Abstract

The Indonesian Language Program for Foreign Speakers (BIPA) is increasingly in demand among international students studying Indonesian. This study aims to investigate the cultural and social changes experienced by these students by focusing on the influence of Javanese culture. The study employed a descriptive qualitative ethnographic approach and was conducted in Central Java, East Java, and Yogyakarta. Data were collected from documents and informants. The results indicate that Javanese culture influences the cultural and social changes of foreign students in Indonesia, as they become more enthusiastic and active. In addition, their internal and external adaptation helps them better understand the Indonesian language and culture.

Abstract

This article presents insights into the commodification that constructs identity. The researcher focuses on mothers who have become micro-celebrities on social media. While maternal identity was previously confined to private or domestic spaces, mothers now appear as content creators. This reflects a process of commodification that transforms maternal experiences into commercial value. The commodification process of mothers involves identity reconstruction that integrates maternal values with the business dynamics of the digital era. The resulting content not only builds emotional closeness with the audience but also shapes a new paradigm in the social representation of mothers. Using a qualitative approach, this study explores how social media commodification shapes the dynamics of cultural norms, national identity, and traditional values. The result reveals that motherhood identity has undergone negotiation among mothers, the social environment, and the social media market to reach a mutually beneficial meeting point. The results also open the door to critical discussion of the impact of technology on the construction of identity and traditional values. It also provides in-depth insights into identity shifts amidst the flow of digitalization. Thus, this article contributes to an interdisciplinary understanding of the commodification and identity of mothers in social media spaces.

Abstract

This study aims to uncover the symbolic meaning of Kawali, a traditional Bugis weapon, as a social mechanism and instrument for character formation in the South Sulawesi cultural system. Using a qualitative-ethnographic approach, this study was conducted over 9 months in the Bone and Luwu Regencies, involving 15 informants. Data were collected through observation, interviews, and documentation studies of lontara manuscripts and ritual practices. Then, they were analyzed thematically using Antonio Gramsci's cultural hegemony theory framework and Clifford Geertz's symbolic anthropology. The results show that Kawali is not merely a physical artefact but also a social symbol rich in traditional values, norms, and the Bugis' philosophy of life. Through pamor motifs, colors, and inheritance rituals, Kawali functions as a medium for communicating the values of siri’ (honor), pangaderreng (customary ethics), social responsibility, and loyalty to tradition. The symbolism of Kawali shows how Bugis cultural hegemony is exercised through moral consensus and aesthetic practices, rather than through coercion. In a modern context, Kawali is also reinterpreted as a symbol of identity and resistance to cultural homogenization. These findings confirm that traditional Kawali artifacts have contemporary relevance in character education, cultural preservation, and the formation of national identity. As living symbols, Kawali unites art, faith, and ethics in a single, evolving system of meaning.

Abstract

In an organization, individual performance greatly influences organizational performance through activities driven by individuals or groups working together, who play an active role in producing strong organizational outcomes. The success of an organization in achieving its established goals depends largely on the extent to which leadership is effectively exercised. One aspect leaders must pay attention to in improving employee performance is employees’ level of creative self-efficacy. Companies operating in the courier services, logistics, and financial transactions sectors are transforming in terms of business processes, human resources, subsidiary strengthening, and product development. However, they also face very intense competition from similar companies such as JNE, J&T, Tiki, SiCepat, and Ninja Express. This study aims to analyze and determine the effect of transformational leadership on employee performance through creative self-efficacy in companies within the courier services, logistics, and financial transactions sectors in Indonesia. The research employs descriptive and verification methods, using SmartPLS 3.3.3 as the analytical tool and collecting data through questionnaires. The sampling method applied is convenience sampling. The results and conclusions of this study indicate that transformational leadership has a positive and significant effect on employee performance. Transformational leadership also has a positive and significant effect on creative self-efficacy. Furthermore, creative self-efficacy positively and significantly affects employee performance. Finally, transformational leadership has a significant indirect effect on employee performance through creative self-efficacy.

Abstract

This study examines the declining salience of identity politics in local electoral competition by analyzing the victory of an ethnic Chinese candidate in the 2024 East Belitung regional election. Drawing on a quantitative survey of 400 respondents, the research investigates how ethnic identity, social capital, and incumbent performance interact in shaping voter behavior within a multi-ethnic and predominantly Muslim society. Contrary to dominant explanations that emphasize ethnic identity as the primary determinant of electoral outcomes, the findings demonstrate that strong social capital—reflected in high levels of interethnic trust and tolerance—combined with negative evaluations of incumbent performance significantly weakened the role of ethnic sentiment in voting decisions. The study shows that voters were more inclined to prioritize governance performance, inclusiveness, and perceived responsiveness over shared ethnic or religious identity. By integrating perspectives from political representation, voting behavior, and social capital theory, this research argues that robust social trust and poor incumbent performance can function as critical mechanisms that reduce the mobilizing power of identity politics in local democracy. The East Belitung case provides empirical evidence that minority candidates can successfully overcome primordial barriers when institutional performance and social cohesion outweigh identity-based appeals.

Abstract

Judicial integrity constitutes a fundamental pillar of the rule of law and democratic governance. In Indonesia’s post-1998 reform era, the establishment of the Judicial Commission (Komisi Yudisial) was intended to strengthen external oversight of judicial conduct and enhance public trust in the judiciary. However, the effectiveness of this institution has been significantly constrained by Constitutional Court Decision No. 005/PUU-IV/2006, which limited the Commission’s authority in supervising judges, particularly those within the Supreme Court. This article examines how these constitutional limitations affect the effectiveness of judicial oversight and the broader framework of judicial accountability in Indonesia. The study employs a normative juridical method, focusing on the analysis of constitutional provisions, statutory regulations, and judicial decisions governing the authority of the Judicial Commission. Legal doctrines on the hierarchy of norms and the theory of separation of powers are used to evaluate the consistency of existing regulations with the constitutional mandate under Article 24B of the 1945 Constitution. The findings indicate that the Constitutional Court’s interpretation has fragmented the judicial oversight system, weakened external accountability, and created structural imbalances within the system of checks and balances. To address these challenges, the article proposes constitutional and institutional reforms aimed at strengthening the Judicial Commission’s authority, enhancing transparency, and restoring public confidence in the judiciary. Such reforms are essential to ensure that judicial independence is accompanied by effective mechanisms of accountability.

Abstract

The institutional transformation from Baperlitbang to the Regional Research and Innovation Agency (BRIDA) in Klungkung Regency aims to accelerate the regional innovation ecosystem to enhance national competitiveness through the Innovative Government Award (IGA). Despite dominating at the regional level in Bali, Klungkung faces challenges in breaking into the national top ten. This study aims to analyze BRIDA's management strategy in optimizing regional innovation and identify obstacles in accommodating innovation potential from the apparatus competence development path. Using a descriptive qualitative method, data were collected through in-depth interviews, participatory observation at the Innovation E-Clinic, and documentation studies. The results show that the reward strategy through "Nayaka Praja Pratibha" and technical assistance through "Innovation E-Clinic" have successfully increased the quantity of innovations. However, a "latent innovation" phenomenon was found in the form of hundreds of change projects and CPNS basic training results that have not been integrated into national reporting due to a disconnection between BRIDA and BKPSDM. This study recommends the need to integrate talent management with the regional innovation information system through cross-sectoral collaboration to minimize the leakage of regional innovation asset potential.

Abstract

Data sovereignty has become an increasingly strategic issue in the digital era, as data now constitutes a critical asset shaping national security, economic competitiveness, and governance capacity. In response to growing concerns over fragmented data governance and recurring data breaches, the Indonesian government initiated the development of the National Data Center (Pusat Data Nasional/PDN) as a key infrastructure for strengthening national data sovereignty. This study examines the extent to which political will supports the realization of data sovereignty through the PDN development policy. Using a qualitative descriptive approach, this research analyzes policy documents, regulatory frameworks, and secondary data related to Indonesia’s data governance initiatives. The analytical framework is based on Brinkerhoff’s concept of political will, which identifies seven key components: government initiative, policy selection, stakeholder mobilization, public commitment and resource allocation, credible sanctions, sustainability of efforts, and learning and adaptation. The findings reveal that Indonesia’s political commitment toward data sovereignty remains partial and uneven. While several components of political will, such as government initiative, policy formulation, stakeholder mobilization, resource allocation, and continuity of policy efforts, have begun to emerge, other crucial elements, particularly credible sanctions and institutional learning mechanisms, remain underdeveloped. The absence of comprehensive implementing regulations under the Personal Data Protection Law and the delayed establishment of an independent data protection authority further weaken the institutional foundation for national data sovereignty. This study argues that strengthening political will is essential to accelerate the implementation of the National Data Center and to build an integrated national data governance system. Without stronger regulatory commitment and institutional coordination, Indonesia risks lagging behind other countries in securing digital sovereignty and protecting strategic national data in the evolving global digital economy.
