Abstract

The important role and function of Community Organizations (Ormas) have encouraged the government to issue policies aimed at supervising Ormas activities so that they do not deviate from prevailing laws and regulations. The purpose of this study is to determine the policy implementation, supporting and inhibiting factors, as well as efforts to overcome inhibiting factors in the implementation of Community Organization Supervision Policy in the Special Capital Region of Jakarta (DKI Jakarta Province). This study employed a qualitative research method with a descriptive approach. Data collection techniques included observation, interviews, and documentation. The informants in this study consisted of 5 (five) people. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results of this study are as follows: The implementation of the Community Organization Supervision Policy in DKI Jakarta Province, viewed from the aspects of communication, resources, bureaucratic structure, and disposition, has not been effective. Supporting factors include: (a) The existence of legality, regulations, and legal frameworks in the form of technical guidelines and regulations; (b) Support from various elements of society; (c) The availability of internet-based technological sophistication as a communication medium to disseminate information, provide education, promotion, guidance, and understanding; (d) The availability of sanctions in the form of permit revocation and dissolution of organizations; (e) The existence of special institutions, namely the Provincial and Regency/City National Unity and Political Agency (Kesbangpol), which are specifically mandated and delegated to collect data, guide, and monitor the development of community organizations in the regions. The inhibiting factors include: (a) The existence of sectoral ego and apathetic attitudes within society; (b) Limited resources, both in terms of human resources and budget managed by Kesbangpol; (c) Inadequate work facilities and supporting infrastructure; (d) Low awareness, compliance, and obedience of community organizations in reporting their annual activities and organizational operations during a one-year period; (e) Weak sanctions; (f) Lack of socialization and legal counseling. Efforts to overcome the inhibiting factors include: (a) Increasing public participation and legal counseling; (b) Improving the quality and quantity of human resources; (c) Increasing budget capacity; (d) Improving the quality of work facilities and infrastructure; (e) Increasing the frequency of supervision by involving related parties and stakeholders; (f) Implementing proportional sanctions.

Abstract

The rapid growth of the creative agency industry in Medan has not been matched by structured working systems, creating a significant gap between academic life and the professional world that Generation Z workers are forced to navigate upon entry. This study addresses the phenomenon of culture shock experienced by Gen Z workers entering creative agencies in Medan, encompassing the clash between expectations of flexible and appreciative workplaces and the reality of unpredictable workloads, unrealistic deadlines, inadequate compensation, and insufficient institutional mental health support, which consequences that extend beyond psychological distress to tangible physical health disruptions. A qualitative descriptive analytical approach was employed, with data collected through semi structured in depth interviews with three creative workers possessing 1–3 years of experience, and subsequently analyzed using narrative analysis to understand how each individual constructs meaning from their adaptation process. Based on these findings, an approximately 13 minutes educational video was produced in a cinematic documentary format across three narrative segments, presented not as an instructional guide but as an authentic representation of lived experience designed to help Gen Z audiences feel understood, psychologically prepared, and capable of establishing healthy professional boundaries before entering the creative agency world.

Abstract

Digital transformation in the Society 5.0 era requires communities to utilize technology optimally. Jayapura Regency faces serious digital literacy problems, as reflected in the 2025 Indonesian Digital Society Index (IMDI) score of 39.60, which is below the national average of 44.53, with a decline in the digital literacy pillar of 17.97 points. The availability of infrastructure does not automatically improve community capacity, thereby hindering the achievement of SDG 9 and readiness toward Smart Society 5.0. The purpose of this study is to analyze digital literacy through the five pillars of the UNDP Digital Transformation Framework, identify local government governance policies, and formulate recommendations for strengthening digital literacy as a catalyst for innovation. This research uses a qualitative approach with a descriptive-exploratory case study method. Data were collected through in-depth interviews with informants, field observations, and documentation. Informants were selected using purposive sampling, and the data were analyzed through technique triangulation. The results show that Jayapura Regency is at a developing stage, but no pillar has yet reached optimal maturity. The study recommends establishing district-level digital literacy centers, mapping blank spot areas, developing a 5–10 year Digital Transformation Roadmap, and strengthening a digital ecosystem that is adaptive toward Smart Society 5.0.

Abstract

This study aims to analyze the influence of work engagement and organizational commitment on employee performance at Telkomsel Ambon-Passo Branch. The study used a quantitative approach with a survey method. The research sample consisted of 52 employees selected using a saturated sampling technique. Data collection was conducted through questionnaires, while data analysis used multiple linear regression with the help of the SPSS program. The results of the study indicate that work engagement has a positive and significant effect on employee performance. In addition, organizational commitment also has a positive and significant effect on employee performance. These findings indicate that the higher the level of work engagement and organizational commitment of employees, the better the resulting performance. This study provides implications for companies to improve work engagement and organizational commitment through human resource development, effective organizational communication, reward provision, and career development.

Abstract

This study aims to analyze the influence of career planning and career development on employee performance at PT. Adira Finance Ambon Branch.The population in this study was all 50 employees of PT. Adira Finance Ambon Branch. The sample used was a saturated sample, where the population size is the same as the sample size.The research instrument used in this study was a questionnaire. Data analysis used Multiple Linear Regression Test. The results of this study indicate that: (1) Career Planning has a significant effect on Employee Performance, (2) Career Development has a significant effect on Employee Performance.

Abstract

Dental health problems in early childhood remain relatively high, especially among children aged 2-6 years, indicating a low level of awareness about the importance of maintaining oral hygiene from an early age. At this stage, children tend to learn more effectively through visual media and play-based activities, making interactive and engaging educational media essential. This study aims to design an interactive activity book as a learning medium for dental health that is appropriate for early childhood characteristics. The method used is design thinking, which consists of empathize, define, ideate, prototype, and test stages. The result of this study is an interactive book featuring cartoon illustrations, bright colors, and various interactive elements such as flaps, sliding, pull tabs, and matching activities. This book not only helps children understand the importance of dental care but also encourages parental involvement in the learning process. The testing results show that this media can increase children’s interest and engagement in learning. Therefore, this interactive activity book can serve as an effective alternative educational medium to support the development of good dental care habits from an early age.

Abstract

This study aims to analyze the application of Basic Management Skill of Entrepreneurship in improving the independent entrepreneurial competence of students at Bina Bangsa Getsempena University. Basic Management Skill of Entrepreneurship is defined as a set of basic managerial skills that include planning, organizing, leadership, decision-making, and business control. These skills are used by students to manage their businesses systematically and independently. This type of research is a quasi-experimental study with a One Group Pre-Test–Post-Test design. The main problem of this study lies in the low independent competence of students in managing their businesses, so that intervention is needed in the form of the application of basic entrepreneurial management skills. The research sample consisted of 20 students who are active entrepreneurs and are members of the Bina Bangsa Getsempena University Business Incubator program. The results of this study show a significant increase in students' independent competence after the application of Basic Management Skill of Entrepreneurship. The N-Gain Score of 0.84 indicates a high increase category. Hypothesis testing using a Paired Samples T-Test with a significance result (2-tailed) of 0.0005 < 0.05, which proves a significant difference between the scores before and after treatment. This finding shows that basic entrepreneurial management skills significantly contribute to improving students' independent competence.

Abstract

Digital transformation through the implementation of the Electronic-Based Government System (SPBE) serves as a strategic instrument for realizing effective, transparent, and accountable public service governance. However, in practice at the regional level, technology adoption is often carried out partially and inconsistently. The Population and Civil Registration Office of Bandar Lampung City has developed an online service innovation known as Permen Manis Service, which, in its implementation, continues to face operational challenges and issues related to public readiness. This study employs the Policy Implementation Theory of Van Meter and Van Horn, which consists of six dimensions: Policy Standards and Objectives, Resources, Characteristics of Implementing Organizations, Interorganizational Communication, Implementers’ Attitudes (Disposition), and the Economic, Social, and Political Environment. The research uses a descriptive method with a qualitative approach. The results indicate that the implementation of SPBE through the Permen Manis Service has generally been carried out well in terms of the internal readiness of the bureaucracy, although it has not yet achieved optimal outcomes. From the dimension of Policy Standards and Objectives, implementation has been supported by clear regulations; however, the achievement of policy targets has not been fully successful due to the high number of rejected application documents. The Characteristics of the Implementing Organization, which are functionally structured, along with effective Interorganizational Communication, have contributed to the development of positive and highly committed Implementers’ Attitudes (Disposition). Despite the establishment of internal readiness, implementation still faces obstacles in the Resources dimension, particularly the limited number of personnel with specialized IT competencies and insufficient budget allocation. Finally, within the Economic, Social, and Political Environment dimension, the digital literacy gap among citizens has emerged as a significant barrier affecting the public’s ability to access services

Abstract

Poverty has become a problem in various regions, including in Cariu Village, with a rapid increase in 2022 due to a decline in household income caused by job losses, particularly in the health sector. This area is recorded as a stunting locus, proving that 14% of children experience growth and developmental issues due to chronic malnutrition. Community development and empowerment are greatly needed in situations like this, and Cariu Village has successfully reduced the poverty rate within just one year. Therefore, the researcher wants to understand how to utilize the funds owned by the village, especially village funds, to improve community welfare, as well as the factors that hinder the implementation of the strategy for using village funds to enhance the welfare of the village community, and what efforts are being made to improve the welfare of the village community. The method used is qualitative descriptive, with data collection techniques employing observations, interviews, and documentation, which are then validated using triangulation techniques to be summarized and presented, enabling conclusions to be drawn. The results of this study indicate the success of the strategy created and implemented by the Cariu Village Government in enhancing the welfare of the community as it successfully reduced the poverty rate from 2022 to 2023. By utilizing village funds, Cariu Village is able to facilitate the community in improving the quality of their lives, especially in the fields of development and empowerment, although in its implementation there are still many obstacles ranging from limited budgets, lack of communication and coordination, absence of motivation among officials, to journalists whose visits become a burden for the village government. However, from every obstacle that occurs, there is always a solution carried out, one of which is most often done weekly, namely morning assembly, then briefing of the staff and capacity building of village apparatus as a forum for evaluation, conducting transfers of staff to the dismissal of staff who are no longer effective in their work, as well as setting aside a small portion of the village's original income as a form of handling obstacles coming from the external scope.

Abstract

Natural resource potential plays a crucial role in supporting the development of the tourism sector in the global economic era. Natural resources such as beaches, mountains, forests, lakes, and biodiversity are key attractions that drive both domestic and international tourist visits. This article aims to analyze the potential of natural resources in advancing the tourism sector and their impact on community economic growth. The research employed a qualitative descriptive method with a literature study approach, collecting data from relevant journals, books, and other scientific sources. The study's findings indicate that optimal natural resource management can enhance the competitiveness of tourist destinations, create jobs, increase community income, and encourage regional development. However, challenges such as environmental damage, lack of infrastructure, and low public awareness of the importance of nature conservation remain obstacles to the development of sustainable tourism. Therefore, synergy between the government, communities, and the private sector is needed to manage natural resource potential sustainably so that the tourism sector can develop optimally amidst global economic competition.
