Abstract

The People's Welfare Bureau has a role in increasing social awareness through policy formulation in the fields of spiritual mental development, basic service people's welfare and non-basic service people's welfare. In implementing the distribution of grant aid, the East Java Regional Secretariat's People's Welfare Bureau is the institution tasked with administering administrative matters. The People's Welfare Bureau is a facilitator for community organizations, one of which is supporting operational vehicles for community organizations. However, in practice, the role as a facilitator still has obstacles in the administration process. The research method used is a qualitative method which aims to determine the role of the People's Welfare Bureau as an operational facilitator of community organizations and to find solutions to the problems mentioned above. The research results show that the flow of submissions, procurement and accountability is quite good. However, there are still obstacles related to the special conditions for applying for grant funds as well as regulations regarding the letter of accountability for the applicant's responsibility to the provincial government, which is a weakness in terms of accountability for the circulation of grant funds. Therefore, the aim of this research is not only to find out the role of the Welfare Bureau as a facilitator but also to find solutions to answer existing problems related to improving disbursement flow, the implications of which can lead not only to administration, but also to increasing effectiveness and efficiency.

Abstract

The Supervisor of the East Java Province Manpower and Transmigration service has a role in ensuring occupational safety and health in his area. One of its roles is to facilitate services in the field of work safety, organize monitoring efforts for workers and the community, as well as medical laboratory services and environmental testing laboratories. The aim of this research is to determine the role of the East Java Province Manpower and Transmigration Service in carrying out in-depth occupational safety and health  supervision  of entrepreneurs/companies in  the workplace environment. The research uses a qualitative research method with a descriptive approach. In this research, the data sources used to complete the writing are primary data sources and secondary data sources. So the data analysis in this research is based on 3 (three) Government roles in monitoring occupational safety and  health namely Regulator, Dynamisator, Facilitator. The results of the research show that the role ofthe government of the East Java Manpower and Transmigration Service has not been carried out optimally because the government lacks direct attention to see the obstacles experienced by workers, both in terms of guidance and training, as well as facilities and infrastructure which are not distributed evenly

Abstract

The social conflict between the Syiah and Sunni groups in Sampang Regency, East Java due to differences in understanding has caused social risks for the Shia Group in the form of discrimination which led to rejection, requiring them to leave their homes and take refuge in the Jemundo Flat in Sidoarjo Regency. As stated in the East Java Governor Regulation No. 44 of 2021 which also discusses social assistance, the East Java Provincial Welfare Bureau participated in handling social risks due to the conflict that occurred by providing social assistance in the form of life insurance in cash for the victims. However, there are discrepancies in its implementation, namely related to the period of providing social assistance that exceeds the grace period for conflict. This study aims to determine the role of the Kesra Bureau in providing social assistance in the form of a final stage of life insurance at the end of October 2023 for Ex-Sampang Social Conflict Victims in 2023. This research is descriptive qualitative using the Miles and Huberman analysis method. Primary data used was obtained through observation, documentation and interviews as well as secondary data through related journals and websites. The research locus is located at the Bureau of Welfare of the Regional Secretariat of East Java Province. The results showed that the Welfare Bureau had carried out the provision of social assistance in the form of life insurance in the final stage on October 30, 2023 at the Jemundo Flat, Sidoarjo Regency. This indicates that the Welfare Bureau with the help of relevant stakeholders has carried out its role in providing late-stage social assistance according to the criteria for providing social assistance as in Governor Regulation No. 44 of 2021 Article 30, namely meeting the requirements of beneficiaries, selective, temporary and not continuous, except in certain circumstances it can be sustainable, and adjusted to the intended use.

Abstract

Population Administration is a very important thing in the life of a country. If people are orderly in population administration then all matters in population administration will be very easy, otherwise if it is not orderly it will be the opposite. Orderly Administering also has a big influence on the country. If the community has orderly administration then all governance processes will always be easy. Unfortunately, in Indonesia, most people are not orderly in Adminduk. Therefore, the government issued the Kalimasada Program or Adminduk Aware Community Environmental Area. One of them, Benowo Village, with a fairly dense population, has been successful in implementing the Kalimasada Program, 85% of which has been completed. This research aims to find out how the implementation of the Kalimasada Program in Benowo Village is said to be successful. This research is a qualitative descriptive research, and the location of this research was carried out in Benowo Village, Pakal District, Surabaya City. Based on the research results, it can be seen that the Kalimasada Program has been considered successful in being implemented in Benowo Village. With house-to-house surveys and interviews, this program can be implemented more quickly among residents. Many residents have carried out renewal and registration of administrative documents such as renewing family cards, making birth certificates and death certificates, making KIA and new records. With the assistance of supporting actors, namely MSib intern students, Head/Mrs. RT, KSH, and sub-district officers. It is hoped that with the running of this program the public will become more aware of the importance of parent administration and always updating the data.

Abstract

Population issues continue to be a problem in Indonesia, and population registration is being carried out in Kembangan Utara Subdistrict in Surabaya City. The government's effort to overcome this population problem is by publishing Child Identity Cards (KIA). KIA is organized by the Population and Civil Registration Service (Disdukcapil) in districts/cities throughout Indonesia with the aim of providing population identity to children in Indonesia. Apart from that, the implementation of KIA aims to protect and fulfill children's constitutional rights, which is a national program. The aim of the research is to examine the implementation of the KIA policy at the Population and Civil Registration Service and the Residents of Krembangan Utara Subdistrict, Surabaya City, as well as to provide information on the driving and inhibiting factors for the implementation of the policy. The method used in this research is descriptive and qualitative, and data collection techniques use interview, observation and documentation methods. Secondary data was also obtained from journals and previous research. The results of this research show that the implementation of the KIA policy at the Population and Civil Registration Service in Krembangan Utara Subdistrict, Surabaya City is quite good, but there are still many advantages and disadvantages in terms of communication and resources, implementation and bureaucratic structure. Second, facilities and cooperation with third parties are supporting factors for implementing KIA at the Population and Civil Registry Service, Krembangan Utara Subdistrict, Surabaya City. On the other hand, the inhibiting factor is in the community sector.

Abstract

Taxes are one of the largest types of state receipts and are used to finance government affairs, equalization of development, and social welfare of people. In order to increase tax revenue from taxpayers, the government has implemented a more modern taxation system that is expected to improve compliance by taxpayers, which include e-registration, e-VAT, and e-billing. The study was intended to find out how the application of the modern taxation system influences taxpayer compliance. In this study, the type of research used is a quantitative approach. The type of data used is primary data, that is, data obtained from the results of the questionnaire, and secondary data as supporting data. The results of the study showed that, firstly, variable X1 had no influence on variable Y. However, simultaneously, variables X1, X2 and X3 had a significant effect on the taxpayer compliance variable in KPP Pratama Gorontalo (Calculate more than Ftabel).

Abstract

Family is an important aspect in the formation of individual character in a family. Prosperous and quality families form quality generation as well. To form a prosperous and quality family, insight or knowledge that is open and following the times is needed. Surabaya City is a city with a child-friendly city category and prioritizes gender equality against sexual violence against children and women. To make it happen, the Surabaya City Government under the auspices of the Office of Women's Empowerment and Child Protection and Population Control and Family Planning or DP3APPKB Surabaya City established the PUSPAGA (Family Learning Center) program to support efforts to form a prosperous and quality family The form is to place PUSPAGA facilitators in each Rw hall spread across 94 points in the city of Surabaya. Abstract

The function of the family is of concern to many parties, one of which is the government's attention because the family is the first step to creating a better quality of life. The aim of establishing a counseling corner is to change behavior or circumstances in clients who previously had or did things that were not good. Another aim is to ensure mental health and find solutions to the problems faced by clients, as well as improving the quality of the client's self. Apart from that, the goal that we really want to achieve with the existence of a counseling corner in the RW hall is to create a better life and personality. So Puspaga services are provided at the Bubutan Village RW Hall, which is one of the innovations of the Surabaya City Government to bring public services closer to the community. Research on Policy Implementation for Family Counseling Corners and Family Learning Centers uses descriptive methods with a case study approach. The results of the research that has been carried out show that the Counseling Corner Facilitators and Puspaga facilitators have been able to provide closer services to the community by providing Puspaga Balai RW services in Bubutan Village which include counseling and psychological assistance, socialization or promotion and parenting services.

Abstract

Every community has the right to obtain prosperity in living life in a country. To fulfill this right, the government's role is needed to provide quality services effectively and efficiently. Public services in the field of population administration are crucial services. Surabaya, as the second largest city with a fairly dense population, is the responsibility of the Surabaya City Government to overcome several population administration problems in the City of Surabaya. The Surabaya City Government continues to carry out various innovation programs in efforts to improve the quality of population administration services. Jebol Anduk is a form of innovation program implemented in all sub-districts in the city of Surabaya to answer this problem. This research is a qualitative descriptive study. The focus of this research is the implementation of the Jebol Anduk program as an innovation in an effort to improve the quality of services in Kedung Baruk Village, Surabaya City through 4 variables from Edward III's Policy Implementation Theory, namely: 1. Communication, 2. Resources, 3. Bureaucratic Structure, 4. Disposition. The results of the research show that the implementation of the Jebol Anduk (Population Administration Ball Pickup) Program in Kedung Baruk Village, Surabaya City has been carried out well. The Jebol Anduk program also helps residents of Kedung Baruk Subdistrict who have limited time and knowledge regarding managing population documents.

Abstract

This study aims to reveal the form of the Whole of Government paradigm in the implementation of the PUSPAGA Balai RW program in Surabaya City. The policy implementation review uses Edward III's policy implementation factor analysis, which states the success of policy implementation on four factors, namely communication, resources, disposition, and bureaucratic structure. The research location is in RW 03, Pakis, Sawahan District, Surabaya City. The research used a qualitative approach with a descriptive method. The research data uses secondary data and primary data. Secondary data collection techniques use literature study techniques. Primary data collection uses two methods, namely observation and interview. The observations were conducted for four months from September to December. Interviews were conducted with two informants, namely Kasie Kesra, Village, and Surabaya RW 3 Cadre Coordinator Village. The results revealed that the four factors of Edward III's policy implementation had been well implemented. The Puspaga policy implementation process involves various stakeholders to achieve program success. The Puspaga program in RW 3 Village, has a positive impact on community welfare because it reduces the number of Domestic Violence. Based on this description, it was concluded that the Puspaga program is an application of the Whole of Government Paradigm.
