Abstract

Catcalling is a frequent phenomenon in society where a person verbally harasses or humiliates women in public spaces through sexual comments or unwanted behavior. It creates discomfort, anxiety and even trauma for victims, and reflects gender and power inequalities in our culture. A legal and cultural analysis of catcalling of women reveals the complexity of addressing this issue. While some jurisdictions have laws against verbal harassment, enforcement is often ineffective, and cultures that maintain gender stereotypes reinforce the behavior. The importance of education, public awareness and cultural change in combating catcalling is essential in creating a safer and more equal environment for women in society.

Abstract

Termination of Employment (PHK) is a highly burdensome action for workers, necessitating robust legal protection. This protection includes prevention efforts, PHK prohibitions, valid reasons for PHK, and compensation rights that workers should receive, such as severance pay, long service pay, compensation for entitlements, and separation pay. Legal protection for workers in PHK cases is divided into three main categories: PHK procedures, PHK reasons, and PHK compensation rights that must be fulfilled by employers. If employers do not adhere to the procedures and reasons stipulated by law, the PHK is considered invalid, and workers must be reinstated. This study employs a normative legal research method, examining literature or secondary data to uncover relevant legal rules, principles, and doctrines. Secondary legal materials used include labor-related regulations, literature in the field of industrial relations, and court decisions.

Abstract

The city of Surabaya is one of several cities that has a level of poverty which is a serious problem that is being faced and overcome. The Surabaya City Government is implementing a number of initiatives aimed at reducing poverty, including initiatives that meet the three main needs of underprivileged communities: housing, health services, and education. Madani villages were formed as an effort to mobilize residents and community leaders to improve economic conditions. The aim of this research is to determine the implementation of community empowerment through the Madani Village Program as an effort to improve living standards in Simokerto District, Surabaya City. This research uses a qualitative method with a case study approach. Documentation, interviews and observations were used to collect data. The results of this research show that with the ongoing empowerment program, it has been found that the community can be said to be independent and able to develop its business. This is proven by the stage of enthusiastic community participation, the stage of selecting locations that already have businesses, socialization which is able to provide understanding to the community about Kampung Madani, the empowerment process of forming KUBE and collaboration with CSR, then the stage of self-reliance by the community being able to produce products.

Abstract

The Indonesian Government has created a policy on Social Rehabilitation of Uninhabitable Houses to overcome poverty in urban communities. This policy is based on the condition of community home ownership, which is classified into uninhabitable housing conditions. Therefore, houses that are uninhabitable must be built according to government decisions in the process of implementing the Social Rehabilitation of Uninhabitable Houses policy. This study aims to identify the process and implementation of the Social Rehabilitation Policy for Uninhabitable Houses (RUTILAHU) in Made Village, Surabaya City, using the theory of George C. Edward III. Descriptive qualitative research methods are employed to objectively describe the reality of the events under study. This study found that the implementation of the policy has been successful overall, but not yet complete. While targets have not been met, the development process must continue because there are still 13 poor families out of 20 families proposed by the Musrenbangkel results in the Rutilahu priority list whose house construction has not been realised.

Abstract

Command Center 112 is a unit that works to serve the community in emergencies. Evaluation has an important role in improving the quality of public services, therefore public service standards should not be ignored because this can reduce the quality of services offered to the public. The aim of this research is to identify challenges and problems faced in the emergency response service process and suggest improvements or solutions. The theory used is Dunn, W. N.'s theory which includes Effectiveness, Adequacy, Equity, Responsibility and Determination. The research methodology used is qualitative with a descriptive approach. Data collection techniques are observation, interviews and documentation. Based on research findings, it can be concluded that the quality of service from Command Center 112 is good and in accordance with regulations. However, there are several aspects that can still be improved to improve the quality of public services to the community, so that Command Center 112 service users are not disappointed with the services provided.

Abstract

This research aims to describe and analyze in depth the effectiveness of health services provided to BPJS participants at the Kalirungkut Community Health Center. The research method used was descriptive qualitative with an interview and observation approach to BPJS participants. The research results show that health services at the Kalirungkut Community Health Center have met the effectiveness indicators developed by Sutrisno (2007), namely program understanding, right on target, on time, achievement of goals, and real change. BPJS participants generally have a good understanding of the BPJS program, membership requirements and referral system, although understanding of the program's objectives still needs to be improved. The services at the Kalirungkut Community Health Center were assessed as being on target by participants, with high satisfaction with the facilities and services provided. Timely service processes and achievement of program objectives are reflected in the satisfaction of BPJS participants who experience direct benefits from this program. Apart from that, there have been positive changes in the attitudes and behavior of health workers who are now friendlier and more responsive to patient complaints. Several challenges such as officer delays are still encountered, but overall, the BPJS program at the Kalirungkut Community Health Center has succeeded in having a positive impact and fulfilling its main objective of providing adequate health insurance for the community. To increase the effectiveness of services, it is recommended that the Kalirungkut Community Health Center maximize socialization activities for the BPJS Program through Family Posyandu activities, increasing the function of monitoring and evaluating the performance of employees, especially front office employees.

Abstract

This research was conducted at the Amanah Bersama Waste Bank located in East Cilandak with the aim of finding out the role of waste banks in creating a waste-caring society. The method used in this research is qualitative. The data collection techniques used are observation, interviews and documentation. Interviews were conducted with the Chairman of Amanah Bersama Waste Bank and the community as customers. The data analysis techniques used are data reduction, data presentation and conclusion drawing. The results of the research that has been carried out are: (1) Amanah Bersama Waste Bank has a waste management program and community education program aimed at creating a clean and healthy environment, as well as creating a society that cares about waste, (2) Public awareness and the presence of a waste bank as an institution community waste management is a factor that influences the community in managing waste, (3) Community participation in the waste bank program based on the Arnstein Ladder is included in the form of consultation participation, namely the community already knows the benefits of the program, knows the program information, voluntarily participates in the program, the community can provide opinions, criticism and suggestions as well as considerations from the waste bank, (4) Community and government participation is very important and necessary for the success of the waste bank in carrying out its role in managing community waste.

Abstract

This article reviews the strategies carried out by the Sidoarjo Regency Manpower Office in realizing the organization's vision and mission, namely, developing workforce competence and productivity in Sidoarjo Regency. This research aims to determine the implementation of competency and productivity development through 3 programs, namely job training, job matching and job fair in Sidoarjo Regency. In this study, this study is a type of qualitative research with a descriptive analysis method. The techniques used to collect primary and secondary data in this study are observation, interviews, documentation and library research. The primary data source of this study is the results of interviews with officers in the Sidoarjo Regency Manpower Office in the field of work training and labor productivity as well as the field of workforce planning and placement. So that the results of competency and productivity development are obtained through 3 programs, namely job training that is provided free of charge in every sub-district in Sidoarjo Regency, job matching is a special job fair program for vocational schools in Sidoarjo Regency, and job fair is a job fair that can be attended by the entire workforce that is not hindered from increasing work productivity, providing career opportunities, or finding potential employees. In addition, the existence of this program has an influence on the open unemployment rate in Sidoarjo Regency which can decrease every year.

Abstract

The COVID-19 pandemic has had far-reaching impacts on the world in various aspects, including the economy. In Indonesia, the business ecosystem is one of the aspects that have been significantly affected by the pandemic. This has led many companies to implement mass layoffs (Pemutusan Hubungan Kerja or PHK) for employees who have been retrenched due to force majeure reasons. The purpose of this research is to understand the legal protection given to employees who have been retrenched, focusing on the Labor Law, specifically the UU No. 13 Year 2003 on Employment. Additionally, it aims to examine the role of the government in supporting the fulfillment of employees' rights and obligations during and after the COVID-19 pandemic, using a legal normative approach and a case study of the ruling No. 59/Pdt.Sus-PHI/2020/PN Gto.

Abstract

When the meaning of a language becomes increasingly important in this modern era, knowledge of English grammar and vocabulary alone is not enough to achieve correct and targeted communication. According to Sugiyono (2016), explained that the way of pronunciation in English holds a very important key in learning English which is recognized as a foreign language (EFL). This factor of course not only facilitates language understanding by native speakers or those who have proficiency in a foreign language, but can also improve students' communication skills in a foreign language. According to Widiyanti, M, J, A., Wulandari, R, S., & Indaryanti (2016), explains that grammar can create difficult aspects in speaking English. English grammar can be learned and taught to students, but in practice it proves difficult to pronounce. According to Alameddine, M. M ., & Mirza, H., (2016), there are some teachers who do not place much importance on grammatical skills in English when explaining English material. English teachers must also pay more attention to how they can create interaction in class with the target language taught in class, such as through group assignments and stage performance assignments. Apart from that, English teachers must also pay attention to whether the students' pronunciation is correct or not. If there is a situation where the teacher does not attach much importance to correct and appropriate grammar, then students can often make mistakes due to habits in their first language. According to (Widiyanti, M, J, A., Wulandari, R, S., & Indaryanti (2016),explained that some teachers still believe that English pronunciation is also difficult for them and this thinking has a negative impact on their teaching methods or ways. The problem is that deficiencies in English pronunciation and grammar are not considered important in the curriculum design in many schools in Indonesia.
