Abstract

At this time the position of the Qanun on the Expansion of the Kandang Makmur District is in the province and awaiting a register number that requires a letter of recommendation from the Minister of Home Affairs. In the discussion process to analyze the problem using political system theory in the formulation of public policy according to David Easton which consists of input, withinput, and output. Researchers chose to use a qualitative approach because a qualitative approach is believed to be able to assist researchers in interpreting and describing the phenomena that occur. The process of expansion of the Kandang Makmur sub-district is full of political elements. The political element is the efforts of Mayor Suaidi Yahya and the Aceh Party to control the legislature of the expansion agenda of the Kandang Makmur sub-district. This is in accordance with the concept that in the policy making process there is the use of interests and power in order to form a policy. So in the formulation process there is a conflict of interest between the executive and the legislature. The Lhokseumawe DPRK as the legislature rationalized the expansion policy of the Kandang Makmur District by providing an alternative policy to the executive as the party proposing the expansion policy of the Kandang Makmur District. So that the next researcher can continue the discussion regarding the implementation of the Qanun for regional expansion in Kandang Makmur District.

Abstract

The impact of pandemic Covid-19 that produces high unemployment, put labor as the issues most often discussed these days. This study aims to analyze issues relating to employment and its policy in Indonesia by using literature review from a Scopus database for the purpose to describe findings on 1) development publication trend and the highest citation on articles, 2) a map or entanglement articles seen from co-authorship, 3) a map or entanglement articles seen from co-occurrence keywords writer, 4) information related to the issue of articles that have been analyzed. Bibliometric analysis and analysis content used in the following analysis of articles with using Microsoft Excel and Vosviewer software as analyzing and visualizing data tools. The analysis shows that a publication highest seen in 2022 with the total number of 12 articles and article with highest citation named Policies, Political-Economy, and Swidden in Southeast Asia with 208 citations. In terms of mapping articles based on co-authorship formed 57 cluster with Indonesia as a country with the highest writers with total 27 publications. As for the analysis of the map in terms of articles co-occurrence based on keywords writer formed 7 clusters. It is apparent that issues such as the system of remuneration, labor migration, and gender is an issue most frequently discussed in employment associated research.

Abstract

E-government implementation can facilitate public participation in terms of information disclosure, public services, as well as complaints and aspirations in formulating policies to achieve good governance. So it is necessary to analyze the determinant factors of e-government usage by citizens in th etechnical and social aspects. This research was conducted in the Probolinggo City, Indonesia as one of the cities that has implemented e-government system in public administration. This study uses evaluation models that integrates information system factors from the DeLone McLean model, social capital factors, and digital literacy factors. Data was collected through distributing questionnaires to respondents who have participated electronically with a sample of 210 people. This study uses quantitative methods with analytical techniques using Structural Equation Modeling - Partial Least Square (SEM-PLS). The results of this study indicate the influence of information system factors, social capital factors and digital literacy factors on use of e-government. As well as measuring the effect of citizen satisfaction and perceived usefullness on the continuance intention to use and recommend it. These results can be a new insight in implementing citizen-centered e-government to realize good governance

Abstract

This study aims to analyse trends and models of open government in Indonesia. This study uses a qualitative approach with bibliometric analysis methods and a systematic literature review. The data in this study were obtained from the Google Scholar database using the Publish or Perish application and processed using the Vosviewer application. The results of this study indicate that Indonesian open government studies are quite attractive to researchers. Although fluctuating, in the last decade there have been 52 publications on Indonesian open government studies, and 267 of them have been cited. From these figures, an h-index score of 10 and a g-index score of 15 are obtained. There are 83 keywords divided into 15 clusters, with the number of keywords in each cluster varying. Of these keywords, there are 412 links, 440 total link strength, and 132 occurrences. In 2020–2022, the Government of Indonesia established 18 policy models to support the achievement of open government. Since 2011 until now, the government of Indonesia has consistently supported the implementation of open government by establishing 152 policy models.

Abstract

The curriculum is a government  policy in the field of education determined by the government. The curriculum has continued to change according to the times and advances in science and technology. This study uses a qualitative method by producing descriptive data as an observable social reality, namely the educational curriculum. The social reality is then analyzed using public policy theory. This article concludes that the curriculum as a political policy from the Indonesian government in the field of education is a logical consequence of social change and development of science. From 1999 to 2013 there were three changes to the curriculum, namely the Competency-Based Curriculum (KBK), the Education Unit Level Curriculum (KTSP) and the 2013 Curriculum (K-13). Each curriculum has its own focus and emphasis point. The purpose of the curriculum changes carried out by the government from a theoretical point of view of public policy is oriented towards fulfilling the needs and interests of the community. So that the curriculum can still be adapted to social changes, scientific and technological developments that occur in society in Indonesia and the wider world

Abstract

Amanat Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik telah mewajibkan setiap badan publik untuk dapat memiliki keterbukaan dalam pelayanan informasi kepada masyarakat. Dengan kehadiran aturan hukum tersebut telah menjamin hak masyarakat untuk memperoleh dan mengakses informasi yang dibutuhkan. Penelitian ini bertujuan untuk mengetahui dan menjelaskan pola pengawasan yang dilakukan oleh Komisi Informasi Aceh (KIA) dalam mewujudkan keterbukaan informasi publik di lingkungan Satuan Kerja Perangkat Aceh (SKPA). Penelitian ini berjenis kualitatif dengan pendekatan deskriptif, informan dalam penelitian ini ditentukan melalui teknik purposive sampling. Teori pengawasan dari Sondang P. Siagian digunakan untuk menganalisis permasalahan. Dari hasil analisis, penulis menilai bahwa pelaksanaan pengawasan KIA terhadap implementasi keterbukaan informasi publik di SKPA telah berjalan dengan efektif. Tinggal mengupayakan bagaimana KIA dapat meningkatan kinerja keterbukaan informasi publik oleh sebagian SKPA yang masih rendah.Mandate of Law No. 14 of 2008 concerning Openness of Public Information has required every public agency to be able to have openness in providing information to the public. The presence of these laws has guaranteed the right of the community to obtain and access the information they need. This study aims to identify and explain the pattern of supervision carried out by the Aceh Information Commission (KIA) in realizing public information disclosure within the Aceh Working Unit (SKPA). This research is a qualitative type with a descriptive approach, the informants in this study were determined through purposive sampling technique. Supervision theory from Sondang P. Siagian is used to analyze the problem. From the results of the analysis, the authors consider that the implementation of MCH supervision on the implementation of public information disclosure in SKPA has been running effectively. It remains only to find out how MCH can improve the performance of public information disclosure by some SKPAs, which are still low.

Abstract

The need for Personal Data Protection must be supported by policies that are able to guarantee the security of personal information so that it is not misused by irresponsible persons. The development of research on personal data protection policy can be a good reference for the government and stakeholders in formulating policies that can guarantee the security of personal data. This study aims to determine research trends and explain the relationship between keywords and researchers in research articles on personal data protection policies. This study uses the bibliometric analysis method assisted by the VOS Viewer and Biblioshiny Rstudio tools so that it can display interesting network visualization. The findings from this study are the development of research publications on related topics from year to year, mapping of subject areas of research publications on related topics, mapping of countries of origin of research publications on related topics, relationships between authors/researchers, relationships between keywords from a number of research articles on related topics, distribution of journals that publish research articles on related topics, and productivity of researchers/writers of articles on related topics. The results of this study can help researchers find novelty opportunities and use appropriate reference sources in conducting research on related topics

Abstract

Article 21 (2) of Qanun Aceh Number 10, 2007 on Baitul Mal provides that "a person or an institution which is not obliged as muzakki may pay infak to Baitul Mal. Article 180 (1) of Aceh Governance Act, provides that Aceh original revenue souces and regional revenue sources excludes infak and shadaqah as original regional revenues. Legal basis of collecting infak and shadaqah is very weak as it is only based on the Head of District/Major Regulation. The research shows that the collection of the doation in Kabupaten Bireuen is done based oon Bireuen's Head of District Regulation Number 20, 2013 on the Mechanism of Zakat, Infaq, Shadaqah and Other Religious Assets Management, in Lhokseumawe it is done with the Major Regulation Number 33, 2017 on the Mechanism of Zakat, Infaq, Shadaqah, Waqf and Other Religious Assets and in Pidie District is done with the Head of Pidie's District Regulation Number 11, 2016 on the Mangement of Infaq and Shadaqah in Pidie District by referring to Qanun Aceh Number 10, 2007 regarding Baitul Mal.

Abstract

This study aims to analyze the Indonesian Ministry of Internal Affairs' communication patterns on Twitter social media accounts. The research method used is social media analysis (Twitter) @kemendagri. It aims to analyze and measure publication intensity and identify trends and communication patterns of the Ministry of Internal Affairs through its Twitter account. The analytical tool in this study uses Nvivo 14 Plus. The results showed an increasing trend in the tweet intensity of the @kemendagri account in the first four quarters (April 2019 March 2020). Coordination, regulation, decentralization, and integration are the most frequently written samples of tweets. Two hashtags are most often included in the tweet of the @kemendagri account, namely #kemendagri and #infokemendagri. the word that appears most often is "Praja." "Praja" is a word to greet the audience or people who follow the Twitter account @kemendagri. There have been concrete efforts to integrate promotion through social media with a decentralized approach, in which the Ministry of Internal Affairs has given local governments the freedom to actively contribute to managing the Twitter account. This decentralized approach illustrates Ministry of Internal Affairs commitment to empowering local governments and increasing their participation in government communication processes.

Abstract

This study assesses the degree to what extent civil society organizations (CSOs) can make the local governments decision-making more inclusive and participatory to meet the demands of citizens at the grassroots in Bangladesh. The study specifically explores the role of CSOs in mobilizing public engagement and affecting decision-making to promote participatory governance at the Jhilongjha union parishad, the lowest tier of local government, in Bangladesh. By utilizing qualitative research approach, this paper reveals that the CSOs are not very instrumental in establishing participatory governance in the study location. The participatory avenues at the grassroots like village court, ward meetings, and open budgeting are found to be running without expected level of peoples participation. The reasons behind the CSOs failure in promoting participatory local governance in this context include high power distance culture, adverse political environment, lack of education among citizens, and distrust among the citizens regarding local government.
