Abstract

Japan is one of the countries that uses nuclear energy as one of its energy sources. As part of its responsibilities, this country also participates in maintaining nuclear safety, public safety, and environmental protection by engaging with the IAEA and UNCLOS. However, following the natural disaster in 2011, several nuclear reactors experienced leaks that contaminated the marine environment, prompting the government and TEPCO to mitigate the situation by storing the processed waste in new tanks. Several years later, these storage tanks reached full capacity, necessitating the disposal of the waste. Consequently, the government implemented a policy to discharge the nuclear waste into the Pacific Ocean. This policy inevitably sparked both support and opposition from the international community, considering cultural, economic, and political perspectives. This study aims to explain the impact on the international public regarding the disposal of nuclear waste into the Pacific Ocean as part of the Japanese government’s policy in 2023. The research method used in this study is qualitative data analysis, where data collection is based on various documents or records of previous occurrences. This nuclear waste disposal has become a focal point for the international community in scrutinizing Japan’s compliance with nuclear safety and environmental laws and how responses are shaped by this policy.

Abstract

Puspaga is a free service from the Surabaya City Government whose task is to prevent early family problems and child delinquency by means of counseling. In carrying out its duties, Puspaga does not handle it independently, but is assisted by various actors including PKBM Volunteers, PPA Task Force in each sub-district. The task force deployed in Dupak Subdistrict is the Great Surabaya Cadre (KSH) which bridges all family and child problems within the subdistrict. This research aims to find out the role of KSH in Dupak Village in preventing cases of juvenile delinquency in Dupak Village, Surabaya City. This research is qualitative research with data collection techniques, namely conducting direct interviews, observation, and documentation of activities. This research uses the theory of the role of government according to Blakely in Mudrajad Kuncoro, which identifies three main roles of government, namely coordinator, facilitator and stimulator. The results of the research show that these three roles have not been implemented optimally in preventing cases of juvenile delinquency in Dupak Village.

Abstract

The objective of this studies is to examine and discusing the impact of brand resonance, brand characteristics and brand trust on brand loyalty in Scarlett Whitening products in Surakarta. Problem statement in this studies revolves around whether brand resonance, brand characteristics and exert a substantial influence on brand loyalty. Conducted as a survey with a quantitativ approach, the primari data were collected through questionn distributed via Google Form. The respondents sampled for this research are individuals who use Scarlett Whitening products in Surakarta. The entire consumer population using Scarlett Whitening products in Surakarta is considered the scope of this study, and the sampling technique employed is non-probability sampling through purposive sampling, with a total of 200 respondents. The hypotheses put forward posit that brand resonance is expected to significantly impact brand loyalty (H1), brand characteristics are anticipated have significant effect on brand loyalty (H2) and brand trust are anticipated have significant effect on brand loyalty(H3). The research findings indicate that both brand resonance, brand characteristics and brand trust indeed have a significant influence on brand loyalty. In conclusion, this study establishes that brand resonance (X1), brand characteristics (X2) and brand trust (X3) significantly contribute to brand loyalty (Y) for Scarlett Whitening products in Surakarta.

Abstract

The high crime rate has resulted in overcrowding in detention centers throughout Indonesia, including Surabaya Class 1 Detention Center. Overcrowded in Surabaya Class 1 Detention Center is an important problem that requires immediate handling. This study aims to analyze overcrowded control strategies in Surabaya Class 1 Detention Center. The research method used is descriptive qualitative with data collection techniques, interviews, and documentation. The research subjects consisted of the Head of the Detention Center, General Sub Section of Personnel Administration, Sub Section of Legal Aid and Prisoner Counseling: Legal Aid Services, Warden, Prisoners. The theory used is the strategy theory by Fred R. David with three indicators, namely formulation; implementation; and evaluation. The results showed that various efforts have been made by the Central Government and the Surabaya Class 1 Detention Center. However, these efforts cannot run optimally due to obstacles originating from stakeholders such as slow court decisions, high crime rates, and policies from related stakeholders. Therefore, this study recommends the need for special attention from the government in dealing with overcrowding in all detention centers in Indonesia by involving various stakeholders and considering aspects of humanity and justice for prisoners.

Abstract

This research aims to explain the strategies that can be applied by history teachers in implementing the Merdeka Curriculum in history education at SMA Negeri 12 Semarang. By understanding the school context, which includes its founding history, vision, and educational programs, this study identifies relevant strategies to enhance the effectiveness of history education. Data were collected through document analysis and interviews with experienced history teachers at SMA Negeri 12 Semarang. The results indicate that a deep understanding of the Merdeka Curriculum, development of contextual teaching materials, interactive teaching approaches, technology integration, competency-based evaluation, collaboration with other teachers and communities, and continuous professional development are key to the successful implementation of the Merdeka Curriculum in history education at SMA Negeri 12 Semarang.

Abstract

Research indicates that recurring findings are still frequently encountered. Agency theory explains why this is the case. This study attempts to take a different angle by integrating the agency theory framework with the perspective of organizational error, identifying recurring findings as a phenomenon experienced by both auditors and auditees. The aim of this research is to analyze the causes of recurring findings in the management of village government APBDes funds during the Regular Internal Audit conducted by the Regional Inspectorate. This research is a phenomenological study using a qualitative and exploratory approach. This method is used to obtain more complete, in-depth, credible, and meaningful data by delving deeper into the research focus based on the phenomena experienced and information collected from sources through in-depth interviews, ensuring that the research objectives can be achieved. This data is triangulated with other data obtained from observation and documentation studies, then analyzed interactively by transcribing, coding, presenting in text and table formats, and drawing conclusions and interpretations. The results of this study indicate that the causes of recurring findings in the management of village government APBDes funds during the Regular Internal Audit conducted by the Regional Inspectorate from the auditor's perspective are: 1) Limited quantity of human resources available to the auditors. From the auditee's perspective, the causes are: 1) Lack of quality human resources within the village government apparatus; 2) Lack of integrity and ethical values among officials; 3) Weak internal control systems; 4) Regulations; 5) Facilities and infrastructure.

Abstract

This research is motivated by a condition where unused government-owned land is managed by the community and is then transformed into productive land and a better environment. Therefore, the aim of this research is to determine the forms of participation provided by the residents of Nginden RT 9 RW 5 to develop the Nginden Herbal Village program sustainably. This research uses a qualitative method with a case study approach. Research data collection uses primary data sources such as interviews, observations, and documentation as well as secondary data sources like news articles, books, previous research results, and other sources relevant to the research. The data analysis technique used in this research is the interactive model from Miles and Huberman. In comparison, triangulation is used to appropriately process the collected data. The results of the research show that the community of Nginden Herbal Village participates well. This can be seen from the theory of community participation according to Huraerah: the form of thought participation, the form of property participation, the form of skill and proficiency participation, and the form of social participation have been well implemented. In addition, the form of labor participation has been quite well implemented. The community has made many efforts to realize the common goal of improving the welfare of the surrounding environment. Therefore, this effort needs support and attention from the government and always requires the role of the community itself to continue managing it so that an already good environment becomes even better.

Abstract

The city of Surabaya, as the capital of East Java province, still faces unresolved poverty issues. According to data from the National Socio-Economic Survey, Surabaya experienced the highest growth in uninhabitable houses between 2016 and 2020, reaching 27.11 percent. The Surabaya City Government, as an autonomous region with rights and obligations, demonstrates its commitment to meeting the basic needs of its residents through a housing program known as the Uninhabitable House Program or ‘Dandan Omah.’ In Bulak Banteng Subdistrict, where inadequate housing conditions persist, 24 households received assistance through the home improvement program in 2023. This research applies Richard Matland’s theory, which includes four indicators of policy implementation: policy accuracy, implementation accuracy, target accuracy, and environmental accuracy. The first indicator suggests that this policy effectively improves the welfare of Bulak Banteng residents by providing habitable homes. However, implementation accuracy remains a challenge, as it does not fully align with established regulations and guidelines, particularly in document processing. Despite this, the chosen intervention targets match the plan and avoid overlap with other programs, representing an enhancement over previous policies. Additionally, the policy environment involves interactions between the Surabaya City Public Housing and Settlement Area, the Defense Department (DPRKPP), the Bulak Banteng Subdistrict, and the Bulak Banteng Home Repair Technical Group (KTPR). External factors, including public perceptions, also influence the policy’s effectiveness.

Abstract

Fungi live by taking other products from dead organisms and usually only grow in moist places. It is known that the living environment of mushrooms can grow well at a temperature of 16°C - 30°C with a humidity of 80 - 95%. there are several obstacles for mushroom cultivators in oyster mushroom cultivation, seeing changes in temperature and humidity that often occur to increases and decreases in temperature and humidity can occur at any time. To make it easier for farmers to monitor changes in temperature and humidity in mushroom kumbung, an automatic control system is needed that can provide information related to temperature and humidity in real time and when the temperature and humidity are not appropriate, the control system can help maintain temperature and humidity by spraying water, the system This control uses the Atmega328 Microcontroller as a data processor. This control system is designed using fuzzy logic which is expected to help provide the best temperature and humidity in the mushroom kumbung area by using a DHT11 sensor to detect temperature and humidity, and the help of ESP8266 which was developed into an Internet of things to make it easier to monitor temperature and humidity. in real time. In this study, the fuzzy Sugeno method is used because this method is suitable for finding temperature and humidity levels that often change. With this fuzzy logic method, a mathematical circuit is obtained which is used to represent ambiguity, and lack of information.

Abstract

Based on Article 56 Paragraph 1 of Constitution Number 5 of 2014 regarding State Civil Apparatus which states that each Government Agency has an obligation regarding the preparation of needs for types of positions and number of employees based on position analysis (Anjab) and workload analysis (ABK) in order to meet needs. The ideal organizational structure of Government Agencies in carrying out their main tasks and functions. This research looks at the problems at the preparation stage and the flow of problems in the filling process, the incompatibility of the uploaded supporting data of course affects the position requirements of existing employees. So the aim of this research is to find out the extent of the implementation of the 2024 Workload Analysis Information System (ABK) among Bongkaran Subdistrict Office employees, Surabaya. The method used in this research is a qualitative descriptive method. The informants in this research were the Secretary of Bongkaran Subdistrict and the Head of People's Welfare and Economic Affairs. Data collection techniques use interviews, observation and documentation. The research results showed that the procedure for using the 2024 Workload Analysis Information System (ABK) has not been running optimally and is less effective because there has been no outreach and training for members who run the application. It can be concluded that the implementation process has not been carried out well because it is hampered by human resources in Bongkaran Village, who still do not understand the correct format for working with crew member.
