Abstract

The coastal area of Tanjungpinang City faces serious problems related to waste accumulation, with volumes reaching 1.5 tons per day in the waters and piles of non-organic waste up to 3.5 meters in the Senggarang Beach area. This study aims to analyze the ecology of governance in relation to community participation in waste management in the coastal area of Tanjungpinang City. The method used is descriptive qualitative with a literature study type, utilizing secondary data sources in the form of academic journals, scientific articles, regional regulations, and data from related institutions. The results of the study indicate that the coastal area of Tanjungpinang has high ecological vulnerability due to the pressure of human activities and limited waste management infrastructure. Although the government has relevant regulations, their implementation is still far from adequate. Community participation is only at the level of tokenism or pseudo-participation based on Arnstein's Ladder of Participation Theory. This study recommends a co-management model through the establishment of a Joint Coastal Governance Forum involving the government, beach traders, and local environmental communities as a solution for sustainable coastal waste management.

Abstract

The social life of traders along the Siak River waterfront beneath the Siak III Bridge in Pekanbaru City reflects the close relationship between economic activities and social interactions within the community. This study aims to describe the social life of traders formed through their daily interactions in the area. The research employed a qualitative method with a descriptive approach. Informants were selected purposively and consisted of traders and visitors. Data were collected through observation, interviews, and documentation, and were analyzed using the Miles, Huberman, and Saldaña model, which includes data reduction, data display, and conclusion drawing. The findings reveal that the social life of traders is characterized by intensive communication, mutual cooperation, strong social solidarity, and healthy business competition. Relationships among traders and between traders and visitors are not merely based on economic interests but have developed into harmonious and family-like ties. The study concludes that the Siak River waterfront functions not only as an economic space but also as a social space that strengthens interaction, solidarity, and togetherness within the traders' community.

Abstract

Digital governance transformation has become one of the primary agendas of public sector reform worldwide, including in Indonesia. The rapid advancement of information and communication technology has encouraged governments to shift from conventional governance systems toward more effective, efficient, transparent, and accountable digital governance. This article aims to analyze the role of digital governance transformation in improving public service quality and to identify challenges in its implementation. This study employs a literature review approach by examining academic articles, books, and policy documents published between 2020 and 2025. The findings indicate that digital governance contributes significantly to service efficiency, government transparency, public accountability, citizen participation, and data-driven decision making. However, its implementation continues to face various challenges, including limited digital infrastructure, inadequate human resource competencies, regional digital disparities, bureaucratic resistance to change, and issues related to data security and privacy. The success of digital governance transformation is strongly influenced by leadership quality, regulatory support, organizational readiness, and public participation. This study contributes by providing a comprehensive literature synthesis that can serve as a foundation for future policy development and research on digital government transformation.

Abstract

Education has an essential role in shaping students’ political awareness and ethical attitudes in school life. This study aims to analyze the role of education in building political reflection and ethical behavior among students at SMPN 1 Parengan. The research employed a qualitative descriptive approach through observation, interviews, and documentation. The findings indicate that political and ethical reflection among students can be developed through classroom learning, school regulations, organizational activities, and teachers’ role modeling. Civic Education subjects and character education programs contribute significantly to strengthening students’ understanding of responsibility, tolerance, discipline, and democratic values. In addition, the school environment supports students in expressing opinions respectfully and participating actively in social activities. Therefore, education does not merely function as a process of knowledge transfer but also as a medium for cultivating ethical awareness and political responsibility among students.

Abstract

This study aims to analyze the da'wah messages contained in the book Pesan Cinta Untuk Kau dan Aku by Aris. This book is a religious literary work that conveys Islamic values through simple and emotionally engaging language. The research employed a qualitative method with a content analysis approach. Data were collected through documentation techniques by examining the texts in the book and then classified based on the categories of da'wah messages, namely aqidah (faith), sharia (Islamic law), and akhlaq (morality). The findings reveal that the da'wah messages in the book are predominantly related to akhlaq, particularly those concerning love for Allah, compassion toward fellow human beings, and the development of Islamic character in daily life. In addition, the study found aqidah messages emphasizing faith and monotheism, as well as sharia messages encouraging readers to perform religious obligations in accordance with Islamic teachings. Therefore, Pesan Cinta Untuk Kau dan Aku can be considered an effective medium of da'wah, as it successfully communicates Islamic values in a communicative, persuasive, and emotionally engaging manner to its readers.

Abstract

This scientific research was conducted to examine more deeply the representation of investigative journalism as an enforcer of truth in the film A Taxi Driver. The background of this study is the increasingly blurred nature of truth amid the rapid flow of information and the pressure exerted by those in power on the media, making it necessary to understand how investigative journalism is represented as an effort to reveal facts to the public. The film A Taxi Driver was chosen because it portrays the practice of investigative journalism during the 1980 Gwangju Uprising, a historical event rich in humanitarian values and courage. This study aims to analyze the representation of investigative journalism as an enforcer of truth in the film. The research employed a descriptive qualitative method with a text research approach. Data were collected through non-participant observation of film scenes, documentation analysis of dialogues, visuals, and narratives, as well as literature review. No respondents or informants were involved, as the study focused on media content analysis. The findings reveal that the film represents investigative journalism as a courageous, independent, and truth-oriented practice through the actions of journalists who strive to uncover facts concealed by those in power. Furthermore, the film highlights moral values, courage, and social responsibility as essential elements of the journalistic profession. In conclusion, A Taxi Driver portrays investigative journalism as a vital instrument in upholding truth and delivering factual information to society despite various risks and challenges

Abstract

This study aims to analyze the strategic planning of the CERDIG (Digital Intelligence) Program implemented by the East Java Provincial Ministry of Communication and Information Technology (Kominfo) as a Preventative measure to combat online gambling through education. This research method uses a descriptive qualitative approach with the theory of Strategic Planning for Relations by Ronald D. Smith. The results show that the communication strategy implemented thorugh outreach, webinars, and cross-agency collaboration to raise public awareness about the risks of online gambling. This program targets schoolchildren, university students, and the general public to build awareness and be more wise in using digital technology. In conclusion, although the education program has been running well, ongoing evaluation of changes in community behavior and more measurable measurement of the direct impact on reducing online gambling rates in East Java are still needed.

Abstract

National leadership in facing challenges of state governance transformation is a central issue in contemporary public administration and political science. The relocation of Indonesia's capital city from Jakarta to Ibu Kota Nusantara (IKN) in East Kalimantan represents one of the most significant strategic decisions in the modern history of Indonesian governance. This study aims to map academic literature on the role of Joko Widodo's leadership in the strategic decision-making process for capital relocation, identify existing research gaps, and formulate a future research agenda. The study employs transformational leadership theory, originally introduced by Burns (1978) and further developed by Bass (1985) through its four dimensions (4I), in conjunction with Mintzberg et al.'s (1976) strategic decision-making framework. A Systematic Literature Review (SLR) method based on PRISMA was applied, with data collected through systematic searches of Scopus, Sinta, and Google Scholar databases yielding 10 scientific articles published between 2020 and 2026. Findings reveal that Joko Widodo's transformational leadership played a dominant role in advancing the IKN policy through his capacity to build long-term vision, consolidate political coalitions via a reciprocity game model, and make timely decisions in complex situations. However, the analysis also identifies significant limitations in public participation, decision-making transparency, and institutional accountability, which affect the overall democratic legitimacy of the IKN policy.

Abstract

Food security has become a strategic issue in Indonesia amid challenges posed by climate change, population growth, and global food supply instability. This study aims to analyze Andi Amran Sulaiman's leadership in food self-sufficiency policy decision-making, the decision-making process employed, and its impact on national food self-sufficiency. This study applies transformational leadership theory to examine how a vision for change and innovation was built within this leadership. A qualitative approach was employed using the Systematic Literature Review (SLR) method with a thematic-narrative analysis technique. Data were collected through document analysis of scientific articles obtained from the Scopus, SINTA, and Google Scholar databases. The findings indicate that Andi Amran Sulaiman's leadership reflects transformational characteristics supported by data-driven decision-making, contributing to agricultural modernization, increased productivity, and strengthened national food security, despite facing several implementation challenges.

Abstract

This study evaluates the extent to which accountability and transparency principles are embedded in the budget management cycle of Pekanbaru City's Regional Revenue and Expenditure Budget (APBD) during the 2025 fiscal year. Both principles constitute fundamental pillars in achieving quality, clean, and public-oriented governance. The research adopts a descriptive-analytic qualitative framework, integrating three data collection methods: intensive interviews with key stakeholders, direct observation of financial administration processes, and in-depth review of official budget documents and financial reports. Data analysis follows the condensation, presentation, and conclusion-drawing procedures conceptualized by Miles, Huberman, and Saldana. Findings reveal that Pekanbaru City Government has established and operationalized several accountability and transparency instruments, including electronic budgeting (e-budgeting), digital platforms for public financial information, and periodic reporting mechanisms to supervisory bodies. Nevertheless, fundamental challenges persist, such as digital competency gaps among financial managers, data fragmentation across government work units, and limited citizen engagement in budget monitoring. The study concludes that an integrated reform agenda targeting regulatory strengthening, system modernization, capacity building, and public participation mobilization is urgently needed as a strategic priority for improving Pekanbaru's regional financial governance.
