Journal of Contemporary Administration and Management (ADMAN) is a scientific journal that focuses on the publication of articles related to the development of the theory and practice of administration and management in a contemporary context. The journal contains articles that cover a wide range of topics, such as business strategy, human resource management, financial management, marketing management, operations management, environmental management, public policy, and so on. Our journal aims to present innovative thoughts and creative solutions in the field of administration and management. In carrying out this objective, the journal publishes scholarly articles that contain original research results and theory development and follow strict academic standards. Journal of Contemporary Administration and Management (ADMAN) is published periodically every four months and is open to the publication of articles from academics, practitioners, and researchers in the field of administration and management. This journal uses a peer-review system in assessing incoming articles and is accredited by a national accreditation agency. With this journal, it is hoped that it can make a real contribution to the development of administration and management science, both theoretically and practically, and provide useful information for readers who are interested in this field.

Abstract

This study aims to reconstruct the adaptive performance management model within the context of flexible and hybrid work dynamics in the digital era. The research approach used is a literature review with a qualitative method and descriptive analysis. Data was collected from Google Scholar and several credible websites for the period 1991–2025, initially comprising 30 articles, which were then filtered down to 17 most relevant articles through a stringent selection process. The research findings show that traditional performance management models need to transform into more adaptive systems by integrating agile principles, the use of digital technology, self-determination theory, goal-setting theory, and dynamic capability theory. In hybrid and flexible work environments, performance is more effectively assessed using an outcome-based approach, continuous feedback, and real-time digital platforms. This research also highlights the importance of new competencies for managers to manage remote team performance and the need to prioritize employee psychological well-being within the adaptive performance management system. Case studies from various multinational companies support these findings, where flexible performance management approaches have enhanced productivity and employee engagement. This research is expected to serve as a foundation for organizations to develop performance management systems that are more relevant to the demands of modern work.

Abstract

This study aims to examine the role of transformational leadership in improving the performance of insurance companies. Transformational leadership is known for its ability to inspire and motivate employees to achieve organisational goals, create positive change, and improve operational efficiency and customer satisfaction. Using a literature review approach and descriptive analysis, this study collected data from 28 articles published between 1999 and 2025 through Google Scholar sources. The results show that leaders who adopt a transformational leadership style are able to create an organisational culture that supports innovation and creativity, improves the quality of customer relationships, and drives overall performance improvement. The implication of this study shows that insurance companies need to pay attention to transformational leadership development to improve the competitiveness and sustainability of the company in a highly competitive industry. This research also provides suggestions for integrating leadership training and technology adoption in employee development strategies.

Abstract

This study examines the influence of work conflict on employee performance, with job satisfaction as a mediating variable at PT. Mutiara Bakery Ambon. The objective of this research is to test and analyze whether job satisfaction mediates the relationship between work conflict and employee performance. The population consists of 35 employees, and a saturated sampling technique was employed. The analytical tool used in this research is SmartPLS 3.0 with Structural Equation Modeling (SEM) as the analysis method. The results show that work conflict has no significant effect on employee performance, and it also does not significantly affect job satisfaction. However, job satisfaction has a positive and significant effect on employee performance. Furthermore, job satisfaction is proven to mediate the effect of work conflict on employee performance.

Abstract

This study aims to explore in depth how urban management strategies that integrate smart governance and big data analytics can improve the efficiency of public services in urban environments. Using a descriptive qualitative approach and a literature review method, this research analyzes 24 rigorously selected scholarly articles from a total of 50 publications spanning from 1989 to 2025, sourced from Google Scholar and other credible online databases. The findings indicate that smart governance—characterized by collaboration, transparency, and participation—can be enhanced by the analytical capabilities of big data in identifying citizen needs, accelerating decision-making, and optimizing resource allocation. Case studies from cities such as Amsterdam, Surabaya, and Dublin demonstrate that the integration of technology and managerial strategies can expedite service response times, reduce operational costs, and increase public satisfaction. Nevertheless, the success of this strategy relies heavily on the readiness of digital infrastructure, the data literacy of public officials, and the establishment of standardized data governance frameworks. This study provides both theoretical and practical contributions to the development of adaptive, efficient, and inclusive technology-based urban governance models.

Abstract

This study aims to analyze the role of civic engagement and e-government in improving accountability and transparency in metropolitan city management. The method employed is a literature review with a qualitative approach and descriptive analysis. Data were collected from Google Scholar and other credible and relevant websites, covering publications from 1989–2025. From an initial pool of 40 articles, a rigorous selection process based on relevance, methodological quality, and source credibility yielded 31 articles for further analysis. The findings indicate that civic engagement serves as a participatory mechanism that strengthens the legitimacy of public policies, while e-government functions as a digital infrastructure that expands information access, accelerates communication, and facilitates real-time public oversight. The integration of these two elements has been shown to enhance metropolitan governance accountability and transparency, supported by the Participatory Governance Theory, Technology Acceptance Model, Accountability Theory, and Transparency Theory. Case studies in Jakarta, Surabaya, Seoul, and New York confirm that successful implementation depends heavily on inclusive system design, public digital literacy, and the government’s commitment to openness. This research offers a theoretical contribution to the development of smart governance concepts and provides practical implications for urban policymakers seeking to establish governance that is responsive, open, and trustworthy.

Abstract

This study aims to analyze employee career development strategies based on gamification and microlearning and their impact on human resource (HR) retention and performance. The research employs a qualitative approach with a literature review method, using descriptive analysis of literature obtained from Google Scholar and credible websites between 1964 and 2025. Initially, 50 articles were collected, then rigorously screened to obtain 24 relevant articles for analysis. The review findings indicate that gamification enhances motivation, engagement, and enjoyable learning experiences, while microlearning facilitates short, focused, and applicable learning. The integration of both creates adaptive and personalized career development experiences, contributing to improved employee retention and HR performance. This study provides practical implications for organizations in designing technology-based career development strategies while reinforcing the theoretical foundations of Human Capital and Self-Determination Theory in the context of modern HR development.

Abstract

This study aims to analyze the optimization of community-based marketing strategies as a lever for enhancing the competitiveness of local MSMEs, emphasizing the importance of collaborative approaches, the utilization of digital engagement, and the integration of socio-cultural values. The method employed is a literature review with a qualitative and descriptive analysis approach, where data were collected from Google Scholar and credible websites within the period of 1986–2025. Out of a total of 50 articles identified, only 35 were selected through a strict screening process based on relevance and quality. The analysis results show that community-based marketing strategies can strengthen consumer loyalty, expand market reach, and create authentic product differentiation by highlighting local cultural values. Cross-sectoral collaborative approaches have been proven to support MSME capacity building, while digital engagement accelerates interaction and connectivity with consumers. This study asserts that the combination of community, collaboration, digitalization, and culture represents a sustainable strategy relevant to enhancing the competitiveness of MSMEs in Indonesia.
