Abstract

Audit opinions should be linked to regional economic growth as evidence of financial accountability. Previous research in Indonesia on government spending and regional economic growth has been inconsistent. Audit opinion of local government financial statements could result in discrepancies in the research findings. The purpose of this study is to determine whether there is higher economic growth in local governments that obtain an unqualified audit opinion (UAO) compared to local governments that obtain a modified audit opinion (MAO). This study uses district and city governments in Indonesia from 2016 to 2020 as a sample. The Mann-Whitney test shows that local governments that receive an unqualified audit opinion (UAO) have higher economic growth than those that receive a modified audit opinion. The results of this study show empirically that local government financial accountability is associated with regional economic growth.

Abstract

Abstract

The problem in this study is that implementing policies at the Makassar City Population and Civil Registry Office could be more optimal. This study aims to analyze the implementation of administrative service policies at the Makassar City Population and Civil Registry Office. This type of research is qualitative research. Primary data sources were obtained through interviews with 18 informants and supported by observation and documentation review at the Makassar City Population and Civil Registry Office. Data collection techniques in this study used interviews, observations, and documentation review. The results showed that implementing administrative service policies had interpreted the above policies. However, the employee placement arrangement could be more effective because it only places two employees at the file verification counter, so its implementation results in long queues. This shows a need for coordination by implementers of existing service arrangements and procedures and a lack of socialization in the community, resulting in a weak ability to adapt to the procedures and service innovations that have been carried out.

Abstract

Law number 11 of 2012 concerning the Child Criminal Justice System (UU SPPA) which has been published has brought a change in the paradigm of child crime with a prison nuance to a more child-friendly concept towards restorative justice. However, the phenomenon found in minors is still undergoing legal proceedings. Meanwhile, during the legal process, children are detained in detention centers and placed outside the Special Development Institution for Children (LPKA) and Temporary Child Placement Agency (LPAS). This research was conducted using a qualitative method to child prisoners in West Kalimantan Province. This research was conducted by conducting structured interviews and it carried the analysis of this research out with three lines, namely data reduction, data presentation and conclusion/verification. The findings of the study were helping to children in legal conflict in a fairly good range, even though help from expert advocates and the community had not been fully achieved. The reason it still places many children outside the LPKA is because there are no LPKA or LPAS in the district. Therefore, it is necessary to add LPKA or LPAS to pay attention to the needs of education, health and the needs of children of inmates so that it guarantees their growth and development.
