Abstract

This study analyzes the effect of five Bugis work-culture values—siri’, pesse’, lempu’, getteng, and reso’—on occupational safety and health (OSH) compliance in construction projects in Parepare City. The study employed an explanatory quantitative approach using Structural Equation Modeling–Partial Least Squares (SEM-PLS). Data were collected through a five-point Likert questionnaire from 280 construction workers and project personnel and analyzed using SmartPLS 4. The results show that all five dimensions of Bugis work culture have a positive and significant effect on construction OSH compliance. The coefficient of determination (R²) of 0.794 indicates that 79.4% of the variation in OSH compliance is jointly explained by the five dimensions. Pesse’ has the strongest effect (β=0.290), while lempu’ has the weakest effect (β=0.123). The findings indicate that local cultural values can serve as an internal mechanism for strengthening contextual construction OSH management strategies. Future research could incorporate factors such as leadership, safety climate, and project characteristics to expand the model and test the consistency of the findings across different regions and construction sectors.

Abstract

Recurring flooding in densely populated urban settlements requires planning that integrates technical information with community knowledge. Hunggaluwa Urban Village, Limboto District, covers approximately 3.54 km² and had a population of 8,009 in 2024; flooding in the same year affected 53 households or 219 people. This study aims to analyze participatory planning as a basis for flood mitigation in Hunggaluwa Urban Village. A descriptive-evaluative design was employed using Participatory Action Research and Participatory Rural Appraisal approaches from 7 April to 23 May 2026. Data were collected through field observations, interviews, neighborhood transect walks, community discussions, activity records, and documentation involving the urban village government, the Regional Disaster Management Agency, neighborhood representatives, community groups, residents, lecturers, and students. The activities included an initial assessment, participatory identification of flood-prone locations and drainage conditions, preparedness education, evacuation simulations, the establishment of a flood preparedness team, the installation of information media, and joint evaluation. The process generated preliminary information on inundation locations, vulnerable routes, public facilities, drainage problems, and potential evacuation directions. The activities also strengthened coordination between residents and local institutions and provided an operational basis for prioritizing drainage maintenance, planning safe routes, determining assembly points, and improving emergency communication at the settlement level. The findings indicate that participatory planning can translate local flood experiences into spatial and organizational mitigation measures.
