Abstract

Abstract

Public service innovation is said to be a breakthrough initiative from public agencies/institutions in an effort to improve the quality of public services. One of the new breakthroughs to improve the quality of public services provided by the Surabaya City Population and Civil Registry Office is the Klampid program in population administration services, especially the making of birth certificates. This study aims to analyze the success of Klampid's innovation in improving population administration services for making birth certificates in the Baratajaya Village, Surabaya City. The type of research used is descriptive qualitative method. While the research focus uses E-Government theory according to Harvard JFK School which has 3 elements, namely Support, Value, and Capacity. The results of this study indicate that the implementation of Klampid in making birth certificates has been going well, and is optimal because the community can benefit from having this Klampid providing services that are easy, fast, and do not require any costs. However, there are still things that need to be improved, such as more socialization for the community to understand and understand the programs implemented by the government and facilities and infrastructure such as computers, printers and scanners need to be improved.

Abstract

Terjadinya konflik akibat benturan kepentingan merupakan hal yang lumrah dalam kehidupan sosial-politik masyarakat. Sebab setiap individu memiliki rasionalitas yang berbeda-beda serta pentingannya masing-masing dalam kehidupan. Meskipun begitu, setiap konflik yang terjadi tentunya memerlukan penyelesaian atau resolusi. hal ini menjadi penting, sebab setiap konflik yang dibiarkan tanpa adanya penyelesaian, berotenti mengakibatkan masalah yang lebih besar dan dapat merugikan banyak pihak. Hal ini pula yang berlaku dalam dinamika konflik antar sopir angkot dengan operator bus Trans Padang beberapa waktu lalu. Penelitian ini penelitian ini berjudul “Konflik Antara Sopir Trans Padang Dan Sopir Angkot” . analisis pengumpulan data dalam penelitian ini menggunakan pendekatan kualitatif, dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa latar belakang konflik pada dasarnya disebabkan oleh persoalan mis-komunikasi serta terdapat beberapa aktor yang dilibatkan dalam konflik maupun pada penyelesaian atau resolusinya. Abstract

The state plays a very important role and has an obligation to meet the needs of its people, one of which is in the form of the obligation to fulfill public health services in the country. Thie analysis used the perspective of a Marxist class state, namely the existence of social classes in society, regarding the existence of social class divisions that arise from the existence of modes of production, as controllers of the production system (owners of capital) and producers who provide direct services for the dominant class (workers). Karl Marx (1818-1883) saw that actually the main actors who play an important role in the survival of a society are social classes. The alienation experienced by humans is actually the result of the oppression of one class by another class. To eliminate these exploitative actions, Karl Marx put forward a class struggle or revolution. Karl Marx believed that the classes that were formed in a society could be removed by this revolution so that justice could be upheld. The purpose of this study is to see and find out the perspective of country class put forward by Marx on how a country fulfills its responsibilities in terms of health services, namely health insurance. The research method used is a descriptive qualitative research method, using data collection techniques through observation or observation and interviews.

Abstract

Small and Medium Industries (IKM) are the most important pillars of the economy in the city of Tanjungpinang. Of course, Pemko continues to encourage local economic growth through micro, small and medium enterprises. This can be seen from the number of business units in the city of Tanjungpinang which continues to increase every year. It was recorded that in 2019-2022 there were 997 IKMs with various types of businesses including 670 food IKMs, 165 clothing IKMs, 68 crafts IKMs, and 94 other types of business IKMs. Because so far the IKM sector has proven its important role in making a significant contribution to the economy of the city of Tanjungpinang. In line with that, from 2019-2022, the number of workers who received competition-based training reached 359 people. The aim of this research is to find out the Role of the Department of Trade and Industry in Promoting Small and Medium Industries (IKM) in Tanjungpinang City in 2022 by using Ndraha Labolo's theory. The method used is a qualitative research method with as many as 7 informants and uses techniques and data collection in the form of interviews, observation and documentation. The results of this study show that the role of the Trade and Industry Office of the City of Tanjungpinang as a regulator is regulated in Mayor Regulation No. 39 of 2016 concerning Description of the Main Tasks and Organizational Functions and Work Procedures of the Office of Trade and Industry of the City of Tanjungpinang. The role played by the Trade and Industry Office of Tanjungpinang City as a dynamic in advancing the Small and Medium Industries (IKM), namely by providing training, coaching to the Small and Medium Industries (IKM) so that difficulties in obtaining business licenses and obtaining halal certificates can be resolved easily by using PTSP. The role of the Government as a facilitator for Small and Medium Industries (IKM), namely by providing promotion space for Small and Medium Industries (IKM) as well as in obtaining halal certification, the Government's Department of Trade and Industry has facilitated the issuance of halal certification from BPOM. Abstract

Mayoritas developer perumahan yang belum menyerahkan prasarana, sarana, dan utilitas kepada pemerintah kota. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan, jumlah perumahan dan permukiman yang belum menyerahkan prasarana, sarana, dan utilitas, dan faktor penghambat implementasi kebijakan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori model implementasi kebijakan oleh Merilee S Grindle. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Kota Tanjungpinang belum bertanggung jawab dalam melaksanakan kewajibannya terkait dengan prasarana, sarana, dan utilitas perumahan dan permukiman di Kota Tanjungpinang ini karena masih kurangnya pengawasan terhadap pembangunan-pembangunan perumahan yang ada di Kota Tanjungpinang yang mengakibatkan banyak terjadinya ketidaksesuaian site plan awal dengan pembangunan akhir perumahan, sedangkan yang memberikan izin untuk membangun perumahan tersebut adalah Pemerintah Kota Tanjungpinang itu sendiri, kemudian kurang tegasnya Pemerintah Kota Tanjungpinang terhadap developer-developer yang tidak membangun sesuai peraturan. Kemudian masih banyak developer perumahan maupun permukiman di Kota Tanjungpinang yang belum menyerahkan prasarana, sarana, dan utilitas dengan berbagai faktor penghambat seperti developer yang menggadai sertifikat utama perumahan tersebut, developer tidak membangun perumahan sesuai dengan site plan yang disetujui di awal. Selanjutnya untuk isi kebijakan masih terlalu kaku sehingga pelaksanaan kebijakan tidak sesuai dengan isi kebijakan itu sendiri, lalu lingkungan kebijakan sudah menunjukkan responsivitas maupun penguasa yang demokratis dan partisipatif. Jumlah perumahan yang sudah menyerahkan prasarana, sarana, dan utilitas perumahan dan permukiman kepada Pemerintah Kota Tanjungpinang sebanyak 13 perumahan, sedangkan yang belum menyerahkan sebanyak 262 perumahan dari total 275 perumahan yang telah disurvei oleh Dinas Perkim. Kata Kunci: Prasarana, sarana, dan utilitas, Perumahan, Developer. Abstract Many housing developers have not submitted infrastructure, facilities, and utilities to the city government. This research aims to find out the policy implementation, the number of housing and settlements that have not submitted infrastructure, facilities, and utilities, and the factors inhibiting policy implementation. This research uses descriptive qualitative research methods with data collection techniques based on observation, interviews and documentation. This research uses the theory of the policy implementation model by Merilee S Grindle. The results of this study indicate that the Tanjungpinang City Government has not been responsible for carrying out its obligations related to housing and settlement infrastructure, facilities and utilities in Tanjungpinang City because there is still a lack of supervision of housing developments in Tanjungpinang City which results in many discrepancies between the initial site plan and the final housing development, while the one who gives permission to build the housing is the Tanjungpinang City Government itself, then the lack of assertiveness of the Tanjungpinang City Government towards developers who do not build according to regulations. Then there are still many housing and settlement developers in Tanjungpinang City who have not submitted infrastructure, facilities and utilities with various inhibiting factors such as developers who pledge the main certificate of the housing, developers do not build housing in accordance with the site plan approved at the beginning. Furthermore, the policy content is still too rigid so that the policy implementation is not in accordance with the content of the policy itself, then the policy environment has shown responsiveness as well as democratic and participatory rulers. The number of housing that has submitted housing and settlement infrastructure, facilities, and utilities to the Tanjungpinang City Government is 13 housing, while those that have not submitted are 262 housing out of a total of 275 housing that have been surveyed by the Perkim Office. Abstract

Abstract The most crucial thing about human trafficking is that the activity does not disappear and even continues to show increasing numbers of victims. Handling cannot be carried out only by the government or by state officials but requires comprehensive handling from all levels of society. This research aims to highlight the role of an organization in dealing with these problems using a human security approach. Descriptively and qualitatively the facts are analyzed and produce several conclusions: a). efforts to help, defend, rescue based on existing laws which are more outward in nature, but also on efforts to implement human rights values ​​from within. Apart from being an ethical basis, human values ​​are also implemented in every action. b). The problem of human trafficking cannot be separated from structural dimensions such as the fulfillment of welfare, justice and development policies which influence all dimensions of human livelihood. c). The best prevention is through education, providing employment opportunities, welfare and the most important thing is to provide a sense of security for all citizens.

Abstract

Abstrak Berdasarkan Peraturan Presiden Nomor 72 Tahun 2021 tentang Percepatan Penurunan Stunting yang dijadikan payung hukum bagi Strategi Nasional yang telah dilaksanakan sejak tahun 2018. Stunting merupakan suatu permasalahan gizi kronis yang bisa mengakibatkan kurangnnya asupan gizi dalam renggang waktu panjang sehingga mengakibatkan seorang anak terganggu pertumbuhannya. Stunting juga salah satu penyebab anak cendrung petumbuhan tinngi badan terganggu atau kerdil dibandingkan tinggi badan anak-anak diusianya. Di Desa Semedang sendiri prevalensi stunting 25% dari 40 anak-anak yang mana 10 anak dinyatakan stunting, bahkan menjadi desa dengan kasus stunting terbanyak di Kecamatan Bunguran Batubi. Untuk itu penelitian ini bertujuan untuk mengetahui implementasi dari program desa dalam penanganan stunting di Desa Semedang. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan melakukan observasi, wawancancara, dan dokumentasi. Adapun hasil penelitian menggunakan teori implementasi dari Sumaryadi yaitu adanya suatu program, target group (masyarakat), dan unsur terkait. Yang mana dalam program sudah berjalan semana mestinya namun anggaran masih belum transparan sehingga anggaran yang ada masih bersifat penyuluhan dan bukan anggaran pencegahan. dan program ada yang belum efektif untuk pemeberian gizi terhadap anak masih belum optimal. Untuk kesimpulan harusnya dalam sebuah program ada kerjasama pada unsur terkait yan memahami tentang program tersebut agar pengimplemtasiannya bisa berjalan dengan baik dan terstruktur. Kata Kunci: Program, Target Group (masyarakat), dan Unsur Terkait Abstract Based on Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction which is used as a legal umbrella for the National Strategy which has been implemented since 2018. Stunting is a chronic nutritional problem that can result in a lack of nutritional intake in a long period of time, resulting in a child impaired growth. Stunting is also one of the causes of children tend to grow in body growth disturbed or stunted compared to the height of children at their age. In Semedang Village alone, the prevalence of stunting is 25% of 40 children, of which 10 children are declared stunted, even becoming the village with the most stunting cases in Bunguran Batubi District. For this reason, this study aims to determine the implementation of village programs in handling stunting in Semedang Village. This research uses a qualitative descriptive approach by making observations, interviews, and documentation. The results of the research use implementation theory from Sumaryadi, namely the existence of a program, target group (community), and related elements. Which in the program has been running as it should but the budget is still not transparent so that the existing budget is still counseling and not a prevention budget. And there are programs that have not been effective for providing nutrition to children are still not optimal. For conclusion, there should be cooperation in a program related elements that understand the program so that its implementation can run well and be structured. Abstract

Pemerintah memiliki peran untuk memfasilitasi perkembangan penanaman modal, salah satunya peran pemerintah daerah. Hal tersebut tidak lepas dari peran Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu untuk terus membuat strategi melalui program-program baru untuk meningkatkan pelayanan perizinan dan penanaman modal. Maka dari itu penelitian ini bertujuan untuk mengetahui bagaimana strategi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam meningkatkan investasi di Kabupaten Bintan. Peneliti menggunakan metode kualitatif. Adapun subjek dari penelitian ini yaitu kepala Dinas dan Kepala Bidang Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Bintan serta pihak investor atau pengusaha di Kabupaten Bintan. Peneliti menggunakan teknik pengumpulan data berupa wawancara serta dokumentasi. Hasil dari penelitian yaitu strategi DPMPSTPS untuk meningkatkan invetasi. Pertama perumusan strategi melalui visi misi yang tercantum dalam Renstra. Kedua Implementasi strategi melalui program-program DPMPTSP Kabupaten Bintan yaitu: Program Pengembangan Penanaman Modal, Program Promosi Penanaman Modal, Program Pelayanan Penanaman Modal, Program Pengendalian Pelaksanaan Penanaman Modal dan Program Pengelolaan Data dan Sistem Informasi Penanaman Modal. Terakhir Evaluasi Strategi berupa evaluasi kinerja untuk program yang telah terlaksana. Adapun kendala yang masih Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu rasakan saat ini yaitu masih adanya ketimpangan peraturan dengan pemerintah pusat.

Abstract

Abstrak Hal menarik dari pemilihan kepala desa tersebut masyarakat aktif dalam kegiatan pemberian suara (voting) berbanding terbalik dengan keikutsertaan dalam kegiatan-kegiatan pemilihan kepala desa yang lain. Masyarakat cenderung apatis terhadap isu politik dengan rasa ingin tahu yang sedikit sehingga mayoritas hanya aktif sebagai pemberi suara saja. Penelitian ini bertujuan untuk mengetahui partisipasi politik masyarakat dengan menggunakan teori Abramson dan Hardwick. Penelitian ini menggunakan metode deskriptif kualitatif dengan menggunakan teknik pengumpulan data wawancara dan dokumentasi. Hasil penelitian ini sebagai berikut : a.) Partisipasi politik masyarakat melalui pemberian suara (voting) dengan tingkat kehadiran ke TPS 85 persen, pemilih menggunakan hak pilih karena dua faktor pertama kesadaran politik masyarakat, faktor kedua kepercayaan politik masyarakat. b.) Partisipasi politik masyarakat melalui kegiatan kampanye, ketidakikutsertaan masyarakat pemilih dalam kegiatan kampanye karena sakit dan tidak mengetahui jadwal kampanye berarti kurang sosialisasi tentang jadwal kampanye kepada pemilih sehingga pemilih tidak mengikuti kegiatan kampanye tersebut. c.) Partisipasi politik masyarakat melalui membentuk dan bergabung dalam kelompok kepentingan dalam hal ini tim sukses tidak ada kejelasan data jumlah anggota tim sehingga kegiatan tim sukses tidak ada catatan di lapangan. Abstract The interesting thing about the village head election is that the community is active in voting activities in contrast to participation in other village head election activities. People tend to be apathetic towards political issues with little curiosity so that the majority are only active as voters. This study aims to determine community political participation using Abramson and Hardwick's theory. This research uses descriptive qualitative method by using interview and documentation data collection techniques. The results of this research are as follows: a.)
