Jurnal Sutasoma merupakan jurnal yang diterbitkan oleh Universitas Tabanan (UNTAB) Bali. Jurnal Sutasoma merupakan wadah publikasi hasil kegiatan Penelitian yang dilaksanakan oleh peneliti di Indonesia. Jurnal Sutasoma diterbitkan pertama kali pada Desember tahun 2022. Jurnal ini mempublikasikan hasil-hasil penelitian di bidang science teknologi dan sosial humanioria khususnya dalam bidang pembangunan nasional. Jurnal Sutasoma terbit 2 (dua) kali dalam setahun yaitu bulan Desember dan Juni. Tujuan dari publikasi Jurnal ini adalah untuk memberikan ruang mempublikasikan pemikiran kritis hasil penelitian orisinal, maupun gagasan konseptual dari para akademisi, peneliti, maupun praktisi yang belum pernah dipublikasikan pada media lainnya. Artikel yang kami terima selanjutnya akan melewati proses review oleh reviewer kami hingga dinyatakan layak untuk dipublikasikan. Abstract

This study analyzes the construction of criminal liability in medical actions under Law No. 17 of 2023 and assesses its implications for legal certainty, professional protection, and the doctor–patient relationship. Using a normative legal research method with doctrinal and conceptual approaches, the study finds that several provisions in the law particularly those related to professional standards, patient safety, medical records, informed consent, and criminal sanctions are ambiguous and potentially give rise to disproportionate criminalization. The lack of clarity regarding the threshold of negligence, the absence of an integrated professional assessment mechanism, and insufficient harmonization between health-criminal norms and the general criminal law framework create legal uncertainty for medical professionals. The legal enforcement implications of these conditions include the rise of defensive medicine, a shift in the doctor–patient relationship toward a more legalistic orientation, and the potential decline in the quality of healthcare services. The study recommends the development of more detailed implementing regulations, the harmonization of criminal norms, and the strengthening of the role of professional organizations in evidentiary processes to ensure proportional legal protection and a more equitable health system.

Abstract

Information Retrieval plays a crucial role in assisting users in locating relevant documents within increasingly large data collections. One of the main challenges in the retrieval process is the mismatch between the terms used in a user’s query and the vocabulary contained in documents. Query expansion is widely employed to enrich the initial query by adding related terms, thereby broadening the representation of the user’s information needs. This article presents a literature review of several commonly used query expansion methods, including thesaurus-based approaches, WordNet, association rules, and relevance feedback. This review provides a comprehensive overview of the various query expansion techniques that have been developed within the field of Information Retrieval and serves as a reference for future research aimed at advancing more effective retrieval methods.

Abstract

The boarding house is one business that is growing in District Badung an option a temporary residence for migrants who intend to work and study. Everyone who owns a boarding house in the District Badung regency must have license this boarding house management to provide legal certainty, realizing the boarding house decent, safe and comfortable in accordance with its function, protect the interests of all parties, create peace and public order in society. The implementation of licensing through the Online Licensing Service (LAPERON) has not accommodated services for obtaining boarding house management license, so there is a need for certainty from the Regional Regulation District Badung Number 24 of 2013 concerning Boarding House Management regarding the obligation for managers to have a boarding house management license. Writing this using empirical legal research methods approach the facts and law approach with data collection interviews. The results obtained in this study show that the management's obligation to have a boarding house management license is not implemented based on the provisions stipulated in Regional Regulation Number 24 of 2013 concerning Boarding House Management, so that there are obstacles faced by law enforcers to control management permits boarding house.

Abstract

This research aimed to identify and analyze the influence of work performance, work environment, job satisfaction on the performance of assessors at BAN PAUD dan PNF Bali Province; identify and analyze the influence of work performance and work environment on job satisfaction of assessors at BAN PAUD dan PNF Bali Province; and identify and analyze the influence of work performance and work environment on performance through job satisfaction of assessors at BAN PAUD dan PNF Bali Province. This research used a quantitative approach focusing on hypothesis testing using measurable data and involving 83 assessors working at BAN PAUD dan PNF Bali Province. This research data came from primary data and secondary data using questionnaires and documentation. The results of this research showed that work performance had a positive and significant effect on assessor performance, work environment had a positive and significant effect on assessor performance, job satisfaction had a positive and significant effect on assessor performance, work performance had a direct positive and significant effect on assessor job satisfaction, work environment directly had a positive and significant effect on assessor job satisfaction, work performance indirectly had a positive and significant effect on assessor performance, work performance indirectly had a positive and significant effect on assessor performance through job satisfaction, and the work environment indirectly had a positive and significant effect on assessor performance through assessor job satisfaction.

Abstract

Penelitian ini menganalisis secara empiris pengaruh parsial dan simultan dari Modal, Tenaga Kerja, dan Jam Kerja terhadap Pendapatan Pengrajin Pande Besi di Desa Gubug, Kecamatan Tabanan, Bali, yang merupakan pusat industri tradisional pande besi. Data primer dianalisis menggunakan Analisis Regresi Linier Berganda pada tingkat signifikansi 5%.Hasil: Hasil regresi menunjukkan bahwa: (1) Secara parsial, Modal berpengaruh positif dan signifikan terhadap Pendapatan. Variabel Modal menjadi faktor paling dominan. (2) Tenaga Kerja berpengaruh positif namun tidak berpengaruh signifikan, mengindikasikan bahwa kuantitas tenaga kerja belum optimal dalam mendorong peningkatan pendapatan. (3) Jam Kerja juga tidak berpengaruh signifikan, bahkan menunjukkan arah hubungan negatif, menyiratkan fenomena diminishing return akibat kelelahan pada jam kerja yang terlalu panjang. (4) Secara simultan (Uji F), Modal, Tenaga Kerja, dan Jam Kerja berpengaruh signifikan terhadap Pendapatan. Implikasi: pendapatan yang disebabkan oleh ketiga variabel tersebut sangat baik. Hasil ini menyimpulkan bahwa meskipun faktor ketiga secara kolektif esensial, Modal adalah faktor tunggal yang paling krusial dalam menentukan pendapatan pengrajin. Implikasi manajerial menyarankan perlunya peningkatan akses permodalan dan penerapan manajemen tenaga kerja dan waktu yang lebih efisien untuk meningkatkan produktivitas industri pande besi lokal.

Abstract

The implementation of the E-Purchasing system in government procurement of goods and services requires an information system strategy that aligns with business needs. ASHA Store is a business actor that utilizes the E-Purchasing application, but its utilization still tends to be operational and is not supported by a structured strategic information system planning. This study aims to analyze and formulate an information system strategy in utilizing the E-Purchasing application at ASHA Store using the Ward and Peppard method. This study uses a qualitative approach with a case study method. The analysis is carried out through analysis of the business environment, IS/IT environment, SWOT, and the preparation of an application portfolio using the McFarlan Strategic Grid. The results show that the E-Purchasing application is a key operational system that supports the main business processes. Recommended strategies include the preparation of IS/IT strategic planning, improving human resource competencies, and developing internal support systems to support decision-making.
