Abstract

Based on preliminary stewardship results, it is known that the effectiveness of fire fighting services is not yet effective. Starting from these problems, the formulation of the problem in this study can be formulated as follows: 1) How is the effectiveness of fire fighting services by the UPT Fire Department in Ciamis Regency ?; 2) What are the obstacles in the Effectiveness of Fire Fighting Services by the Fire Service Unit in Ciamis Regency ?; 3) How are the efforts to overcome obstacles in the Effectiveness of Fire Fighting Services by the Fire Service Unit in Ciamis Regency? The research method used in this research is to use a qualitative approach. The sampling technique used was purposive sampling. The data collection techniques include literature study, field study (interview observation) and documentation study. Data analysis techniques, namely from interviews, observations that have been written in field notes, personal documents, official documents, pictures, photos and so on. Based on the research results, it was found that: 1) The effectiveness of fire fighting services by the Technical Implementation Unit of the Fire Service in Ciamis Regency has not been implemented optimally. 2) Obstacles in realizing the effectiveness of blackout services include: officers who have not attended training or training, there is a lack of human resources, limited personal protective equipment for officers, and low understanding of the community regarding damkar services, which have not been carried out optimally because the post has not been established. firefighters in every sub-district or at least 9 sub-districts in Ciamis Regency, officers are less active in providing information or socializing to the community so that the public's understanding is low about the services of the Ciamis District Fire Brigade Regional Technical Implementation Unit. 3) Efforts to overcome the obstacles faced, namely the establishment of the WMK Damkar Post, Provision of Personal Protection Equipment for officers, Increasing the number of firefighters, Education and training of rescue workers, Training / simulations and outreach for fire volunteer communities, Forming fire fighting assisted communities, provision of competent experts in the preparation of fire management operational plan documents and public discussions of the Fire Protection System Master Plan, Inspection Officer Education and Training.

Abstract

The purpose of this study was to determine the effect of family planning field officer communication on the effectiveness of the family planning program in Sukabumi City. The method used in this research is descriptive method and associative method with a quantitative approach. The sampling technique in this study using purposive sampling. And in this case, that is 100 people who are registered in the family planning program. The data analysis technique used is a simple linear regression analysis technique, including the coefficient of determination test, simple correlation coefficient, and partial test (T test). The results of the study, using the coefficient of determination test, seen from the value (Adjusted R2) of 0.603, this means that the influence of family planning field officer communication on the effectiveness of family planning programs in Sukabumi is 60.3%, the remaining 39.7% is influenced by other factors that are not explained. in this research. From the results of the correlation coefficient test, it can be seen that the R value is 0.776, indicating a strong relationship between communication with family planning field officers and the effectiveness of the family planning program.

Abstract

The rapid population growth and the rapid development of residential and industrial areas in several countries, including Indonesia, are increasingly adding to the burden and problems of domestic waste water. Because every day humans produce waste such as sludge, urine waste and other wastewater, which results in contamination of living bodies in the form of bacteria, fungi, and fungi that are pathogenic and produce toxins, this is very dangerous for human survival. This study aims to analyze the effectiveness of government policies and the involvement of zakat in free sludge suction services through the Sanitation Card (KARSA) model. This study uses a qualitative approach, with descriptive analysis techniques based on data and facts in the field. The results show that the APBD funds help low-income people and zakat funds help mosques, and are able to optimize the Fecal Sludge Treatment Plant (IPLT), in the KARSA program. Through the effectiveness of this policy, one step has succeeded towards the Sustainable Development Goals (SDGs) in 2030. namely the presence of sustainable sanitation for all, while Karanganyar Regency has received an award from the central government in the form of Drinking Water and Environmental Sanitation (AMPL) Award 2019

Abstract

The research is motivated by the problem of obtaining advertisement tax revenue in Bekasi City from 2015 to 2018 which did not reach the predetermined targets, referring to the above problems, this research aims as follows: (1) To identify and analyze the performance of employees of the Bekasi City Regional Revenue Agency ( 2) Knowing and analyzing the role of leaders (3) To identify and analyze inter-agency coordination (4) To know and analyze work systems, regulations, and facilities (5) To identify and analyze external and internal pressures in the Regional Revenue Board of Bekasi City. In this research, the research method that the researcher uses is descriptive with a qualitative approach with data collection techniques including: observation, interviews, documentation, and audio visual as well as the sampling technique used by researchers is purposive sampling. The results show that, the performance of the Bekasi City Regional Revenue Agency in collecting advertisement tax has not been optimal. For a long time, the system factor of Bekasi Mayor Regulation Number 48 of 2012 concerning Implementation Guidelines for Bekasi City Regional Regulation Number 14 of 2012 concerning Advertising Tax is no longer relevant to be applied.

Abstract

A Yogyakarta City Government program as a form of public service to the public and tourists in the city of Yogyakarta. The program is called Jogja Ada Bicycles or better known as Jogja Bike. The concept of this program is Sharing Bike which can be accessed by the general public through applications made by application development companies and in collaboration with the Yogyakarta City Government to restore the previous city branding of Yogyakarta as a City of Bicycles, besides this program also plays a role in stimulating the general public to use bicycles. in all daily activities. This study aims to determine the extent to which the implementation of the Jogja Bike Program in improving tourism sector services can be carried out by the Yogyakarta city government. This paper uses a qualitative analysis method by applying the SNA Social Network Analysis approach. The SNA approach is implemented by using NVIVO Tools to help process coding data obtained from reputable local websites as a source of research information data. The results of the discussion show that the implementation of the jogja bike program in the city of Yogkarta has succeeded in realizing the tourism sector services by providing bicycles as an alternative transportation for tourists to access a number of tourist objects in the city of Yogyakarta.

Abstract

Penelitian ini bertujuan untuk mengetahui Fungsi Pengawasan dalam Meningkatkan Disiplin Kerja Pegawai pada Dinas Kependudukan dan Catatan Sipil Kabupaten Supiori. Permasalahan dalam penelitian ini adalah kurangnya kedisiplinan kerja pegawai, pengembangan dan peningkatan sumber daya manusia baik secara kualitas maupun kuantitas pegawai msih kurang dan minimnya teknoligi yang digunakan. Penelitian ini menggunakan metodologi penelitian deskriptif kualitatif dengan tipe penelitian Studi Kasus. Teknik pengumpulan data diperoleh melalui observasi, interview, studi kepustakaan dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Fungsi Pengawasan dalam Meningkatkan Disiplin Kerja Pegawai pada Dinas Kependudukan dan Catatan Sipil Kabupaten Supiori belum optimal. Hal ini didukung oleh hasil wawancara dari informan mengatakan bahwa fungsi pengawasan sebagai Audit, dari bentuk laporan yang dilakukan oleh pegawai sudah baik namun tidak ada tindakan yang dilakukan dilapangan apakah  sudah sesuai dengan hasil audit yang disampaikan, fungsinya sebagai Evaluasi Dinas Kependudukan dan Catatan Sipil Kabupaten Supiori belum Maksimal, karena masih adanya pegawai yang disiplin kerjanya tidak tepat waktu datang dikantor sehingga proses pelayanan terhambat, fungsi sebagai monitoring terlihat bahwa proses pemantauan yang dilakukan oleh kepala dinas belum efektif disebabkan karena kurangnya komunikasi yang dilakukan antara pimpinan dan bawahan sehingga peningkatan disiplin kerja pegawai belum baik dalam melakukan pelayanan kepada masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui peningkatan kinerja pegawai dalam pelayanan administrasi di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Biak Numfor. Permasalahan yang ditemukan pada penelitian ini adalah terlambatnya pemberian pelayanan yang dirasakan oleh beberapa masyarakat. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian Studi Kasus. Penentuan Informasi dalam penelitian ini dilakukan secara Purposive Sampling yaitu dengan melihat kesesuaian antara calon informan dengan informasi yang dibutuhkan. Teknik Pengumpulan data dilakukan dengan Observasi, Wawancara dan Studi Kepustakaan. Hasil penelitian ini menunjukkan bahwa Kinerja pegawai di kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Biak Numfor masih rendah dimana dalam hal ini dipengaruhi beberapa faktor seperti Faktor Personal/Individu, yang dimana masih banyak pegawai yang kurang dalam penguasaan terhadap penggunaan alat untuk membantu kelancaran pelaksanaan tugas, beban tugas yang tidak merata bagi setiap   pegawai, yang berdampak kurang baik terhadap tugas serta tanggung jawab pegawai   baik   sebagai   aparat   aparatur negara serta pelayanan bagi warga masyarakat, dan untuk Faktor Kepemimpinan dan Faktor Sistem terlihat sudah cukup baik pada Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Biak Numfor.

Abstract

The number of residents who indicated positive for Corona Virus Desaese 2019 (Covid-19) in Pekanbaru from March 2020 to October 2020 jumped sharply. In order to stop the spread of Covid-19 there has been a Political will of the Mayor of Pekanbaru which can be seen clearly from the initiatives and policy choices made. A total of 12 policies consisting of regulations, circulations and decisions have been made by the Mayor of Pekanbaru, but positive cases of Covid-19 tend to fluctuate. This article aims to describe the initiatives and policy choices made by the Mayor of Pekanbaru and to analyze the factors that influence the policy choices made that have not been effective in deciding the spread of Covid-19 in Pekanbaru City. The research method used a qualitative approach using literature studies. The results showed that the Mayor of Pekanbaru's initiatives and policy choices were too influenced and imitated central government policies. As an organization, the city of Pekanbaru does not have any proven institutions and procedures to deal with disasters, plus individually, the attitude of the Pekanbaru mayor seems to be careless and panicked in facing Covid-19. The situation is increasingly unfavorable due to a weak sense of trust and the emergence of confusion in the community due to policies related to Covid-19 which are often changed by the Pekanbaru city government.

Abstract

Every human being in living his life always has various kinds of needs and interests. To be able to fulfill the needs and interests of their lives, sometimes humans collaborate with each other, but sometimes they also clash with each other. To avoid these dangerous clashes, human life needs to be regulated and controlled in order to create security, order and justice. Such regulation and control is carried out through the application of principles. The existence of rules for human life is absolutely necessary, because they can serve as guidance or guidance for humans in living their personal, social, national and state lives. Not only citizens must comply with these principles, but the state (government) in exercising its power must comply with these principles, so that there will be no arbitrariness (absolute or authoritarian) in exercising its power.

Abstract

This article is entitled The Role of Ethics in the Work Environment. In a work environment, a person is expected to have a strong work ethic. A strong work ethic is a set of values or norms that are closely held by everyone as an employee or as a manager, which regulates the regulations at work. Ethical standards differ from the core values of one organization to another. Ethical standards can be a true reference for the progress of an organization or work environment.
