Abstract

This study aims to examine and describe the steps taken by the Village Government in encouraging community involvement in the payment of Land and Building Tax (PBB) in Lembang Tandung La'bo', Sanggalangi District, North Toraja Regency. This research is motivated by the low compliance of citizens in fulfilling their obligation to pay the United Nations. Data shows that of the 1,053 registered taxpayers, there are 375 people who have not made payments on time. This study uses a qualitative method with data collection techniques through field observations, interviews, and documentation studies. The informants in this study include Village Heads, village officials, and communities with the status of taxpayers. The findings of the study show that various efforts made by the village government have not been fully effective in increasing community participation. The policies implemented tend to focus on direct collection and the implementation of administrative provisions, such as the distribution of Tax Payable Notices (SPPT) and the imposition of a fine of 2% every month for late taxpayers. On the other hand, counseling activities and providing understanding of tax functions and benefits, including openness in reporting the use of tax funds, have not been carried out optimally. The low participation of the community is also influenced by a number of factors, such as lack of awareness, limited economic conditions, the existence of taxpayers living outside the region, and problems with inaccurate data on tax objects. Based on these results, a more comprehensive approach is needed through strengthening planned and sustainable socialization, the implementation of educational collection methods, and increasing transparency in the management of tax funds so that public awareness and compliance can grow consistently.

Abstract

This research was carried out to analyze the government's involvement in environmental cleanliness management, identify obstacles that arise, and examine the efforts made to encourage community participation in Koya Village, South Tondano District. The method used is a qualitative approach, with data collection through in-depth interviews, direct observations in the field, and tracing of supporting documents. The research subjects consisted of village officials, community leaders, and residents of Koya Village. The findings of the study show that the Koya Village Government has shown a fairly active role in maintaining the cleanliness of the environment. This is realized through the implementation of regular community service, the provision of temporary garbage containers, garbage transportation services using a cleaning fleet, as well as socialization activities carried out through RT/RW meetings, the installation of banners, the use of social media, and support from religious leaders and community leaders. However, the implementation of hygiene management still faces a number of obstacles, especially limited facilities such as temporary landfills, garbage transport vehicles, and cleaning equipment. In addition, the low awareness of some people and the lack of cleaning personnel also affect the effectiveness of the programs carried out. In order to increase community involvement, the village government seeks to reactivate routine community service activities, involve schools and youth groups, and provide a simple form of appreciation to the environment that is considered active in maintaining cleanliness. However, the level of community participation is still unstable and has not shown sustainable consistency. Based on the results of the study, it can be concluded that the role of the village government in managing environmental cleanliness has been running quite well, but it still needs improvement, especially in the provision of facilities and infrastructure, equitable distribution of socialization activities, consistency of supervision, and the implementation of more effective strategies to foster public awareness.

Abstract

This study aims to examine the government's efforts in fostering youth development, the obstacles encountered, and the solutions implemented in Kakaskasen Dua Village, Tomohon City. The main issue addressed in this research is the persistence of negative behaviors among youth, particularly alcohol abuse, which impacts public order. This study employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and questionnaires involving the village government, community members, and youth. The results indicate that the government’s efforts include socialization programs, collaboration with authorities, and youth activities. However, the implementation still faces several challenges, such as environmental influences, social media exposure, lack of parental supervision, and limited positive activities. Therefore, stronger collaboration and the enhancement of sustainable development programs are needed. In conclusion, youth development efforts have been carried out but are not yet optimal and need to be improved to produce responsible and well-characterized young generations

Abstract

This study explores the impact of budget efficiency policies on the welfare of honorary staff at SMA Negeri 1 Remboken, Minahasa Regency, North Sulawesi Province. Budget efficiency policies aim to increase the effectiveness of public funds, but can impact the management of non-ASN staff in the education sector. This study uses a qualitative approach with descriptive-analytical methods to deeply understand the experiences and perceptions of honorary staff and school principals regarding the implementation of these policies. The research subjects consisted of honorary teachers, administrative staff, and principals who were selected purposively. Data collection was conducted through semi-structured interviews, observation, and documentation studies, while data analysis followed the interactive model of Miles, Huberman, and Saldana (1994) which includes reduction, presentation, and drawing conclusions. The results show that budget efficiency policies affect the distribution and management of school funds, resulting in limited honorariums, minimal welfare benefits, and uncertainty about the employment status of honorary staff. This condition creates an imbalance between the contribution of honorary staff to learning activities and school operations and the level of welfare they receive. These findings provide input for the development of public policies in the field of education, improving school budget management, and protecting and improving the welfare of honorary staff.

Abstract

This study aims to evaluate community awareness and environmental conservation efforts in the Pendolo Village Watershed (DAS), focusing on community attitudes, participation, and behavior in maintaining river sustainability, as well as the government's role in supporting and collaborating with the community. This study used a descriptive qualitative approach, collecting data through in-depth interviews, field observations, and documentation studies, to obtain a comprehensive picture of watershed environmental conservation practices. The results indicate that the majority of Pendolo Village residents have a positive attitude toward the importance of river sustainability. Community participation is reflected in mutual cooperation activities, river cleanups, and environmental maintenance, although the level of individual involvement varies. The government's role is evident through facilitation, guidance, and the provision of program support that encourages collaboration with the community. In conclusion, watershed sustainability in Pendolo Village depends heavily on the synegy between the community and the government. Sustainable efforts involving increasing environmental awareness, strengthening community participation and consistent support from government policies and programs are key to maintaining river environmental sustainability.

Abstract

This study aims to analyze the role of teachers in improving student discipline in Pancasila and Citizenship Education (PPKn) learning at SMP Negeri 2 Tompaso, Minahasa Regency. The approach used was qualitative with descriptive data presentation, because this study focuses on observations of real phenomena occurring in the field. This method allows researchers to describe conditions and problems in detail and understand the interactions between teachers and students in the learning process. The results show that PPKn teachers play a crucial role in guiding, advising, providing motivation, and being role models for students in instilling discipline. The personal approach applied by teachers to students facing difficulties helps strengthen discipline effectively. In addition, the application of Pancasila values in learning also supports the formation of students' disciplined character. Other factors, such as student awareness, school environmental support, and parental involvement, also contribute to improving discipline. This study confirms that the role of teachers is very strategic in shaping students' disciplined attitudes, thus creating a more orderly, effective, and conducive learning process.

Abstract

The research, including survey research, was used for descriptive purposes, and the method used was qualitative descriptive, which aimed to focus on actual problems. The collected data were initially compiled, explained, and then analyzed. Data collection was carried out through direct observation and interviews with the objects, namely teachers who teach Civics at Public Middle Schools in Siau, Sitaro Regency. Data were obtained from various sources using various data collection techniques (triangulation). The results of the study indicate that Civics teachers who teach at Public Middle Schools in Siau, Sitaro Islands Regency, are certified as professional teachers in the field of Civics teaching. There are also teachers who have not been certified working as honorary staff funded by the district government. Teachers who are not yet professional in a formal legal sense, however, carry out their duties optimally. The reality occurs if the performance of Civics teachers is not optimal due to transportation and communication constraints, the location of the school is very far from the district center, so that access to innovation in learning materials and learning media is very limited.

Abstract

The Implementation of Character Education in Civic Education Learning at SMP Advent Remboken. This study aims to describe the implementation of character education in Civic Education (PKn) learning at SMP Advent Remboken. The type of research used is descriptive qualitative, with an approach selected to obtain an in-depth understanding of how character values are applied in the teaching and learning process. Data were collected through interviews, observations, and documentation, then analyzed systematically using data reduction, data presentation, and conclusion drawing. The results of the study indicate that PKn teachers have made efforts to instill character values such as discipline, responsibility, honesty, and cooperation in every learning activity. However, the implementation of character education has not been carried out consistently in every meeting and still depends on the teaching methods used. In addition, strategies that encourage students to actively practice character values in real life are still limited. This study emphasizes the importance of strengthening teaching methods and teacher exemplarity to support the more optimal internalization of character in students.

Abstract

The purpose of this study is to determine the impact of alcoholic beverages (tuak) on public order in Batunajagar Village, Sijamapolang District, Humbang Hasundutan Regency, and to identify the factors influencing the disruption of social order caused by tuak consumption. This study employs a qualitative research method with a descriptive approach. Data were collected through interviews, observations, and documentation. The results show that excessive consumption of tuak has negative impacts on public order, including deviant behaviors such as fights, theft, noise disturbances, and damage to public facilities. In addition, it reduces the sense of safety and comfort within the community and disrupts social relationships among residents. The factors influencing these conditions include environmental influences, habitual behavior, lack of supervision, and low public awareness of the negative effects of alcoholic beverages. Therefore, active roles from the village government and the community are needed in supervision, guidance, and raising awareness to minimize the negative impacts of tuak consumption on public order

Abstract

This study aims to identify and describe the quality of public services at the Department of Population and Civil Registration of Minahasa Regency, and to determine the factors that hinder the service process in the Marriage Registration Division of the Department of Population and Civil Registration of Minahasa Regency. The approach used in this research is a qualitative approach. The number of informants in this study was 7 people. Data collection techniques included observation, interviews, and documentation. Data analysis was carried out through data reduction, data presentation, and conclusion drawing. The results of this study indicate that services at the Department of Population and Civil Registration of Minahasa Regency, particularly in the Marriage Registration Division, are not yet fully optimal and maximal: Facilities and infrastructure are still inadequate. Services are often delayed when unexpected issues occur, such as power outages, which cause service facilities to be unable to function and hinder employees in carrying out services. Services are not yet optimal due to delays in employee response, often caused by network disruptions from the central system and the absence of staff in the office or when they are on external assignments, which hampers the service process for the community
