Abstract

Proses demokrasi khususnya dalam Pilkada saja seringkali tidak terlepas dari peran serta beragam partai dengan berbagai ideologi yang ikut merongrong. Berbagai ragam identitas agama dan etnis sering kali dijadikan alat politik. Artikel atau tulisan ini bertujuan untuk melihat fenomena politik identitas yang terjadi di tinkat lokal atau daerah. Masalah difokuskan pada dampak dari implementasi politik lokal. Data-data dikumpulkan melalui tudi pustaka dan dianalisis secara kualitatif. Kajian ini menyimpulkan bahwa menunjukkan bahwa para elit yang menikuti kontes politik menjadikan identitas sebaai alat untuk mendapat dukungan. Faktor yang berpengaruh dalam pilkada yaitu ekonomi politik, etnis, dan agama.

Abstract

Pada tanggal 30 Maret 2021, Presiden Joko Widodo menandatangani Peraturan Pemerintah Nomor 56 Tahun 2021 yang mengatur mengenai royalti penggunaan secara komersil lagu dan/atau musik. Pada Pasal 3 Peraturan Pemerintah Nomor 56 Tahun 2021 menyebutkan bahwa setiap orang bisa menggunakan lagu dan musik dalam bentuk 14 layanan publik bersifat komersial dengan catatan harus membayar royalti kepada pencipta atau kepada pemegang hak cipta lagu dan musik tersebut. Nantinya, pembayaran tersebut akan dilakukan dan diproses melalui Lembaga Manajemen Kolektif Nasional (LMKN). Kemudian, Peraturan Pemerintah tersebut menuai banyak tanggapan dari berbagai kalangan masyarakat mulai dari musisi hingga pengusaha yang berusaha memberi argumen mengenai efektivitas adanya peraturan tersebut. Dampak positif dari diberlakukannya PP Nomor 56 Tahun 2021 tersebut adalah untuk mengoptimalkan UUHC Nomor 28 Tahun 2014 untuk memperkuat perlindungan terahdap Hak Kekayaan Intelektual khususnya Hak Cipta Lagu dan/atau Musik. Sedangkan dampak negatifnya adalah pengelolaan data tentang royalti yang belum transparan dan publik khawatir bahwa hal ini akan membuka ladang baru untuk praktik korupsi, harga lagu dari publisher yang belum memiliki standar dan para pencipta lagu yang belum tergabung ke dalam LMK juga akan dipungut royaltinya oleh LMKN, pola pemungutan yang mana adanya penyamaan nilai komersial sehingga menjadi timpang dan merugikan sebelah pihak.Kata Kunci: Efektivitas, PP Nomor 56 Tahun 2021, Dampak Positif, Dampak Negatif

Abstract

Artikel ini bertujuan untuk mengeksplorasi peran pendidikan multikultural dalam membentuk karakter peserta didik di Indonesia. Masalah difokuskan pada pentingnya pendekatan pendidikan yang menghargai keberagaman budaya, agama, dan sosial dalam menciptakan generasi yang toleran, adil, dan berwawasan kebangsaan. Kajian ini menggunakan metode studi kepustakaan dengan pendekatan kualitatif untuk menganalisis konsep-konsep pendidikan karakter dan multikulturalisme dari berbagai literatur akademik yang relevan. Hasil analisis menunjukkan bahwa pendidikan multikultural tidak hanya mendukung penguatan nilai-nilai kemanusiaan universal seperti toleransi, keadilan, dan penghargaan terhadap perbedaan, tetapi juga berkontribusi dalam mencegah konflik sosial dan memperkuat persatuan bangsa. Implementasi pendidikan multikultural melalui mata pelajaran seperti Agama, Pendidikan Kewarganegaraan, Sejarah, dan Seni Budaya terbukti efektif dalam menanamkan nilai-nilai karakter. Oleh karena itu, pendidikan multikultural perlu dijadikan strategi utama dalam pengembangan kurikulum pendidikan karakter di Indonesia guna menciptakan peserta didik yang cerdas secara intelektual dan emosional serta siap hidup dalam masyarakat yang plural.

Abstract

Penelitian ini bertujuan untuk mengkaji implementasi kebijakan pemerintah dalam bidang pertanian di Desa Pusuk 1, Kecamatan Parlilitan, serta mengidentifikasi ketimpangan yang terjadi dalam distribusi bantuan bibit unggul. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara dan observasi. Hasil penelitian menunjukkan bahwa pemerintah desa telah menjalankan kebijakan melalui pembentukan Kelompok Tani dan pendistribusian bibit unggul serta sarana pertanian lainnya. Namun, dalam pelaksanaannya, ditemukan adanya ketidaksesuaian antara bantuan yang diberikan dan luas lahan yang dimiliki petani, yang memicu kecemburuan sosial dan menurunkan kepercayaan masyarakat. Ketimpangan tersebut terjadi akibat lemahnya pendataan, kurangnya transparansi, dan minimnya pengawasan dalam proses distribusi. Penelitian ini merekomendasikan perlunya sistem pendataan yang akurat, keterbukaan informasi, serta partisipasi masyarakat dalam setiap tahapan kebijakan untuk memastikan distribusi yang adil dan tepat sasaran. Temuan ini diharapkan dapat menjadi masukan dalam perumusan dan pelaksanaan kebijakan pertanian yang lebih inklusif dan berkelanjutan.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas program pemberdayaan masyarakat dalam pembangunan infrastruktur di Desa Kotasan, Kecamatan Galang, Kabupaten Deli Serdang, serta mengidentifikasi tantangan dan dampak sosial yang ditimbulkan. Pendekatan kualitatif digunakan untuk mengeksplorasi proses pelaksanaan program melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa program pembangunan infrastruktur dinilai efektif berdasarkan tiga indikator utama: pencapaian tujuan, integrasi sosial, dan kemampuan adaptasi terhadap kondisi lokal. Program berhasil dilaksanakan tepat waktu dan tepat sasaran, dengan partisipasi aktif masyarakat dalam seluruh tahapan pembangunan. Tantangan yang dihadapi mencakup hambatan teknis dan geografis, keterbatasan sumber daya, serta kesenjangan partisipasi sosial. Meski demikian, program memberikan dampak positif berupa peningkatan aksesibilitas, mobilitas, kohesi sosial, dan produktivitas ekonomi masyarakat. Penelitian ini menegaskan pentingnya pendekatan partisipatif dan adaptif dalam mendukung keberhasilan pembangunan infrastruktur pedesaan yang berkelanjutan.

Abstract

This paper examines the role of leadership as a catalyst for Nigeria's national development from a behavioural and systems perspective. The study employs a qualitative, conceptual review Design, based on a systematic analysis of peer-reviewed literature, policy documents, and theoretical models related to leadership, governance, and development. Drawing on behavioural leadership theory, systems management theory, and the leadership grid framework, the study analyses how leadership practices shape institutional effectiveness and developmental outcomes in Nigeria. The findings indicate that deficiencies in leadership orientation, ethical standards, emotional intelligence, coordination capacity, and institutional accountability constitute significant barriers to Nigeria’s development performance. The analysis further shows that leadership practices that balance task orientation with people-centred engagement, particularly those aligned with the 9,9 leadership grid, are more likely to enhance transparency, innovation, institutional trust, and sustainable growth. The study also finds that the weak integration of leadership development into national planning frameworks limits Nigeria’s capacity to translate policy goals, including the Sustainable Development Goals, into tangible outcomes. The paper contributes to leadership and development scholarship by offering an integrated behavioural–systems framework for understanding leadership failure and reform in Nigeria. It recommends embedding leadership development into national development planning and establishing a dedicated Nigerian Institute for Leadership to enhance capacity, uphold ethical standards, and foster long-term governance effectiveness.

Abstract

This study examines the socio-political and historical dimensions of the Fulani herdsmen phenomenon within Nigeria’s multiethnic society. Using a qualitative review of existing literature and secondary sources, this paper traces the historical evolution of Fulani pastoralism, with particular reference to the legacies of the 18th– to 19th–century Fulani jihad and its influence on contemporary identity formation and social relations. The findings indicate that Fulani herdsmen constitute a distinct socio-cultural and occupational group whose pastoral mobility, limited integration into formal state institutions, and historical marginalisation have contributed significantly to recurring conflicts with agrarian communities and broader security challenges in Nigeria. The study further shows that these conflicts are shaped not only by ethnic differences but also by environmental pressures, weak governance, and inadequate policy responses. The paper contributes to the discussion by reframing the Fulani herdsmen issue as a socio-political and historical phenomenon, rather than merely an ethnic or security problem. It underscores the need for historically informed, inclusive, and context-sensitive policy interventions to support conflict resolution and national integration.

Abstract

The lack of political leaders' commitment resulted in inadequate funding for tertiary institutions in Nigeria. This has been a significant issue for the advancement of university education, presenting numerous challenges that negatively impact the development of Nigeria’s public universities. This paper examines the challenges posed by inadequate funding for university education development in Nigeria and proposes possible solutions. The study employed a qualitative approach and used Nigerian public universities as the case study. The study was also guided by the Resource Dependency Theory, as proposed by Pfeffer and Salanick (1978). The findings of the study revealed that there are poor infrastructural facilities, poor staff development, low international ranking, series of strike actions, brain-drain of academics, poor research development and non-attraction of international students Therefore the study recommended among others that political leaders in Nigeria at both federal and state levels should increase budgetary allocation to education sector to enable effective development of university education. There is also a need for private and non-governmental organisations to complement the government's efforts to improve university education by providing infrastructure, such as electricity, water supply, road networks, student hostels, staff housing, and the like, in universities. University administrators should enhance the sources of internally generated revenue and ensure that the funds realised from internal sources are utilised judiciously to promote the positive development of university education in Nigeria.

Abstract

This study examines the impact of digital technologies on public service delivery and user satisfaction in residency registration at the Lagos State Residents Registration Agency. Anchored in the Technology Acceptance Model and e-governance theory, the study employs a mixed-methods design, comprising a cross-sectional survey of 220 agency staff and qualitative interviews with key personnel. Quantitative data were analysed using SPSS, while qualitative data were analysed through thematic analysis. The findings indicate that digital technologies have significantly improved service efficiency and user satisfaction in residency registration processes. However, infrastructural limitations, inadequate technical capacity, and unstable internet connectivity continue to constrain effective implementation. The study emphasises the significance of institutional readiness for achieving successful digital transformation in the public sector, highlighting the necessity for sustained investment in digital infrastructure, targeted policy reforms, and ongoing capacity-building. These measures are essential for enhancing public service delivery and strengthening digital governance in Lagos State and Nigeria more broadly.

Abstract

The rise of Artificial Intelligence (AI) presents both transformative opportunities and significant ethical challenges for leadership and governance in Africa. This study examined ethical leadership and governance in the AI era, employing a comparative approach with a focus on Africa's development trajectory. Employing a documentary research Design and secondary sources of data, thematic Analysis was employed as the analytical technique. Thematic Analysis is among the most widely used qualitative data analysis techniques, providing a framework for identifying, analyzing, and interpreting meaning in datasets. The Analysis demonstrates that while AI has the potential to enhance public service delivery, governance effectiveness, and socioeconomic transformation, its use in African contexts is constrained by weak regulatory capability, fragmented governance frameworks, and insufficient ethical monitoring. A comparative analysis of global AI governance models reveals that institutional arrangements and leadership ideals are crucial in determining whether AI systems exacerbate inequality, bias, and democratic weaknesses or promote accountability, inclusivity, and public trust. The study recommended that African governments should invest in moral AI research and build regulatory sandboxes for controlled experimentation and policy development. Interdisciplinary advisory boards, including ethicists, technologists, and community representatives, should be institutionalised to guide AI governance.
