Abstract

The role of women in the business world needs to be considered, especially in the field of entrepreneurship. Women entrepreneurs are part of the Indonesian Women with Disabilities Association (HWDI). HWDI is an organization for women, where most of the board and members are women with various types of disabilities (physical, sensory, mental, and intellectual). Women with disabilities also need to be encouraged to be empowered and equal to other women, both in terms of working and creating new job opportunities. This research aims to identify the factors that influence women in entrepreneurship, both internal and external factors, in HWDI Bantaeng Regency. This research uses a quantitative method. The data collection technique used a questionnaire and was analyzed using SPSS version 27. The research results show that only a few internal factors (interest, self-empowerment, motivation, independence, emotional state, education) and external factors (support from husband/family, funding sources, family environment, social environment, and opportunities) influence women entrepreneurs. The variables that were found to have an influence are interest, motivation, independence, emotional state, family support, funding sources, and family environment.

Abstract

Employee performance is a key indicator of the effectiveness of public organizations. At the Banten Provincial DPRD Secretariat, low administrative performance, weak discipline, and ineffective organizational coordination are still found, necessitating research into the factors influencing employee performance. This study aims to analyse the influence of leadership style and organizational structure on employee work performance, as well as the role of leadership coordination as a mediator in this relationship. The method used was quantitative with an explanatory design. The study population included all employees of the Banten Provincial DPRD Secretariat, with a sample of 271 people determined using the Slovin method. Data were collected using a questionnaire that had been tested for validity and reliability, then analysed using Partial Least Squares-Structural Equation Modelling (PLS-SEM). The results of the study indicate that leadership style and organizational structure have a significant positive influence on work performance, and both contribute significantly to leadership coordination. Leadership coordination has been shown to mediate the relationship between leadership style and organizational structure on employee work performance. In conclusion, the effectiveness of leadership and organizational structure in improving work performance is highly dependent on established coordination. These findings enrich the literature on performance management and motivation and can serve as a basis for developing personnel policies at the Banten Provincial DPRD Secretariat.

Abstract

In the dynamic era of modern bureaucracy, improving employee performance is crucial. Public organizations, including the Regional People's Representative Council (DPRD) Secretariat in Banten Province, face the challenge of employee performance that remains below target. The main contributing factors include low work discipline, minimal training, and suboptimal leadership styles and change management. Transformational leadership and change management are believed to be able to increase organizational commitment, which has positive implications for employee performance. This study employed a quantitative approach with Partial Least Squares (PLS-SEM) analysis. The study population comprised all employees of the Regional People's Representative Council (DPRD) Secretariat in Banten Province, using the Hair et al. sampling technique, resulting in 195 respondents. The instrument was a questionnaire based on indicators of transformational leadership, change management, organizational commitment, and employee performance. Validity and reliability were tested using the outer and inner PLS models. The analysis showed that transformational leadership had a significant positive effect on organizational commitment and employee performance. Change management also significantly influenced both variables. Organizational commitment was shown to significantly mediate the relationship between the independent variables and employee performance. These findings prove that the combination of transformational leadership and effective change management can strengthen organizational commitment and drive optimal performance. This research contributes to the development of public sector HR management models and provides practical implications for strengthening adaptive and productive bureaucratic governance.

Abstract

Bureaucratic transformation in the digital era requires public organizations to adopt innovation and digital agility to improve performance effectiveness and organizational sustainability. This study examines the impact of innovation and digital agility on employee performance and their implications for organizational sustainability, using the Cilegon City DPRD Secretariat as a case study. This study employed a quantitative approach with a survey method. Data were obtained from 93 employees of the Cilegon City DPRD Secretariat through a census questionnaire. Analysis was conducted using Partial Least Squares-Structural Equation Modeling (PLS-SEM). Construct validity was tested using factor loadings, while hypotheses were tested using t-statistics and p-values. The results show that innovation (t=5.293; p<0.05) and digital agility (t=3.649; p<0.05) significantly influence employee performance. Employee performance also mediates the relationship between the independent variables and organizational sustainability. The highest indicator of innovation is "the organization provides space for new ideas" (0.925), while digital agility is indicated by "quick adaptation to new technologies" (0.922). The findings demonstrate that innovation and digital agility are key pillars of an adaptive, productive, and sustainable bureaucracy. Innovation-based managerial strategies, digitalization of work processes, and strengthening organizational culture have been shown to improve individual and institutional performance. This research provides a strategic basis for the Cilegon City DPRD Secretariat to accelerate technology adoption, strengthen internal innovation, and build a sustainability-oriented performance evaluation system.

Abstract

The Banten Province General Elections Commission (KPU) faces challenges in employee performance, particularly in terms of task completion accuracy, conflict management, and regulatory compliance. Low training participation and weak organizational communication contribute to decreased work effectiveness. This study aims to analyse the effect of competency development and organizational communication on employee performance, with job satisfaction as a mediating variable. A quantitative approach with an explanatory design was used. A sample of 150 Banten Provincial General Elections Commission (KPU) employees was selected using the Hair et al. technique. Data were collected through questionnaires and analysed using Partial Least Squares-based Structural Equation Modelling (PLS-SEM) to test direct and indirect relationships between variables. The results show that competency development and organizational communication have a positive and significant effect on job satisfaction. Job satisfaction also significantly influences employee performance. Furthermore, job satisfaction significantly mediates the effect of competency development and organizational communication on performance. These findings support Human Capital theory, which emphasizes the importance of investing in competencies and the work environment. Improved competencies and effective internal communication can boost employee job satisfaction and performance. The practical implications of this research underscore the need for the General Elections Commission (KPU) to design a human resource development policy based on continuous training and to establish a transparent organizational communication system. This model has the potential to be adapted by other public organizations to improve the effectiveness of public services

Abstract

Employee performance is one of the key factors determining organizational success. Improving performance is not only dependent on technical skills but is also influenced by internal factors such as organizational culture and work motivation. A strong organizational culture can shape employees’ behavior, attitudes, and work ethic, while work motivation serves as a driving force in achieving predetermined targets. In this context, work ability becomes an essential element that bridges the influence of organizational culture and work motivation on employee performance. This study aims to analyze the effect of organizational culture and work motivation on employee performance, both directly and through work ability as a mediating variable. Through this approach, the research seeks to provide a comprehensive understanding of the role of work ability in enhancing employee performance within government institutions. The study employed a quantitative approach with data collected through questionnaires distributed to employees in the relevant institution. The sample size was determined using a purposive sampling method. Data analysis was conducted using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) to examine the relationships between variables and identify the mediating role of work ability. The results indicate that organizational culture has a positive and significant effect on both work ability and employee performance. Work motivation also has a positive and significant effect on work ability and employee performance. Furthermore, work ability was found to mediate the effect of organizational culture and work motivation on employee performance. These findings reinforce the view that an optimal organizational culture and high work motivation can enhance work ability, ultimately leading to improved performance. The implications of this study highlight the need to strengthen organizational culture through clear work values, a fair reward system, and a conducive work environment. Additionally, management should enhance employee motivation by providing opportunities for self-development, continuous training, and recognition of work achievements. Future research is recommended to include moderating variables such as leadership style or work climate to provide broader insights into the determinants of employee performance.
