Abstract

The development of Human Resources (HR) in Regional Government (Pemda) is crucial for effective and responsive governance. This study delves into government policies on HR development for local government apparatus from a professionalism perspective. Using a qualitative approach and case study method, the research analyzes field data, documents, and interviews with decision-makers like regional apparatus heads. Data was collected through in-depth interviews, policy document analysis, and direct observation. The findings reveal that despite supportive policies, the professionalism of local government officials remains below expectations. Challenges such as budget constraints, limited managerial capacity, and employee resistance to change hinder the effectiveness of HR development policies. The gap between HR development programs and work professionalism highlights the need for better policy supervision, evaluation mechanisms, and increased stakeholder participation in decision-making. This study underscores the necessity of strong political commitment and a holistic approach to achieve desired HR development outcomes in Regional Government.

Abstract

This study aims to explore the values of Al Islam and Kemuhammadiyahan (AIK) which will be a differentiator for accounting graduates and be able to provide added value for their graduates for industrial needs. The added value is that accountants are professional and ethical. The research was conducted with a descriptive qualitative approach. This research involves in-depth interviews with third-year (final) students and analysis of accounting learning documents. The data was analyzed using thematic analysis techniques to uncover emerging patterns and themes. The results of the study show that AIK values that need to be integrated in accounting learning such as honesty, responsibility, simplicity, ethics and integrity are the main values. In the end, AIK's values will be in line with realizing competent and ethical accountants. Another finding is that the obstacles in the implementation of AIK are the lack of knowledge and academic rules that have not been fully supported and the lack of support from professional organizations. This study also revealed that students realize that AIK values can convince them to be competent when becoming accountants in various industries. This research makes theoretical and practical contributions in understanding the role of religious values in the religious-based education model in order to produce graduates who are competent and uphold high ethics.

Abstract

The construction of airports in Indonesia's border areas has a strategic role in supporting connectivity and economic development in border areas. This study uses survey methods and interviews from several respondents in the district of Anambas Islands, Riau Islands Province. Several findings related to the challenges and prospects of airport development in the border area have a positive impact on the community on the border, especially in the Riau Islands Where this area is almost 96% consisting of interview data which shows that 90% feel the benefits and 10% provide input for the next development, making the essence of the airport in the border area very much needed. However, the question is still how sustainable the airport development is. Whether it is completed with the operation of an airport or is it still being developed to continue to provide benefits to the community as the main target.

Abstract

The amethyst plant (Datura stramonium) contains various active compounds, amethyst is also often used as an alternative medicine. This plant is believed to cure bruises, wounds, toothache, fever, rheumatism, gout and asthma. However, amethyst also has toxic substances that can cause several dangerous symptoms if consumed. One of the most dangerous substances in amethyst is scopolamine which has more dangerous effects than marijuana, methamphetamine, ecstasy, heroin and cocaine. This plant can make humans look like zombies, causing hallucinations. Apart from that, it is often misused to create the effect of excessive pleasure or euphoria, this can cause addiction because users want to repeat the happy feeling as an addictive or psychotropic substance. The legal consequences for users of amethyst narcotics which are not registered in the law are currently unable to take legal action against users, because the narcotics law does not regulate the type of amethyst narcotics itself, therefore the police and the National Narcotics Agency are in charge cannot take legal action against amethyst users. Current community efforts are only in the form of (preventive) appeals and advocacy campaigns, outreach and stop drug campaigns for the community. So there needs to be encouragement from various parties to the legislative body so that there are changes to statutory regulations to determine amethyst as a new type of psychotropic.

Consequently, refugees are often viewed as illegal immigrants, leading to human rights violations and legal uncertainty. The first subsection analyzes how dynamic legal regulations interact with the challenges faced in the context of human smuggling. It further explores necessary efforts to create legal certainty, including the need for more specific regulations and transparent procedures. This research is expected to contribute to the development of better policies and practices in dealing with human smuggling cases and protecting the rights of refugees in Indonesia.
