Abstract

Tanjungpinang City is rich in tourism potential, in the form of natural/historical and cultural tourism. This opens up investment opportunities in the tourism sector on offer. However, the problem is that the implementation of the promotion strategy carried out by the Tanjungpinang City government, namely the Tanjungpinang City Culture and Tourism Office has not been maximized. The purpose of this study was to determine the Tourism Object Promotion Strategy of Tanjungpinang City by the Department of Culture and Tourism of Tanjungpinang City. This research is descriptive qualitative approach. Research Locations at the Department of Culture and Tourism of Tanjungpinang City Sources and types of data are primary data and secondary data. Technique data collection through interviews and observations. This research is based on the theory of Fred R. David (2011) “which describes that the strategic management process consists of three stages, namely, formulating strategies, implementing strategies and evaluating strategies. From the results of the analysis carried out, it can be concluded that the Strategy of the Tanjungpinang City Culture and Tourism Office in developing and promoting tourism objects in the Tanjungpinang city by carrying out several forms of promotion, namely events marketing and cooperation between Pokdarwis in all urban villages of Tanjungpinang city. The suggestion that the author can give in this case to the Tanjungpinang City Culture and Tourism Office is optimizing the use of online media in tourism object promotion activities to be one of the major impact alternatives for promotional activities carried out by the Tanjungpinang City Tourism and Culture Office and the Guidance of Arts and Culture Groups, Human Resource Development of Cultural Actors.

Abstract

Professionalism is an attitude and behavior that must be possessed as an educator. Teachers are the most decisive driving force in the education system as a whole, and as an  implementation of the recognition In accordance with the requirements that must be met, it is stated in Law No. 14 of 2005 concerning Teachers and Lecturers. Teachers and Lecturers are required to have academic qualifications, educator certificates, physically and mentally healthy, and have the ability to make it happen. This research was conducted to find out the extent to which the professionalism of the SMP Negeri 13 Bintan teachers towards the students at the State Junior High School 13 Bintan. Based on the concept of Ace Suryadi (Trisoni 2011). By looking at the four characteristics of professional teachers namely, Professional Capacity, Professional Effort, Time Devotion, Professional rent, while the population and sample are 8 people consisting of teachers certified and uncertified at the State Junior High School 13 Bintan as key informants. The method in this research is using descriptive qualitative. Data collection techniques using observation, interviews and documentation. His tools are interview guides and checklists.The results of this study indicate that the professionalism of the teachers of the 13  Bintan State Junior High Schools has been going well, the skills and attitudes of the teachers required have met the standards. While the suggestions in this study are expected that teachers can improve teacher professionalism by continuing tomake improvements and attend trainings that can add insight and professional Knowledge.

Abstract

Unemployed are people who do not have the opportunity to work, but are looking for work or residents who are not looking for work because they feel it is impossible to get a job. It can be seen that vocational education is still a problem to get jobs because residents with vocational education are not necessarily able to guarantee to get jobs easily and also lack of human resources in each individual. This research was conducted on the basis of finding out how the policy strategy to overcome open unemployment was for graduates of Vocational High Schools (SMK) in Bintan Regency. The purpose and intent of this paper is to find out how the policy strategy to overcome open unemployment is for graduates of Vocational High Schools (SMK) in Bintan Regency. In this study, the method used is descriptive qualitative, in which the author must obtain the widest and deepest possible information. So it can be concluded from the research that there is no policy strategy to overcome open unemployment for graduates of Vocational High Schools from the Bintan Regency Manpower Office and Riau Islands Province Education Office. However, to overcome this unemployment, the Manpower Office of Bintan Regency and the Riau Islands Province Education Office have programs to reduce the open unemployment rate of Vocational High School graduates in Bintan Regency.

Abstract

Tanjung Uban Class II Immigration Office as an agency that has a strategic function in terms of immigration services and immigration control for foreigners and passport services for Indonesian citizens. Therefore, the government provides additional benefits called remuneration. With the remuneration, employees are expected to be able to improve performance. However, there is no benchmark or basis for knowing whether this remuneration affects the level of performance of employees at the Tanjung Uban Class II Immigration Office. This research uses descriptive research method using a quantitative approach. The technique used in data collection is observation and questionnaire or questionnaire. This study aims to determine how much influence between the remuneration of employee performance at the Tanjung Uban Class II Immigration Office. Data retrieval is done by proportional random sampling method with total samples n = 46. Significant test results show that the calculated t value is greater than t table (5.791 > 2,0129), then there is a significant effect between remuneration and employee performance at the Tanjung Uban Class II Immigration Office. It can be concluded that the variable X (remuneration) has a  positive influence on the variable Y (performance).The coefficient of determination (R2) is used to measure how far the model's ability to explain the dependent variable. The SPSS output ver.22 above shows that R is 0.658 or 65.8% which means that the independent variable (remuneration) affects the dependent variable (employee performance) by 65.8% and the remaining 34.2%, which is estimated by other factors.

Abstract

Amal Bakti Village is one of the villages located on the Guntung River, Kateman District. The average area in Amal Bakti Village has problems with infrastructure development, especially connecting roads, as access for the community. The road in Amal Bakti Village is still dirt and only partially paved, making it difficult to travel when it rains heavily. The purpose of this study is to find out the role of the Village Government in Planning for Infrastructure Development in Amal Bakti Village. In this study the theory used according to Siagian (2000: 142-150). In this study, a sample of 5 people was taken. The data analysis technique used in this research is descriptive qualitative. Based on the results of the study, it can be concluded that the role of the Village Government in Road Infrastructure Development Planning (Study in Amal Bakti Village, Kateman District, Indragiri Hilir Regency) is not optimal, this is because there are still many damaged infrastructure developments, the government conducts musrenbang in determining development priorities, but some developments that occur outside of deliberation, then often encounter obstacles such as lack of program socialization or otherwise the village community does not respond or participate in programs promoted by the government. The suggestions that can be conveyed are that the Government must be able to see priority road construction, including those that are frequently passed and become important access for the community. There must be deliberation by involving the community to hear suggestions and input so that development is more targeted.

Abstract

The existence of mangrove forests (mangroves) in Tanjungpinang is threatened with extinction. Little by little the mangrove area began to decrease and start to shrink. Whereas mangrove forests have very important functions and benefits for the ecosystem, water and the surrounding environment. Therefore it is necessary to implement a permit policy for landfilling in mangrove forest areas in order to provide planning, utilization, control, maintenance, supervision and law enforcement. The purpose of this study was to determine the implementation of the permit policy for land hoarding in the mangrove forest area of ??Tanjungpinang City, and to find out what factors were hindering this implementation. This type of research is descriptive with a qualitative approach. Informants in this study are tourism managers, visitors and the government. The data used are primary data obtained through interviews and observation, as well as secondary data through documentation studies. The data obtained were analyzed qualitatively. The results of this study are that the permit policy for landfilling in the mangrove forest area has been implemented, but it is not optimal, due to overlapping policies between existing agencies and causing ambiguity for the community about which policies to follow.

Abstract

The city government so far has carried out its duties and functions properly, based on the functions of planning, implementation and supervision but on the budget side there are still limitations and on the organizational side that has not gone well due to limited human resources which affect performance in implementing the Smart City implementation process. The purpose of this study is to determine the readiness of the Tanjungpinang city government in realizing a Smart City. The type of research conducted by researchers is descriptive qualitative research. The sampling technique used is purposive sampling. In this study, data were collected by means of interviews, observation, and documentation. Data analysis was carried out using qualitative analysis techniques. The results of the research show that in the field of technology, the government has developed infrastructure and public services, in the field of human resources, namely the lack of human resources in the ICT field so that the application of technology is not optimal, and in the institutional field, the direction of the central government to the Tanjungpinang city government is clearly structured. The conclusion of this study is that the city government carries out its duties and functions properly, based on the planning, implementation and supervision functions that have been running quite well even though on the budget side there are still limitations and on the organizing side that has not gone well due to limited human resources which affect performance in implementing Smart City implementation process.

Abstract

Cases of violence against children in the Bintan Regency area since 2016 until now have continued to increase, various cases of violence that occurred against children in Bintan Regency such as cases of obscenity, sexual harassment, theft, TIP, traffic accidents, attempted suicide, neglect of children, and child trafficking. This shows that there are problems in good local government governance (Good Governance). This study aims to determine governance in overcoming violence against children in bintan district. Through literature study using descriptive analytic method, through data collection by conducting in-depth interviews and observations. The results of this study are that governance in overcoming violence against children in Bintan Regency has been implemented, but it is still not optimal. This is due to the inhibiting factor from the community to report cases of violence they or their families experience, namely the feeling of "shame". The handling of acts of violence against children is carried out massively, holistically, comprehensively and continuously.

Abstract

Marriage is a means of embodiment of affection between a woman and a man. It is different if a young marriage is more likely to cause many problems in building a household. Social communication is one of the communications carried out by a group of people in socializing BP4 activities. BP4, which was formerly under the auspices of the ministry of religion, and has now been replaced by the ministry of religion, is a non-political organization from the central to the village level that is tasked with dealing with social problems such as divorce, divorce, reconciliation, and young marriages, especially those in Kualuh Hilir District.The purpose of this study was to find out the activities carried out by BP4 in middle age marriages in Kualuh Hilir District.The method used in this study is a qualitative method which emphasizes research conducted by interviews and direct observation of research subjects. After conducting this research, it is hoped that BP4 can prevent young marriages in the Kualuh Hilir District. In addition, BP4 also has a very important role in society because many of the activities carried out by BP4 have a positive impact on society, especially in preventing young marriages. In preventing young marriages, social communication is carried out by BP4 through activities in the community such as giving religious lectures, seminars, sakinah family competitions, and counseling. This activity is expected to have a positive impact on society.

Abstract

In Bintan Regency, part of the Riau Islands, there is one tourist object of prehistoric cultural heritage, namely Shell Hill. It is known, the condition of the Bukit Kerang site is still poorly maintained, both in terms of the environment and infrastructure that have not been managed. With conditions that are not optimal, it will have an impact on the cultural heritage and regional income of Bintan. The purpose of this study is to see the management of the Dinas Kebudayaan dan Pariwisata which is carried out based on the Strategic Plan starting from the planning, organizing, implementing and supervising stages. The research method used is qualitative research with a descriptive approach, with observation, interviews and documentation. The results of this study indicate that in the management of Disbudpar the planning stage is only in the form of maintenance, the organizing stage of management is well structured, the implementation stage of management still lacks coordination between the Head of Disbudpar and the manager, so that supervision does not lead to evaluation from the Head of Disbudpar which has an impact on the development of reserve tourist attractions culture of Shell Hill Bintan Regency.
