Abstract

This study discusses the phenomenon of political hate speech carried out by anonymous accounts "fufufafa", focusing on the perspective of communication ethics and its impact on social cohesion. Through a qualitative approach and case study method, an analysis was carried out on the content of the account upload using a critical discourse framework. The results of the study show that hate speech conveyed is systematic, attacks the personal aspects of political figures, and is full of ideological content that emphasizes the moral dichotomy between "us" and "them." Communication strategies such as simplification, labeling, framing, and social agitation are used to negatively shape public opinion and reinforce polarization. From the point of view of communication ethics, the act reflects a moral deviation because it ignores the values of empathy, respect, and social responsibility in digital communication. The psychosocial impacts that are caused include the stigmatization of minority groups, emotional trauma to individuals, and fragmentation in online communities. This research emphasizes the importance of digital literacy, strengthening ethical communication regulations, and public participation to prevent the spread of hate speech and maintain social integration in digital democracy. These findings are expected to be an academic and practical contribution in developing strategies for handling hate speech in Indonesia.

Abstract

This study aims to examine the impact of multiple interpretations of articles in the Electronic Information and Transaction Law (ITE Law) on the intensity of conflicts between social media users. This study is motivated by the rise of legal cases that arise due to subjective interpretations of Article 27 paragraph (3) and Article 28 paragraph (2), which often lead to the criminalization of legitimate expression in the digital space. Using a qualitative method with a case study approach, data was collected through observation and documentation of digital conflict cases. The results of the study show that the multiple interpretations of these articles not only interfere with legal certainty, but also worsen the psychological condition of users and create inequality in law enforcement. This study also found that low digital literacy and the use of articles as a tool of repression also strengthen the escalation of conflicts on social media. Therefore, a participatory and contextual revision of the ITE Law is needed to ensure fair legal protection, while maintaining freedom of expression in the digital era. The conclusion of this study emphasizes the importance of establishing a digital legal corridor that is adaptive, inclusive, and in harmony with the communication dynamics of modern society in order to create a healthy, safe, and democratic public space.

Abstract

This study aims to map the trends and dynamics of scientific publications in the field of libraries and information in Indonesia during the period 2020–2024. Data were obtained using Publish or Perish software with Google Scholar sources, and analyzed using a quantitative descriptive approach through bibliometric methods. A total of 288 articles were analyzed using Mendeley and VOSviewer software to identify publication patterns, annual distributions, and relationships between keywords through co-word analysis. The results showed a significant increase in publications in 2023, which marked a surge in interest in studies in the field of libraries and information. Visualization with VOSviewer groups research topics into several dominant clusters, including library digitization, transformation of the role of librarians, collection management, and information services. Overlay visualization indicates that the old theme that remains relevant is the role of librarians, while the topics that have developed recently are information services and digital libraries. These findings provide a comprehensive picture of the direction of scientific development in the field of libraries and information in Indonesia and become a strategic foundation for further research development.

Abstract

This study aims to analyze the Instagram Reels content strategy implemented by the official account of the Bogor City Government (@pemkotbogor) in improving the quality of public information. Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and documentation with the public relations team of Bogor City and analysis of published Reels content. The findings indicate that the communication strategy follows the public relations model of Cutlip, Center, and Broom, which includes fact finding, planning, communication, and evaluation. This strategy is effective in engaging audiences through visually appealing content, light narratives, and the utilization of current social media trends. However, challenges such as limited human resources and the demand for real-time content publication were also identified. In conclusion, the use of Reels as a medium for public information dissemination represents a strategic approach that enhances engagement, strengthens institutional image, and improves the accessibility of information for the public.

Abstract

Direct Cash Assistance for Village Fund (BLT-DD) is a program of the Indonesian government aimed at helping underprivileged communities at the village level. In its implementation, the selection process of potential recipients of BLT-DD in Oabikase Village often faces obstacles, such as subjectivity in decision-making and limited resources in data processing. This can lead to inaccuracies in targeting the assistance distribution. Therefore, a system is needed to help village officials determine the recipients of BLT-DD more objectively, transparently, and efficiently. This study aims to build a Decision Support System (DSS) using the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method in the selection process of potential recipients of BLT-DD in Oabikase Village. The MOORA method is used because it is capable of processing data based on established criteria and providing rankings according to the weight of each criterion, resulting in more accurate and fair decisions. This system is created to assist village governments in managing data for potential recipients and to reduce subjectivity in the selection process. User Acceptance Testing (UAT) showed satisfactory results with a total score of 90.71%. UAT also recorded that the system has functionality at 93.33%, usability at 92.50%, and compliance at 83.33%, and the Black Box Testing results showed that 54 features are functioning well. This indicates that the system is well-received by users and is ready for implementation. With this system, it is hoped that village government officials can improve service quality and strengthen public trust.

Abstract

This study aims to examine the application of advanced probability theory in the development of modern statistical models through a Systematic Literature Review approach to 25 scientific articles published in 2020–2025. This study is complemented by a bibliometric analysis using VOSviewer to explore the relationship of terms, temporal trends, and concept density in the literature. The visualization results show that the terms "model" and "probability" are the main nodes in concept development, with the strengthening of the themes of distribution, uncertainty, and cross-disciplinary applications. The application of probability theory is seen dominantly in the fields of engineering, environment, transportation systems, and human behavior. The study also shows a shift in focus from classical risk distribution to more complex and contextual predictive modeling. The emergence of new terms such as "stack effect", "reaction time", and "p pod method" marks the growing interest in the application of probability in physical simulations and advanced technical systems. These results strengthen the position of probability theory as an adaptive conceptual framework in responding to the challenges of modern data analysis and uncertainty.

Abstract

The development of the digital novel application "UniFiction" aims to enhance reading interest among Indonesian citizens, which remains relatively low. Statistical data reveals that only 10% of the population regularly engages in book reading. Factors contributing to low reading interest include difficulties locating books in libraries, inadequate infrastructure, and high costs associated with physical books. The application features a minimalist interface that facilitates access to diverse reading sources while serving as a platform for users to express their creativity through writing. The design approach employed Design Thinking methodology involving ten respondents in the usability testing process. The application design achieved a SUS score of 85.5. The expected outcome of the UniFiction application is to enhance reading and writing interest within the community while supporting literacy improvement efforts and reading culture development in Indonesia.

Abstract

Manually assessing student answers and grouping student abilities is very time-consuming. Therefore, a system is needed that can automatically assess student essay answers and group student abilities. This study proposes a method for classifying student abilities based on the Automatic Essay Scoring value using the LSTM method and several classification methods. The number of datasets used in this study was 98 students, while the questions tested in this competency exam were 200 questions. The parameters used for LSTM are student answers. The benefit of this study is to find out which students have mastered the lecture and which students have not mastered the lecture. The results of this study indicate that the LSTM method successfully provides automatic essay assessment with an accuracy value of 0.9, while the most superior classification method is the Decision Tree method with the ROS oversampling method, which is 0.654.

Abstract

Penelitian ini mengkaji kontradiksi antara ideologi HTI dan prinsip politik Islam, khususnya penolakan terhadap demokrasi dan negara-bangsa. Dengan analisis wacana kritis, penelitian menelaah narasi HTI dalam teks resmi, publikasi digital, dan pernyataan tokohnya mengenai konsep khilafah. Hasil penelitian menunjukkan bahwa pandangan politik HTI bersifat rigid, eksklusif, dan mengabaikan nilai-nilai keislaman yang inklusif seperti musyawarah, keadilan, dan toleransi. Pandangan tersebut tidak sejalan dengan prinsip politik Islam yang tercermin dalam Piagam Madinah, yang menekankan kerja sama lintas kelompok dan pengakuan terhadap keberagaman. Agitasi HTI juga berdampak pada pembentukan kesadaran ideologis yang sempit dan polarisasi dalam masyarakat. Penelitian ini menyimpulkan bahwa ideologi HTI tidak hanya bertentangan dengan realitas sosial-politik Indonesia yang demokratis dan plural, tetapi juga menyalahi semangat politik Islam yang bersifat adaptif dan kontekstual. Oleh karena itu, diperlukan upaya akademik dan kebijakan yang responsif dan kritis terhadap penyebaran, maupun indikasi penyebaran, ideologi eksklusif yang bertentangan dengan nilai demokrasi Indonesia dan prinsip politik Islam demi menjaga kohesi sosial dan keutuhan bangsa.

Abstract

Stunting is a growth disorder triggered by chronic malnutrition, impacting the physical and cognitive development of young children. Kesetnana Village in South Central Timor Regency records a high prevalence of stunting. This study aims to classify stunting status using the Random Forest Classifier algorithm and assess its performance. The quantitative analysis was conducted on secondary data from 1,451 toddlers obtained through total sampling from the Health Center and Kesetnana Village Office in 2023. The variables analyzed include birth weight and height, measurement age, as well as Z-scores for Height/Age, Weight/Age, and Weight/Height. Data were processed using Python on the Google Colaboratory platform, with 75% allocated for training and 25% for testing. The findings indicate that birth weight, measurement age, and height are the primary factors in stunting classification. The model achieved 97% accuracy, with high precision and recall values, demonstrating its effectiveness in classifying stunting. This model can be utilized by health professionals and policymakers to identify stunting risk at an early stage and design targeted nutritional interventions in high-prevalence areas.
