medical records, and ineffective service coordination. Therefore, this research aims to analyze the operational planning model of Klinik Harmoni Fisioterapi in integrating digital systems, physiotherapy technology, and service management within a smart clinic framework. This study employed a descriptive qualitative approach using a case study method. Data were collected through interviews, document analysis, and literature studies related to operational management, healthcare information systems, and physiotherapy services. The findings reveal that the implementation of digital registration, therapy scheduling, electronic medical records, robotic physiotherapy, hydrotherapy, and quality management systems significantly improves operational efficiency, service consistency, and patient experience. In addition, the integrated system supports better coordination among healthcare personnel and facilitates data-driven managerial decision-making. In conclusion, the operational planning model implemented at Klinik Harmoni Fisioterapi can serve as a strategic framework for the development of modern, sustainable, and technology-oriented physiotherapy services.

Abstract

This study aims to examine the effect of personality on work-related fatigue through emotional intelligence as a mediating variable among employees of the Regional Secretariat of Cirebon Regency. The research employed a quantitative approach using an explanatory survey method with a sample of 80 employees selected through proportionate stratified random sampling. Data were collected using structured questionnaires and analyzed using multiple linear regression and mediation analysis with the Baron and Kenny approach, supported by the Sobel test using SPSS. The results indicated that personality has a positive and significant effect on work-related fatigue, suggesting that individual personality traits play an important role in determining fatigue levels. Personality is also found to significantly influence emotional intelligence, indicating that personality characteristics shape an individual’s ability to recognize and manage emotions. Furthermore, emotional intelligence has a significant effect on work-related fatigue, showing that higher emotional sensitivity may increase emotional burden in bureaucratic work environments. Mediation analysis reveals that emotional intelligence partially mediates the relationship between personality and work-related fatigue, meaning that personality influences fatigue both directly and indirectly through emotional intelligence. This study contributes to the development of organizational behavior theory in the public sector by integrating personality, emotional intelligence, and burnout within a single framework. Practically, the findings suggest that improving emotional intelligence through training programs can be an effective strategy to reduce work fatigue among public sector employees.

Abstract

The Indonesian hijab industry has experienced significant growth due to the increasing number of Muslim women wearing hijabs and the rapid development of modest fashion trends. This dynamic market environment has intensified competition among hijab brands, prompting consumers to frequently switch brands based on changing preferences and evaluations. This study examines the effects of variety seeking and price perception on brand switching behavior among consumers of Elzatta hijab products in Cirebon City. A quantitative associative research design was employed using a survey method. Data were collected from 218 female respondents who had purchased Elzatta hijabs as well as competing hijab brands. The analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS) to test the proposed hypotheses. The findings indicate that variety seeking has a positive and significant effect on brand switching, suggesting that consumers with a stronger desire for novelty and product variation are more likely to switch brands. In addition, price perception also has a positive and significant influence on brand switching and emerges as the dominant factor affecting consumer decisions. Consumers are more inclined to switch brands when they perceive that product prices do not align with the quality and value received. The model explains 48.1% of the variance in brand switching behavior. In conclusion, both psychological factors, represented by variety seeking, and economic considerations, reflected in price perception, significantly influence brand switching among Elzatta hijab consumers, with price perception playing a more substantial role in shaping switching behavior.

Abstract

Budgeting is not merely a technical and numerical process; it is deeply intertwined with human behavior, values, and leadership. However, dysfunctional behaviors such as budgetary slack often arise when budgets are imposed rigidly without considering ethical and cultural dimensions. The purpose of this article is to reflect the value of leadership in Bhisma Parwa in looking at the behavioral aspects of budgeting. This article used an interpretive review method with a qualitative approach and data obtained from literature studies. The value of leadership in Bhisma Parwa is used in assessing the budgeting process. The budgeting process is closely related to the leadership values in Bhisma Parwa. Leaders need value to direct employee behavior as the party that will realize the budget. Bhisma Parwa is used to pursue a fair budgeting process. The budgeting process requires values, leaders, and systems. The value of leadership in Bhisma Parwa can be a solution so that organizational leaders can develop a budgeting system that triggers positive employee performance. This article demonstrates the use of leadership values in Bhisma Parwa in looking at behavioral aspects of the budgeting process that have not been used before.

Abstract

The fast growth of online shopping has altered the ways in which consumers typically make purchases. The main objective of this study is to examine how product uniqueness, brand image, and customer feelings influence online shopping behavior. One hundred participants from the Management Study Program at Muhammadiyah University of Sidoarjo were interviewed using a purposive sampling method in this quantitative study. Multiple linear regression in SPSS was used to analyze the data. The study showed that the three factors have a positive and significant effect on purchasing decisions, with their respective levels of significance: product differentiation (t = 2.603; p = 0.011), brand image (t = 9.038; p = 0.000), and consumer perception (t = 9.534; p = 0.000). Consumer perception is the most dominant variable. The conclusion of this study emphasizes the importance of differentiation strategies, strengthening brand image, and understanding consumer perception. The implication is that e-commerce players need to focus on product value and customer experience to increase loyalty and sales.

Abstract

The integration of local cultural heritage with sustainable tourism has become a strategic approach to improve community welfare while preserving traditional values. However, many traditional villages still face challenges in developing creative economy products such as woven fabrics through a community-based approach. This research aims to analyze the development strategy of a woven fabric-based creative economy through a Community-Based Tourism (CBT) approach in the Prai Ijing Traditional Village, West Sumba. The research used a qualitative method with a case study approach. Data were collected and analyzed based on observations, documentation, digital analysis through SWOT analysis, and a development strategy plan. The results show that strengthening community capacity, product diversification, integration with the tourism sector, and digitalization of marketing are the main strategies in developing a woven fabric-based creative economy. This research confirms that the CBT approach plays a crucial role in improving community welfare while maintaining the sustainability of local culture. The contribution of this research lies in the integration of the CBT model and a local culture-based creative economy as a strategy for sustainable tourism development in traditional areas.
