Parapolitika : Journal of Politics and Democracy Studies is the official journal published by the Department of Political Science, Faculty of Social and Political Sciences, Universitas Pembagunan Nasional Veteran Jakarta. This journal aims to publish any kinds of popular scientific papers or research discussing either political phenomena or social political thought. Publishing articles in this journal is the part of contributing to the development of political science. Parapolitika : Journal of Politics and Democracy Studies is published twice a year: in February and August. The Editorial Board of Parapolitika : Journal of Politics and Democracy Studies invites experts, scholars, practitioners, students, and intellectuals to submit their writings. Editors will select every manuscript submitted to Parapolitika : Journal of Politics and Democracy Studies using the blind reviewer mechanism from peer reviewers asked by editors. Reviewers of this journal come from national and international universities and academic institutions.

Abstract

This study examines voters’ tendencies to consider direct benefits, candidate programs, candidates’ experience, and evaluations of government performance when determining their political choices in the 2024 Binjai Mayoral Election. The election was characterized by the presence of political patronage, in which political relations between candidates and voters were established not only through ideological and programmatic considerations but also through exchanges of benefits and considerations of the advantages received by voters. Therefore, this study aims to analyze political patronage as a form of voter rationality by examining how political preferences, political affiliations, candidate experience, and evaluations of incumbent performance are associated with voters’ political behavior. This study employs a quantitative approach using a survey of 1,200 respondents in Binjai City selected through multi-stage random sampling, drawing on Rational Choice Theory and the concept of selective incentives. The findings indicate that political patronage in the 2024 Binjai Mayoral Election is associated with voters’ pragmatic considerations regarding the benefits expected from candidates. This study contributes to the literature on voting behavior by demonstrating how the concept of selective incentives can be applied to explain benefit-oriented considerations in electoral behavior within the context of local politics in Indonesia.

Abstract

Although regulatory reforms have strengthened the institutional position of Indonesia’s General Elections Commission (Komisi Pemilihan Umum, KPU) as a national, permanent, and independent electoral management body, contestation over the boundaries of its independence in relation to the House of Representatives (DPR) and the government continues to shape electoral governance in Indonesia. This persistent contestation suggests that KPU independence cannot be understood merely as a normative status guaranteed by the Constitution. This study examines how the concept of mandiri (independent) in Article 22E(5) of the 1945 Constitution of the Republic of Indonesia emerged through a political process and how its historical formation has shaped the institutional development of the KPU through the 2024 elections. Drawing on Historical Institutionalism, particularly the concepts of critical juncture and path dependency, the study analyzes records of the constitutional amendment debates, laws and regulations, Constitutional Court decisions, and in-depth interviews with actors involved in the constitutional amendment process and KPU commissioners who served during the 2017–2022 and 2022–2027 terms. The findings demonstrate that the term mandiri emerged from a political compromise in which it replaced the term independent during the constitutional amendment process. This conceptual ambiguity was subsequently reproduced through regulatory changes, commissioner recruitment mechanisms, and the KPU’s institutional relations with the DPR and the government, thereby sustaining contestation over the boundaries of its independence. Theoretically, the study demonstrates that path dependency does not necessarily produce institutional stability; it may also reproduce institutional contestation. The findings further highlight the limitations of legal-formal approaches that conceptualize the independence of electoral management bodies as a static institutional attribute.

Abstract

This study examines how United States sanctions against Venezuela during the 2019-2025 period function as a global energy security strategy to safeguard U.S. geopolitical interests. The study aims to analyze the relationship between sanctions policy, energy security, and geopolitical competition in U.S.-Venezuela relations. It employs a qualitative method with a case study approach based on secondary data collected from official documents, reports of international organizations, and scholarly journals. The analysis draws on the perspectives of Energy Geopolitics and Defensive Realism. The findings show that U.S. sanctions are directed not only toward regime change but also serve as a global energy security strategy to maintain energy security and geopolitical influence. Although the sanctions have reduced Venezuela's oil production capacity, the country continues to hold a strategic position because of its vast proven oil reserves and its cooperation with China and Russia.

Abstract

  This paper will examine the evaluation of the implementation of the Next Generation Social Welfare Information System (SIKS-NG). This system aims to create an integrated database that is accurate, targeted, and accessible in real time by all stakeholders from the central to the local levels. As an innovation, SIKS-NG is not without its challenges. As seen in the implementation of SIKS-NG in North Luwu Regency, several issues have arisen, such as low operator competence at the village level, frequent network errors, and training sessions for operators that are rarely conducted. This paper employs the Context, Input, Process, Product (CIPP) program evaluation framework developed by Daniel Stufflebeam. The methodology employed is a qualitative approach using an evaluation research design, adopting a single-case study design. Primary data were collected through direct observation and interviews, with data analysis involving data collection, data condensation, data display, and conclusion drawing/verification. The results of this study indicate that the context evaluation was conducted well, while the evaluation of operator quality at the village level still requires more attention. Regarding the process evaluation, adequate training for operators needs to be improved, whereas the product evaluation yielded positive results in this study.
