Abstract

The problem of development disparity between districts and cities in Bengkulu Province, as indicated by the relatively high and fluctuating Gini Index figures, meanwhile village funds received by the district government always increase from year to year. Therefore this study aims to find out how much influence village funds have on development disparities between districts in Bengkulu province. This study uses secondary data, obtained from the Central Statistics Bureau and the Ministry of Finance. The research sample was all districts in Bengkulu Province, except Bengkulu City because they did not receive village fund, and analysis techniques using the Panel Data regression model. The appropriate model is Fixed Effect, but the regression coefficient is very small but it has a role in reducing development inequality (Gini Index). The small effect is because the village fund provided are still very small and the formulation of the distribution of village funds is not pro to the poor population. Many other factors affect development inequality such as: differences in endowment factors, demographic conditions, lack of smooth mobility of goods and services, concentration of regional economic activities, allocation of development funds between regions.

Abstract

This research was conducted in KumpehSubdistrict, Muaro Jambi District, with respondents being cocoa farmers. This research was conducted with the aim of : 1. To know the description of the production function of cocoa farming 2. Analyzing the level of optimization / economic efficiency of the use of production factors in cocoa farming, and 3. Performing a calculation approach to determine the optimal use of production factors on cocoa farming. Farmers who were chosen as respondents were selected purposively, namely farmers who have cocoa at an optimal age of 9-14 years. The number of farmers who met these criteria was 55 people and the technique of taking respodentswas carried out by census. The analytical method used is the Cobb Douglas production function analysis, then the optimization calculation is continued with economic efficiency criteria, where the efficiency of the use of production factors is achieved if NPMXi / HXi = 1. From the results of the analysis and discussion it can be concluded that: 1) The use of land production factors and technical / physical labor influences the increase in cocoa production / hectare / year, while fertilizers and medicines have no effect on production. 2) The use of factors of production of labor, fertilizers and medicines in cocoa farming is not yet economically efficient. 3) From the results of optimization, the use of work can be increased up to 238.5 HOK / hectare / year or increased by 167.64 HOK from the actual workforce poured out by farmers. While the use of fertilizer (X2) can be added up to 2,293.28 kg / year / hectare or added 1,340.38 kg of actual use and medicines (X3) added to 9.50 liters or added 0.87 liters of the amount of drugs medicine used by farmers.

The main activities in the soybean value chain consist of inbound logistics, operations, outbound logistics, marketing, and services. The logistical aspect performance is constrained by the incompatibility of the use of inputs with the standard. The performance aspect of operations is reflected by the productivity and income of farmers, amounting to 1,822 kg/ha and Rp. 1,728,320 / ha. Outgoing logistics related to farmers' dependence on collecting traders. The performance of marketing aspects is reflected in channel margins 1, 2, and 3, namely Rp. 750 / kg, Rp. 1,350 / kg, and Rp. 1,475 / kg. The most dominant service aspect is the role of RKG. Abstract

Bengkulu Province has rice productivity that is able to keep up with Lampung and West Sumatra (Top Five in production and on top three in land ownership throughout Sumatra), although rice farmland ownership is relatively low (less than 0.8 hectares) ). The climate change issue in the last two decades has impacted a significant decrease in rice production in Bengkulu Province. The government offers the Cropping Calendar (Katam) program, a technology that is able to provide a various information related to the croping such as the prediction of the beginning of the rainy season, the beginning of the cropping season, cropping patterns, potential cropping area and others to overcome these problems and the City of Bengkulu has begun to implement the program. The purpose of this study is to analyze the level of application of integrated Cropping calendar by lowland rice farmers in Bengkulu City and analyze the correlation between internal and external factors of farmers with the level of Cropping calendar application. The basic method of this research is explanatory with a combined approach (quantitative and qualitative). The results showed that the level of application of integrated cropping calendar innovations in rice farmers was low. Farming experience, knowledge about cropping calendar, communication behavior, and social strengthening are significantly related to the level of application of cropping calendar innovation in rice farmers.
