Abstract

This research aims to analyze the trend of open parliaments in Indonesia and the Philippines and the commitment of the parliaments of the two countries. This research uses a qualitative approach with bibliometric analysis and content analysis methods. The results of this research show that the Indonesian open parliament study has a higher number of publications, citations, h-index, and g-index, so that it has a greater impact and productivity. Even though Indonesian open parliament articles have higher total link strength and occurrences, the Philippine open parliament study is more focused on certain topics. There are more themes and clusters in the Indonesian open parliament study, and each cluster describes the relationship between certain themes and focuses. Network visualization, overlay visualization, and density visualization generate potential research themes regarding this study in the future. Even though the Indonesian and Philippine parliaments have stated their commitment to support open parliaments in both countries, the Indonesian parliament's commitment has a stronger influence through the formation of an open parliament institution.

Abstract

The escalating complexities of maritime disputes necessitate a nuanced examination of the evolving role of non-state actors in maritime diplomacy. This research delves into the conceptualization of non-state actors in international relations, with a primary focus on the roles played by international organizations and non-governmental organizations (NGOs) in resolving maritime disputes. Employing qualitative research methods using secondary data, this study draws on existing literature to analyze the conceptual frameworks, roles of international organizations in conflict resolution, contributions of NGOs to maritime diplomacy, and factors influencing the effectiveness of non-state actors in dispute resolution. Findings illuminate the multifaceted nature of non-state actors, showcasing their diverse contributions to diplomatic efforts, from mediation and conflict prevention to post-conflict reconstruction. This research contributes novel insights by synthesizing existing knowledge on non-state actors in the context of maritime diplomacy and providing a comprehensive understanding of their impact on global and regional maritime governance. The study's findings inform policymakers, scholars, and practitioners engaged in maritime diplomacy, shedding light on the intricate dynamics that shape the effectiveness of non-state actors in addressing maritime challenges.Keywords: conflict resolution, international organizations, maritime diplomacy, NGOs, non-state actors

Abstract

TOMIRA stands for People's Owned Stores, which emerged as a reaction to the widespread growth of modern networked or franchised stores in the community, especially in Kulon Progo Regency. The development of modern network stores or franchises is considered a threat to the long-term existence of traditional markets, which in this case include cooperatives and micro, small and medium enterprises (MSMEs). TOMIRA is a partnership program between cooperatives, MSMEs, and large networked modern shop companies supported by the Kulon Progo Regency government in an effort to provide solutions for the sustainability of cooperatives and MSMEs in society. However, the TOMIRA partnership program still has various deficiencies, especially in terms of the roles and relationship patterns of the stakeholders involved. Therefore, the purpose of this study is to examine the pattern of relationships that occur between stakeholders involved in the implementation of the TOMIRA partnership program so that this program is expected to have a high success rate and be beneficial to various parties in the future.

Abstract

Disaster mitigation for early childhood involves introducing preparedness before and after a disaster to reduce vulnerability risks. The objective of this study is to examine the implementation of disaster education policies in early childhood education. This descriptive qualitative research employs interviews, observation, and documentation as data collection techniques. The research subjects include two teachers and the principal at PAUD IT Insan Madani Meukek, South Aceh. The findings indicate that the implementation of disaster mitigation education policies in early childhood education has been effectively operationalized, such consistent integration of disaster preparedness into curriculum activities and adequate training and support provided to educators. furthermore, the teachers role is critical as a planner, organizer, implementer, communicator, director, and facilitator in disaster mitigation education for early childhood. Additionally, according to Van Meter and Van Horn's policy implementation theory, the effectiveness of implementing disaster mitigation education in preschools is influenced by the clarity of policy objectives, availability of resources, inter-organizational communication, as well as the attitudes of the implementers.

Abstract

Ensuring the sustainable development of forest resources is a crucial priority in different regions worldwide. This article seeks to clarify the interplay between conflict and collaboration in the management of forest resources in Aceh Jaya, a region characterized by complex socio-political dynamics. This study utilizes a qualitative research methodology, specifically employing a case study approach, to investigate and address research inquiries. The current research centers on the conflicts and collaboration that arise in forest management, with a specific focus on the involvement of traditional (customary) authorities and state governments. The study also aims to identify the main factors that impact their collaborative endeavors in the pursuit of sustainable forest practices. The study's findings offer valuable insights and recommendations that governmental bodies, traditional authorities, and other relevant stakeholders can use effectively to develop policies and practices for managing forest resources in this region.

Abstract

This research aims to analyze the Strategy of the Regional Financial and Asset Management Agency in Increasing Bima City's Original Regional Income. The research method used in this research is descriptive qualitative. The research results show the strategy of the Regional Financial and Asset Management Agency in an effort to increase Regional Original Income, namely the strategy set by the Regional Financial and Asset Management Agency in increasing Regional Original Income is Intensity and Assistance where the Regional Financial and Asset Management Agency must first strengthen all forms of regulations regions related to their Regional Original Income as a reference in determining them. Carrying out data collection on all tax objects because some have already been recorded, but if there is a change in the value, the Regional Financial and Asset Management Agency automatically has to re-register the data again. Carrying out audits of taxpayers, namely issuing letters regarding tax assessments for collection. If there is no response from the taxpayer, they will carry out an inspection. Creating a digital channel called Regional Tax Transaction Electronification to make it easier and help the community, but unfortunately this strategy is still in process and has not yet been realized.

Abstract

The Pandu Online website provides benefits for the government in providing effective and efficient public services that enable the government to provide better accessibility for the community. This study aims to analyze the effect of the quality of the Pandu Online website on user satisfaction in Garut Regency using the Webqual 4.0 method. The Webqual 4.0 method is an approach that integrates advanced technologies such as artificial intelligence, big data analysis, Internet of Things (IoT), and others, to improve the quality and experience of users when accessing websites. This study uses a quantitative approach by conducting a survey of 100 Garut residents who are users of Pandu Online website. The collected data were analyzed using the Structural Equation Modelling - Partial Least Square (SEM PLS) with the help of WarpPLS 7.0 software. The results showed that there is an influence on usability, information quality, interaction service quality, which are the dimensions of website quality on user satisfaction. This research contributes to the application of the Webqual 4.0 method which can increase user satisfaction in the future.

Abstract

The Universal Pension Scheme (UPS) is a fairly new policy by the Bangladesh government, inaugurated on 17th August 2023, aiming at giving the nation's aging population a monthly stipend and placing them under a well-organized social safety net program. This study aimed to find out the perception of the people regarding the UPS and the challenges that beset with this perception. The study uses a quantitative method to collect data from 404 participants through a close ended questionnaire following simple random sampling. The SPSS software was used to analyze the data for chi-square testing, cross tabulation, and descriptive statistics. By conducting the Chi-square test (p0.05), the overall results of the study revealed that the general people are not much willing to participate in the Universal Pension Scheme despite knowing about it. Though many still do not properly understand the different schemes of the UPS and prefer the traditional and familiar banking procedure for saving money, many mainly refrain from agreeing to participate on it because of the risk of inflation and regime change. Thus, most people prefer investing in a business to make profit and be free from these risks that are associated with UPS.

Abstract

The curriculum is a government policy in the field of education determined by the government. The curriculum has continued to change according to the times and advances in science and technology. This study uses a qualitative method by producing descriptive data as an observable social reality, namely the educational curriculum. The social reality is then analyzed using public policy theory. This article concludes that the curriculum as a political policy from the Indonesian government in the field of education is a logical consequence of social change and development of science. From 1999 to 2013 there were three changes to the curriculum, namely the Competency-Based Curriculum (KBK), the Education Unit Level Curriculum (KTSP) and the 2013 Curriculum (K-13). Each curriculum has its own focus and emphasis point. The purpose of the curriculum changes carried out by the government from a theoretical point of view of public policy is oriented towards fulfilling the needs and interests of the community. So that the curriculum can still be adapted to social changes, scientific and technological developments that occur in society in Indonesia and the wider world

Abstract

The phenomenon of the appointment of acting regional heads by the central government to fill the vacancies caused by the postponement of regional elections to the upcoming 2024 simultaneous regional elections has had a serious political impact. This paper will try to look at: First, discuss the problems of appointing acting regional heads related to the mechanism of the appointment process in general from the Indonesian scale and a special analysis of phenomena in Aceh Province. Second, discussing the pros and cons of the phenomenon when serving as a leader who then sees its relevance to the concept of democracy. Then, it will provide an evaluative description of the impacts that may arise so that conclusions and recommendations can be drawn for the running of an effective and efficient government in the future. This research is normative research using qualitative methods with a case study approach. Based on the results of the analysis of the findings with the theory used, the phenomenon of the appointment of acting regional heads by the central government is proven to be contrary to the concepts and principles of democracy, where procedurally the position is obtained through determination not election by the people. The recommendations put forward are that it is necessary to formulate a regulation that specifically regulates this matter and there is a need for the involvement of stakeholders in the regions to create an effective and efficient regional government.Fenomena penunjukan penjabat kepala daerah oleh pemerintah pusat untuk mengisi kekosongan jabatan yang disebabkan oleh penundaan pilkada menuju pilkada serentak 2024 mendatang melahirkan dampak politik yang serius. Tulisan ini akan berusaha melihat: Pertama, membahas problematika pengangkatan penjabat kepala daerah terkait mekanisme proses penunjukannya secara umum dari skala Indonesia dan analisis khusus fenomena di Provinsi Aceh. Kedua, membahas mengenai fenomena pro dan kontra saat menjabat sebagai pemimpin yang kemudian melihat relevansinya dengan konsep demokrasi. Kemudian, memberikan gambaran yang bersifat evaluatif dari dampak yang mungkin muncul, sehingga dapat ditarik sebuah kesimpulan serta rekomendasi untuk jalannya pemerintahan yang efektif dan efisien di masa yang akan datang. Penelitian ini merupakan penelitian normatif yang menggunakan metode kualitatif dengan pendekatan studi kasus (case study). Berdasarkan hasil analisis temuan dengan teori yang digunakan, maka fenomena penunjukkan penjabat kepala daerah oleh pemerintah pusat terbukti bertentangan dengan konsep dan prinsip demokrasi, dimana secara prosedur jabatan tersebut diperoleh melalui penetapan bukan pemilihan oleh rakyat. Rekomendasi yang diajukan adalah perlu disusun sebuah regulasi yang secara spesifik mengatur hal tersebut dan perlu adanya keterlibatan stakeholder di daerah agar tercipta pemerintahan daerah yang efektif dan efisien.
