Parapolitika : Journal of Politics and Democracy Studies is the official journal published by the Department of Political Science, Faculty of Social and Political Sciences, Universitas Pembagunan Nasional Veteran Jakarta. This journal aims to publish any kinds of popular scientific papers or research discussing either political phenomena or social political thought. Publishing articles in this journal is the part of contributing to the development of political science. Parapolitika : Journal of Politics and Democracy Studies is published twice a year: in February and August. The Editorial Board of Parapolitika : Journal of Politics and Democracy Studies invites experts, scholars, practitioners, students, and intellectuals to submit their writings. Editors will select every manuscript submitted to Parapolitika : Journal of Politics and Democracy Studies using the blind reviewer mechanism from peer reviewers asked by editors. Reviewers of this journal come from national and international universities and academic institutions.

Abstract

This study aims to find out how the impact of the green open space development policy in the city of Surabaya, especially in the Cahaya park, Babat Jerawat sub-district, Pakal district, Surabaya. This research use desciptive qualitative approach. Data collection techniques through in-depth interviews, observation, and documentation. Data analysis in this study starts from the process of collecting data, reducing data, displaying data and drawing conclusions. To find out the impact felt by the community around Pakal District with the construction of the Cahaya park, researchers used the policy impact dimensions proposed by Thomas R. Dye, there are two main findings. First, the Cahaya Park was built in the Babat Jerawat sub-district, Pakal sub-district, Surabaya, the purpose of the Cahaya park was to overcome the problems that exist in the community, especially the need for recreation areas, sports facilities, and children's playgrounds. Second, the park which was originally opened was the target of the policy as a place of recreation and as a biofilter against air conditions polluted by pollution, besides that there are groups outside the policy target, namely the community in Babat Jerawat Village, Pakal District, who also use the park for selling activities so that some people who used to be unemployed with the opening of the Cahaya park they can have a job as a merchant times five

Abstract

Indonesia currently faces multidimensional threats, from small to large, concerning all aspects of the country's life, from ideology, politics, economics, social, culture, defense, and security. The newest nature of the threat has a human security perspective rather than only state security. For that, a thorough effort is needed that is capable of dealing with Threats, Disturbance, Obstacle, Challenge (TDOC) as such. Civil defense can be the answer to such problems because civil defense itself can be interpreted as an obligation and responsibility of citizens to maintain the existence and sovereignty of the state. Civil defense will be optimal if disseminated through formal education. In this case, the formal education in question is at the level of higher education. This paper proposes that civil defense can be held at higher education level in the form of university compulsory course, and is organized under the name civil defense education. This paper will also look at the effectiveness of state defense courses as compulsory university courses.

Abstract

The 2019 simultaneous elections with all their dynamics have the potential for conflict because the community is divided on their respective choices. The KPU became gossip in the community with the appearance of news of an alleged miscalculation of the general election results. This shows the magnitude and spread of potential conflicts in the 2019 elections. Problems faced by political party leaders post-election with very tight competition in the form of a crisis of trust, conflicts of interest, lack of synergy between national leaders due to sectoral ego, regional autonomy, and multi-ethnic, multi-ethnic religion, and multi-culturalism, as well as the erosion of local wisdom values. The political awareness of the Indonesian people is still relatively low and there are even politically illiterate people who are easily provoked so that the leadership of political parties is required to have a statesman character.

Abstract

The change in the status of the MPR from the highest state institution to a state institution has eliminated the role of the MPR in setting outlines for state policy. Reformation does provide a political spirit and a new perspective as reflected in the amendments to the 1945 Constitution of the Republic of Indonesia, but the resulting impact is the loss of the continuity between the government and regional governments, and at every change of President. This is reflected in the vision, mission, and work program of the elected President (which is further formulated as the National RPJM / RPJMN) which turns out that in several ways (regarding the material and direction of program achievement) it is different from the vision, mission and work program of the Regional Head (Governor, Regent and Mayor) are elected, and there is no legal consequence whatsoever, because there is no single norm that regulates it. The method used in this paper is a political research method that departs from an analysis of political ideas, political institutions, political attitudes and behavior, as well as policy decision makers and political networks. The purpose of this research is to find out what form of law is most appropriate forbringing back GBHN in the Indonesian constitutional system, which institution is most appropriate for producing the GBHN, and through what kind of mechanism is the most appropriate. Therefore, the results of the analysis in this paper are to ensure the continuity of development in Indonesia today, urging the need to re-attend the State Policy Guidelines in the form of MPR Decrees produced by the MPR through the amendment mechanism of the 1945 NRI Constitution.

Abstract

This research departed from the low score of political parties in Indonesian Democracy Index. Assuch, this paper tries to analyze as to the primary problems faced by political parties in the era of reformation with previously giving historical backgrounds regarding to political parties’ transformation in Indonesia. The main purpose of this research is to identify obstacles and opportunities so as to strengthening political parties towards consolidated democracy. The study finds that there are three main issues faced by political parties in reform era, which are corruption, money politics, and the failure of political representation. other problems are about accountability, transparency, and political party funding, in which the income and the outlay of political parties are not balanced so that triggering the possibility of corruption. Subsequently, there are some challenges which later known in the effort of strengthening political parties, which are patronage, clientelism, and supervising policy by government.

Abstract

This research discusses the influence of the Javanese sovereignty concept in the practices of Soekarno’s regime under the Guided Democracy era (1959-1965). Guided democracy has corrupted the separation of powers in trias politica. The research is a qualitative research designed with a historical, descriptive approach that using literature study. The theory employed based on the javanese sovereignty concept, where kings are the centers of the sovereignty. The research finds that the centralization of power in Soekarno’s regime under the Guided Democracy era reflects the implementation of the Javanese sovereignty concepts as adopted by the kings in the past. The practices that reflect Javanese sovereignty concept in such as the abandonments of the trias politica, Nasakom, as well as the so-called “lighthouse” projects and the application of symbolization of power.

Abstract

Democracy is a government in the hands of the people. Culture is something that will affect the level of knowledge, including a system of ideas or ideas contained in the human mind, so that in everyday life culture is abstract. Democracy culture is essentially a culture that puts the interests of the community first in making state policy decisions. Culture that has reached a certain point where the community can be called a civil society that upholds human values. The method used in writing this article is a qualitative method of library research with an interdisciplinary approach. What is imagined in this paper is that the basic principle of democracy in Indonesia is deliberation for consensus. The principle of deliberation contains a process dimension, while the principle of consensus contains a goal dimension in the political process in Indonesia.

Abstract

In order to make the process of procurement of goods and services transparent, the government makes legal rules related to the procurement of goods and services electronically (e-procurement). In line with regulations regarding the procurement of goods and services, the government through the Ministry of SOEs makes regulations regarding the implementation of Good Corporate Governance. Therefore, the formulation of the problem of this research is how to implement strategies for the procurement of goods and serviceselectronically by using an e-procurement system at PT Pertagas Niaga and how the implications of implementing e-procurement in realizing GCG principles. Zarkasyi (2008) mentions 5 (five) GCG principles, there are transparency, accountability, responsibility,independence, fairness. In general, this research aims to determine the related procedures for procurement of goods and services electronically (e-procurement) and to find out the role of e-procurement and a real condition of implementing e-procurement in the procurement of goods and services at PT Pertagas Niaga to realize Good Corporate Governance. This research uses a qualitative approach with descriptive methods and is supported by primary data and secondary data. Data collection technique is by interviewing the procurement function and documentation of related documents. The results showed that the implementation of an electronic procurement of goods and services system using an eprocurement system was effective in realizing Good Corporate Governance because it had met the transparency and information disclosure aspects of PT. Abstract

In the globalization era, political activities has already being started through internet. This is because the development of information technology has become so massive that it has an impact on many aspects of human life, including politics. Political activity in cyberspace is called cyberpolitics. The use of cyber platform for political activities also has an impact on social and cultural changes in society. The practices of modern society that are very dependent on technology have made a shift in social and cultural values. The emergence of the Industrial Revolution 4.0 era caused by globalization also made the social and cultural systems of society change, especially in relation to political activities. The existence of cyberpolitics has changed the socio-cultural interaction pattern of modern society today. Political activities are no longer carried out through face-to-face, but through cyberspace. This paper will discuss how political activities in the cyber realm are part of the socio-cultural changes in the era of the Industrial Revolution 4.0. This research is using qualitative method through literature studies to obtain the required information.

Abstract

Political parties have an important role in efforts to increase women's political representation in parliament. The most significant function of political parties as gatekeepers is to carry out the recruitment, selection and candidacy of candidates for members of parliament in the general election contestation. This study aims to explain both internal and external factors that influence the role of political parties in increasing women's political representation in parliament in the 2019 election. The research method used is literature study by referring to previous research and secondary data sourced from books, journals, online news, and laws and regulations. The findings of this study reinforce previous research that political parties have a major role in efforts to increase women's political representation in parliament. The role of the party refers to the process of recruitment, selection and candidacy of women, the involvement of women in the organizational structure of the party, and the ideology of political parties. The role and policies of political parties in increasing women's representation are also strongly influenced by gender quota policies, electoral systems and party systems, and women's movement activists.
