With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

ABSTRACTGlobal transformation is always demands a good governance system and one of the functions that must be run is public administration’s system.  The impact of powerfull globalization stream, should be anticipated as well as possible.  Public Administration with the values of western modernity that developed today, sometimes make us glare about the progress and forget the values’s identity of local wisdom that we have.  Whereas, Public Administration that appropriate with the local wisdom will be no less great than western Public Administration’s model.  This paper critically discusses the concept of public administration based on local wisdom (Indigenous) and tried to critize the western of public administration’s models which has been predicated in practice and viewed as the core study of contemporary public administration in various country, including Indonesia.  A review and reconstruction of ideas, concepts and theories on Government and Governance.  The main issues is that it is not always the western model administrative practice was able to solve the problem of public administration and was successfully implemented in various regions in responding the local culture.Keywords: Public Administration, Local Wisdom, Indigenious ABSTRAK Transformasi global senantiasa menuntut adanya sistem pemerintahan yang baik (good governance) dan salah satu fungsi yang harus dijalankan adalah sistem administrasi publik. Dampak dari arus globalisasi yang sedemikian kuat, sudah seharusnya diantisipasi sebaik mungkin. Dimana administrasi publik dengan nilai-nilai modernitas model barat (western) yang berkembang saat ini, terkadang membuat kita silau akan kemajuan sehingga melupakan identitas nilai-nilai kearifan lokal yang kita miliki. Padahal administrasi publik yang beridentitas sesuai dengan nilai-nilai kearifan lokal tak akan kalah hebatnya jika dibanding dengan administrasi publik model barat. Paper ini secara kritis mendiskusikan tentang konsep administrasi publik yang berbasis kearifan lokal yang lebih bersifat indigenous dan mencoba mengkritik administrasi publik model barat yang selama ini digadang-gadangkan dalam praktik dan dipandang sebagai core studi dari administrasi publik kontemporer diberbagai negara termasuk di Indonesia. Sebuah pengkajian ulang dan pendeskonstruksian ide, konsep dan teori terhadap Government dan Governance. Thesis utamanya adalah bahwa tidak selamanya praktik administrasi model barat mampu menyelesaikan masalah administrasi publik dan berhasil dilaksanakan diberbagai daerah dalam merespon budaya lokal.Kata Kunci: Administrasi Publik, Kearifan Lokal, Indigenous

Abstract

As we all know, service is an interactive process between the server and its client. Both contain the values and hopes in line with their norms and perception. They are the basic expectation put down by the server and client to decide the service quality. The conceptual transposition of total quality management (TQM) in private service to the public service will bring about the influence to the organizational activities. This is the action carried out by the government to legalize their conduct. Therefore, the service quality in public service may not merely be resolved by the government as the service provider but also by the society, either as common people, the needs, consumers, or citizen.

Abstract

During the last two decades, the issues of public service have been arising all over the world. Triggered by the concept of Reinventing Government (Osborne & Gaebler, 1992), the US Government launched a project with the same term as the concept in 1995. In the beginning of 1990, the UK Government announced the Next Steps as the government effort to fulfil the basic needs of the citizen. Other commonwealth countries, such as Australia, New Zealand and Singapore followed the steps in various terms, all intended to improve the public service (Osborne & Plastrik, 1996).In most cases, the low quality of public institution in facilitating various kinds of   service has generated such spirit of reinventing public service.   People in Indonesia have long suffered from the sluggish and extended bureaucratic chain, which causes high-cost service in the process of attaining the driver license, passport, marital and birth certificates, letters of land belongings, and other formal documents.  The similar phenomena appear in the service of telephone network, electricity, clean water, education, health service, transportation and other public services.The government of Indonesia has actually published various kinds of policy concerning the improvement of public service quality.  Published during the Soeharto era were alternately The Guidance of Simplification and Control of Business Permit (1984), The Guidance of Public Service Management (1993), and The Guidance of Reorganization and Improvement of   Government Apparatus Service to the Society (1995).  After the Reformation era, the government announced The Real Steps to improve Public Service (1998)  and finally the General Guidance of Public Service Implementation(2003).

Abstract

Previously, government’s programs on people empowerment were considered to be failed in achieving their targets. One of the reasons is that the programs were improperly designed. At that time, policy on people empowerment was constantly associated to micro credit programs which in reality, unable to strengthen social and economic independency of the citizens. In such a case, this paper offers 5 categories of empowerment program that should be linked to 4 sectors of development, namely economic, social and cultural, political and administrative, and infrastructure dimension. Another important thing is that acceleration oof empowerment programs require political will of the government (booth in central and local level) to burst through and innovate every single public policy.

The improvement of public service quality has turned out to be the main objectives in the public sector reform. The policy target is to promote the non-government sectors, namely, the private sector and society to increase its participation in  providing public service. In addition, the internal policy needs to be reformulated, concerning both the system and the personnel implementing the system.

Abstract

The role of applied statistics in the process of General Election (Pemilu) 2004 has been a social phenomenon. The pros and contras to the result of vote counting using the “Quick Count” method are the evident that some people are still in doubt of the accuracy of the sampling process.  In fact, the proper application of sampling method and the empirical facts can assure the accuracy of conclusion and decision making. The benefits of the method are the faster process of the information resulted, and the less opportunity of result modification and manipulation.  More important, the government efforts to establish “Good Governance”) can be realized as demanded by the society.

Abstract

Performance appraisal is an important process dealing with the performance measurement of employees. The result of performance appraisal is significant in human resource management functions. It can be used as a basis to determine the proper compensation, training and development involvement, career management, and other personnel substances. However, based on experience, the tool recently used to  measure the employees’ performance, called DP-3, is not an appropriate instrument. The possibility of making mistakes in judging  the employees’ performance is quite open, so it may not show an objective performance. Therefore, another approach to measure employees’ performance have to be developed.

Abstract

Man is the most essential factor in any organization. including the government bureaucracy  embodied by the apparatus consisting of men and women. However, the concept of gender is still an issue in the term of apparatus.  This assumption is based on the fact showing the lack of sexual balance in the program design or development project and its implementation which results in the negligence of woman substance and aspiration that declines the woman. Thus, the bureaucracy reformation aimed at developing the government apparatus based on the gender balance should be continuously attempted. In addition, the competency development combined with the professionalism and corporate culture improvement should also be promoted, so the Indonesian apparatus will be characterized by the technical and managerial capability of international level.

Abstract

In line with the change of government orientation by the end of twentieth century, from authority to democracy, the manner of public administration development tends to transform from theoretical to empirical. Accordingly, the preceding trademark of public administration as a compile of separate theories has to convert to be such a policy of   problem solving to various public problems. The impact is the development of its dimensions towards the accomplishment of public needs, such as public management implementation, public policy, and public service functions (Nisjar, 1995:43-57).In fact, such consideration corresponds to the fundamental nature of public administration as initially formulated by Woodrow Wilson in 1887 (Frederickson, 1980:2).  Afterward, for more than a hundred years the scholars of public administration have developed various theories and approaches to inductively analyze the thoughts on public administration. The impact is the dynamic development of models and paradigms of public administration varied after their devisers, and the continuous ambiguity of its definition and scopes (Tjokroamidjojo, 1987:16) as Nicholas Henry (1975:27) once said “... there is a crisis of definition in the field of public administration.” Based on the analysis of various thoughts on public administration, this article aims at revealing  such ambiguity confusing many students of public administration for years.

Abstract

Recently the demand to assign the authority of district/municipality to the sub districts   and villages  is ever-increasing. This is not merely a need, but rather it has been a must to promote the effectiveness and efficiency of local autonomy implementation. However, there is an indication that the authority handed over is not implemented optimally. The apparent weaknesses are among others instigated by the imprecision of authority approach and pattern used, and other technical reasons such as the lack of resource distribution concept, implementation and technical procedures, etc. Other crucial factors hindering the implementation of the autonomy policy are the obscurity of the criteria to determine the authority to be assigned, and the local organizational structure of sub district which is forced to accept and implement the regional authority. Based on the various problems as discussed above, this essay tries to analyze and evaluate the practice of authority delegation from the head of district/municipality to the heads of sub districts and villages, and to offer some essential policy alternatives
