Abstract

Tanjungpinang City is one of the cities located in the Riau Islands Province which is rich in tourism objects, while the potential for tourism objects in Tanjunpinang City are natural tourism, cultural tourism and artificial tourism. This is reinforced by the growth of foreign tourists visiting Tanjungpinang City in 2019 reaching 80,748 people from January to June. The importance of strategic management in tourism development, therefore researchers are interested in researching local community-based tourism development strategies in Tanjung Siambang Village, Dompak Village, Bukit Bestari District, Tanjungpinang City. This study uses a descriptive type of research. Where the researchers want to aim to explain the phenomena that occur in the field about tourism in Tanjung Siambang Tanjungpinang City by using a calibative method. The results of this study are where the SWOT analysis is an indication of various factors systematically to formulate company strategy. This analysis is based on a logic that can maximize Strengths and Opportunities, but simultaneously minimize Weaknesses and Threats, so from the results of the SWOT analysis on the development of local community-based tourism in Tanjung Siambang Village, it can be concluded that: said it was not running optimally. This can be identified regarding the strengths and weaknesses that come from the internal environment of the Tanjungpinang Culture and Tourism Office as well as the opportunities and threats that come from the external environment of the Tanjungpinang Culture and Tourism Office. Opportunities and strengths are supporting factors while threats and weaknesses are inhibiting factors for tourism development.

Abstract

Penerapan teknologi informasi pada organisasi pemerintah dikenal dengan istilah electronic government (e-government). Salah satu penyedia informasi maupun komunikasi yang merupakan perwujudan dari e-Government adalah dengan mengembangkan sebuah Sistem Surat Masuk dan Surat Keluar (SISUMAKER) sebagai implementasi penggunaan teknologi informasi dan komunikasi dalam pemerintahan. Banyak faktor yang menyebabkan belum optimalnya efisiensi kerja dalam pengelolaan surat di Rumah Detensi Imigrasi Pusat Tanjungpinang. Hambatan-hambatan tersebut berpengaruh terhadap hasil kerja organisasi secara keseluruhan yang menyebabkan efisiensi kerja pegawai tidak berjalan sesuai target dan sasaran. Tujuan penelitian ini adalah Mengetahui pengaruh penggunaan Sistem Surat Masuk dan Surat Keluar (SISUMAKER) terhadap efisiensi kerja pegawai pada Rumah Detensi Imigrasi Pusat Tanjungpinang. Penelitian ini bersifat asosiatif dengan pendekatan kuantitatif. Dimana penelitian ini dilakukan di Rumah Detensi Imigrasi Pusat Tanjungpinang. Adapun populasi dalam penelitian ini yaitu seluruh pegawai Rudenim Pusat Tanjungpinang sebanyak 89 orang. Teknik penentuan sampel dalam penelitian ini dilakukan dengan teknik accidental sampling, jumlah sampel ditentukan dengan menggunakan rumus slovin, dan didapati sampel sebanyak 77 orang. Penelitian ini menggunakan data primer dan sekunder. Teknik analisa data dilakukan dengan menggunakan program SPSS Versi 22.0. Teknik pengumpulan datanya yaitu quesioner. Hasil penelitian ini menunjukkan bahwa pengaruh antara Variabel X terhadap sebesar 0,763 atau 76.3 % yang berarti bahwa variabel independen (Penggunaan SISUMAKER) mempengaruhi variabel dependen (Efisiensi Kerja) sebesar 76.3 % dan sisanya 23.7%, yang diperkirakan oleh faktor lain. Diperlukan adanya Sosialisasi lebih Lanjut terhadap penggunaan Akun Sisumaker kepada Pejabat, Pegawai dan PPNPN pada Rumah Detensi Imigrasi Pusat Tanjungpinang, agar kedepan jauh lebih baik dalam penggunaan aplikasi SISUMAKER tersebut.

Abstract

The Office of Women's Empowerment, Child Protection and Community Empowerment of Tanjungpinang City (DP3APM) and Sei Jang Village in an effort to prevent violence against children in Sei Jang Village by carrying out the PATBM Movement. The problem that often occurs in Sei Jang Village in carrying out the PATBM Program is that if there are PATBM Program activities they tend not to attend to carry out violence prevention activities against children, this can result in the PATBM program in Sei Jang Village not running well and smoothly. The purpose of this study was to evaluate the PATBM movement in the Sei Jang sub-district, Tanjunginang City. To find out the above, the researcher used the operational concept put forward by Stuffbeam, namely the CIPP (Context, Input, Process and Output) model. The population in this study were 52 employees of DP3APM Tanjungpinang City and 10 people involved in PATBM in Sei Jang Village, Tanjungpinang City and 2 people or parents who got activities in the PATBM program in Sei Jang Village. The research method used was descriptive research with evaluative approach. The evaluative approach was used to evaluate the Community-Based Integrated Child Protection Movement in Sei Jang Village, Tanjungpinang City. Techniques and Tools Data collection uses observation and interview techniques, while data analysis techniques use triangulation techniques, namely data reduction, data presentation and drawing conclusions. Based on the results of research on the evaluation of the PATBM Movement in the Kelurahan Sei Jang, Tanjunginang City, the overall implementation has followed the applicable rules and regulations. However, PATBM and its activities are still not maximal in preventing violence against children. There are suggestions that can be conveyed, namely to increase activities in the PATBM Movement, namely with the aim that the community knows that violence against children is very dangerous for children, to carry out activities that can make people aware of the importance of preventing violence against children.

Abstract

Community based tourism (CBT) is a concept of tourism management that is closely related to the active participation of communities in tourism development. targets the active roles of communities This form of CBT tourism is organized and owned by communities for the community to help tourists to increase their awareness and learn about local communities and life ordinances.The purpose of this study is basically to know how the management and the role of the village government in CBT management in the village of Telok Sebong Sub-district persecutor Bintan Regency. In this study, the informants consisted of 5 POKDARWIS managers and 2 villager representative. The data analysis technique used in this study is a qualitative descriptive method with a sampling technique. The results of the study concluded that the management of community-based tourism or CBT in Pengudang Village, Telok Sebong District, Bintan Regency has not been maximized because there are still many things that need to be improved.The suggestions given so that Community-Based Tourism in Pengudang Village runs well are increasing the function of BUMDes by paying attention to all POKDARWIS, improving facilities, conducting regular tourism management training, the need for intensive promotions and in hearings activities must include discussion of CBT tourism evaluation.

Abstract

The School of Party is the strategies design for PDI Perjuangan to prepare the political leadership for the regional head through simultaneous local elections. By using the concepts of Gunther and Diamond (2001; 2003), Wolinetz (2002) regarding the types and functions of political parties in designing political institutions with party policies in the theory of design institutions (institutional design) Goodin (1998. Party school as a PDI Perjuangan’s design in preparing and produce the regional leadership to be in line with the President, which is of course in line with the PDI Perjuangan, because the President is a party official from the PDI-P. This is because the 2020 simultaneous regional head elections will form a coalition. The Party School becomes a design institution, namely the creation of a design. PDI Perjuangan's vision and mission to be able to uniform regional and central policies as PDI Perjuangan's policy with its ideological aspects.

Abstract

The physical, intellectual, mental, and/or sensory limitations experienced should not be an obstacle for persons with disabilities to have the right to live and maintain a decent life. The South Tangerang City Government has proven its alignment with people with disabilities by enacting Regional Regulation Number 18 of 2019 concerning the Implementation of Disability Protection. In its implementation, there are problems in the implementation of facilities, especially facilities and infrastructure for persons with disabilities. This will have an impact on community satisfaction, especially people with disabilities in accessing public services at the Disdukcapil of South Tangerang City. Some findings in the field include that there are still no supporting facilities and infrastructure such as stairs, handrails for wheelchair users, special toilets, misused guide lanes, and no signage for special parking spaces for persons with disabilities. Alternative policies to improve population services and inclusive civil registration include revitalizing facilities and infrastructure, building additional facilities, structuring office areas, and efforts to get closer to people with disabilities in order to fulfill population services. Based on the results of the analysis, it is recommended to carry out an integrated arrangement of the office area. The recommendation was conveyed so that the principles of convenience, security, safety, comfort, health, and independence in going to and utilizing public facilities could be achieved. In addition, the arrangement of the area that is more integrated with other public facilities such as public transportation is expected to facilitate access for the community, especially people with disabilities in accessing services.

Abstract

The problem is the rapid spread of contamination that can infect humans and can lead to infection. In addition, these infections can be devastating if not treated promptly. Moreover, regardless of the community, the absence of fake information and news can increase the number of victims of the disease. Thus, public authorities are trying to conquer this problem, one of which is through correspondence. With regards to, the motivation behind this. This study is expected to describe the government's local government advertising correspondence methodology in overcoming the chaos over the emergency Covid pandemic news in the city of Batam in 2020, seen from the clear subjective exploration in the Batam City Government Advertising section. Scientists use Middleton's hypothesis in the book Cangara (2017) to discuss PR correspondence techniques. This examination is a kind of subjective exploration that aims to subjectively explain the research strategy. Methods of data collection using interview procedures as the main source of data. Abstract

The policy regarding work culture has existed since 2002, but in 2012 the government made changes. In 2020 the score/value of implementing work culture in government agencies ranges from 45%-66%. This shows that work culture has not been seen as an important thing. However, the Bali Provincial Government sees that work culture is an important aspect, this is indicated by the commitment of the Bali Provincial Government to those stipulated by the Governor's Regulation on ASN Work Culture. Departing from this, this study aims to answer the application of work culture in the Bali Provincial Government. This study aims to determine the application of work culture in the Bali Provincial Government so far and to find out the problems in its application. This study uses a qualitative descriptive method, with data collection techniques by means of interviews or interviews with stakeholders, and uses the results of documentation by reviewing the results of events that have passed, as well as online data searches. In implementing work culture policies, researchers refer to Rondinelli and Cheemayang who explain about the four variables that affect the performance and impact of a policy. This study recommends that it is necessary to evaluate PermenPAN 01/2007 concerning Guidelines for Evaluation of the Implementation of Work Culture Development in Government Agencies, because the measuring tools contained in the policy are considered not to be accurate to see the impact of work culture policies. In addition, it is necessary to pay attention again to the monev instrument, so that when government agencies carry out monev work culture is able to assist in improving the implementation of work culture in the future.

Abstract

The employment BPJS policy towards employees in a company in batam city is an obligation for the owner of the company to perform his obligations in managing the rights for employees who work in his company, such as in terms of managing BPJS, namely BPJS Employment and BPJS Health. This is done because, to guarantee employees against the existence of work accident insurance programs (JKK), old age insurance (JHT), pension insurance, death insurance (JKM) and health insurance. That way, company owners and the government must work together to give rights to company employees. The purpose of this analysis can be carried out because it is to be able to provide a bridge for the welfare of workers based on a program against employment social security, which will always be committed to protecting and welfare for a working employee and his family. This analysis is carried out on the basis of retrospective policy analysis methods and descriptive methods. Which, systematically, factually and accurately about the facts, and obtains information in real or based on news, magazines, and based on journals. By conducting this analysis, not only does it produce a goal, but there are also suggestions in this analysis, namely to improve employees in their work, and to be able to give confidence to their employees in ensuring the safety of their distance in the company, especially in the city of Batam. which is known as the city of industry.

Abstract

Kesbangpol is one of the parties involved or responsible for supporting the implementation of the 2020 Riau Islands Governor election. The task of the Tanjungpinang City Kesbangpol is to assist the Mayor in administering Regional Government and implementing regional policies in the fields of National Unity, Domestic Politics and Community Empowerment. The study was to determine the evaluation of Community Knowledge Improvement Activities regarding the Implementation of the 2020 Governor Election. The researcher uses the concept of CIPP policy evaluation by Stufflebeam. This type of research is evaluative with a qualitative approach. The population of this research is the Kesbangpolpenmas Agency of Tanjungpinang City and 500 participants based on the attendance of participants in the activity to increase public knowledge about the 2020 Governor election. The sample technique used is purposive sampling. The data used are primary and secondary data, where the data collection techniques are observation, interviews, and documentation. Data analysis was carried out by qualitative analysis. The results of the research can be concluded that the first is related to participants in the Public Awareness Improvement activity regarding the Implementation of the 2020 gubernatorial election is still low. Suggestions should be that the time allocated for training is longer and divided by sub-districts will be more effective.
