Abstract

The principal as a manager must have a strategy in developing educational infrastructure and improving the competence of education personnel, because one of the easiest indicators to measure to determine whether a school is of quality or not, can be seen from the completeness of educational facilities and infrastructure in supporting the learning process at school. This study aims to describe school leadership strategies in improving the competence of education personnel and school infrastructure at SMPN 2 Cigedug. This research uses a qualitative type of research with a case study approach. The object of this research was carried out at SMPN 2 Cigedug. Data collection techniques use observation, interviews, and documentation. The triangulation used to test the validity of the data is source triangulation. The results of this study include: 1) implementation of principals' leadership strategies including: a) providing training to staff or teachers on management of facilities and infrastructure within schools or in other institutions, b) increase awareness of school residents regarding the importance of the existence of facilities and infrastructure through guidance, counseling, and other activities, c) procure facilities and infrastructure in accordance with school needs and carry out repairs and maintenance of school-owned facilities and infrastructure. 2) Inhibiting and supporting factors in the implementation of the principal's leadership strategy are the inhibiting factors: a) lack of workshops and training from the government, b) lack of qualified S1 education personnel, c) difficult to reach school locations, d) inadequate facilities such as libraries and laboratories. As for the supporting factors: a) education personnel who are still willing to learn, b) providing motivation and support from the principal, c) the existence of salary guarantees from the local government for education personnel, d) providing opportunities for education personnel to attend training, e) improving the welfare of education personnel through special school programs.

Abstract

Competition in the cosmetic industry in Indonesia has become increasingly intense, particularly in attracting and retaining Generation Z consumers who tend to be critical, digitally oriented, and sensitive to brand values. Wardah, as a local cosmetic brand, implements a soft selling campaign strategy that emphasizes emotional approaches, religious values, halal attributes, and storytelling rather than hard-selling promotional tactics. This study aims to analyze the effect of Wardah’s soft selling campaign on customer loyalty with brand equity as an intervening variable among Generation Z consumers in Tanjungpinang City. The research method employed a quantitative approach with an explanatory research design. Data were collected through the distribution of questionnaires to Generation Z consumers who use Wardah products in Tanjungpinang City, selected using a purposive sampling technique. The data were analyzed using path analysis to examine both direct and indirect effects among the research variables, which include soft selling campaign, brand equity, and customer loyalty. The results indicate that Wardah’s soft selling campaign has a positive and significant effect on brand equity. Furthermore, brand equity also has a positive and significant effect on customer loyalty. The direct effect of the soft selling campaign on customer loyalty was found to be significant; however, the indirect effect through brand equity was stronger. This finding indicates that brand equity serves as an intervening variable that strengthens the relationship between the soft selling campaign and customer loyalty.

Abstract

Kalimantan Utara Province possesses substantial potential in the natural resources sector; however, the contribution of the manufacturing industry to Gross Regional Domestic Product (GRDP) remains low due to the dominance of raw material exports. This study aims to examine the condition and role of regional fiscal policy in Kalimantan Utara Province in supporting the industrial downstreaming process; to analyze the direction, characteristics, and effectiveness of investment (both public and private) entering the province in accelerating industrial downstreaming; and to identify the optimal form of synergy between regional fiscal policy and investment to promote sustainable industrial downstreaming in the region. The research employs panel data analysis using the Fixed Effect Model (FEM) with natural logarithm (ln) transformation, based on data from 2015–2024 covering five regencies/cities in Kalimantan Utara Province. The independent variables include Regional Own-Source Revenue (PAD), Capital Expenditure (BM), Fiscal Independence Ratio (RK), Domestic Direct Investment (PMDN), Foreign Direct Investment (PMA), and Industrial Population (JPI), with Industrial Downstreaming as the dependent variable. The results indicate that the Fixed Effect Model is the most appropriate model, suggesting differences in fiscal characteristics across regions. The PMA variable has a positive and significant effect on industrial downstreaming (p = 0.017), while PAD has a positive but not statistically significant effect (p = 0.067). Other variables, including BM, RK, PMDN, and JPI, do not have significant effects. The Adjusted R² value of 0.628 indicates that approximately 62.8% of the variation in industrial downstreaming can be explained by regional fiscal and investment variables.

Abstract

Quality public services are one of the important factors in improving public satisfaction. Often encountered in the implementation of public services, there are many stages that must be passed. The West Surabaya Samsat Joint Office, as the administrator of motor vehicle tax services, has introduced an innovative service called Mahameru Walk Thru (Mawatu) to provide convenience, speed, and comfort for the public. This study aims to measure the level of public satisfaction with the Mahameru Walk Thru service at the Surabaya West Joint Samsat Office in Surabaya City according to Hidayat (2019) with 7 indicators: work values, honesty, responsibility, dedication and commitment to serve, work motivation, mastery of communication skills, and mastery of technology. The method used in this study is a descriptive quantitative research method involving 100 respondents from the taxpayer community in the Mawatu service. The results show that the level of public satisfaction with the Mahameru Walk Thru service at the Surabaya Barat Samsat Joint Office is in the very high category, with an average score of 4.36. Work values had the highest score of 4.46, while responsibility had the lowest score of 4.22. All satisfaction indicators received positive ratings from respondents, indicating that the services provided met the expectations of the community.

Abstract

The Free Vehicle Roadworthiness Test Retribution Program is a policy of the Surabaya City Government in the transportation sector that aims to increase vehicle owner compliance in conducting vehicle roadworthiness tests, support traffic safety, and improve the quality of public services, implemented by the Wiyung Motor Vehicle Testing Unit (PKB) of the Surabaya City Transportation Agency through the elimination of regional levies. This study aims to describe the implementation of the policy using a descriptive qualitative approach through interview, observation, and documentation techniques, and analyzed using Van Meter and Van Horn's policy implementation theory which includes policy measures and objectives, resources, characteristics of implementing organizations, attitudes of implementers, inter-organizational communication, and social, economic, and political conditions. The results of the study indicate that the implementation of the Free Vehicle Roadworthiness Test Retribution Program has not been running optimally, marked by the community not fully understanding the objectives of the policy who still perceive the program as a free service, limited human resources and infrastructure, and suboptimal policy socialization, even though policy implementers have shown commitment in implementing the program. Therefore, it is necessary to increase socialization, strengthen supervision, and optimize resources so that policy implementation can run more effectively and sustainably.

Abstract

The development of modern markets and the digitalization of trade have influenced consumer consumption patterns, including in island regions (Kotler Keller, 2016). This study aims to analyze the influence of cultural, social, personal, and psychological factors on consumer behavior at Dobo Market, Aru Islands Regency. The research employed a quantitative approach using a survey method involving 50 consumers. Data were collected through questionnaires that had been tested for validity and reliability, and were subsequently analyzed using multiple linear regression.The results indicate that partially and simultaneously, cultural, social, personal, and psychological factors have a positive and significant effect on consumer behavior. The coefficient of determination value of 96.5% shows that consumer behavior is strongly influenced by the combination of internal and external factors

Abstract

This article aims to analyze the social construction of knowledge in the context of learning through a theoretical review of three main frameworks: (1) social constructivist theory in education, (2) the theory of social construction by Peter L. Berger and Thomas Luckmann in the sociology of knowledge, and (3) the concept of framing in media and communication. The research method employed is a systematic literature review with a philosophical–analytical approach. The analysis shows that knowledge in education is not an objective entity that is simply transferred, but rather the result of active construction through social interaction, language, and the dialectic of externalization, objectivation, and internalization. The social constructivist approach to learning aligns with Berger and Luckmann’s theory of social construction, in which pedagogical reality is jointly constructed by teachers and students within a socio-cultural environment. The concept of framing provides a lens for understanding how educational discourse is constructed and influenced by particular interests. The implications for education include the need for a paradigm shift toward learning that is more collaborative, reflective, critical, and sensitive to socio-cultural contexts. This article concludes that integrating these three perspectives can enrich understanding and promote more transformative educational practices that are relevant to the dynamics of contemporary society.

Abstract

This study aims to analyze the results of a tracer study of alumni from the Information Technology Education Study Program (PTI) at Universitas Muhammadiyah Kendari. The purpose is to evaluate the waiting period for employment, the relevance of the curriculum to industry needs, user satisfaction with graduates, and the alignment of alumni competencies with job requirements. This research uses a quantitative descriptive approach with 52 alumni respondents. Data were collected through an online questionnaire based on national tracer study guidelines. Statistical techniques used include percentage analysis, mean, median, mode, variance, standard deviation, Pearson correlation, and regression analysis to measure the relationship between academic performance and employment outcomes. The findings show that the average waiting time for alumni to obtain their first job is 4.03 months, with a median of 3.45 months, indicating generally fast absorption. The relevance of the curriculum reaches an average score of 82%, categorized as very good. User satisfaction with alumni is also high, reaching 82% of the maximum score. Regression analysis indicates a positive correlation between academic achievement and job readiness. The study concludes that PTI UM Kendari graduates have good competitiveness, although curriculum improvements related to emerging technologies are still needed.

Abstract

This article aims to analyze the interpretation of the hadith on gold trading in the Shafi'i School and the fatwa of the National Council of Islamic Scholars (DSN-MUI) and assess their relevance to the practice of non-cash gold transactions. This study uses a qualitative method with a library research approach. Primary data sources consist of hadith books, classical fiqh works of the Shafi'i School, and DSN-MUI Fatwa No. 77 of 2010, while secondary data sources include scientific journals, contemporary muamalah fiqh books, and fatwas from religious institutions. Data analysis was conducted using content analysis to examine the understanding of Shafi'i scholars on riba hadith, as well as the fiqh arguments used and the interpretation of the hadith used by the National Sharia Council of the Indonesian Ulema Council (DSN-MUI). The results of the study indicate that the Shafi'i School and the DSN-MUI Fatwa have different perspectives regarding non-cash gold buying and selling. The Shafi'i School consistently emphasizes the obligation of cash transactions in gold buying and selling based on a textual understanding of the hadith and the application of qiyas to the prohibition of riba al-nasī'ah. However, in the context of modern muamalah, this view faces challenges in implementation, thus opening up space for ijtihad discourse and contextual interpretation. This confirms that the Shafi'i School's view remains relevant as a normative basis, but requires a cautious approach in responding to the dynamics of modern economic transactions. Meanwhile, the DSN-MUI Fatwa applies an integrative model of hadith interpretation, namely combining textual, rational, and contextual approaches. This fatwa emphasizes that the prohibition on buying and selling gold without cash in the hadith is not absolute, because the illat hukum (gold's function as a medium of exchange) has changed in the modern era to become an investment commodity.

Abstract

The internet is widely utilized in various commercial activities, and trade conducted through the internet is commonly known as e-commerce. One form of internet-based trade is conducted through the Instagram platform. Trading through the social media platform Instagram gives rise to numerous legal issues along with its associated risks. One of the problems that may arise is breach of contract. The purpose of this thesis is to analyze the rights and obligations of the parties involved in sale and purchase transactions conducted through Instagram and to examine the legal consequences that arise if the seller commits a breach of contract in such transactions. The research method used is normative-empirical legal research by examining the implementation of positive legal provisions (statutory regulations) and contracts in factual circumstances in specific legal events occurring within society to achieve predetermined objectives. It also examines law as conceptualized in actual behavior, as an unwritten social phenomenon experienced by individuals in social interactions. The data sources used consist of library research and interviews. The analysis is conducted qualitatively, and the research findings are presented in narrative paragraph form, while the data are presented descriptively and analytically.
