Abstract

The increasing accessibility of Generative Artificial Intelligence (GenAI) tools has driven their exploration and adoption in education. This qualitative research reveals the opportunities and challenges associated with integrating GenAI into education, as well as strategies to encourage teachers and students to use GenAI in the school environment. A survey of 56 Pancasila Education teachers in Magetan Regency at the junior high school level revealed their views on GenAI. Through written reflections, optimistic views about the role of GenAI in education were identified among the teachers, and several strategic ideas were proposed. Thematic analysis revealed three main practices for implementing AI: teaching/learning, administration, and assessment. However, three key challenges were also identified: school readiness, teachers' AI competency, and students' literacy and ethics in AI use. The results indicate that teachers have positive attitudes toward GenAI's potential to improve learning, teaching, and administration, but face obstacles such as limited competency, digital ethical risks, and unequal access to technology. Key findings emphasize the importance of three strategic aspects: teacher capacity building through case-based training, developing ethical guidelines for the use of AI in schools, and providing adequate infrastructure and technical support. The contributions given from the results of this study is to develop an effective strategy to embrace GenAI in Education so that it can encourage the transformation of educational culture that not only prioritizes technological skills, but also instills national character in the digital era.

Abstract

The rapid development of digital technology has significantly transformed the lives of young people, particularly in how they interact, learn, and construct their sense of citizenship. This condition requires a deeper understanding of digital ethics as an essential component of modern citizenship education, especially within the context of school-based civic education, which plays a strategic role in shaping students’ character. This study aims to examine the role of digital ethics in supporting the character development of young people through citizenship education implemented in schools. The method employed is a Systematic Literature Review (SLR) following the PRISMA protocol to ensure transparency and accuracy in the literature selection process. The search was conducted through the Scopus database, resulting in 42 selected articles that were analyzed using VOSviewer to map key themes and conceptual relationships. The findings show that digital ethics is a crucial component of digital citizenship, contributing to the prevention of deviant behaviors such as cyberbullying, hate speech, and the dissemination of fake news. Furthermore, digital ethics fosters critical thinking, empathy, and social responsibility among students in digital environments. This study contributes by proposing a conceptual framework that highlights the importance of synergy between digital ethics and school-based citizenship education to develop a generation that is intelligent, critical, and ethical both online and offline.

Abstract

Administrative appeals as an administrative effort by State Civil Apparatus (ASN) employees who are dissatisfied with the decision to dismiss employees are questioned as to their usefulness in providing legal protection to civil apparatus. This study aims to reveal the construction of an administrative appeal format for the decision to dismiss or terminate the employment of State Civil Apparatus employees that provides more legal protection for ASN employees. Administrative appeals are not merely additional formal requirements before a dispute is examined by a state administrative court but it is truly substantive in its testing and its decision is fully respected. This study is a normative-empirical study that begins with a normative analysis of primary, secondary, and tertiary legal materials based on a conceptual approach and statutory regulations. Then, It uses a sociological approach to obtain primary data through observation and data collection from informants. The desired result is to provide a prescription for the ideal formulation of legal protection for ASN employees through administrative appeals. The results of the study indicate that in order for administrative appeals to truly provide protection for ASN employees from arbitrary actions by officials, several improvements are needed, namely increasing the composition of BPASN members, examining disputes from a material perspective rather than just a formal examination, clarifying the procedural rules so that ASN employees feel transparent about the resolution and ensuring that administrative decision is complied with and implemented.

Abstract

The concept of the integralistic state in Indonesia emerged as an effort to decolonize the political system that once separated individuals from the state. Jean-Jacques Rousseau’s notion of the general will likewise emphasizes the essential unity between the state and society in pursuing the common good. This study aims to analyze and compare the Indonesian concept of an integralistic state with Rousseau’s perspective on the general will through a literature-based and philosophical approach. The findings indicate that both frameworks seek to establish harmony between society and the state, yet they differ philosophically. The Indonesian concept is rooted in the communal values of gotong royong and Pancasila, whereas Rousseau’s thought is grounded in individualism directed toward the common interest. The contribution of this study lies in enriching philosophical discourse on the state and society relationship, offering insights relevant to strengthening Indonesia’s national identity in the contemporary era.

Abstract

This study aims to analyze the relationship between the presidential threshold in Indonesia’s presidential system and the effectiveness of the House of Representatives (DPR) in carrying out its oversight function over government policies. The implementation of the presidential threshold, which was intended to strengthen political support for the elected president, has created a practical problem when non-supporting parties tend to join the ruling coalition after the election. This condition weakens the DPR’s oversight function, as the dominance of political compromise reduces the presence of effective opposition in parliament. This research employs a normative legal method using both statutory and conceptual approaches. The primary legal materials consist of constitutional and statutory provisions regulating the presidential system and the oversight authority of the DPR, while secondary materials include books and journal articles written by constitutional law scholars. The results indicate that political stability in a presidential system should not rely on the presidential threshold, but rather on the strength of the checks and balances mechanism between the executive and legislative branches. The Constitutional Court Decision No. 62/PUU-XXII/2024, which declared the presidential threshold unconstitutional, represents an important turning point to reinforce democratic representation and restore the DPR’s oversight function to be more independent, transparent, and accountable.

Abstract

Violence still occurs in the education sector, as well as in Islamic boarding schools. Violence can occur due to a lack of knowledge among students, guardians, and administrators. In contrast, one of the determinants of efforts to eliminate violence in Islamic boarding schools is the policy within the Islamic boarding school environment. One of the spearheads of violence that appears in the Islamic boarding school environment is the parenting pattern in the relationship between the Islamic boarding school and students. This activity aims to identify knowledge about violence and Islamic boarding school policies in preventing violence, with the specific objective of being the initial step in compiling patterns of Islamic boarding school policies. Data collection, based on Focus Group Discussion (FGD) activities, involved 20 students, administrators, parents of students, and caretakers of an Islamic boarding school. The FGD produced patterns of violence and agreement in forming efforts to harmonize various parties in activities at Islamic boarding schools. This activity resulted in increased knowledge about violence and prevention efforts, as well as a commitment from administrators and caretakers to compile humanist Islamic boarding school care management patterns in accordance with the characteristics of Islamic boarding schools and other relevant government policies.

Abstract

This study aims to analyze the representation of women as members of Bawaslu throughout Kalimantan using Dahlerup's critical mass theory and Anne Phillips' perspective of political representation. The method used is a mixed-methods approach, namely, quantitative statistical analysis of the proportion of female members in each district/city, as well as a qualitative study of structural and cultural factors that affect women's participation. The results of the study show that the majority of regions in Kalimantan have not reached the critical mass threshold of 30% female representation, and six regions have nonfemales members at all. The main obstacles found include a recruitment process that is gender-neutral but not responsive to women's needs, a lack of institutional support, and the dominance of patriarchal norms. Analysis with Phillips' theory confirms that the numerical presence of women does not guarantee substantive advocacy of gender issues without the support of an inclusive political environment. The scientific contributions of this study include: (1) the latest and comprehensive mapping of the level of women's representation as election supervisors in Kalimantan; (2) the integration of critical mass theory and representational politics to analyze the relationship between numerical presence and substantive advocacy; (3) an adaptive civic education intervention model to improve women's political literacy and self-confidence; and (4) data-driven affirmative policy recommendations to strengthen democratic integrity and political inclusivity in Indonesia. This study recommends strengthening gender quota enforcement, reforming recruitment mechanisms, expanding women’s civic education, and implementing data-driven monitoring to promote meaningful women’s representation in election oversight in Kalimantan.
