Abstract

Financial inclusion is a crucial element in promoting sustainable and equitable economic development. However, the level of financial inclusion still faces various challenges, particularly those related to the quality of human resources and the ability to adapt to digital technology developments. This study aims to analyze the relationship between human capital and digital literacy on financial inclusion. This study used a qualitative approach with a descriptive-exploratory design. Data were collected through in-depth interviews, observations, and documentation with productive-age individuals, micro and small business owners, and related parties involved in formal financial services. Data analysis was conducted using thematic analysis to identify patterns and meanings emerging from the experiences and perceptions of informants. The results show that human capital plays a significant role in shaping individuals' understanding, attitudes, and trust in formal financial services. Education level, skills, and experience contribute to an individual's ability to access and utilize financial services. Furthermore, digital literacy has proven to be a crucial factor in supporting the utilization of technology-based financial services, particularly in increasing access, security, and intensity of use of digital financial services. This study also found that human capital and digital literacy have a mutually reinforcing relationship in promoting financial inclusion. Individuals with high levels of human capital and digital literacy demonstrate higher and more sustainable levels of financial participation. These findings emphasize that increasing financial inclusion must be accompanied by strengthening the quality of human resources and digital literacy within the community.

Abstract

This study examines the perceptions of classical Sunni legal schools (madhāhib) scholars and the Indonesian Council of Ulama (Majelis Ulama Indonesia/MUI) regarding the practice of non-cash gold trading. The study focuses on analyzing the differences in juristic (fiqh) argumentation between the views of classical madhhab scholars and the Indonesian Council of Ulama through DSN-MUI Fatwa No. 77 of 2010, which permits non-cash gold trading under certain conditions. The objective of this research is to analyze the normative foundations, legal ʿillah (effective cause), and methods of hadith interpretation employed by classical madhhab scholars and the Indonesian Council of Ulama through the DSN-MUI in responding to the legal status of non-cash gold trading, which arises from changes in the function of gold within the modern economic system. This research adopts a literature study approach using content analysis methods applied to classical fiqh literature of the legal schools and the text of DSN-MUI fatwas. The findings indicate that classical madhhab scholars generally regard gold as a ribāwī commodity possessing an athmāniyyah (monetary) function; therefore, non-cash gold trading is considered impermissible. In contrast, the Indonesian Council of Ulama, through the DSN-MUI, applies an integrative and contextual model of hadith interpretation by emphasizing a shift in the legal ʿillah, namely the transformation of gold’s function from a medium of exchange to an investment commodity. These findings demonstrate the dynamic nature of ijtihād in Islamic law, balancing fidelity to textual sources (naṣṣ) with the demands of modern economic realities. This study underscores the importance of developing contextual and maqāṣidī-based methodologies of hadith interpretation as a foundation for Islamic legal reform that is adaptive and relevant to contemporary developments.

Abstract

This study examined the effectiveness of the Skill Academy by Ruang Guru in enhancing students' listening comprehension skills for the TOEFL listening section. Using a quantitative pre-test and post-test design, 15 participants from the English Language Education Study Program underwent four sessions of TOEFL listening preparation through the Skill Academy platform. The study aimed to evaluate the platform’s impact on standardized test preparation and contribute to research on online education. A paired t-test analysis revealed a calculated value of 5.4, surpassing the table value of 2.145 at d_f = 14 and α = 0.05 (two-tailed), leading to the rejection of the null hypothesis. This indicated a significant improvement in participants' scores after the intervention. The findings suggest that Skill Academy effectively enhanced students' listening skills for the TOEFL, proving its value as an exam preparation tool. This research underscores the potential of online learning platforms in improving targeted test skills. Future studies could examine the long-term effects of such programs and compare different platforms to optimize TOEFL preparation strategies

Abstract

This study aims to analyze the application of maqasid shariah values in the management of the waqf of land and building of Mushola As-Sanusy in Surabaya City and its implications for community empowerment. The maqasid shariah approach is used as an analytical framework to assess the extent to which waqf management can realize substantive public benefit, not limited to legal-formal aspects. This study uses a qualitative approach with a case study design. Data collection techniques were carried out through in-depth interviews, observation, and documentation. The research subjects consisted of the donor’s family, the mushola’s administrators, and the congregation. Data analysis was conducted using an interactive analysis model that includes data reduction, data presentation, and drawing conclusions. The results show that the waqf management of Mushola As-Sanusy has applied maqasid shariah values through worship activities, religious education, and social community activities. However, waqf utilization still tends to be consumptive, so the development of productive waqf becomes a strategic need to strengthen the hifz al-mal aspect and the economic empowerment of the community.

Abstract

Fiqh al-mawārīth is one branch of Islamic jurisprudence that regulates the procedures for transferring a deceased person’s estate to his or her heirs in accordance with Islamic law. The distribution of inheritance in Islam is governed by detailed rules, both regarding the parties who are entitled or not entitled to inherit and the proportion of shares received by each heir. This paper aims to explain the concept of fiqh al-mawārīth, its conceptual foundations in Islam, and the method of calculating inheritance distribution using the concept of asal al-mas’alah (the base number). In addition, this study discusses the stages of inheritance settlement, including the fulfillment of the deceased’s obligations, the settlement of debts, the separation of jointly owned property, and the conversion of inherited assets into monetary value. Through a systematic understanding of calculation methods and the principles of fiqh al-mawārīth, it is expected that inheritance distribution can be carried out fairly, proportionally, and in accordance with the provisions of Islamic law.

Abstract

This study aims to analyze the marketing efficiency of ruminant livestock in Mojosari Village, Kras District, Kediri Regency. The methods used in this research include observation and active participation to collect data regarding the marketing structure and the buying and selling patterns of cattle and goats. The study was conducted in Mojosari Village, Kras District, Kediri Regency, by calculating livestock marketing costs. This research is expected to provide insights for farmers in improving marketing practices and strategic decision-making. The results of this study indicate that the marketing of ruminant livestock in Mojosari Village is already efficient.

Abstract

The increasing prevalence of criminalization practices against curators in the performance of their duties and authorities indicates weaknesses in Indonesia’s bankruptcy law framework, particularly concerning the legal status of curators as a profession. Curators are often placed in a vulnerable position when carrying out statutory mandates, especially in the administration and liquidation of bankrupt estates, which may give rise to disputes with debtors or third parties. This research aims to analyze the legal position of curators as a profession within Indonesian bankruptcy law and to formulate an ideal legal framework to provide legal protection for the execution of curators’ duties and functions. The research employs a normative legal research method using statutory, conceptual, and comparative approaches, specifically by comparing the regulatory regime governing the curator profession in New Zealand under the Insolvency Practitioners Regulation Act 2019. The findings indicate that the current regulation of curators in Indonesia remains fragmented and fails to provide adequate legal certainty, thereby creating opportunities for criminalization and disparities in law enforcement. Therefore, this study concludes that the enactment of a specific law governing the curator profession as lex specialis is an urgent necessity to affirm the professional status of curators, strengthen oversight and accountability mechanisms, and provide proportional legal protection so that curators may perform their duties independently, professionally, and in good faith.

Abstract

Post-auction services are a crucial stage that connects the entire transaction process, where delays or irregularities in signing receipts can cancel asset acquisition, BPHTB payments, and ownership transfers. This study aims to analyze the influence of public perception on the electronic receipt service process in terms of speed, transparency, and accountability. This research uses a variance-based Structural Equation Modeling (SEM) or Partial Least Square (PLS) model with SmartPLS 4.0. Data analysis consists of two stages of testing, namely the outer model and the inner model. The results show that the public's perception of the electronic receipt service process in terms of speed, transparency, and accountability is positive and significant. This indicates an increase in the public's positive perception of the speed, transparency, and accountability of the service, followed by a significant increase in the overall assessment of the electronic receipt service. Thus, the combination of service speed, service transparency, and service accountability will play a significant role in shaping public perception and increasing public satisfaction with the service provided.

Abstract

The role of the Ombudsman within local government is very important. Based on Law Number 37 of 2008 concerning the Ombudsman, the Ombudsman’s function is mandated to supervise the implementation of public services in Indonesia. The role of the Ombudsman is crucial in improving public services, which are still relatively low; therefore, it is necessary to analyze the Ombudsman’s role in Public Service Institutions and its implications for the realization of good governance in public services. This study uses field research conducted directly in the field with a non-doctrinal or socio-legal approach. The data sources consist of primary and secondary data, including legal materials (primary, secondary, tertiary). Data collection methods were carried out through interviews and documentation, which were then presented in a descriptive-analytical manner. The Ombudsman’s roles that have been implemented include assessing the compliance of public service providers, which is a rapid review by the Ombudsman as an effort to prevent maladministration. In addition, investigations based on public reports are also conducted. The implications of supervision by the Ombudsman have resulted in the realization of good governance principles, namely public participation, effectiveness, efficiency, transparency, professionalism, and competence in public services.

Abstract

This study examines the quality of the Online Public Aspiration and Complaint Service (LAPOR PAK YES!) managed by the Communication and Informatics Office of Lamongan Regency as a form of digital-based public service innovation. The platform is intended to facilitate public participation by enabling citizens to submit aspirations, complaints, and reports regarding public services. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The analysis is guided by the E-ServQual framework, which includes efficiency, system reliability, fulfillment, privacy, responsiveness, compensation, and contact dimensions. The findings reveal that the LAPOR PAK YES! service generally demonstrates adequate service quality, particularly in terms of ease of use and accessibility. However, several challenges remain, including limited public awareness due to insufficient direct socialization, delays in follow-up responses, and dependency on coordination with relevant agencies for complaint resolution. As a result, some reports are formally processed but lack timely and clear outcomes for users. This condition indicates a gap between public expectations and service performance. Therefore, this study recommends strengthening cross-agency coordination, improving response timeliness, and expanding outreach efforts to enhance public awareness and trust. These measures are essential to ensure more responsive, transparent, and participatory digital public services at the local government level.
