Abstract

The relocation of street vendors is a strategic policy adopted by the Government of Pamekasan Regency to improve public space management and provide a more organized business environment through the development of the Food Colony. However, its implementation has faced challenges related to vendor acceptance and the sustainability of economic activities at the relocation site. This study aimed to analyze the implementation of the street vendor relocation policy using George C. Edwards III’s framework, encompassing communication, resources, disposition, and bureaucratic structure. A descriptive qualitative approach was employed, with data collected through interviews, observations, and documentation involving the Department of Cooperatives, Small and Medium Enterprises, and Manpower; the Municipal Police; the Department of Transportation; and relocated street vendors. Data were analyzed through data reduction, data display, and conclusion drawing. The findings indicate that policy communication was facilitated through socialization, mediation, and persuasive approaches, enabling information to be conveyed clearly to the affected vendors. The resource dimension was supported by adequate facilities and interagency coordination, while policy implementers demonstrated a strong commitment to the relocation process. Nevertheless, several vendors remained reluctant to relocate because of concerns regarding declining income, leading some to continue operating outside the designated Food Colony area. The bureaucratic structure functioned effectively through an integrated implementation team and clearly defined institutional responsibilities. The study concludes that the relocation policy has been procedurally well implemented, but its substantive effectiveness remains constrained by the limited economic sustainability of relocated vendors. These findings contribute to street vendor management policy by demonstrating that procedural compliance must be accompanied by strategies that strengthen vendors’ economic viability. Enhancing promotional activities, improving the attractiveness of the Food Colony, and enforcing regulations consistently are therefore essential for optimizing policy outcomes.

Abstract

Although context-sensitive approaches to local governance have received increasing attention in development studies and comparative public administration, research integrating structural, relational, and normative dimensions across developing-country contexts remains limited. This study aimed to examine how contextual conditions shape local government improvement and to develop an integrative theoretical framework explaining variations in local governance outcomes across developing countries. A qualitative comparative theoretical synthesis was conducted using the literature compiled by de Vries, Reddy, and Haque (2008), supplemented by relevant empirical and theoretical studies published between 2008 and 2023. The analysis encompassed evidence from Latin America, Sub-Saharan Africa, and South Asia and focused on three interrelated dimensions: structural conditions, relational dynamics, and normative conditions. The findings indicate that formal decentralization does not automatically produce equivalent improvements in local government capacity or performance. Instead, governance outcomes vary according to fiscal and administrative capacity, intergovernmental relations, territorial and institutional configurations, citizen participation, and the involvement of non-state actors. The synthesis further demonstrates that community-centred, state-centred, market-centred, radical, and network perspectives each explain important yet partial dimensions of local governance. Integrating these perspectives, the study proposes a multi-centred theory of local governance that combines local autonomy and accountability, context-sensitive central oversight, conditional market mechanisms, multi-actor collaboration, and sensitivity to institutional and territorial conditions. The study concludes that local government improvement requires governance reforms adapted to specific political, institutional, social, fiscal, and territorial contexts rather than the uniform replication of standardized best practices. This study contributes an integrative framework for comparative local governance research and provides practical guidance for policymakers and development institutions in designing context-sensitive decentralization and local government reforms. Future research should empirically test and refine the proposed framework across a broader range of local government settings.

Abstract

The expansion of digital library services has improved students’ access to academic information resources; however, difficulties encountered when using these services may contribute to library anxiety and impede effective information seeking. This study aimed to determine the level of library anxiety experienced by students when using digital library services at Padang State University Library. A quantitative descriptive design was employed, with a population of 8,282 active students and a purposively selected sample of 99 participants. Data were collected through observation and questionnaires and analyzed using descriptive statistics based on a four-point Likert scale to calculate mean and grand mean scores. The findings revealed that students’ library anxiety when using digital library services was classified as slightly anxious, with a mean score of 2.46. This result indicates that, although students generally experience a relatively low level of anxiety, barriers to using digital library services remain and may affect their ability to retrieve academic information effectively. The study concludes that digital library services should be strengthened through more user-friendly information retrieval systems, librarian-assisted training, and enhanced information literacy programs. These findings extend research based on the Polish Library Anxiety Scale within the context of digital library services and provide practical implications for university libraries seeking to reduce students’ anxiety and improve their digital information-seeking experiences.

Abstract

Although digital authentic assessment has attracted increasing attention in educational research, limited evidence exists regarding pre-service teachers’ perceptions of its development in language learning from a growth mindset perspective. This study aimed to examine the perceptions of Professional Teacher Education students at the Faculty of Teacher Training and Education, Bung Hatta University, toward the development of digital authentic assessment in language learning through the lens of growth mindset. A quantitative descriptive survey design was employed, involving all 30 students enrolled in the Growth Mindset course through total sampling. Data were collected using a Likert-scale questionnaire comprising ten positively worded statements covering understanding of digital authentic assessment, creativity in assessment development, digital competence, feedback effectiveness, learning motivation, and intention to implement digital assessment practices. The data were analyzed using descriptive statistical techniques. The findings showed that 29 participants strongly agreed and one participant agreed with the measured indicators, demonstrating highly positive perceptions of digital authentic assessment in language learning. Participants viewed this form of assessment as relevant to the demands of 21st-century education, capable of enhancing creativity and assessment effectiveness, and supportive of the comprehensive development of learners’ language skills. The study concludes that digital authentic assessment has substantial potential to foster innovative and adaptive language-learning environments. These findings extend the literature on growth mindset and technology-integrated assessment in teacher education and highlight the need for teacher education institutions to strengthen pre-service teachers’ digital competencies and systematically integrate technology-based authentic assessment into professional training programs. Further research should examine its implementation and effectiveness across broader educational settings and larger populations.

Abstract

Legal awareness constitutes a foundational dimension of civic character that should be cultivated from elementary school through values-based citizenship education. This study aimed to analyse the concept of legal awareness among elementary school children, examine the meaning of citizens’ rights and obligations in basic education, and identify the roles of schools, teachers, families, and instructional strategies in fostering rule-abiding behaviour. Employing a descriptive qualitative design based on library research, the study drew data from books, journal articles, legislation, and policy documents. The data were analysed through content analysis involving reduction, categorisation, interpretation, and argumentative synthesis. The findings indicate that children’s legal awareness is reflected in their ability to recognise rules, understand behavioural boundaries, and accept the consequences of their actions in everyday life. Citizenship education plays a strategic role by connecting rights and obligations with concrete practices, including discipline, cleanliness, orderly queuing, mutual respect, and compliance with school regulations. Schools strengthen legal awareness through curriculum integration, teacher role modelling, consistent rule enforcement, and habituation activities, while family support reinforces the internalisation of these values. Effective implementation is supported by a relevant civic education curriculum, an orderly school culture, and collaboration with parents, whereas limited teacher understanding, inconsistent family role models, digital media influences, and weak rule enforcement constitute major constraints. The study concludes that early legal awareness education is essential for developing discipline, honesty, responsibility, and social concern among children. These findings contribute a conceptual framework for strengthening citizenship education practices and coordinated school–family efforts to develop responsible and law-abiding citizens from an early age.

Abstract

Good governance emphasizes transparency, accountability, participation, responsiveness, and effectiveness in public administration to promote responsible governance, improve public service delivery, and advance community welfare. This study examines the implementation of good governance principles in Village Fund management in Niur Permai Village, Sugie Besar District, Karimun Regency. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation. Data were analyzed using the Miles, Huberman, and Saldana model, comprising data condensation, data display, and conclusion drawing and verification. The findings indicate that good governance principles have been implemented relatively well in Village Fund management. Transparency is demonstrated through the dissemination of information concerning Village Fund administration, while accountability is reflected in financial reporting and responsibility mechanisms that comply with applicable provisions. Community participation occurs primarily through village deliberation forums that facilitate the expression of public aspirations. The village government has also demonstrated responsiveness by addressing community needs and following up on public input, although this aspect requires further improvement. Moreover, the effective allocation of Village Funds has supported development and community empowerment programs in accordance with established targets. Nevertheless, implementation remains constrained by the limited capacity of village officials, dynamic regulatory changes, and adjustments to budget priorities. The study concludes that strengthening the capacity of village officials, expanding meaningful community participation, and optimizing good governance practices are essential to achieving more transparent, accountable, participatory, responsive, and effective Village Fund management. These findings provide practical implications for improving village-level financial governance and strengthening the quality of local public administration.

Abstract

Oil palm frond midrib waste is an abundant agricultural by-product with considerable potential for value-added utilization; however, its use remains limited because rural communities often lack the knowledge and practical skills required to transform it into marketable products. This study aimed to identify the agricultural extension potential of Talawi District, Batu Bara Regency, formulate extension objectives based on the SMART and ABCD principles, characterize the intended participants, evaluate the effectiveness of the extension design, and assess women farmers’ willingness to utilize oil palm frond midrib waste for woven plate production. A descriptive quantitative approach was employed, involving field observations and questionnaires administered to 30 members of women’s farmer groups. The data were analysed descriptively using a Likert scale. The findings indicate that Talawi District has substantial oil palm cultivation potential, although the utilization of frond midrib waste remains suboptimal. The participants were predominantly of productive age, had completed senior secondary education, and owned at least one hectare of agricultural land. Following the extension activities, participants’ willingness to utilize oil palm frond midrib waste increased from 0% to 79.29%. The proposed extension design achieved an effectiveness score of 78.41%, indicating that it was effective in enhancing participants’ willingness to convert agricultural waste into handicraft products. The study concludes that a systematically designed agricultural extension programme can strengthen the capacity and willingness of women’s farmer groups to utilize oil palm frond midribs as raw material for woven plates. These findings demonstrate the practical contribution of locally oriented extension programmes to women’s empowerment, agricultural waste valorization, rural entrepreneurship, and sustainable agricultural development.

Abstract

Although aggressive behavior among law enforcement personnel has received considerable scholarly attention, limited research has examined the combined influence of conformity and emotional intelligence on members of Indonesia’s Civil Service Police Unit (Satpol PP). This study analyzes the effects of conformity and emotional intelligence on aggressive behavior among Satpol PP members in Padang City. A quantitative correlational design was employed, involving 186 respondents selected through purposive sampling. Data were collected using the Conformity Scale, the Wong and Law Emotional Intelligence Scale, and the Aggression Questionnaire and analyzed through multiple linear regression. The findings demonstrate that emotional intelligence has a significant negative effect on aggressive behavior, whereas conformity has a significant positive effect. Collectively, the two predictors explain 28.9% of the variance in aggressive behavior. These results indicate that stronger emotional intelligence may reduce aggressive responses, while conformity to group norms may increase such behavior during public-order enforcement. The study concludes that cultivating constructive group solidarity and strengthening emotional intelligence are essential for mitigating aggressive responses in high-pressure field operations. The findings extend social psychological understanding of emotion regulation and group dynamics among law enforcement personnel and provide practical implications for government institutions seeking to develop more humane standard operating procedures and implement emotional intelligence training. Further research may employ qualitative approaches or examine mediating variables to provide a more comprehensive explanation of aggressive behavior among law enforcement officers.

Abstract

Although schools are increasingly equipped with digital facilities, adequate infrastructure does not necessarily ensure meaningful technology integration in English language classrooms, particularly across different language skills. This study examines how three English teachers at a technology-equipped private junior high school in Palu enacted Technological Pedagogical and Content Knowledge (TPACK) and identifies the challenges constraining its implementation. A qualitative case study design was employed, with data collected through nine classroom observations and semi-structured interviews. The data were analyzed through data condensation, data display, and conclusion drawing, using the TPACK framework and Ertmer’s two-order barrier model as deductive coding categories. The findings reveal that TPACK enactment varied across language skills. Teachers selected technology purposefully in writing and reading lessons but relied predominantly on convenience-based choices in speaking lessons, where technology integration was weakest. Technology generally served as pedagogical support rather than as a structurally essential component of instruction, with only one of the nine observed lessons demonstrating fully integrated TPACK. First-order barriers were largely absent because the school provided sufficient infrastructure, whereas second-order barriers arose from teachers’ limited technological repertoire and difficulties in designing technology-based assessments rather than from negative attitudes toward technology. An additional constraint not fully captured by Ertmer’s framework involved students’ inconsistent access to devices and limited familiarity with digital applications. The study concludes that infrastructural adequacy alone does not guarantee integrated TPACK enactment. These findings extend understanding of skill-specific technology integration in English language teaching and imply that teacher professional development should prioritize the expansion of technological repertoires and technology-based assessment capabilities. They also suggest that existing barrier models should incorporate classroom-level constraints related to students’ access and digital competence.

Abstract

Mathematical problem-solving is a fundamental competency in mathematics education; however, students continue to experience difficulties in solving problems involving quadratic functions. This condition underscores the need for an instructional approach that strengthens conceptual understanding while promoting active and meaningful student engagement. This study examined the effectiveness of a Deep Learning Curriculum (DLC)-based Numbered Heads Together (NHT) model in improving the mathematical problem-solving skills of Madrasah Aliyah students. A quantitative quasi-experimental approach with a nonequivalent control group design was employed, involving 32 students selected through purposive sampling. Data were collected using a mathematical problem-solving test and analyzed using an independent-samples t test, normalized gain (N-Gain), and Cohen’s d effect size. The findings indicate that students in the experimental group demonstrated significantly higher problem-solving performance, greater learning gains, and a stronger instructional effect than those in the control group. These results confirm that the DLC-based NHT model is effective in enhancing students’ mathematical problem-solving skills in quadratic function learning. The study contributes empirical evidence supporting the integration of meaningful and collaborative learning principles within cooperative mathematics instruction. Practically, the findings provide an alternative student-centered instructional strategy for supporting the implementation of the Merdeka Curriculum and improving students’ mathematical problem-solving competencies.
