Abstract

Investment realization serves as a critical indicator of regional economic development, particularly in emerging markets where efficient public services play a pivotal role in attracting both domestic and foreign investment. This research aims to analyze the influence of the Community Satisfaction Index (CSI) on investment realization at the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Manado City. The CSI is measured through three sub-variables: Service Information, Service Process, and Service Quality Results, which are operationalized through nine indicators according to Minister of Administrative and Bureaucratic Reform Regulation No. 14 of 2017. This quantitative research uses multiple linear regression analysis with a sample of 100 business actors who have processed permits and reported investment realization in 2024. The sampling technique used is purposive sampling with predetermined criteria. The results indicate that Service Information and Service Process have significant positive effects on investment realization, while Service Quality Results do not show a significant effect. Simultaneously, all three variables significantly influence investment realization, with an adjusted R² value of 57.67%. The research also reveals that 79% of respondents are domestic investors (PMDN) and 21% are foreign investors (PMA), with trade and repair services dominating at 40%. These findings underscore the importance of information clarity and service process efficiency in encouraging investment growth in Manado City. The research provides practical implications for DPMPTSP to focus on improving service information systems and streamlining permit processes to create a more conducive investment climate.

Abstract

Port infrastructure projects face unique challenges in maintaining operational continuity while executing complex structural modifications, especially in terminals operating 24 hours with strict time and technical constraints. The berthing reinforcement project at XYZ Container Terminal aimed to accommodate container ships up to 100,000 DWT and support the Super Post Panamax Quay Container Crane. Scheduled for 297 days, the project is located at an operational berth. During implementation, disruptions caused a -6.853% deviation in achievement weight in week 8 and risked delays. This research analyzes acceleration methods using the Critical Path Method, comparing Fast Track and Crashing techniques. Quantitative analysis with Microsoft Project includes adding drilling machines, adding labor (Crashing), and adjusting the Partial Hand Over (PHO) stages (Fast Track). Fast Track with PHO 2 stages accelerated completion to 296 days (0.34%) with a 0.10% cost increase; PHO 3 and 4 stages shortened it to 295 days (0.67%) with a 0.21% cost increase. Crashing shortened completion to 285 days (4.04%) but increased costs by 0.13%. The 4-stage PHO configuration shows superior operational efficiency by segmenting work areas to minimize disruptions, achieving faster completion than planned, and meeting Box Per Ship Per Hour (BSH) targets with minimal extra costs. This research offers a practical framework for selecting acceleration methods in port infrastructure projects requiring phased handovers and workspace optimization.

Abstract

This study aims to analyze the implementation of the Berkah Mulya Waste Bank program as a Corporate Social Responsibility (CSR) initiative of PT. Japfa Comfeed Cirebon. In waste management and community empowerment. This study employs a descriptive qualitative method, utilizing observation, in-depth interviews, and documentary analysis as data collection techniques. It also explores the workflow of the waste bank and its impacts based on the Triple Bottom Line concept (Profit, Planet, People). The research findings indicate that this program contributes positively economically through additional income for the community, environmentally through reduced waste volume and improved cleanliness, and socially through increased awareness, active participation, and community collaboration in waste management. However, the study also identified challenges in maintaining customer participation and a lack of succession planning for managers. Efforts to address these challenges include continuous education and the use of digital technology to attract the interest of younger generations. In conclusion, the Berkah Mulya Waste Bank is a successful CSR practice model that integrates environmental, social, and economic aspects and has the potential to be replicated as a community-based waste management solution in other regions.

Abstract

Abstract. This study aims to determine the effect of CEO characteristics, auditor reputation, and the moderation of underwriter reputation on the level of underpricing and long-term performance of family and non-family firms in IPOs in Indonesia. The study uses data from IPO companies between 2010-2021, with 350 companies as research samples, consisting of 140 family firms and 210 non-family firms. Data was collected from secondary sources such as the OSIRIS website, IDX, Bloomberg, and Yahoo Finance. The study found that Auditor Reputation has a significant negative effect on underpricing in family and non-family firms. The level of underpricing has a significant negative effect on long-term performance in family firms. Auditor Reputation has a significant positive effect on long-term performance in family firms, but Auditor Reputation does not affect long-term performance in non-family firms. The moderation of underwriter reputation weakens the relationship between family firms and underpricing but does not affect the relationship between family firms and long-term performance. It was also found that CEO characteristics do not affect underpricing and long-term performance in family and non-family firms.

Abstract

Technological advancements have increased quality demands for frequency spectrum monitoring services. Balmon Surabaya, a UPT under Permenkominfo No. 1 of 2022, supervises the radio frequency spectrum in East Java. However, challenges such as declining monitoring results, numerous complaints, and ineffective disturbance handling have emerged. This study evaluates service quality gaps and proposes improvement strategies for radio frequency spectrum monitoring at Balai Monitor Class I Surabaya using integrated SERVQUAL and AHP methodologies. A quantitative survey collected data from 81 non-major user service recipients through structured questionnaires covering five service dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data analysis employed SERVQUAL gap analysis, Importance-Performance Analysis (IPA), and Analytical Hierarchy Process (AHP), integrated via Quality Function Deployment (QFD). Results revealed negative gaps between user perceptions and expectations across all dimensions, notably tangibles (-0.60), responsiveness (-0.60), reliability (-0.56), and assurance (-0.52). IPA identified six critical attributes in Quadrant I needing urgent attention. AHP prioritized these, with “information on disturbance handling timing” receiving the highest weight (41%). The study recommends five priorities for improvement: enhancing digital and interactive service media; strengthening monitoring and maintenance infrastructure; finalizing operational standards for procedures and service times; digitizing complaint systems with automatic progress updates; and visualizing disturbance handling progress on the user dashboard. These findings provide practical guidance to improve public service quality in frequency spectrum management, supporting more effective wireless communication supervision and lowering interference incidents in East Java.

Abstract

This research examines how the presence of women on corporate boards influences both competitive advantage and firms’ innovation performance. The study is motivated by the heightened intensity of domestic business competition, the persistently low proportion of female board members, the researcher’s interest in the cognitive contributions of women to innovation and competitiveness, and inconsistencies in prior empirical results. Using panel data from non-financial companies listed on the Indonesia Stock Exchange during 2017–2023, the analysis excludes financial service firms due to their unique characteristics and more stringent regulations. Applying purposive non-probability sampling, 1,504 firm-year observations were obtained. The conceptual framework is grounded in Upper Echelon Theory and Social Role Theory. Data were analyzed using STATA, incorporating path analysis and the Sobel test. The results indicate that both female board representation and innovation performance positively and significantly impact a firm’s competitive advantage. However, innovation performance does not mediate the relationship between female board representation and competitive advantage. These findings provide practical implications for Indonesian policymakers, especially in designing gender quota regulations for board composition to promote gender equality in corporate governance. Although female representation remains limited, their leadership presence has a demonstrable positive effect on competitive advantage, highlighting its potential to support stronger and more sustainable business growth while enabling strategic adaptation to increasing competitive pressures.

Abstract

The swift advancement of the Islamic finance sector has established Islamic equities mutual funds as a significant vehicle for ethical and value-driven investing, particularly in emerging economies such as Indonesia.  Despite its increasing popularity and compliance with Sharia rules, numerous investors in Sharia equity mutual funds predominantly employ a passive portfolio management strategy, which may hinder the complete optimization of risk-return efficiency.  Numerous elements enable an investor to ascertain their success or failure in an investment.  A crucial aspect in an investor's success is the approach employed in asset allocation and portfolio management.  Consequently, investors must strategically allocate investment assets within the portfolio to maximize returns.  This research seeks to investigate the implementation of asset allocation methodologies in the creation of an optimal portfolio for sharia equities mutual funds.  This research will explicitly examine three alternative strategies in asset allocation: lump sum, dollar-cost averaging, and rebalancing.  The rebalancing procedure will occur in three distinct intervals: quarterly, semi-annually, and annually.  Twenty-six actively managed sharia equities mutual funds registered with the OJK from 2018 to 2024 will serve as research samples for the development of an ideal portfolio.  This study will utilize the Sharpe ratio as a fundamental benchmark for assessing portfolio results.  The research findings suggest that the asset allocation strategy employing a lumpsum or buy-and-hold approach yields the optimal investment returns for sharia equities mutual fund investors.  This discovery may serve as a reference for individual investors or investment managers in future investing deliberations.

Abstract

The leadership of the village head plays a vital role in boosting community participation in public decision-making, especially in areas characterized by strong social and cultural dynamics, such as Paloh Gadeng Village in North Aceh Regency. This research aims to assess how effective village head leadership is in encouraging citizen involvement in the planning, implementation, and evaluation of village policies. A qualitative approach using a case research design was adopted. Data collection included in-depth interviews, questionnaires, and participatory observation involving thirty informants, such as the village head, community leaders, and residents. The results show that open communication, transparency in managing information, and the integration of local cultural practices are key factors in promoting active community involvement. The research highlights that village heads who can incorporate local values within a participative leadership framework are more likely to succeed in developing responsive and legitimate policies at the village level.

Abstract

The regulation introduces a flexible workload system, recognizing additional tasks beyond face-to-face teaching hours and addressing challenges faced by vocational teachers in meeting previous requirements. The research aims to analyze changes in workload feasibility, teacher perceptions, and institutional factors influencing TPG fulfilment. This research  evaluates teacher workload changes and how they affect eligibility for the Teacher Professional Allowance (TPG) at Vocational High Schools (SMK) in the Bogor Barat region after the implementation of the Ministry of Education and Culture Regulation No. 11 of 2025. The regulation introduces significant changes to the minimum workload and distribution of teaching hours, which directly influence teachers' rights to the TPG. This research uses a quantitative descriptive approach, collecting primary data through questionnaires and documentation of teachers' workloads before and after the regulation was enacted. The analysis shows a decline in teachers independently meeting the minimum teaching hours of 24 JP/week, especially in vocational subjects with reduced hours. Consequently, some teachers had to increase their hours by working across schools or taking on additional administrative tasks to retain their eligibility for TPG. This research recommends that the government regularly evaluate the policy and allow flexibility in setting workloads for vocational teachers to prevent their professional rights from being compromised.

Abstract

Sustainable and adequate urban sanitation development is a fundamental aspect of realizing healthy, inclusive, and resilient cities. However, local fiscal limitations, suboptimal institutional capacity, and the low involvement of multiple stakeholders pose significant challenges in providing safe sanitation services in Depok City and Bogor City. The Public-Private Partnership (PPP) scheme is viewed as a strategic alternative to bridging financing gaps while improving the efficiency and quality of urban sanitation services. This study aims to analyze the challenges of urban sanitation development in Depok and Bogor, identify key factors influencing private sector involvement through PPP schemes, and formulate sustainable urban sanitation development strategies involving the private sector. The study employs a descriptive qualitative approach with data collection techniques including in-depth interviews, observations, and document studies with key informants from local governments, business actors, sanitation practitioners, and community representatives. The results indicate that the main challenges include weak tariff regulation, limited inter-agency coordination, low public awareness, and inadequate integrated fecal sludge management services. The key factors influencing private sector engagement include legal certainty, project economic scale, availability of technical data, and the readiness of local government institutions. This research recommends strengthening regulations and planning, establishing Badan Layanan Umum Daerah (BLUD) for sanitation management, enhancing multi-stakeholder collaboration, and developing attractive PPP schemes for private partners as part of efforts to accelerate the achievement of safe and sustainable urban sanitation targets.
