Abstract

Amuntai Craft Market in Hulu Sungai Utara Regency is a market that is unique and has potential as a tourist destination. This market sells a variety of handicrafts made from purun and rattan which are produced by local craftsmen. To improve the economy of the community and the region, the Amuntai Craft Market needs to be developed optimally so that it can become a tourist destination. This paper aims to analyze the potential for developing the Amuntai Craft Market as a tourist destination in terms of its strengths, weaknesses, opportunities, and external challenges. This paper is a descriptive exploratory. Primary data were collected through field observations, interviews with local government in charge of market affairs, and interviews with artisans. Secondary data obtained through interviews with relevant parties and literature relevant to the topic of writing. Data were analyzed using the SWOT method, which was then reduced to a recommendation for a strategic step for market development. The analysis shows that the Amuntai Craft Market has great potential to be developed as one of the tourist destinations because it has the uniqueness of handicraft products, and the products are well-liked for the design of goods and affordable prices, and the availability of human resources that have been hereditary producing handicraft products. The weaknesses of the Amuntai Craft Market are that they do not have permanent buildings, market time is very limited so that it is difficult to access by visitors outside the regency, there is no standard of quality and price of the product, and there is a lack of management from the local government. Recommendations for market development are the promotion of market presence, enhancing the competitiveness of handicraft products through training and coaching, market relocation to be accessible to visitors outside the region every day. Keywords: Amuntai Craft Market, Tourism, SWOT ABSTRAK Pasar Kerajinan Amuntai merupakan pasar yang memiliki keunikan dan berpotensi sebagai destinasi wisata. Pasar ini khusus menjual berbagai barang kerajinan yang diproduksi oleh para pengrajin lokal. Tulisan ini bertujuan untuk menganalisis potensi pengembangan Pasar Kerajinan Amuntai sebagai destinasi wisata. Tulisan ini bersifat deskriptif eksploratif. Data primer diambil melalui observasi lapangan dan wawancara. Data dianalisis menggunakan metode SWOT, yang kemudian diturunkan menjadi rekomendasi langkah strategis pengembangan pasar. Hasil analisis menunjukkan bahwa kekuatan Pasar Kerajinan Amuntai terletak pada kekhususan menjual produk kerajinan, desain barang selalu ada pembaruan, harga terjangkau, dan ketersediaan SDM yang telah turun temurun memproduksi barang kerajinan. Adapun kelemahannya adalah tidak memiliki bangunan permanen, waktu operasional pasar sangat terbatas sehingga sulit diakses oleh pengunjung dari luar daerah, serta belum memiliki standar kualitas dan standar harga. Rekomendasi untuk pengembangan pasar adalah relokasi ke tempat yang telah disediakan oleh pemerintah daerah, penyesuaian waktu operasional pasar untuk memperluas akses pengunjung luar daerah, serta pembinaan dan pendampingan kontrol kualitas produk. Abstract

Achievement of Universal Health Coverage (UHC) is achieved through the participation of JKN - Health BPJS by all Indonesians. Not all poor people were the premium assistance beneficiary, while since 2020 regional health insurance was abolished. The study aims to determine the UHC achievements of the governments, particularly in health financing for the poor. This research uses an Analytic-qualitative approach with the cross-sectional method and was conducted in 2019. Data collection through in-depth interviews with purposive sampling at the Regional Public Health Office, Regional Planning and Development Office, and Social Service in Banjar Regency. The stages for Analysis consist of data reduction, presentation, and data collection. Banjar Regency government involves CSR at TKPKD forum to cover health financing for the poor and underprivileged outside the premium assistance beneficiary, but there were gaps in the unified database synchronization, which can be an obstacle in projecting the health financing and budgeting. The government needs to increase the premium assistance beneficiary quota. The mid-income people or people who can afford health insurance should join the independent universal healthcare participants, so that premium assistance beneficiary is designated only for the poor. Coordination across sectors and programs must be integrated into SLRT. Keywords: Financial Policy, Health Financing, Universal Health Coverage, JKN-BPJS. ABSTRAK Pencapaian Universal Health Coverage (UHC) diwujudkan melalui kepesertaan pada JKN-BPJS Kesehatan oleh seluruh rakyat Indonesia, tanpa terkecuali. Masyarakat miskin dan tidak mampu yang didaftarkan oleh pemerintah daerah berdasarkan Basis Data Terpadu (BDT), dibayarkan oleh pemerintah daerah sebagai peserta Penerima Bantuan Iuran (PBI). Namun tidak semua masyarakat miskin dan tidak mampu masuk dalam daftar PBI. Disamping itu, di tahun 2020 kebijakan jaminan kesehatan daerah (Jamkesda) telah dihapus, sehingga masyarakat miskin bukan PBI tidak dapat lagi memperoleh bantuan pembiayaan kesehatan dari pemerintah. Penelitian ini dilakukan di Kabupaten Banjar untuk mengetahui langkah yang diambil oleh pemerintah daerah dalam menuju pencapaian UHC, yang diutamakan pada kebijakan pembiayaan kesehatan terhadap masyarakat miskin dan tidak mampu. Penelitian ini bersifat analitik dengan desain cross sectional, dilaksanakan pada pertengahan tahun 2019. Metode penelitian secara kualitatif. Pengumpulan data secara indepth interview. Informan penelitian adalah pemerintah daerah yang ditentukan secara purposive sampling, dari Dinas Kesehatan Kabupaten Banjar, Bappeda Kabupaten Banjar, dan Dinas Sosial Kabupaten Banjar. Analisis data dilakukan secara deskriptif dengan tahapan reduksi data, penyajian data dan penarikan kesimpulan. Kabupaten Banjar melalui forum Tim Koordinasi Penanggulangan Kemiskinan Daerah (TKPKD) telah mewacanakan keterlibatan Corporate System Responsibility (CSR) dalam pembiayaan kesehatan masyarakat miskin dan tidak mampu yang berada diluar BDT atau bukan PBI, meskipun diperkirakan belum dapat membiayai masyarakat miskin secara keseluruhan. Namun masih terjadi permasalahan dalam sinkronisasi BDT masyarakat yang tergolong miskin dan tidak mampu tersebut yang dapat menjadi hambatan bagi Dinas Kesehatan dalam memperhitungkan anggaran pembiayaan kesehatan tersebut. Perlu diwacanakan penambahan kuota alokasi anggaran PBI sebagai salah satu solusi untuk dilaksanakan oleh pemerintah daerah. Disisi lain, masyarakat yang telah mampu secara ekonomi harus didorong untuk menjadi peserta BPJS mandiri, sehingga pembiayaan mereka yang semula PBI dapat dialihkan pada masyarakat miskin, diluar peserta PBI. Koordinasi lintas sektor maupun lintas program terintegrasi dalam SLRT, antara lain Dinas Kesehatan, Dinas Sosial, Dinas Kependudukan dan Catatan Sipil, dan Bappeda sehingga masyarakat miskin dan tidak mampu mendapatkan hak yang sama dalam memperoleh kesehatan. Rekomendasi dan strategi yang dilakukan oleh Kabupaten Banjar ini dapat diimplementasikan pada kabupaten/kota dengan kondisi dan permasalahan yang sama. Abstract

Naturally dyed Sasirangan is one of the cultural heritage of the Banjar Empire. Originally, the Sasirangan was made using natural dyes. Nowadays, the Sasirangan made by synthetic dyes. The synthetic dyes can produce more various and brighter colors, which is more interesting for the consumer. The synthetic dyes have been reduced and lowered the interest of natural dyed Sasirangan fabric. Along with the less interest in natural dyed Sasirangan fabric, the craftsmen reduction, and other various impacts, it is concerned that the natural dyed Sasirangan fabric which is a heritage will be extinct. Therefore, this research was conducted to give an overview of the existence of the natural dyed Sasirangan fabric and the roles of the government, the craftsmen, as well as the society in their effort to preserve it. The research method is qualitative descriptive. The result shows that the existence of the natural dyed Sasirangan fabric has been significantly increased both for its quantity, which is the rise of the craftsmen’s number, as well as its quality such as the motives diversity and the coloring quality which does not wear off easily. The effort of the government, the craftsmen, and the society in preserving Sasirangan fabric is quite diverse, from the coaching, the training for the general public, the housewives, also the students in the school environment. Even, for maintaining the Sasirangan fabric preservation, the Banjarmasin City government issued a policy in the form of a circular which obliges all the state civil apparatus in the environment of Banjarmasin City government to wear clothing made of natural dyed Sasirangan fabric on a certain day of each month. Keywords: Sasirangan Fabric, Natural Dyes, Preservation, Banjar Culture ABSTRAK Kain sasirangan pewarna alam merupakan salah satu warisan budaya Kerajaan Banjar. Kain sasirangan semula dibuat dengan menggunakan pewarna alam. Seiring dengan perkembangan zaman kain sasirangan kemudian dibuat dengan menggunakan zat pewarna sintetis. Pewarna sintetis dapat menghasilkan warna yang lebih beragam dan cerah sehingga lebih banyak diminati konsumen, sehingga minat terhadap sasirangan pewarn alam semakin berkurang. Hal ini pada akhirnya mengakibatkan terus berkurangnya pengrajin sasirangan pewarna alam dan dikhawatirkan kain sasirangan pewarna alam yang merupakan warisan leluhur akan punah. Penelitian ini dilakukan untuk memberikan gambaran keberadaan kain sasirangan pewarna alam dan upaya pelestariannya oleh pemerintah, pengrajin dan masyarakat. Metode penelitian adalah deskriptif kualitatif. Hasil penelitian menunjukkan produksi kain sasirangan pewarna alam mengalami peningkatan yang cukup signifikan. Kualitasnya juga meningkat dalam hal variasi motif dan warna yang tidak mudah luntur. Upaya pelestarian dari pemerintah, pengrajin dan elemen masyarakat meliputi pembinaan dan pelatihan terhadap masyarakat umum, ibu-ibu rumah tangga, sampai pada anak didik di lingkungan sekolah. Pemerintah Kota Banjarmasin juga mengeluarkan kebijakan berupa Surat Edaran yang mewajibkan seluruh ASN di lingkungan Pemerintah Kota Banjarmasin menggunakan pakaian berbahan kain sasirangan pewarna alam pada hari tertentu dalam setiap bulannya. Abstract

The recruitment of civil servant for persons with disabilities by the Provincial Government of South Kalimantan is one of the manifestations of Law No. 8 of 2016 concerning Persons with Disabilities. The law changes the paradigm that makes persons with disabilities as dignified humans who have the same rights as other citizens, including the right to decent work. Affirmation policies have been given to persons with disabilities, but in practice, there are still people with disabilities who feel discriminated against. This condition needs to be evaluated. The purpose of this study is to describe the implementation of civil servant recruitment for persons with disabilities and its compliance with existing policies and also to formulate a policy strategy for the next recruitment. The implementation of civil servant recruitment in 2018 is generally carried out well, except that there are problems with the recruitment of CPNS for persons with disabilities that are not fully in accordance with the policy of respecting, protecting, and fulfilling the rights of persons with disabilities. There are several strategies for implementing civil servant recruitment for persons with disabilities, there are: 1) Conducting equal perceptions between central government, regional government, and other related parties, 2) Building positive concepts for persons with disabilities, 3) Providing greater opportunities for persons with disabilities to become civil servant, 4) Arrange the formation of persons with disabilities based on regional needs and persons with disabilities, 5) Conduct planning of implementation of civil servant recruitment for persons with disabilities by involving the community of persons with disabilities and related parties, 6) Optimizing services for persons with disabilities. Keywords: Evaluation, Civil Servant Recruitment, People with Disabilities ABSTRAK Pelaksanaan penerimaan CPNS bagi penyandang disabilitas oleh Pemerintah Provinsi Kalimantan Selatan merupakan salah satu perwujudan dari Undang-Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas. Undang-Undang tersebut merubah paradigma yang menjadikan penyandang disabilitas sebagai manusia yang bermartabat yang memiliki hak yang sama dengan warga negara lainnya, salah satunya hak mendapatkan pekerjaan yang layak. Kebijakan afirmasi telah diberikan kepada penyandang disabilitas, tetapi dalam pelaksanaannya masih ada penyandang disabilitas yang merasakan diskriminasi. Kondisi tersebut melatarbelakangi perlunya evaluasi pelaksanaan penerimaan CPNS bagi penyandang disabilitas. Tujuan dari penelitian ini adalah untuk menggambarkan pelaksanaan penerimaan CPNS bagi penyandang disabilitas dan kesesuaiannya dengan kebijakan yang telah ada, serta merumuskan strategi kebijakan pelaksanaan penerimaan CPNS bagi penyandang disabilitas pada kesempatan berikutnya. Pelaksanaan penerimaan CPNS tahun 2018 pada umumnya terlaksana dengan baik, hanya saja terdapat permasalahan penerimaan CPNS bagi penyandang disabilitas yang belum sepenuhnya sesuai dengan kebijakan penghormatan, perlindungan, dan pemenuhan hak penyandang disabilitas, diantaranya penyandang disabilitas tidak dapat melamar pada formasi umum dan formasi khusus yang disediakan tidak sesuai dengan latar belakang pendidikan yang disediakan untuk penyandang disabilitas. Terdapat beberapa strategi pelaksanaan penerimaan CPNS bagi penyandang disabilitas, diantaranya: 1) Melakukan penyamaan persepsi antar pemerintah pusat, pemerintah daerah dan pihak terkait lainnya, 2) Menyusun formasi penyandang disabilitas berdasarkan kebutuhan daerah dan penyandang disabilitas, 3) Mengoptimalkan pelayanan bagi penyandang disabilitas. Abstract

Angka Kematian Ibu (AKI) masih menjadi masalah besar dan perlu mendapatkan perhatian yang serius di Indonesia dan termasuk juga di Provinsi Sumatera Barat. Tujuan penelitian adalah menggambarkan permasalahan dalam penurunan AKI dan merumuskan alternatif strategi kebijakan dalam upaya penurunannya. Penelitian dengan menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian mengungkapkan bahwa beberapa permasalahan dalam upaya penurunan AKI adalah belum memadainya ketersediaan akses pelayanan kesehatan ibu dan anak, dan permasalahan sosial budaya dan ekonomi masyarakat dalam pemanfaatan layanan kesehatan ibu dan anak. Dalam upaya penurunan AKI ada beberapa alternatif strategi kebijakan yaitu strategi peningkatan ketersediaan dan mutu penanganan kesehatan ibu di fasilitas pelayanan kesehatan serta penguatan rujukan persalinan, penguatan kapasitas sumber daya kesehatan yang mempunyai kompetensi, peningkatan cakupan pelayanan kesehatan ibu yang lebih menitikberatkan promotif dan preventif dan optimalisasi pemberdayaan masyarakat.

Abstract

The priority scale in the use of village funds is an effort to take into account village needs during the planning process and when the budget is used. Its implementation must be relevant to community needs. Determining the priority scale will face problems if it gets intervention from the regional head. This study aims to identify the priority scale for village use by Government Regulation Number 60 of 2014 concerning Village Funds. This research is a descriptive qualitative type. The research focuses are Kendal, Demak, and Semarang Regency. Data were collected through interviews and Focus Group Discussions (FGD). The results of the study show that the determination of the priority scale is based on the needs and problems in each region. Semarang Regency is directed towards physical development; Demak Regency is directed at village governance, implementation of village development, community development, and empowerment of village communities; while the Kendal priority scale were village community development. This study recommends that there is a need for identification of program needs based on mapping of existing problems in the local area, it is necessary to carry out supervision to synchronize the APBDesa with the priority scale for the use of village funds as well as to follow up on the results of the monitoring report, and to include village cadres in the team that oversees the suitability of village fund proposals against priority scale and use of village funds.

Abstract

The Job Creation Act which was ratified on 5 October 2020 was met with the agitation of rejection in the form of demonstrations in almost all parts of Indonesia. There are many misunderstandings in the interpretation of this law, one of which is the assumption that the law will harm workers and society. This study aims to identify the causes of negative public opinion on the Job Creation Act, what forms of socialization are carried out by the government, and how the public gets information about the law. This research uses a qualitative approach. The data was taken through a questionnaire distributed to 22 respondents who were randomly selected from the Job Creation Act demonstrators in November 2020 in front of the DPRD Building of South Kalimantan Province. The results showed that respondent’s negative opinion on the Job Creation Act was caused by a lack of knowledge about the contents of the law and the lack of government socialization to the public. The strategy that can be taken by the government to create positive public opinion is to involve community groups, students, public figures, religious leaders, community leaders, and influencers as communicants or messengers in the socialization of the Job Creation Act.

Abstract

The implementation of social security is regulated in Law Number 24 of 2011 on Healthcare and Social Security Agency (hereinafter abbreviated BPJS). Although it has been implemented quite well, there are still things that have not been done optimally. This study aims to determine how the implementation of Law Number 24 of 2011 at Bhayangkara Hospital, Palembang. This research method is qualitative, primary data were collected through observation and interviews. Parameters measured based on the policy implementation model developed by Edward III include communication, resources, disposition, and organizational structure. The results showed that the communication was good, both from the socialization and the existence of supporting tools for notification posters related to BPJS. Resources include friendly employee attitudes and courtesy, the services provided are satisfying and the flow is easy to follow. In the aspect of disposition, all implementers at Bhayangkara Hospital are honest, committed, and democratic. Some of the problems that exist are the lack of human resources at Bhayangkara Hospital compared to the number of patients, lack of medical equipment, the BPJS claim process is still inefficient, and the existence of arrears in payments from the BPJS.

Abstract

Penelitian ini bertujuan untuk mengetahui apa saja yang mempengaruhi Indeks Pembangunan Gender Kabupaten/Kota di Provinsi Jawa Timur tahun 2017-2019. Metode penelitian yang digunakan adalah metodepenelitian kuantitatif data panel dengan model analisis Fixed Effect Model (FEM). Variabel dependen penelitian adalah Indeks Indeks Pembangunan Gender Kabupaten/Kota di Provinsi Jawa Timur. Sedangkan variabel independen adalah pengeluaran pemerintah di bidang pendidikan dan kesehatan, pertumbuhan ekonomi dan tingkat kemiskinan. Hasil regresi penelitian menunjukkan bahwa variabel pengeluaran pemerintah di bidang pendidikan dan kesehatan berpengaruh negatif dan tidak signifikan dengan nilai probabilitas sebesar 0,567. Sedangkan variabel pertumbuhan ekonomi berpengaruh positif dan signifikan tidak signifikan terhadap Indeks Pembangunan Gender. Dan tingkat kemiskinan berpengaruh positif dan signifikan terhadap Indeks Pembangunan Gender.

Abstract

Investment and labor are factors that affect the economic growth of a region. Economic growth is measured by Gross Regional Domestic Product (GRDP). The purpose of this study is to explain the effect of investment in the mining sector and the labor force participation rate on the GRDP of South Kalimantan. This study employs a quantitative approach with secondary data on macroeconomic indicators obtained from the Central Statistics Agency of South Kalimantan. The data used is panel data which is a combination of time series data with cross-section data. The estimation results of the Fixed Effect Model show that foreign investment, domestic investment, and the level of labor force participation simultaneously have a significant effect on economic growth in South Kalimantan. Partially, foreign investment on mining sector has a negative and insignificant effect; domestic investment on mining sector has a positive and significant effect, and Labor Force Participation Rate has a negative and significant effect on economic growth in South Kalimantan
