Abstract

Criminal acts of sexual violence occur in educational units that have a religious background, one of which is Pesantren. Ministry of Religion issued Minister of Religion Regulation Number 73 of 2022 concerning the Prevention and Handling of Sexual Violencein Education Units at the Ministry of Religion. These regulations do not guarantee legal protection for victims of sexual violence, because often victims do not receive fair legal protection in accordance with applicable legal regulations. This research aims to determine and analyze the legal responsibility of Pesantren that ignore victims of homosexual violence in Pesantren in relation to legal protection for victims of homosexual violence in Pesantren in relation to the educational goals of Pesantren. The research method used is a normative juridical approach with qualitative methods to produce descriptive-analytical data. This research resulted in the conclusion that the Pesantren neglect of victims of homosexual violence is a violation that can be subject to administrative sanctions. However, the regulations that accommodate legal protection do not explain the mechanism for providing sanctions and categorizing the level of violations, giving rise to legal uncertainty. Legal protection for victims of homosexual violence in Pesantren is related to the educational goals of Pesantren; a) preventing sexual violence through the formation of superior individuals; b) preventing sexual violence by improving the quality of life of the community; c) development of Islamic values rahmatan lil 'alamin; d) the implementation of Pesantren based on national law. Tindak pidana kekerasan seksual terjadi di Satuan Pendidikan yang memiliki latar belakang keagamaan, yaitu salah satunya adalah Pondok Pesantren. Korban kekerasan seksual menjadi aspek penting yang perlu diperhatikan dalam upaya perlindungan hukum. Dalam upaya perlindungan hukum tersebut Kementerian Agama mengeluarkan Peraturan Menteri Agama Nomor 73 Tahun 2022 Tentang Pencegahan dan Penanganan Kekerasan Seksual di Satuan Pendidikan Pada Kementerian Agama. Namun peraturan tersebut belum menjamin upaya perlindungan hukum terhadap korban kekerasan seksual, karena seringkali korban diperlakukan tidak baik oleh lingkungan sekitarnya termasuk tidak didapatkannya perlindungan hukum yang adil sesuai dengan peraturan hukum yang berlaku. Penelitian ini bertujuan untuk mengetahui dan menganalisis pertanggungjawaban hukum terhadap pondok pesantren yang mengabaikan korban kekerasan seksual sesama jenis di Pondok Pesantren dalam kaitannya dengan perlindungan hukum terhadap korban kekerasan seksual sesama jenis di Pondok Pesantren dihubungkan dengan tujuan pendidikan pesantren. Metode penelitian yang digunakan adalah dengan menggunakan pendekatan yuridis normatif dengan metode kualitatif untuk menghasilkan data deskriptif-analisis. Penelitian ini menghasilkan kesimpulan bahwa pengabaian Pondok Pesantren terhadap korban kekerasan seksual sesama jenis merupakan pelanggaran yang dapat dikenai sanksi administratif. Namun peraturan yang mengakomodir perlindungan hukum tersebut tidak menjelaskan mekanisme pemberian sanksi dan kategorisasi tingkat pelanggaran, sehingga menimbulkan ketidakpastian hukum. Perlindungan hukum terhadap korban kekerasan seksual di Pondok Pesantren berkaitan erat dengan tujuan pendidikan pesantren, yakni; a) pencegahan kekerasan seksual melalui pembentukan individu unggul; b) pencegahan kekerasan seksual melalui peningkatan kualitas hidup masyarakat; c) pengembangan nilai Islam rahmatan lil ‘alamin; d) penyelenggaraan Pondok Pesantren berdasarkan hukum nasional.

Abstract

This study explores the impact of personality traits on the socio-cultural adaptation of Indragiri Hilir students in Ponorogo, using the Big Five Personality Traits and the Theory of Planned Behavior (TPB). Data were analyzed with PLS-SEM. Neuroticism has the strongest influence on Attitude Towards Behavior (ƒ² = 0.648), while other traits have minor effects. ATB (ƒ² = 0.205) and Subjective Norms (ƒ² = 0.210) moderately affect socio-cultural behavior changes. The model shows strong predictive ability for ATB (R² = 0.856), moderate for CSB (R² = 0.595), and small for SN (R² = 0.487). The findings emphasize the role of personality in adaptation and recommend cultural exchange programs for student organizations.

Abstract

The Kashmir conflict between India and Pakistan has been ongoing since 1947, making it one of the most complex territorial disputes in the world. The situation is exacerbated by colonial legacies, differences in national identity and religion, and the strategic interests of these two nuclear-armed nations. Various attempts at resolution, whether through diplomatic pressure, military action, or the involvement of international entities such as the United Nations (UN), have failed to produce a lasting peaceful resolution. An alternative approach known as persuasive diplomacy has emerged, with the UN playing an important role through the UNMOGIP mission responsible for monitoring ceasefire violations. However, the effectiveness of UNMOGIP has been limited by restricted access, mandate constraints, and a lack of cooperation, particularly from India following the 1972 Simla Agreement. The principle of self-determination through a referendum is often suggested as a peaceful resolution; however, its implementation is hindered by conflicting territorial claims and the domestic political landscape in both countries. The lack of mutual trust, the influence of local factions, and the continued exploitation of the Kashmir issue for domestic political gain further complicate the negotiation process. This study emphasizes that the effectiveness of persuasive diplomacy is significantly influenced by domestic political stability, willingness to compromise, and active support from the international community. Therefore, while persuasive diplomacy holds considerable promise for promoting peace, the existing structural and political obstacles mean that this strategy requires strong commitment from all parties involved, reforms within the international framework, and the adoption of a comprehensive approach that takes into account the historical context, collective identity, and aspirations of the Kashmiri people to achieve a fair resolution.

Abstract

This research aims to analyze INH's role in helping the Palestinian people, with a focus on the programs implemented and the challenges faced in distributing aid. By using a qualitative approach and analysis of secondary data from various sources, this research is expected to provide in-depth insight into INH's contribution in the context of the humanitarian crisis in Gaza and the impact of the conflict on Palestinian civilians. The research results show that although INH has succeeded in distributing significant aid, logistical challenges and the security situation remain the main obstacles in their efforts to provide well-targeted aid. This research also underscores the importance of continued international support to strengthen humanitarian efforts in these conflict areas.

Abstract

Criminal acts against morality such as molestation and rape are often equated by the general public who do not understand their classification, even though legally, they are two different types of crimes. The main differences are seen in the object of violence, the elements of the act, and the determination of punishment for the perpetrator. This study aims to analyze, compare, and identify differences in the regulation of rape in the old Criminal Code (KUHP), which is a legacy of the colonial era and is regulated in Articles 285 to 288, with the new Criminal Code enacted through Law Number 1 of 2023, specifically Article 475. This research method uses a normative juridical approach with a focus on positive law. The results show that the key differences in rape between the old and new Criminal Code lie in the elements of the act and coercion that are more detailed regulated in the new Criminal Code, as well as differences in the definition of rape and increased sanctions for perpetrators. The new Criminal Code shows an increase in harsher penalties through increases in minimum and maximum penalties, as well as the introduction of additional penalties. This article concludes that the old and new Criminal Codes have significant differences in their views on the criminal acts of rape and indecency, as well as in the increased sanctions for perpetrators.

Abstract

The rapid advancement of digital technology has significantly reshaped psychological dynamics among the younger generation, leading to heightened levels of existential anxiety. Constant exposure to limitless information, algorithm-driven social pressures, and the instability of digital identity construction has created new forms of uncertainty that affect emotional, cognitive, and spiritual well-being. This study aims to analyze the complexity of existential anxiety in the digital generation through an integrative framework that combines existential psychology and Qur’anic spirituality within a Hybrid Decision Support System (HDSS). The purpose of this research is to formulate a systematic analytical model capable of identifying psychological indicators of existential anxiety while offering spiritually grounded reasoning derived from Qur’anic values. The study is expected to contribute both theoretically by strengthening interdisciplinary perspectives on digital-era mental health and practically, by providing conceptual foundations for the development of HDSS-based interventions that are contextually relevant for Muslim youth. This research uses a qualitative library research method, collecting data from books, scientific journals, credible online databases, and contemporary Islamic psychological literature. The findings indicate that integrating existential psychology with Qur’anic spirituality enhances analytical depth, enabling a more holistic understanding of uncertainty, meaninglessness, identity crisis, and loss of direction experienced by the digital generation. Furthermore, the proposed HDSS framework demonstrates potential as a structured reasoning system for evaluating existential symptoms and providing spiritually informed recommendations. The study concludes that addressing existential anxiety in digital society requires a balanced synergy between rational psychological analysis and transcendental spiritual guidance rooted in the Qur’an.

Abstract

The protracted conflict in Sudan in 2025 illustrates repeated failures in implementing ceasefire agreements, driven largely by unstable domestic political dynamics and overlapping external interventions. This study analyzes the key determinants shaping ceasefire breakdowns by examining the interaction between domestic elite interests, fragmentation among armed groups, and international pressures. The research aims to provide an in-depth understanding of how military and political elites influence the trajectory of conflict and diplomacy. The study employs a qualitative research design based on document analysis, literature review, and policy examination related to the dynamics of SAF, RSF, and regional actors. Data were analyzed using decision-making theory and conflict diplomacy frameworks to identify behavioral patterns and strategic interests affecting negotiation processes. The findings reveal that ceasefire failures stem from incompatible elite power calculations, weak command structures, and external support that sustains conflict dynamics. Moreover, fragmented positions among regional mediators further reduce the effectiveness of multilateral diplomatic efforts. The study concludes that Sudan’s diplomatic failures are structural, shaped by the interactions between domestic elite decision-making and geopolitical contestation that together create disincentives for peaceful resolution. These results highlight the need for mediation approaches that are more realistic, adaptive, and oriented toward creating strategic incentives for involved elites.

Abstract

This study examines the role of Decision Support Systems (DSS) in improving the effectiveness of decision-making in educational institutions as complex organizations involving multiple stakeholders. The research aims to analyze in depth how DSS, through methods such as AHP and TOPSIS, provides structured data and objective analysis, thereby reducing subjectivity and supporting fast, accurate, and inclusive decision-making in line with democratic principles. Another objective is to identify forms of DSS integration in educational management that is adaptive and evidence-based, particularly in accelerating information processing, increasing managerial efficiency, and strengthening the quality of educational services.Using a library research method and descriptive analysis of recent literature, the study finds that the implementation of DSS accelerates information processing, minimizes decision errors, and enhances managerial efficiency and service quality through adaptive and evidence-based leadership. The integration of DSS supports decision-making processes that are transparent, participatory, and responsive to environmental changes, thereby strengthening the achievement of organizational goals. The practical benefits of this research are to provide theoretical and practical foundations for educational leaders in designing and implementing DSS as a transparent and participatory decision-making tool, as well as to serve as a reference for system developers, researchers, and education practitioners in optimizing the use of DSS technology to deal with complexity and uncertainty in educational management

Abstract

Decision-making under conditions of certainty is a crucial component in educational management, as it allows school leaders and staff to take actions based on complete, accurate, and predictable information. This study aims to explain the fundamental concept of certainty-based decision-making, describe its application within school management, and analyze how structured procedures, data validity, and regulatory alignment support the creation of effective decisions. Using a literature review method, this research examines how deterministic decisions operate in administrative, instructional, and organizational contexts. The analysis reveals that certainty-based decision-making enables schools to streamline administrative processes, maintain policy consistency, optimize resource allocation, and improve overall institutional performance. Findings also show that the success of this decision-making model depends on the availability of reliable data, the readiness of human resources, and the support of digital management systems. The study concludes that when applied systematically, decision-making under conditions of certainty becomes an essential instrument for enhancing stability, accountability, and efficiency in educational governance. The results provide both theoretical contributions and practical insights for strengthening managerial practices in schools

Abstract

This study aims to provide a comprehensive overview of the application of Bayesian probability in supporting students' academic decision-making, encompassing graduation prediction, major selection, learning performance mapping, and the design of adaptive instructional interventions. This research employs a literature review method by examining national and international scientific publications from the last decade to obtain an in-depth understanding of the effectiveness of Bayesian approaches. In this study, Bayes' theorem functions as an analytical mechanism for updating prior information with new evidence, resulting in more accurate posterior estimations that realistically reflect students’ academic conditions. The findings indicate that the Bayesian approach not only enhances the accuracy of academic outcome predictions but also minimizes bias in student assessment and strengthens the quality of individualized learning interventions. The integration of Bayesian probability with AI-based digital learning systems further supports the provision of personalized learning recommendations, real-time performance monitoring, and data-responsive academic decision-making. This study concludes that Bayesian probability holds significant potential as a foundation for developing modern academic decision-support systems that are more objective, adaptive, and aligned with students’ individual learning needs
