Abstract

Financial management in Indonesia's health sector still faces challenges in the form of low transparency, administrative inefficiency, and high risk of fraud in the claims and financing system. Blockchain technology offers a solution through a secure, transparent, and immutable decentralised recording system. This study aims to systematically examine the implementation of blockchain in supporting the health sector financial system and to identify the benefits, challenges, and policy implications for Indonesia. The method used is a Systematic Literature Review (SLR) based on the Scopus, Web of Science, and IEEE Xplore databases. The results of the study show that blockchain has the potential to increase efficiency, accelerate the claims process, improve accountability, and reduce fraud through smart contracts and audit trails. However, its implementation is still limited to the conceptual stage and pilot projects, so policy support and a phased implementation strategy are needed.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan perencanaan, pelaksanaan, dan dampak implementasi Manajemen Mutu Terpadu (MMT) terhadap prestasi belajar siswa di MTs Roudlotul Huda Purwosari. Menggunakan pendekatan kualitatif dengan desain studi kasus, data dikumpulkan melalui observasi partisipan, wawancara mendalam, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa: (1) Perencanaan mutu dilakukan secara partisipatif melibatkan seluruh pemangku kepentingan berbasis analisis kebutuhan; (2) Pelaksanaan MMT berfokus pada kepuasan pelanggan, perbaikan berkelanjutan melalui pelatihan guru dan metode PAIKEM, serta penciptaan lingkungan mutu yang religius; (3) Implementasi MMT berdampak positif signifikan terhadap peningkatan prestasi akademik dan non-akademik siswa. Kendala berupa keterbatasan sarana dan resistensi guru diatasi melalui kepemimpinan transformasional dan optimalisasi peran komite sekolah.

Abstract

Islamic Nusantara Education is an educational system rooted in universal Islamic values and local wisdom. This article examines the characteristics of Islamic Nusantara education from a philosophical perspective, including educators, students, materials, educational tools, and the environment. The study employed a qualitative-descriptive approach based on literature. The results indicate that this educational model is capable of addressing contemporary educational challenges with an approach incorporating moderation, spirituality, and local culture. This article also offers contributions and suggestions for strengthening character education based on Islamic Nusantara values in the era of globalization.

Abstract

This article examines the Islamic education model at Ma'had Aly as a representation of the integration between Islamic boarding school traditions and modern academic needs. Using a qualitative approach based on literature, this article analyzes the philosophical foundations, institutional structure, curriculum, learning methods, and the strengths and challenges of Ma'had Aly within the context of the national education system. The study results indicate that Ma'had Aly is capable of becoming an alternative Islamic education solution that not only maintains the depth of Salafiyah scholarship but also prepares students with critical thinking skills and scientific research capabilities. This model has significant prospects in producing scholars who are ready to face the challenges of the times and contribute to achieving the vision of Golden Indonesia 2045.

Abstract

Kebijakan fiskal dalam Islam telah diterapkan secara sistematis sejak masa Rasulullah SAW sebagai instrumen penting dalam mewujudkan keadilan sosial dan kesejahteraan masyarakat. Pada masa tersebut, kebijakan fiskal dibangun atas prinsip keadilan (al-‘adl), kemaslahatan umum (al-maslahah), dan keseimbangan (al-tawazun), serta diimplementasikan melalui berbagai instrumen seperti zakat, ushr, kharaj, jizyah, fay’, dan ghanimah. Instrumen-instrumen ini tidak hanya berfungsi sebagai sumber pendapatan negara, tetapi juga sebagai mekanisme redistribusi kekayaan dan stabilisasi ekonomi yang berorientasi pada pemberdayaan masyarakat. Penelitian ini menggunakan pendekatan kualitatif-deskriptif melalui analisis literatur klasik dan kontemporer yang didukung oleh data lapangan berupa wawancara mendalam dengan pengurus Badan Amil Zakat Nasional (BAZNAS) Kabupaten Tapanuli Selatan. Fokus kajian diarahkan pada relevansi kebijakan fiskal yang diterapkan pada masa Rasulullah SAW dengan praktik kebijakan fiskal modern, khususnya dalam pengelolaan zakat. Hasil penelitian menunjukkan adanya kesinambungan nilai yang kuat antara kebijakan fiskal Islam klasik dan praktik pengelolaan zakat modern di BAZNAS Kabupaten Tapanuli Selatan. Hal ini tercermin dalam mekanisme pengumpulan zakat berbasis kesadaran, pendistribusian yang memprioritaskan kebutuhan mustahik, serta sistem pengawasan yang menekankan transparansi dan akuntabilitas. Implementasi zakat produktif dengan alokasi 70% untuk sektor produktif dan 30% untuk sektor konsumtif mencerminkan orientasi pemberdayaan ekonomi yang selaras dengan tujuan syariat Islam (maqashid syariah). Meskipun demikian, perbedaan karakter antara landasan moral-spiritual kebijakan fiskal Islam dan sifat legal-formal sistem fiskal modern menimbulkan tantangan tersendiri, sehingga integrasi nilai-nilai fiskal Islam menjadi penting untuk membangun sistem ekonomi yang lebih adil dan berkelanjutan.

Abstract

This study aims to analyze the financial performance of PT Bank Central Asia Tbk (BBCA) during the 2020–2024 period using a financial ratio analysis approach, covering asset quality, liquidity, profitability, operational efficiency, and solvency. The research employs a descriptive quantitative method with ratio analysis techniques based on the company’s annual financial statements. The results indicate that PT Bank Central Asia Tbk demonstrates strong financial performance throughout the study period. Asset quality remains well maintained, as reflected by an average Non-Performing Loan (NPL) ratio of 2.02%. Liquidity conditions are robust, evidenced by an average Loan to Deposit Ratio (LDR) of 69.56% and a Liquidity Coverage Ratio (LCR) consistently exceeding the minimum regulatory requirements. In terms of profitability, Return on Assets (ROA) and Return on Equity (ROE) show favorable performance with an upward trend. Furthermore, a low BOPO ratio indicates high operational efficiency, while a Capital Adequacy Ratio (CAR) well above regulatory standards reflects strong capital resilience. Overall, the findings suggest that PT Bank Central Asia Tbk was in a sound financial condition during the 2020–2024 period.

Abstract

Digitizing immunization records through the Sehat IndonesiaKu (ASIK) application is a crucial step in strengthening the health information system in primary care. This study aims to describe the implementation of ASIK at the Beru Community Health Center and assess the benefits and challenges encountered using the PIECES framework. The descriptive qualitative study was conducted through in-depth interviews with seven purposively selected healthcare workers. Results show that ASIK accelerates record-keeping, improves information accuracy, re-duces paper use, and streamlines workflows and immunization services. However, the system's effectiveness is still hampered by reliance on the internet, the use of personal devices, and lim-ited understanding of data security. Overall, ASIK contributes positively to the efficiency and quality of immunization ser-vices, but system optimization requires strengthening infrastructure, increasing user capacity, and providing operational equipment support.

Abstract

Post-reform law enforcement in Indonesia continues to face serious challenges in the form of stagnation due to the dominance of a rigid and procedural legal positivism paradigm (legal-formalistic). This condition often causes the law to fail in delivering substantive justice, turning humans merely into objects of legislation. This study aims to revitalize Satjipto Rahardjo's progressive legal theory through a comprehensive philosophy of science approach, encompassing ontology, epistemology, and axiology, to offer a solution to the deadlock in the national legal system. The research method employed is normative juridical with philosophical and conceptual approaches, analyzing primary legal materials from Satjipto Rahardjo's works and related secondary literature. The findings indicate that ontologically, progressive law rejects the status quo and views law as a fluid institution (law in the making) intended to serve human beings. Epistemologically, legal validity is derived not only from regulatory texts (law in the books) but also from social reality, spiritual intelligence, and the conscience of law enforcers (law in action). Axiologically, the orientation of law is shifted from formal certainty toward human happiness and welfare. The conclusion of this study confirms that integrating the progressive paradigm is essential to reforming the mentality of law enforcement officials, encouraging them to courageously undertake rule-breaking when facing formal deadlocks, for the sake of realizing a legal state based on conscience and social justice.

Abstract

Tujuan penelitian ini adalah untuk mengevaluasi implementasi Sistem Informasi Rujukan Terintegrasi (SISRUTE) dalam proses rujukan ibu hamil di Rumah Sakit dr. TC Hilers Maumere. Penelitian ini dimotivasi oleh angka kematian ibu yang masih tinggi dan tantangan implementasi sistem kesehatan digital di daerah dengan infrastruktur terbatas. Secara khusus, penelitian ini bertujuan untuk mengeksplorasi bagaimana SISRUTE mendukung efektivitas rujukan dan mengidentifikasi hambatan yang dihadapi selama implementasinya. Bahan dan metode. Penelitian ini menggunakan desain kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam dengan informan kunci, termasuk Kepala Ruang Gawat Darurat PONED, Kepala Pelayanan Medis, dan Staf Manajemen Rujukan di Rumah Sakit dr. TC Hilers Maumere. Data yang dikumpulkan dianalisis secara tematik untuk menangkap pengalaman, proses implementasi, dan kendala terkait penggunaan SISRUTE dalam layanan rujukan ibu. Hasil. Temuan menunjukkan bahwa SISRUTE meningkatkan efektivitas rujukan ibu dengan memungkinkan transmisi informasi klinis secara real-time dan meningkatkan koordinasi antara fasilitas kesehatan perujuk dan penerima. Sistem ini berkontribusi pada pengambilan keputusan yang lebih cepat dan kesiapan yang lebih baik dalam menangani kasus obstetri darurat, yang mendukung upaya untuk mengurangi morbiditas dan mortalitas ibu. Meskipun demikian, implementasi SISRUTE menghadapi beberapa kendala, khususnya ketergantungan pada jaringan internet yang tidak stabil, yang seringkali memaksa petugas kesehatan untuk kembali ke prosedur rujukan manual. Tantangan tambahan meliputi ketidaksiapan pasien, persyaratan administrasi yang tidak lengkap di fasilitas kesehatan tingkat pertama (FKTP), kesenjangan kompetensi petugas kesehatan, dan ketersediaan transportasi yang terbatas. Kesimpulan. Studi ini menyimpulkan bahwa SISRUTE merupakan instrumen strategis untuk memperkuat sistem rujukan ibu dan perinatal. Namun, efektivitas optimalnya membutuhkan peningkatan infrastruktur digital, koordinasi lintas sektor yang lebih kuat, dan peningkatan kapasitas sumber daya manusia secara berkelanjutan.

Abstract

Electronic Medical Records (EMR) are a key component in the digitalization of healthcare services and are mandated by Minister of Health Regulation No. 24 of 2022. How-ever, their implementation still faces infrastructure and human resource readiness challenges, particularly in outpatient units. This study aims to evaluate the effectiveness of EMR Clinical use at Dr. TC Hillers Regional General Hospital, Maumere. Therefore, Qualitative research was conducted through in-depth interviews and observations of the outpatient service flow. Six informants were purposively selected, including medical records management, operational staff, and patients. The analysis focused on effectiveness based on tasks and functions, goals and benefits, and service plans and programs. Some of the results obtained were: RME increased internal efficiency, particularly in re-ducing paper use, accelerating data access, and simplifying administration. Staff assessed the system as simplifying their work. However, effectiveness was hampered by an unstable net-work and limited formal training. From a patient perspective, the service process, particularly registration, was considered slower due to technical glitches. However, overall, the implemen-tation of RME was considered quite effective, although not optimal for end users. Therefore, network improvements, strengthening human resource training, and patient education are need-ed to maximize the system's effectiveness.
