Abstract

The digitalization of health information systems has become a vital component in healthcare service reform in many countries, including Indonesia. One concrete form of this transformation is the implementation of the Hospital Management Information System (SIMRS), which aims to integrate all administrative, management, and clinical service processes electronically. The implementation of SIMRS is considered a strategic step in improving efficiency, service quality, and accountability in hospital data management (Ministry of Health of the Republic of Indonesia, 2020). However, in reality, regional hospitals face more complex challenges compared to central or private hospitals. These challenges include limited budget allocation for IT infrastructure, a lack of reliable IT personnel, and unequal access to stable internet networks (Putri Harjo, 2022). These various obstacles not only hinder the effective implementation of SIMRS but also potentially degrade the quality of patient care if the system does not function optimally. This study aims to explore in depth the perspectives of healthcare workers on the challenges of SIMRS implementation in regional hospitals. Using a qualitative descriptive approach, the study analyzes the experiences, perceptions, and obstacles faced by hospital staff in the daily use of SIMRS. The research object is a Regional Public Hospital (RSUD), with research subjects consisting of hospital staff directly involved in the SIMRS implementation process. Data collection techniques included observation and interviews. The findings conclude that the main challenges in SIMRS implementation in regional hospitals include user competence, infrastructure support, and organizational readiness. Many healthcare workers are not yet technically or mentally prepared due to limited training, additional workloads, and systems that do not meet the needs of specific work units (Wibowo et al., 2022). Equipment limitations, unstable internet connections, and dependence on technicians worsen the situation. Data security issues are also a concern, as SIMRS stores sensitive medical information (Setiawan Nugroho, 2021). System disruptions that force manual work reduce efficiency and increase the risk of errors. Therefore, ongoing practical training, infrastructure modernization, more user-friendly systems, and involving healthcare workers in evaluations are necessary to ensure SIMRS can be implemented optimally and contextually (Rahmawati et al., 2023).

Abstract

This study aims to formulate a sustainable, community-based ecotourism development strategy for Desa Apar in Pariaman City. The village has significant ecotourism potential through its mangrove ecosystem, local traditions, and community engagement. A descriptive qualitative approach was applied using SWOT analysis to assess internal and external factors affecting tourism development. Data collection involved field observation, semi-structured interviews with stakeholders, and documentation review. Findings show that Desa Apar holds a strong internal position (score: 4.36) and favorable external opportunities (score: 4.40), placing it in Quadrant I of the SWOT matrix. This indicates that aggressive strategies can be implemented by leveraging existing strengths to capture available opportunities. Recommended strategies include infrastructure improvement, community training, conservation-based educational tourism, sustainable waste management, and diversification of mangrove-based products. These approaches aim to strengthen local welfare while preserving environmental sustainability. This research contributes to the field by offering an integrated SWOT-based framework for rural ecotourism planning that balances ecological protection and economic development.

Abstract

The purpose of this qualitative study is to analyze the implementation of the Program Keluarga Harapan (PKH) during the post-COVID-19 economic recovery period. PKH is a national conditional cash transfer program aimed at supporting extremely poor households. This study is guided by the principles of adaptive social protection, namely: 1) Promoting coordination among social protection institutions and disaster management stakeholders; 2) Ensuring that the scale of the program can respond to extreme situations; 3) Targeting the most vulnerable groups affected by disasters; 4) Designing programs that strengthen the adaptive capacities of households and communities; and 5) Ensuring rapid program response in specific situations, including pandemic-related crises. Informants in this study include program beneficiaries, program facilitators, the PKH coordinator in Gorontalo City, and representatives from the Social Welfare Office. The study examines the delivery mechanism of PKH assistance through in-depth interviews. The findings reveal that: 1) The cash transfer delivery mechanism improved, changing from a quarterly to a bimonthly schedule. This was intended to provide better financial security for beneficiaries in light of increasing economic pressure; 2) The types of services provided were expanded, from previously non-cash assistance to include Non-Cash Food Assistance and Socio-Economic Empowerment Programs; 3) The program coverage was broadened to reach more beneficiaries. Despite these positive changes, problems with targeting in the forms of exclusion and inclusion errors remain exist and this can have impact on the effectiveness of the program.

Abstract

West Pasaman Regency, located in West Sumatra Province, faces a high risk of coastal disasters such as extreme waves and coastal abrasion. This study focuses on Muaro Sasak Beach, an area with increasing environmental degradation due to wave action and sedimentation. The aim of this research is to analyze spatial disaster threats and formulate mitigation strategies using risk-based assessments. The study applies a composite index model based on BNPB (2020) guidelines and Interpretative Structural Modeling (ISM) to map threats and prioritize actions. Results indicate that 50.11% of the 563.52-hectare coastal zone is at high risk. The ISM framework identifies ecosystem restoration and risk mapping as top-priority strategies, followed by structural protections and land use policies. This research provides evidence-based recommendations to support disaster management planning in coastal areas of Pasaman Barat.

Abstract

This study aims to analyze the effect of the implementation of accrual-based accounting on the quality of government financial reports, with Government Accounting Standards (SAP) as a reference framework. The implementation of accrual-based accounting is considered to be able to increase transparency and accountability in state financial management through the recognition of income and expenses when they occur, not when cash is received or recorded. However, the effectiveness of this implementation is highly dependent on the competence of the human resources involved in the preparation of financial reports. This study uses a descriptive approach where researchers search for articles and journals from various databases such as Google Scholar, DOAJ, and accredited campus journal portals such as Garuda and Sinta with the criteria of being published in the period 2020-2025, with the conclusion that the accrual-based accounting recording method can improve the quality of government financial report preparation because it can predict the future that reflects economic reality.

Abstract

This study aims to integrate the results of sustainability analysis using the Multidimensional Scaling–RAPFISH approach into the policy planning process for flood risk reduction in the Kuranji Watershed, Padang City. Five strategic dimensions—economic, environmental, social, infrastructure, and institutional—were analyzed to provide a holistic view of sustainability. Primary data were collected through interviews and questionnaires with stakeholders, while secondary data came from planning documents and policies. The analysis revealed that four of the five dimensions are in the less sustainable category, with index scores ranging from 37.69 to 42.22. Only the institutional dimension was considered moderately sustainable, with a score of 51.77. The average sustainability index across all dimensions was 41.99, indicating an overall status of low sustainability. Leverage and Monte Carlo analyses were used to identify the most influential attributes. The infrastructure dimension had the lowest index, largely affected by the availability of evacuation routes, early warning systems, and emergency logistics. The RAPFISH model demonstrated strong validity and reliability, supported by stress values below 0.15 and R² values near 1. Monte Carlo simulations showed minimal differences, confirming model robustness. These findings suggest that MDS-RAPFISH is a valuable tool for evidence-based policy planning, enabling prioritization of interventions and formulation of adaptive, integrated strategies. This approach can help policymakers identify critical leverage points and design flood risk reduction policies that address the socio-environmental complexities of the Kuranji Watershed, while contributing to the achievement of Sustainable Development Goals (SDGs).

Abstract

Communication skills are a crucial element in the learning process, particularly in the subjects of Qur'an and Hadith, which emphasize not only cognitive aspects but also the internalization of spiritual and moral values. This study aims to examine strategies for developing communication skills in the teaching of Qur'an and Hadith among first-year students at STAI Al-Furqan Makassar. This research employs a descriptive qualitative approach using a literature review method. Data were collected through the analysis of various relevant sources, including books, journal articles, and previous studies discussing communication in Islamic education. The results indicate that active learning strategies such as group discussions, question-and-answer sessions, presentations, role-playing, the use of digital media, and peer teaching are effective in enhancing students’ communication skills. These strategies not only support the delivery of teaching material but also align with Islamic communication values that emphasize ethics, wisdom, and courtesy. Supporting factors in the development of communication skills include lecturer competence, a supportive learning environment, and the availability of learning media. Conversely, inhibiting factors include the dominance of lecture-based methods, low student self-confidence, and limited facilities and infrastructure. The conclusion of this study affirms that communication skills in Qur'an and Hadith instruction must be developed through holistic and adaptive strategies. Lecturers play a crucial role in creating a dialogic and constructive learning climate, while also serving as role models in communication. With proper communication development, students will not only gain a deeper understanding of the subject matter but also be prepared to become critical, communicative, and morally upright Muslim individuals.
