Abstract

The implementation of the Electronic Identity Card (KTP-el) policy is a government effort to realize orderly population administration through electronic-based public services. The problems that occur in implementing the KTP-el policy are the server system that is difficult for employees to access to input population data in making electronic KTPs, as well as aspects of infrastructure resources, namely the limited KTP-el forms and recording devices that are not running optimally in supporting the KTP-el service process. This study aims to describe the Implementation of Electronic Identity Cards in the Pamekasan Regency Public Service Mall. The research method used is through a qualitative approach with a descriptive research type. The data obtained are primary data through interviews and observations and secondary data through documentation results. The results show that the Implementation of Electronic Identity Cards is based on four policy implementation variables (Communication, Resources, Disposition, Bureaucratic Structure). The implementation of KTP-el has been running quite well, but is still not optimal, namely in the resource variable, there are still limitations in the number of employees, as well as facilities and infrastructure on KTP-el recording devices that are not running optimally and limited electronic KTP forms. Researchers suggest that it is necessary to improve the server system and add e-KTP forms and also related to increasing budget resources to optimize recording tools and maintenance of existing facilities.

Abstract

Bureaucratic reform is an effort to make fundamental changes and renewals to the government administration system. However, bureaucratic reform in recent years has shown that bureaucratic restructuring still requires significant improvements, necessitating a shift in government paradigm. This study aims to identify bureaucratic reforms in optimizing service performance in Buyut Village, Gunung Jati District, Cirebon Regency. This study uses a descriptive empirical method with a qualitative approach. Data sources include secondary and primary data. Data collection techniques include observation, interviews, and documentation. Data analysis is carried out through data reduction, data reading, and drawing conclusions. This study applies public policy theories with the optimization concept proposed by Sirigoringo in 2005, which consists of objectives, decision alternatives, and limiting resources. The results indicate that service performance in Buyut Village, Gunung Jati District, Cirebon Regency is not yet optimal, but there are aspects that still require optimization, particularly the limiting resource indicator. This situation has led some residents of Buyut Village to complain about the lack of adequate facilities, infrastructure, and resources to support the various services provided by the village. Optimizing bureaucratic reform for village government services requires careful attention to these facilities, infrastructure, and resources before implementing this policy.

Abstract

This study aims to analyze the implementation of the Ethical Policy toward indigenous education at Meer Uitgebreid Lager Onderwijs (MULO) in Surabaya during 1914–1942. It focuses on the selection process of indigenous students, the implementation of the educational system, and its impact on indigenous society. This research employs a qualitative historical method through heuristics, source criticism, interpretation, and historiography. Data were collected from colonial archives, Dutch-language newspapers, official government documents, and relevant literature. The findings show that access to MULO remained highly selective through entrance examinations, academic ranking, and Dutch language proficiency requirements. The implementation of the Ethical Policy was reflected in the establishment of a modern educational system designed to meet the administrative needs of the colonial government. At the same time, MULO provided opportunities for social mobility by enabling indigenous graduates to work as teachers, administrative officers, and office employees. Moreover, the institution contributed to the emergence of an educated indigenous elite with growing social and political awareness, demonstrating that MULO functioned not only as an instrument of colonial rule but also as a space that indirectly fostered Indonesian nationalism.

Abstract

This study aims to comprehensively examine the concept, philosophical foundations, implementation, and contemporary relevance of the integration–interconnection paradigm in the development of Islamic higher education and Islamic studies. Employing a qualitative library research method, this study adopts descriptive and philosophical approaches. Data were collected from M. Amin Abdullah's major works, scholarly books on Islamic epistemology, and reputable national (SINTA-indexed) and international (Scopus-indexed) journal articles relevant to the topic. The data were analyzed using content analysis and critical analysis to explore the theoretical foundations and practical implications of the paradigm. The findings reveal that the integration–interconnection paradigm seeks to establish a dialogical relationship among Islamic sciences, social sciences, humanities, natural sciences, and technology through multidisciplinary, interdisciplinary, and transdisciplinary approaches. The paradigm is grounded in three fundamental pillars: Hadlarah al-Nash (the civilization of religious texts), Hadlarah al-'Ilm (the civilization of scientific knowledge), and Hadlarah al-Falsafah (the civilization of philosophy and ethics), which complement one another in producing a more comprehensive understanding of Islam. Its implementation is reflected in curriculum development, academic research, and institutional transformation within Islamic higher education, particularly in the State Islamic Universities (UINs). Furthermore, the paradigm remains highly relevant in addressing the challenges posed by the Industrial Revolution 4.0, Society 5.0, artificial intelligence, social transformation, and other global humanitarian issues that require interdisciplinary collaboration.

Abstract

The purpose of this study is to examine how security systems are responsible for protecting personal data on digital platforms, as well as how the role of security systems is positioned within Indonesia's cyber diplomacy in the international diplomatic arena. This research is motivated by the numerous cases of personal data breaches in Indonesia, including 124 data protection violations from 2019 to 2024, along with 279 million BPJS Health data records, 17 million PLN customer data records, and the fact that the Personal Data Protection Bill and Cyber Security and Resilience Bill have not yet been enacted. Using a qualitative methodology with a case study design, this research incorporates policy document analysis, data breach reports, international regulations such as GDPR, and comparative studies of data protection policies in the European Union, the United States, and Singapore. The findings reveal that Indonesia's digital platform security systems still face significant challenges, as evidenced by the low implementation of technical mechanisms such as encryption and two-factor authentication, regulatory gaps that create a legal vacuum, and a shortage of cybersecurity human resources amounting to 50,000 professionals. In terms of cyber diplomacy, Indonesia lacks a comprehensive diplomatic strategy and tends to be reactive in multilateral forums such as ASEAN and the UN, in contrast to countries like Germany and Singapore that actively promote their data governance models. Furthermore, through the lens of digital dependency theory, this study finds that the failure of national data protection has diminished Indonesia's credibility and bargaining power in the international arena while also reinforcing global cyber governance inequalities.

Abstract

Sales transaction management in Small and Medium Enterprises (SMEs) is still largely carried out manually using paper records or simple spreadsheet applications. This condition causes various problems such as slow recording processes, high input error rates, difficulty in generating sales reports, and weak inventory management. This project-based research aims to design and implement a web-based Point of Sale (POS) Information System capable of overcoming these problems. The system was developed using native PHP, MySQL, HTML5, CSS3, and JavaScript with the Waterfall development method. The main features include product and category management, an interactive cashier page, four payment methods (cash, QRIS, debit, credit), customer and multi-role user management, and period-based sales reports. System evaluation was conducted using Black Box testing for functionality validation. The Black Box testing results show that all features function according to specification. This system is proven to accelerate the transaction process and automatically generate sales reports, thereby having the potential to improve SME operational efficiency.

Abstract

The rapid advancement of Artificial Intelligence (AI), particularly Generative Artificial Intelligence, has transformed the process of creating literary, artistic, and scientific works. AI's ability to autonomously generate various forms of creative output has raised significant legal questions regarding copyright protection and the ownership of AI-generated works. Indonesian Copyright Law, namely Law Number 28 of 2014 on Copyright, does not explicitly regulate works generated by AI, resulting in legal uncertainty concerning whether AI-generated output qualifies as a copyrightable work and who should be recognized as the copyright holder. This study aims to examine the legal status of AI-generated works as copyrightable subject matter and to formulate a framework for copyright ownership over AI-generated works within the perspective of Indonesian positive law. This research employs a normative legal method using statutory and conceptual approaches. Legal materials were collected through library research and analyzed qualitatively using a prescriptive legal analysis. The findings indicate that fully autonomous AI-generated works do not satisfy the legal requirement of authorship under Indonesian Copyright Law and therefore lack a legal basis for copyright protection. In contrast, AI-assisted works remain eligible for copyright protection provided that they reflect originality and substantial human intellectual contribution.

Abstract

Employee performance is one of the key indicators of a government organization's success in achieving its goals, therefore, workload must be managed proportionally to maintain optimal performance. Biro Ortala Setjen Kemhan RI shows indications of an increased workload due to human resource limitations, suboptimal task distribution, and inadequate workspace conditions. This study aims to analyze the effect of workload on employee performance at the Biro Ortala. This study employs a quantitative approach with an associative research design. Data were collected through questionnaires, interviews, and documentation, and then analyzed using simple linear regression via SPSS version 27. The results reveal that workload has a significant effect on employee performance at the Biro Ortala (Sig. 0.000 0.05), with a correlation coefficient of -0.714, indicating a strong and negative relationship. The coefficient of determination of 51% indicates the contribution of workload to the variation in employee performance, while other factors outside the model influence the remaining 49%. These findings reveal that an increase in the workload experienced by employees is followed by a decline in their performance, with mental and physical workload asthe dominant factors.

Abstract

Digital transformation in village governance has encouraged Village-Owned Enterprises (Badan Usaha Milik Desa or BUMDes) to adopt information technology-based systems to improve the effectiveness of business management and public service delivery. One such innovation is the Sugihwaras Electronic BUMDes (e-BES) application, developed by the "Sukses Bersama" BUMDes in Sugihwaras Village, Candi District, Sidoarjo Regency, as a digital platform for marketing micro, small, and medium enterprise (MSME) products and providing digital transaction services. This study aims to analyze the effectiveness of the e-BES application in the management of BUMDes in Sugihwaras Village. A qualitative descriptive approach was employed. Data were collected through observation, interviews, and documentation and analyzed using data reduction, data display, and conclusion drawing techniques. The analysis of system effectiveness was based on the framework proposed by Aprilia et al. (2014), which consists of eight dimensions: the role of the system, the role of government, system objectives, accessibility, system content, system interaction, supporting factors, and inhibiting factors. The findings indicate that the implementation of the e-BES application in BUMDes management has not yet been fully effective. Although the application has improved access to information, facilitated the marketing of MSME products, and supported digital-based public services, its implementation continues to face several challenges, including limited human resource capacity in system management, gaps in digital literacy among community members, prolonged system maintenance, inadequate public outreach, and application features that remain under development.

Abstract

This study is motivated by the increasing prevalence of mental health issues among migrant students who must adapt to a new environment while coping with economic pressures during their studies. Unstable socioeconomic conditions are suspected to influence the levels of stress, anxiety, and psychological well-being of migrant students at UIN Syarif Hidayatullah Jakarta. This study aims to examine the influence of socioeconomic conditions on the mental health of migrant students. The research employs a qualitative approach, with data collected through in-depth interviews with migrant students as the primary data source. The collected data were analyzed using descriptive analysis to understand students' experiences, economic challenges, and their impact on psychological well-being. The findings indicate that socioeconomic conditions have a significant influence on the mental health of migrant students. Students experiencing financial constraints tend to face higher levels of psychological distress, including academic stress, anxiety, and difficulties in meeting their daily living needs. In addition, limited social support and high academic demands further exacerbate their mental health conditions. Conversely, students who receive adequate financial and social support are generally better able to adapt and maintain emotional stability.
