Abstract

Restorative justice has developed into one of the most significant approaches in criminal law reform in various countries, particularly in response to the limitations of the retributive justice model, which is considered ineffective in tackling crime and restoring social relations. This article analyzes global trends in the application of restorative justice and its policy implications in the context of modern criminal law reform. Through a comparative study of policies in a number of jurisdictions, including Europe, North America, and the Asia-Pacific region, this study identifies patterns of application that include the expansion of sentencing alternatives, strengthening victim participation, and integrating penal mediation mechanisms. The findings show that countries that systematically adopt restorative justice tend to experience increased victim satisfaction, lower recidivism rates, and higher case resolution effectiveness, despite still facing institutional barriers, differences in implementation standards, and cultural resistance within law enforcement agencies

Abstract

This study examines the dynamics of public policy formulation and its implications for community welfare within the context of regional autonomy in Indonesia. The decentralization framework grants local governments greater authority in designing, implementing, and evaluating policies that directly address local needs. However, variations in institutional capacity, leadership quality, stakeholder involvement, and fiscal management often lead to disparities in policy effectiveness. This research employs a qualitative literature review supported by policy analysis to identify key determinants that shape policy outcomes at the local level. The findings reveal that inclusive policy formulation—characterized by participatory decision-making, inter-agency collaboration, and evidence-based approaches significantly contributes to improving public welfare outcomes. Conversely, weaknesses in governance practices, such as limited transparency, low bureaucratic competence, and inadequate budget allocation, hinder policy impact and perpetuate regional inequality. The study underscores that effective policy formulation in the autonomy era requires strengthening institutional capacity, enhancing community engagement, and optimizing local fiscal resources. Ultimately, the research highlights that robust policy design has the potential to accelerate welfare improvement, reduce regional disparities, and support sustainable development at the local government level.

Abstract

This study aims to develop a mathematical framework for quantifying market equilibrium and evaluating efficiency across contemporary economic models. Using a combination of differential equations, optimization theory, and welfare analysis, the research constructs a formalized approach to measure the conditions under which markets reach equilibrium and determine the extent to which these equilibria achieve allocative and productive efficiency. The study employs a comparative model analysis that integrates classical supply demand interactions, general equilibrium structures, and modern game-theoretic market representations. The findings indicate that market equilibrium can be precisely characterized through a set of mathematically derived equilibrium conditions, including stability metrics, Pareto efficiency criteria, and welfare maximization indicators. Quantitative simulations demonstrate that deviations from equilibrium caused by price distortions, market power, or externalities can be measured through efficiency loss functions, allowing the economic impacts of disequilibrium to be assessed with greater accuracy. Furthermore, the proposed mathematical quantification model provides new insights into how structural changes within markets affect overall efficiency and social welfare outcomes. In conclusion, this research contributes a rigorous mathematical toolset that enhances the analytical capability of economists in studying equilibrium and efficiency. The model strengthens theoretical predictions, improves empirical measurement, and offers a foundation for future work in optimizing policy interventions aimed at enhancing market performance. The results highlight the importance of integrating mathematical precision into economic modeling to better inform decision-making in both microeconomic and macroeconomic contexts

Abstract

Construction delays remain a critical issue in building projects, as they often lead to cost overruns, reduced quality, and disputes among project stakeholders. Among the various contributing factors, material quality and project management practices are frequently identified as dominant determinants influencing project performance. This study aims to analyze the influence of material quality and project management on the risk of delays in building construction projects. A quantitative research approach was employed using a survey method involving contractors, project managers, and site engineers engaged in building construction projects. Data were collected through structured questionnaires and analyzed using multiple linear regression techniques to examine both partial and simultaneous effects of the independent variables on construction delay risk. The analysis results indicate that material quality has a significant negative effect on the risk of construction delays, implying that higher-quality materials reduce the likelihood of project setbacks. Furthermore, effective project management demonstrates a strong and significant influence in minimizing delay risks through improved planning, coordination, and control mechanisms. Simultaneously, material quality and project management were found to have a substantial combined effect on reducing construction delay risks. These findings highlight the importance of integrating rigorous material quality control with professional project management practices to enhance schedule reliability in building construction projects. The study provides practical implications for construction stakeholders in developing proactive strategies to mitigate delay risks and improve overall project performance.

Abstract

This study aims to analyze the effectiveness of the implementation of the Independent Curriculum in improving students' literacy and numeracy competencies through a learner-centered learning approach. The Independent Curriculum emphasizes learning flexibility, differentiated teaching strategies, and the application of project-based learning relevant to students' life contexts. This study used a quantitative approach with a survey design and comparative analysis of student literacy and numeracy achievements in several schools that have implemented the Independent Curriculum for one academic year. Data were obtained through literacy and numeracy competency tests, observations of the learning process, and questionnaires for teachers and students. The results showed a significant increase in students' reading comprehension, information analysis, and contextual numerical problem-solving skills after the curriculum was implemented. Key factors supporting competency improvement include the implementation of diagnostic assessments, the use of contextual learning methods, and the increased role of teachers as learning facilitators. In addition, the project to strengthen the Pancasila Student Profile also encouraged active student involvement in the learning process. However, the study also identified challenges in terms of teachers' readiness to design differentiated learning and limited support for innovative learning resources. Therefore, it is necessary to improve teacher competency through ongoing training and school policy support so that the implementation of the Independent Curriculum can run optimally and sustainably in improving the quality of student literacy and numeracy as basic competencies for the 21st century.

Abstract

This study aims to analyze the determinants of financial distress in manufacturing companies in Indonesia using the Altman Z-Score Model as an analytical framework from a qualitative perspective. Financial distress is understood as a phase of declining financial performance characterized by a weakening company's ability to meet short-term and long-term obligations. This study employed a qualitative approach with a multiple case study design on several manufacturing companies indicated as experiencing financial distress based on the Altman Z-Score classification. Data were collected through a documentary study of financial statements, annual reports, and in-depth interviews with management and financial analysts. Data analysis techniques included data reduction, thematic categorization, and inductive conclusion drawing to identify patterns of financial distress determinants. The results indicate that the determinants of financial distress are influenced not only by financial ratios such as liquidity, profitability, and leverage, as reflected in the Altman Z-Score components, but also by non-financial factors such as the quality of corporate governance, the effectiveness of managerial strategies, reliance on short-term debt, and the dynamics of industry conditions. These findings confirm that the Altman Z-Score model is effective as an early detection tool, but its interpretation needs to be enriched with contextual and managerial analysis to obtain a comprehensive picture of a company's financial health. This research provides theoretical contributions to the development of qualitative-based financial distress studies, as well as practical implications for management in formulating risk mitigation strategies and sustainable financial restructuring.

Abstract

This study examines the relationship between legal certainty and public trust in the legal system through a qualitative analytical approach grounded in Legal Studies and Sociolegal Studies. Legal certainty, understood as the clarity, consistency, and predictability of legal norms and their enforcement, is widely regarded as a fundamental principle of the rule of law. However, in many contexts, inconsistencies in legal interpretation, selective enforcement, and procedural inefficiencies have contributed to declining levels of public trust. This study aims to explore how perceptions of legal certainty influence public confidence in legal institutions and to identify key factors shaping this relationship. The research employs a qualitative design using in-depth interviews, focus group discussions, and document analysis involving community members, legal practitioners, and institutional stakeholders. Data were analyzed thematically to capture patterns related to perceptions of fairness, transparency, and accountability within the legal system. The findings reveal that higher levels of perceived legal certainty are strongly associated with increased public trust, particularly when legal processes are transparent, consistent, and accessible. Conversely, ambiguity in regulations, unequal application of the law, and lack of institutional accountability significantly undermine trust.Furthermore, the study highlights that public trust is not solely determined by formal legal frameworks but also by the lived experiences of individuals interacting with legal institutions. The research concludes that strengthening public trust requires a comprehensive approach that enhances legal clarity, institutional integrity, and participatory engagement. This study contributes to ongoing discussions on building a credible and inclusive legal system capable of ensuring justice and social stability.
