Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Abstract

The Narrative Policy Framework (NPF) has emerged as an indispensable instrument in public policy research, influencing the design, development, and implementation of diverse policies across multiple domains. Despite its growing application and influence, a thorough analysis and comprehension of its scholarly evolution and inter-disciplinary impact remain elusive. This study addressed this deficiency by conducting a comprehensive bibliometric analysis of the NPF literature. We extracted and analyzed 178 documents from the Scopus database using the Bibliometrix R utility. The results demonstrate a substantial increase in NPF research over the years, as evidenced by the growing number of affiliations and collaborations between researchers and institutions. In addition, the co-occurrence network analysis uncovered a number of research themes and clusters, providing valuable insights into the NPF research focus. Additionally, the study traced the thematic evolution of the research domain over time, revealing significant shifts and trends in research topics. Our findings suggest that the scholarly landscape of NPF research is diverse, complex, and dynamic, spanning multiple academic disciplines and policy domains. In addition to enhancing our comprehension of the NPF research ecosystem, the results of this study provide valuable insights for future research directions and policy applications.

Abstract

Food security is an important issue to be studied concerning the welfare of a country. The government has tried to build and develop food security by utilizing land through the KRPL program. The Batu City Food Security Service launched the KRPL program to utilize yard land. Sumbergondo Village is the location for implementing KRPL because of the potential for land and nature. So, this study aims to determine the implementation of the KRPL policy in improving Food Security. The research was conducted in Sumbergondo Village, Bumiaji District, Batu City. The method used in this study is a qualitative research method using primary and secondary data sources. Observation, interviews, and documentation are used to carry out data collection techniques. This research shows that the implementation of the KRPL policy in Sumbergondo Village is going well, seen from the aspects of policy implementation, namely through an analysis of good and supportive environmental conditions and inter-organizational relationships that run according to existing structures. Organizational resources include human and financial resources that accept and run the program optimally. It is up to the characteristics and abilities of program implementing agents to improve the food security of the Sumbergondo Village community through the use of the KRPL program land.

Abstract

The purpose of this study is to obtain related topic and information regarding perceived organizational support. In conducting this study, the researcher utilized Scopus database for data mining and extraction. A total of 816 articles were discovered in the Scopus database accessed on July, 2023. Afterward, VOSviewer is utilized for scientific mapping and analysis of publication performance such as identify the contributions of authors, journals, countries, and author keywords number. Several countries have contributed to publications of perceived organizational support. The data reveals that the US contributes the most to this publishing subject, followed by China, India, the UK, Australia, Malaysia, Pakistan, South Korea, Canada, and Turkey. Most works on the topic are from these nations. The "International Journal of Human Resource Management" has the most important influence on this topic based on article document output. While, "Journal of Management" has the greatest number of citations.  This topic's top five authors write the most articles and Stinglhamber F. is the most prominent author in perceived organizational support study. Meanwhile, the most referenced author in this field is Eisenberger R., with 1,300 citations. This research can serve as a point of reference for future research pertaining to POS topic.

Abstract

The study introduces a governance approach in indigenous peoples-friendly tourism development strategy. It describes the policy process to strengthen the quality of governance. The study uses original empirical data from West Tulang Bawang Regency, specifically 2 traditional villages, to answer one main question: to find the factors that influence the performance of indigenous peoples-friendly tourism development in relation to the policy process. Analysis of the study is directed at how institutional-level processes and organizational-managerial governance levels influence the development of tourism policies that are friendly to indigenous peoples. The study uses qualitative methods, using 18 respondents. The study found that key factors in development included a value system in the form of a village law policy and the SDGs Agenda, a green approach, and a green tourism village program. Paying attention to and building collaboration with key stakeholders, namely indigenous-local communicators can build synergy of knowledge and discourse, actors and networks, politics and interests in the policy process. Benefits are obtained through increased governance capacity.

Abstract

The world is witnessing exponential growth and rapid change brought about by the advent of the digitalisation era. This change offers an opportunity to revisit the strategic approach on using Information and Communication Technologies (ICTs) to improve the delivery of public value. Considering that governments around the world are now facing declining levels of public trust. Using so-called digital transformation, governments adapt the wide use of ICTs to better support government functions, services, and citizens, encouraging their participation in policy-making processes. Successful government digital transformation often depends on the ability of multiple government or non-government organisations to collaborate towards shared objectives. However, most governments are far from fully exploiting the benefits of ICTs, and often forget that in some social groups, access to ICTs is limited at the point of digital inequality. This article provides an overview of how the Indonesian local government implements its digital-based policy, which is centered on an electronic-based government system in Indonesia (SPBE), linking cross-sectoral central government agencies. In recent years, government organisations have spent a large part of their budgets on information and communication systems and rely on these systems for their functioning. However, the complexity of the digital transformation still requires considerable effort, especially when it comes to a lack of ICT infrastructure, human resources, and bureaucratic culture. By using qualitative methods, knowledge is formed through the perspective and way of interpretation that comes from the participants included in the research, not limited to the research implementer. The data will be collected through literature study, in-depth interviews, and observations. The aim of the research is to describe how collaborative governance contributes to the policy process of using ICTs to deliver inclusive policies by local governments.

Abstract

The trust-building indicator is one of the stages in the collaboration process that considers collaboration to be more than just negotiations among various stakeholders. Beyond that, it is an effort to mutually build trust. Building trust is crucial and should be done as early as possible when the collaboration process begins to prevent egoism among the various institutions or organizations involved. The purpose of this research is to understand the collaborative governance process by analyzing the trust-building indicator in the implementation of the Community Empowerment Area Development Program through the "Apartemen Ikan" program in Malili sub-district. The research method used a qualitative approach, with data collected through interviews, field observations, and document reviews. The data obtained were analyzed through several stages: data reduction, data display, and conclusion drawing and verification. The informant determination technique used purposive sampling, with informants in this study being: 1) Regional Secretary of East Luwu Regency; 2) Head of Community and Village Empowerment Office of East Luwu Regency; 3) Director of Communications and External Relations of PT. Vale Indonesia, Tbk; and 4) Coastal Communities. The research results indicate that the trust-building indicator in the implementation of the Community Empowerment Area Development Program through the "Apartemen Ikan" program in Malili sub-district, East Luwu Regency, is influenced by several factors, namely: 1) The "Apartemen Ikan" program is discussed collectively by all parties in meetings and deliberations; 2) awareness of the initial collaboration goals; 3) the existence of jealousy among villages and communities (sectoral ego); 4) conflict of interest in providing assistance; 5) insufficient quality of human resources; 6) joint commitment to completing the program is lacking; 7) responsiveness of the budget from PT. Vale; and 8) lack of transparency in CSR budgeting. Therefore, the trust established among stakeholders is considered insufficient.

Abstract

One of Indonesia’s Government way to eradicate corruption throughout the region is to increase Internal Audit Capability Model at the Provincial/District/City Inspectorate. Petrașcu dan Tieanu (2014) stated that internal audit has various responsibilities to support management in building anti-fraud/corruption mechanisms, assessing fraud risks at the organizational and business process levels, assessing connections between fraud risks and internal control, supporting auditor efforts in fraud investigations and reporting to the audit committee. The East Java Province BPKP Representative's assessment of the business processes of the Jember Regency Inspectorate until the end of 2022 concluded that the Jember Regency Inspectorate only obtained level 2 IACM (Internal Audit Capability Model). This research aims to analyze several factors that influence internal audit capability, evaluate business processes and formulate strategies that the Jember Regency Inspectorate can use to improve its intenal audit capability. Strategy formulation is carried out by analyzing key organizational factors using the IE, SWOT and QSPM matrices. The research results show to improve supervisory governance, share knowledge regarding supervision, develop policies/SOPs related to independence, monitor follow-up results of supervision and recruit auditors.

Abstract

This research discusses the implementation of the JKN Mobile application in Sinjai. Social security administering body (BPJS). The JKN Mobile application was launched by BPJS Health with the aim of providing maximum service to the community/participants. The aim of this research is to examine how the JKN Mobile application is implemented in providing health services in Sinjai Regency for the community/participants to use applications that facilitate online services. This research method uses a qualitative method with a case study approach with data collection techniques using literature studies and interviews. This research shows that the implementation of the JKN Mobile application in Sinjai Regency has not been optimal. There are several inhibiting factors in implementing the JKN Mobile application in Sinjai Regency, namely that the community is not fully aware of the use of the JKN Mobile application, as well as the lack of adequate facilities such as cellphones and networks. Therefore, it can be said that the implementation of the JKN Mobile application for the community/participants in Sinjai Regency has not gone completely well.

Abstract

Entrepreneurial orientation is a concept that describes a person's attitude or behavior in strategic management and entrepreneurship that emphasizes the company's orientation towards innovation, risk-taking, and proactivity to maximize business opportunities. Therefore, it is crucial for a company, especially a state-owned company, to encourage employees to have an entrepreneurial orientation. The purpose of this study was to determine the Entrepreneurial Orientation of employees at PT Pertamina Patra Niaga - Bandung Retail Sales Area. The research was conducted using quantitative descriptive method. Respondents in the study were 40 people through questionnaires to employees of PT Pertamina Patra Niaga - Bandung Retail Sales Area. The results showed good results in the three dimensions of entrepreneurial orientation: innovativeness, proactiveness, and risk taking. This can be categorized as good because it is in accordance with the value interpretation

Abstract

This study aimed to analyze organizational culture, the work behavior of production employees, and the relationship between organizational culture and employees' work behavior in coffee production. Determining the research location was purposely done considering that the factory is an active factory operating in producing and processing agricultural products. Respondents in this study used the survey method, in which collect 101 sample of field labors from the population. Data collection was done by interview using a questionnaire. Analysis of the data used is a correlation. The organizational culture analyzed here includes the production process, payment of employee salaries, the value of the type of work, rules, beliefs held in work, decision-making processes, and taboos. The results showed that organizational culture in the form of rules, payment of employee salaries, work beliefs adopted at work, decision-making processes, and taboos simultaneously affected employee work behavior. In contrast, the value of work type had no relationship to employee work behavior. The company should provide training and rewards for employees to improve employee work behavior and enhance employee performance.
