Abstract

Pembangunan manusia merupakan indikator utama keberhasilan suatu negara dalam meningkatkan kualitas hidup masyarakat. Namun, Indeks Pembangunan Manusia (IPM) di Provinsi Sulawesi Selatan masih berada di bawah rata-rata nasional, dengan IPM Kabupaten Bantaeng menempati peringkat 312 dari 511 kabupaten/kota di Indonesia, atau hampir di level terbawah. Kondisi ini mendorong perlunya upaya pembangunan kawasan tertinggal untuk meningkatkan kesejahteraan masyarakat. Penelitian ini bertujuan untuk menganalisis pengaruh langsung Gaya Kepemimpinan, Budaya Kerja, dan Partisipasi Pegawai terhadap Kesejahteraan Masyarakat di Kabupaten Bantaeng, serta pengaruh tidak langsung melalui Pembangunan Manusia. Penelitian menggunakan pendekatan kuantitatif dengan metode kausalitas. Data dikumpulkan melalui kuesioner, wawancara, dan dokumen. Sampel berjumlah 150 responden terdiri dari pegawai SKPD dan masyarakat Kabupaten Bantaeng, dipilih dengan metode stratified dan proportional sampling. Data dianalisis menggunakan SEM (Structural Equation Modelling) dengan bantuan program AMOS 18. Pengujian validitas, reliabilitas, dan Confirmatory Factor Analysis (CFA) dilakukan sebelum analisis. Hasil penelitian menunjukkan bahwa Gaya Kepemimpinan, Budaya Kerja, dan Partisipasi Pegawai secara langsung dan signifikan berpengaruh positif terhadap Pembangunan Manusia di Kabupaten Bantaeng. Ketiga variabel tersebut juga memiliki pengaruh signifikan terhadap Kesejahteraan Masyarakat, baik secara langsung maupun tidak langsung melalui Pembangunan Manusia, dnegan Gaya Kepemimpinan memiliki pengaruh tidak langsung yang dominan terhadap Kesejahteraan Masyarakat. Berdasarkan hasil penelitian ini menegaskan pentingnya peningkatan Gaya Kepemimpinan, Budaya Kerja, dan Partisipasi Pegawai untuk mendorong Pembangunan Manusia yang berkontribusi pada Kesejahteraan Masyarakat. Implikasi hasil penelitian ini adalah perlunya strategi penguatan faktor-faktor tersebut dalam program pembangunan masyarakat untuk mengatasi ketertinggalan di Kabupaten Bantaeng.

Abstract

The rapid expansion of social enterprises in Indonesia reflects a growing response to pressing socio-economic challenges. Existing research on Indonesian social entrepreneurship often examines these issues in isolation, lacking a comprehensive, integrative perspective. This study addresses this gap by conducting a Systematic Literature Review (SLR) of 94 Scopus- and Google Scholar-indexed research articles, analyzed using Publish or Perish 8 and Covidence software. The findings reveal six interdependent dimensions shaping Indonesia’s social entrepreneurship ecosystem: (1) organizational and policy frameworks, (2) business models and financial sustainability, (3) social and economic impact, (4) education and innovation, (5) religiosity and cultural influences, and (6) gender dynamics. Unlike prior studies that focus predominantly on descriptive narratives and case studies, this research provides a holistic, critical analysis, highlighting persistent gaps in policy implementation, financial accessibility, and cross-sector collaboration. The study also situates Indonesia’s social entrepreneurship landscape within a broader global context, identifying key disparities and potential areas for alignment with international best practices. The findings carry significant implications: for academics, the study establishes a foundation for future research on policy interventions and sustainable business models; for policymakers, it underscores the urgency of developing structured financial support mechanisms and regulatory frameworks; and for social entrepreneurs, it provides a strategic roadmap to navigate challenges, leverage opportunities, and enhance impact. Ultimately, this research underscores the critical need for targeted interventions to strengthen Indonesia’s social enterprise sector. Without a concerted effort to address systemic constraints, the sector risks stagnation, limiting its ability to drive inclusive economic growth and social transformation.

Abstract

This study addresses the challenges faced by customers in the debt transfer (take over) process in Islamic banking, particularly the need for a practical application of the concept of maslahah (welfare) in aligning financial transactions with Sharia principles. Islamic banking, as a trusted institution, provides ethical financing solutions based on justice and welfare, and the debt transfer product serves as a means for customers to move their debts from conventional banks to Islamic banks, ensuring adherence to Sharia values. The objective of this study is to identify the specific mechanisms of the debt transfer contract, evaluate its impact on customer welfare, and examine the practical implementation of the maslahah concept in this product. This research employs a qualitative approach, including interviews with bank representatives and analysis of relevant Sharia banking documents, to gain insights into the process and outcomes of debt transfer contracts. The study finds that the debt transfer contract not only serves as a financial tool but also reflects Islamic banks' commitment to customer welfare by providing an alternative free from interest-based practices. This research contributes to the literature by introducing innovative approaches in debt transfer contracts and reinforcing the role of maslahah in Islamic banking, offering practical solutions for promoting economic welfare and justice. The study also focuses on Bank Syariah Indonesia as a case study, contributing to the broader understanding of the development of Islamic banking in Indonesia. The findings highlight the importance of applying maslahah as a principle of economic welfare and justice within Islamic finance.

Abstract

Corruption is one of the main challenges hindering development and welfare in Indonesia, particularly at the regional government level. This study aims to analyze the effectiveness of anti-corruption programs in provincial governments in Indonesia, focusing on the influence of fiscal decentralization, accountability, and regional financial performance on the level of corruption. The study employs a quantitative approach using panel data obtained from regional financial reports and audit results from the Audit Board of Indonesia (BPK) on provincial governments in Indonesia during the period 2018-2022. The results indicate that fiscal decentralization has a significant impact on the level of corruption, while the variables of accountability and regional financial performance, as measured through audit opinions and regional investment, do not show a significant impact on corruption levels. These findings suggest that although there are financial oversight mechanisms in place, other factors such as transparency, stricter supervision, and public participation in budget management need to be strengthened to enhance the effectiveness of anti-corruption programs at the provincial level. The study recommends the need for a more comprehensive approach to tackling corruption, including governance reforms and strengthening internal controls in each region.

Abstract

Pasar tradisional di Manokwari, Papua Barat, menjadi pusat aktivitas ekonomi lokal, khususnya bagi mama-mama Papua yang berperan sebagai pencari nafkah utama keluarga. Namun, ketimpangan kepemilikan komoditas dan akses terhadap sumber daya ekonomi menciptakan kesenjangan daya saing antara pedagang lokal dan pedagang lainnya. Penelitian ini bertujuan menganalisis ketimpangan kepemilikan komoditas dan mengevaluasi pemberdayaan ekonomi mama-mama Papua. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi lapangan, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Data dikumpulkan dari tiga pasar utama, yaitu Pasar Wosi, Pasar Sanggeng, dan Pasar Borobudur, dengan narasumber seperti pedagang lokal, kepala dinas, dan akademisi. Hasil penelitian menunjukkan ketimpangan kepemilikan komoditas disebabkan oleh keterbatasan modal, teknologi, dan akses jaringan distribusi. Program pemberdayaan pemerintah masih minim dan kurang fokus pada kebutuhan lokal. Penelitian ini menyimpulkan perlunya kebijakan inklusif berbasis kebutuhan lokal untuk mengatasi ketimpangan, melalui dukungan sektor UMKM, pelatihan keterampilan, dan pengembangan infrastruktur pasar. Implikasinya, kebijakan yang terpadu dan berkelanjutan penting untuk memberdayakan ekonomi lokal, menciptakan pasar tradisional yang adil dan inklusif, serta memperkuat ketahanan ekonomi masyarakat Papua Barat.

Abstract

Penelitian ini bertujuan untuk menganalisis perlindungan hukum bagi pelapor tindak pidana korupsi dengan menggunakan pendekatan yuridis-normatif, yang berfokus pada kajian literatur hukum dan regulasi terkait. Perlindungan hukum dibagi menjadi dua bentuk utama: preventif dan represif. Perlindungan preventif dirancang untuk memastikan pelapor merasa aman secara fisik dan psikologis melalui anonimitas dan akses terhadap mekanisme pelaporan yang aman, sedangkan perlindungan represif melibatkan pemberian pengamanan terhadap ancaman atau intimidasi melalui penegakan sanksi hukum kepada pihak yang mencoba merugikan pelapor. Kajian ini menemukan bahwa regulasi perlindungan hukum di Indonesia, seperti yang diatur dalam Undang-Undang Nomor 19 Tahun 2019 tentang Komisi Pemberantasan Korupsi dan Undang-Undang Nomor 31 Tahun 2014 tentang Perlindungan Saksi dan Korban, cenderung dirumuskan secara umum, membuka ruang untuk interpretasi yang bervariasi dan potensi ketidakefisienan implementasi. Penelitian ini memberikan rekomendasi untuk memperjelas ketentuan perlindungan, meningkatkan koordinasi antara KPK dan LPSK, serta melibatkan masyarakat sipil dan akademisi dalam reformasi regulasi. Hasil penelitian ini diharapkan dapat memberikan kontribusi signifikan dalam meningkatkan efektivitas perlindungan hukum bagi pelapor dan mendukung pemberantasan korupsi di Indonesia.

Abstract

Tujuan penelitian adalah untuk menganalisis dampak penyuluh dalam proses pendidikan yang bertujuan untuk mengubah kesadaran dan perilaku (pengetahuan, sikap, dan keterampilan) manusia ke arah yang lebih baik sehingga mereka menjadi berdaya dan dapat mencapai kehidupan yang lebih baik dan sejahtera. Teknik pengambilan data dalam penelitian ini dengan menggunakan data kuantitatif. Berdasarkan hasil penelitian ini maka dapat disimpulkan bahwa Peran penyuluh pertanian dalam menjalankan tugasnya sudah tergolong baik artinya peran penyuluh sudah baik dan bisa memposisikan dirinya sebagai mitra dan fasilitator peternak dengan melakukan peran yang sesuai antara lain sebagai pembimbing, organisator dan konsultan. Penilaian peternak terhadap peran penyuluh sebagai pembimbing dengan skor rata-rata 2,46 dalam kategori baik, penilaian peternak terhadap peran penyuluh sebagai organisator dengan skor rata-rata 2,4 berada dalam kategori baik dan penilaian peternak terhadap peran penyuluh sebagai konsultan dengan skor rata-rata 2,46 berada dalam ketegori baik.

Abstract

This study examines the relationship between audit fee stickiness and audit quality to determine whether they mutually affect each other. Using panel data and fixed-effects as well as common-effects regression methods, the study evaluates how total assets, leverage, audit changes, and the Covid-19 pandemic influence both variables. This methodology was chosen for its ability to control for individual differences and handle panel data, allowing for a more accurate analysis of the relationship between audit fee rigidity and audit quality. The main findings show that total assets and audit changes have a significant positive effect on audit fee stickiness, while the Covid-19 pandemic does not significantly affect audit fee stickiness. Additionally, total assets and leverage have a significant positive impact on audit quality, whereas audit changes do not influence audit quality and the Covid-19 pandemic actually improves audit quality. Although audit fee stickiness contributes to the enhancement of audit quality, audit quality does not have a significant effect on audit fee stickiness, indicating that there is no reciprocal relationship between the two. The study suggests the need for adjustments in the audit fee setting mechanism to ensure that audit quality is maintained optimally without being influenced by fee rigidity.

Abstract

Limitations in providing innovative learning media can affect learning activities, such as lack of desire to learn and low learning outcomes. Therefore, this research aims to develop website-based construct 2 interactive multimedia products as IPAS learning media on the material of various landscapes and livelihood professions of class IV elementary schools. This research is a type of Reseach and Development research with the ADDIE development model (Analysis, Design, Development, Implementation, and Evaluation). The instruments used are questionnaires and tests. Validation results from media experts 91.6% and material experts 90% get the category "very feasible" to use. Website-based construct 2 interactive multimedia gets a very good response from teachers and students. The results of the teacher's response were 90.9% and the results of the students' response were 90%. The results of the effectiveness test of website-based construct 2 interactive multimedia got an N-gain of 0,770 in the "High" category. Thus it is concluded that website-based construct 2 interactive multimedia can be said to be very feasible to use in learning activities and very effective for improving student learning outcomes, especially in IPAS learning material on the variety of landscapes and livelihood professions of class IV elementary school communities.

Abstract

This study aims to investigate teachers' perceptions of the impact of flipped learning on student learning and motivation in a high school in West Java. The study involved 103 teachers who have implemented flipped learning in their teaching practice. Data were collected using a questionnaire consisting of 17 statements related to teachers' perceptions of flipped learning, which were then analyzed using descriptive statistics with validity and reliability tests to examine the relationship between teachers' perceptions with gender and teaching experience. The results showed that the majority of teachers responded positively to the implementation of flipped learning, indicating a positive impact on students' motivation and readiness to be actively involved in class. However, no significant differences were found between teachers' perceptions based on gender or length of teaching experience. These findings provide important insights into the potential of flipped learning to be implemented more widely in Indonesia. The limitation of this study lies in the limited scope of the sample, so further research is needed to explore other contexts and more diverse factors. The findings can be used by teachers and policy makers to design more effective training and support programs to improve the implementation of flipped learning in Indonesia.
