Abstract

This study aims to analyze the policies of the Tomohon District Police (Polres Tomohon) in preventing traffic and road transport violations in Tomohon City. A qualitative descriptive approach was employed, with data collected through field observation, in-depth interviews, documentation, and literature review.Data were analyzed through successive stages of data reduction, data presentation, and conclusion drawing. The findings reveal that Tomohon Police's policies are implemented through two principal approaches: preventive measures, including roadside vehicle inspections; and repressive measures, encompassing violation enforcement, follow-up investigations, and legal proceedings ranging from traffic citations to court trials. Despite yielding reasonably positive outcomes, policy implementation continues to face notable challenges, including limited personnel, insufficient public legal awareness, and uncooperative behavior from certain violators in the field. This study concludes that policy effectiveness needs to be strengthened through more intensive public outreach programs, continuous improvement of community legal awareness, and the optimization of law enforcement mechanisms in order to achieve orderly, safe, and unimpeded traffic conditions in Tomohon City.

Abstract

Students’ reading literacy skills in elementary schools are still relatively low, which is partly caused by the use of less varied and less engaging learning media, resulting in low student involvement in the learning process. Therefore, innovative learning media are needed to improve students’ interest and understanding, especially in analyzing intrinsic elements of stories. This study aims to analyze the validity and practicality of a digital Flipbook learning media based on North Sumatran folklore in Indonesian language learning at the elementary school level. This study employed a mixed methods approach that combines quantitative and qualitative data. The research subjects consisted of one teacher as a media expert validator to assess the validity aspect, as well as two teachers and one class of fifth-grade elementary school students to assess the practicality aspect. Data were collected through validation sheets, teacher and student response questionnaires, and observations. The data were analyzed using descriptive quantitative techniques by calculating the mean score of each assessment aspect to determine the level of validity and practicality of the media. The results show that the digital Flipbook media achieved good to very good categories in aspects of display, graphics, safety, content suitability, and practicality, with an average score of 3.8. Furthermore, the practicality test indicates that the media is easy to use, has clear instructions, is engaging, and is efficient in supporting the learning process. Qualitative findings also reveal that the use of the media increases student engagement and facilitates understanding of intrinsic elements of stories.

Abstract

Floods are one of the most prevalent natural hazards in Indonesia and have a significant impact on people's lives, including elementary school-aged children. Therefore, systematic early mitigation efforts are needed through effective education. However, disaster mitigation learning in elementary schools is currently dominated by conventional methods that tend to be less engaging and unable to build optimal student preparedness. This study aims to analyze the validity and practicality of the animated learning media "Gabi Mission," developed by integrating Canva-based visual design and Grok.AI artificial intelligence technology in improving students' understanding of flood disaster mitigation. The method used in this study is Research and Development (R&D) with the ADDIE development model, which includes the stages of Analysis, Design, Development, Implementation, and Evaluation. Data collection was carried out through media expert validation questionnaires and teacher and student response questionnaires, which were then analyzed using descriptive percentage techniques. The results showed that the "Gabi Mission" media obtained a very high level of validity with an average score of 93.06% based on media expert assessments. Furthermore, the media's practicality was also very high, as demonstrated by positive teacher responses with a benefit percentage of 85% and student responses reaching a comprehension level of 90%. Therefore, this AI-based animation media is deemed highly feasible and practical for use in flood disaster mitigation learning in elementary schools. The implications of this study emphasize the importance of integrating digital technology as an innovation in improving the quality of disaster education, making it more engaging, interactive, and meaningful for students.

Abstract

This study aims to evaluate the effectiveness of the Flood Disaster Mitigation-based Student Worksheet (LKPD) in improving reading comprehension skills and disaster preparedness of fourth-grade elementary school students. A quantitative approach using One Group Pretest-Posttest design was employed with seven students as subjects. Data collection instruments included a validated reading comprehension test. Data analysis used Normalized Gain (N-Gain) and the Wilcoxon Signed Ranks Test due to non-normal data distribution confirmed by the Shapiro-Wilk test. Results showed the average score increased from 75.71 (pretest) to 97.86 (posttest), with an average N-Gain of 0.93 in the high category. The Wilcoxon test yielded a significance value of 0.018 (p < 0.05), confirming a significant difference in reading comprehension before and after LKPD implementation. The LKPD, integrating local flood-based narrative texts, illustrated ice cream stick media, and manipulative activities, proved effective in encouraging active student engagement while building flood disaster preparedness. This study contributes to developing thematic teaching materials responsive to local disaster contexts and aligned with the Merdeka Curriculum approach.

Abstract

This study is motivated by the low interest and reading comprehension ability of elementary school students, which is caused by the use of learning materials that are less engaging and not yet connected to students’ real-life contexts. This condition makes it difficult for students to understand the content of reading texts optimally. Therefore, this study aims to develop a contextual-based Student Worksheet (LKPD) that meets the criteria of validity and practicality in teaching reading comprehension. This research employed a Research and Development (R&D) method using the ADDIE model, which consists of analysis, design, development, implementation, and evaluation stages. The subjects of this study were 27 elementary school students. Data collection techniques included expert validation questionnaires and student response questionnaires to measure the practicality of the product. The results showed that the developed LKPD was categorized as highly valid based on expert judgment and achieved a practicality level of 87.75%, which falls into the “very practical” category. The contextual-based LKPD helps students understand reading materials by linking them to real-life experiences, making the learning process more meaningful and engaging. Thus, the developed LKPD can be used as an alternative teaching material to improve the quality of reading comprehension learning in elementary schools. This study also implies that the development of contextual and practical teaching materials is essential to support students’ active involvement in the learning process.

Abstract

This study examines employee performance at the Regional Women's Empowerment and Child Protection Service (DP3AD) of North Sulawesi Province in handling domestic violence (KDRT) cases. Fluctuating case resolution rates and unmet annual targets serve as the primary background of this research. The study aims to analyze performance across three dimensions, productivity, service quality, and responsibility, while identifying contributing factors. A descriptive qualitative method was employed through in-depth interviews, field observations, and documentation studies. Findings reveal that all three dimensions remain suboptimal: productivity is constrained by excessive workloads and limited human resources; service quality is hampered by delayed case handling, weak inter-unit coordination, and inconsistent SOP implementation; and employee responsibility requires strengthening through improved discipline and regulatory compliance. Competence, work motivation, managerial oversight, and organizational synergy were found to significantly influence overall performance. The study recommends periodic capacity-building programs, strengthened internal oversight mechanisms, and optimized cross-sector coordination to sustainably improve public service quality
