Abstract

Local Government expenditure is budgeting for all government needs and activities and managed under the authority of provinces, regencies, and municipalities through their respective regional heads. Well-targeted Local Government expenditure optimization has a significant impact on the regional economy. This research aims to determine poverty reduction in regencies/municipalities in South Sumatra Province, Indonesia, by examining the variable’s impact of social assistance expenditure, capital expenditure, and local revenue on poverty. The data used are primary and secondary data obtained from 15 regencies/municipalities in South Sumatra Province during the 2010-2018 periods. The analysis technique uses in this research were Poverty Mapping with Klassen Typology and Multiple Linear Regression (MLR). Using the Klassen typology for poverty mapping in South Sumatra Province obtained four regional classifications (quadrant) based on poverty and economic growth: quadrant I (developed and fast-growing region), quadrant II (developed but depressed region), quadrant III (developing region), and quadrant IV (less developed region). The Klassen typology classification results: quadrant I include Palembang City, quadrant II includes Musi Banyuasin Regency, Muara Enim Regency, Ogan Komering Ilir Regency, and Banyuasin Regency. Quadrant III includes Ogan Komering Ulu Regency, Prabumulih City, and Lubuk Linggau City. Also, quadrant IV includes Lahat Regency, Musi Rawas Regency, Ogan Ilir Regency, Ogan Komering Ulu Timur Regency, Ogan Komering Ulu Selatan Regency, Empat Lawang Regency, and Pagar Alam City. The t-test regression results showed that Social assistance expenditure and local revenue affect poverty reduction, while capital expenditure does not significantly affect poverty reduction. The F-test regression results showed that poverty reduction was affected simultaneously by social assistance expenditure, capital expenditure, and local revenue. Policies in social assistance expenditure and capital expenditure were not well-targeted. The policies expected to reduce poverty are to provide well-targeted social assistance expenditure and capital expenditure.

Abstract

The state is obliged to strive for the realization of justice for traditional fishing communities. Traditional communities are fishing communities whose traditional rights are still recognized in carrying out fishing activities or other legal activities in certain areas located in archipelagic waters following the international law of the sea. Coastal space areas and small islands that indigenous/traditional communities have managed from the obligation to have location permits and management take national interests and laws and regulations into account. Article 26 A of the Republic of Indonesia Number 1 of 2014 makes it easy for outsiders to control small islands that regulate the use of small islands and surrounding coasts through investment forms based on a ministerial permit that must prioritize the national interest. Positive law must protect traditional fishing communities and indigenous peoples. This research aims to analyze the regulation of fishermen’s protection from deprivation of their rights in earning a living and livelihood. The research method used is normative research, meaning the implementation of legal provisions in the form of legislation in activities for certain legal events in the community, especially the fishing community. Normative research refers to and examines laws and regulations related to the research being conducted. The research locations cover coastal areas throughout Indonesia, especially Banda Aceh, Padang, Jakarta, Semarang, Surabaya, Manado, Kupang, Ternate, and Mataram. The state can provide knowledge, guidance, and protection for fishermen from various actions of deprivation of their rights to earn a living and protection such as piracy, the practice of fishing theft, abuse of trawling, transshipment activities, threats, and violence by foreign parties to Indonesian fishers. The central government and local governments are obliged to provide facilities for guaranteeing fishing areas or fishing coverage areas that are safe and do not overlap with other fields.

Abstract

This research analyzes international refugees’ presence in Indonesia, which gives local challenges for the Indonesian subnational Government as a transit location. This research uses a paradiplomacy perspective to analyze the West Jakarta Government’s response to the foreign refugees in its territory. West Jakarta is one of the Administrative Cities in the Special Capital Region of Jakarta. This research uses a qualitative research method. The research data sources were collected and analyzed from literature studies, current news, and socio-political theories. This research found that West Jakarta Government’s paradiplomacy occurs due to differences in regulations applies. Moreover, this process can be parallel alongside the Central Government (Indonesian Government) in handling refugees in their territory following a local-regional wisdom approach. The West Jakarta Government’s paradiplomacy carried out by coordinating the distribution of aid to refugees, working with stakeholders in handling international and national refugee issues, and managing refugee handling policies in transit locations where refugees live, especially in Kalideres, West Jakarta, Indonesia. These handling efforts aim to prevent horizontal conflicts between refugees and local people and achieve subnational interests in the form of support materially, financially, and politically.

Abstract

This research aims to analyze women’s participation in tourism activities in the Outer Baduy tribe, according to the tourism components consisting of attraction, amenity, accessibility, and ancillary (supporting factors). This research uses a qualitative research method, in which data collected through interviews, observations, and documentation. This research involved 18 informants from several stakeholders, such as the tourism awareness group, handicraft producers, homestay and restaurant owners, government officers, and tourists who have visited the destination. Informants’ selection uses a purposive sampling technique. According to the tourism components, the research results show women’s participation in tourism activities in the Outer Baduy tribe, only two of four tourism components: attraction and amenity. In the attraction component, women possess more or less the same level of participation as men. However, in the amenity component, women may have a higher level of participation than men may. In the accessibility and ancillary (supporting factors) components, only men participation existed. The limited level of women’s participation is rooted deep and taken for granted in their culture. The women themselves do not dispute inequality and disparity because they consider their role as women in the domestic sector and not in the public sector.

Abstract

With the times, nothing is impossible with internet technology. One of the advantages of the internet is that it allows for developing it to support creativity and openness to the public, especially ICT-based governance or smart governance, by implementing digital signature, both in public services implementation and in correspondence and other documents. Most of the previous digital signature studies were limited to technical research on digital signature' patterns and design. This study aims to describe digital signature implementation as a new smart governance model. This study uses a qualitative research method and data sources consisting of reference data from various previous studies and data sourced from national online media news. Based on the analysis results using NVivo 12 Plus software, digital signature implementation is needed to anticipate cybercrime threats in effective, efficient, and accountable public services implementation as a new smart governance model.

Abstract

This research discusses the social practices carried out by Griya Schizofren to address individuals with mental illness who are often disadvantaged due to the negative stigma of their illness. This research uses a phenomenological approach. Data were collected from observations, interviews, and documentation. The results show that Griya Schizofren, to reduce the stigma against individuals with mental illness, established social, economic, cultural, and symbolic relations with those who lived in Griya PMI Peduli (Indonesian Red Cross) Surakarta through voluntary activities for individuals with mental illness. Social welfare activities in individuals with mental illness had shifted to business activity that opened a new field. The habitus of individuals with mental illness positively developed. Griya Schizofren restructured individuals with mental illness in a new layer of the community by promoting it as a society that can work within its limitations and produce products demanded by the community in the form of wedding souvenirs. Field of Griya PMI Peduli became a more humane environment as the shelter for abandoned individuals with mental illness. It also proved that total institution is no longer a frightening but collaborative field for capital exchange. Hence, using the theory of Piere Bourdieu, this research can answer how the stigma can be unfolded through works and capital exchange.

Abstract

Traditional farming communities are synonymous with subsistence culture, whereas modern society is a commercial economy. Economic action in sociology is called social action, which has different motives and orientations depending on the actor concerned. This research aims to analyze the socio-economic actions of farming communities in Kalampadu Village, Muara Kuang Sub-district, Ogan Ilir Regency, South Sumatra Province. This research uses a qualitative method. Informants in this research are rainfed rice farmers and stakeholders in Kalampadu Village and collect data using observation techniques, in-depth interviews, and documentation. The results showed that farmer actors in the village of Kalampadu carried out a dualism of economic action, both subsistence economics and commercial economics. Weber’s social action is not practiced partially. Some of these concepts of social action can be used simultaneously or separately. There are three models of social action in the socio-economic behavior of farmers, namely traditional social action (subsistence economy), traditional social action of rational instrumental integration (secondary subsistence economy), and rational social action (commercial economy).

Abstract

One essential thing is examining labor welfare aspects, especially for young workers with a long future journey. During difficulties and limitations in finding work, youth with social capital and experience in the field try to become construction laborers. Their transition did not appear to be as smooth as one might imagine, even though they entered jobs that required “muscle” or physical. This study uses qualitative methods using observation and in-depth interviews with informants in the field. While searching for data, several young people explained their transition process in their dreams of achieving better welfare than today. The fluctuating transitional phase does not seem to reach their ideas to work and their dream phase. The risk of global employment in the context of their future as laborers swaying around will encourage them to get a better life.

Abstract

This research aims to determine the level of information literacy, internet utilization as a source of information literacy, and internet utilization to increase student reading interest at Institut Keguruan dan Ilmu Pengetahuan Siliwangi (IKIP Siliwangi). This research uses qualitatif descriptive method. Data were collected using questionnaires, interviews, and documentation studies. Selection of research subjects using the snowball sampling technique. This research's subjects consisted of 23 students related to literacy, 16 students related to information literacy, 18 students related to the results of internet utilization in increasing students' reading interest, and 1 lecturer of Community Education at IKIP Siliwangi. The results showed that students 'understanding of information seeking and information selection was still low compared to students' understanding of information dissemination. Students are still not optimal in using information literacy. Only a few students understand information literacy, how to use information literacy, and select information. Students understand the use of the internet and use it only for social media activities, but low in utilizing the internet as a learning source. Also, the results of the study indicated that students' reading interest was low. Students choose to use the internet instead of reading books. Students do not feel the need to come to the library to find books that match what they need to learn. Therefore, students have to understand the concept of information literacy and take advantage of various applications that support learning.

Abstract

This study aims to analyze the opportunities and challenges of Merdeka Belajar as a national education program for high school teachers nationally. Teachers’ problem in implementing Merdeka Belajar (Freedom of Learning) curriculum lacks understanding of the procedures. This happened because there was no structural explanation regarding the differences between the curriculum they had been running so far and Merdeka Belajar curriculum. Many problems arise when implementing the curriculum that the education they have been running has made students dependent. In this context, this study questions how high school sociology teachers’ opportunities and challenges in facing Merdeka Belajar curriculum in the fourth industrial revolution (industry 4.0)? This study aims to identify problems and strategies for teachers in facing the new paradigm of Merdeka Belajar. This study’s analysis is based on theories such as those from Neill, Rogers, Freire, Boal, Giroux, and Knowles to critically analyze the pedagogical paradigm of national education that teachers have used. This study uses Knowles’s theory of andragogy to explore the notion of Merdeka Belajar. This study’s qualitative research method includes observation of the teacher-student relationship and interviews with several high school teachers in Karanganyar, Central Java. Besides, document studies related to Merdeka Belajar program are also used to understand the policy context. This study found that teachers did not realize that they had been using a pedagogical paradigm (education for children) for high school-level children who had grown up. When they switched to Merdeka Belajar curriculum, they also did not know that the paradigm they should be using is andragogy (education for adults). In this situation, they improvised as best they could to implement Merdeka Belajar. The teachers only carry out orders from the school. However, the school is still trying to understand how it works based on structural orders without clarity. Students’ dependence on teachers has become the cause of teachers’ difficulty to move out of the pedagogical paradigm into andragogy. In this situation, the teachers tried to do their best to implement Merdeka Belajar program during the Covid-19 pandemic. Teachers and schools must also face all infrastructural barriers and socioeconomic conditions with limited online learning access.
