Abstract

This study examines the implementation of good governance in public services within the trade sector at the Investment and One-Stop Integrated Service Agency (DPMPTSP) of Tanjungpinang City. Identified issues include technical constraints with the OSS-RBA system, discrepancies in permit processing times, limited human resources, and a lack of understanding among business actors regarding online licensing procedures and the importance of business legality. The study aims to analyze the implementation of good governance in trade sector public services at DPMPTSP Tanjungpinang City, utilizing good governance principles such as accountability, transparency, participation, effectiveness and efficiency, and the rule of law. A descriptive qualitative research design with a case study approach was employed. Data were collected through interviews and documentation. The research findings indicate that the implementation of good governance in trade sector licensing services is not yet fully optimal. Persistent obstacles include OSS system disruptions, limited human resources, insufficient public outreach, and low public understanding of licensing procedures. Therefore, improvements in service quality and public outreach, along with the strengthening of human resources, are necessary to ensure the principles of good governance are implemented more effectively.

Abstract

The increasing number of elderly people in Bintan Regency has encouraged the Bintan Regency Government to implement the Direct Cash Assistance (BLT) Program for the Elderly, funded by the Regional Budget (APBD). In North Bintan District, there are 2,080 elderly people, but only 772 people (37%) received assistance, so the program's implementation needs to be reviewed. This study aims to analyze the implementation of the BLT Program for the Elderly in North Bintan District and identify supporting and inhibiting factors. The study used a qualitative method with a descriptive approach through in-depth interviews with 15 informants. The results show that the implementation of the BLT Program for the Elderly based on the six Van Meter and Van Horn indicators has been running quite well, but has not been optimal due to constraints in data updating, limited resources, and information delivery. Supporting factors include coordination between implementers, utilization of SIKS-NG and DTKS, and commitment of the apparatus. Therefore, regular data updates, increased coordination, capacity of assistants, and information delivery are needed to make the program more optimal, on target, and sustainable.

Abstract

This study aims to analyze the implementation of the Family Hope Program (PKH) and Non-Cash Food Assistance (BPNT) in Bakung Serumpun District, Lingga Regency in 2025 and identify factors influencing their implementation. Thestudyused a descriptive method with a qualitative approach and George C. Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. Data were obtained through interviews and documentation. The results indicate that program implementation has been running quite well, but not optimally. Obstacles encountered include limited human resources, the unavailability of permanent social assistants, suboptimal beneficiary data updates, and inter-agency coordination that still needs to be strengthened. Nevertheless, communication between implementers, apparatus commitment, and program implementation based on technical instructions have supported the implementation of social assistance. Therefore, strengthening coordination, increasing human resource capacity, and regular data updates are needed to ensure more effective, transparent, and targeted aid distribution.

Abstract

The Tanjungpinang City DPMPTSP has implemented an Online Single Submission (OSS)-based licensing policy as an effort to support paperless licensing services. This study aims to determine the effectiveness of this policy. The problem in this study is the continued use of physical documents despite the OSS implementation, thus the paperless concept has not yet been fully realized. This study uses a descriptive method with a qualitative approach. Data were collected through interviews and documentation. The results show that the OSS has transformed the licensing service process into a digital system, but it has not yet fully supported paperlessness because the public still requires assistance from officers and physical documents. The OSS system has reached the public and business actors, but its utilization is not evenly distributed due to the limited ability of the public to use the system independently. The level of public satisfaction is also not fully optimal. In terms of input, the DPMPTSP has adequate human resources and facilities and infrastructure, but the service output is not optimal because the public still needs assistance. Overall, the Online Single Submission (OSS)-based licensing policy in supporting paperless at the Tanjungpinang City Department of Public Works and Public Housing (DPMPTSP) has not been implemented effectively.

Abstract

Artikel ini membahas proses penyidikan terhadap pelaku tindak pidana perjudian online yang semakin marak di kalangan masyarakat mulai dari remaja hingga orang dewasa, yang walaupun telah ada Undang-undang yang mengatur tentang larangan perjudian online, juga telah ada kerjasama dengan Tim Cyber KOMINFO di tingkat MABES namun, aparat kepolisian masih kesulitan dalam menangkap para pelaku. Tujuan penelitian menganalisis proses penyidikan yang disebabkan oleh permasalahan perjudian online yang menjadi masalah serius dan negatif di masyarakat. Metode penelitian yang digunakan adalah metode penelitian hukum empiris dengan jenis data yang diperoleh yaitu wawancara, observasi dan studi dokumen. Hasil penelitian menunjukkan bahwa proses penyidikan terhadap pelaku tindak pidana perjudian online pada wilayah hukum Polresta P.Ambon dan P.P Lease belum efektif karena di Polresta P.Ambon dan P.P Lease masih terkendala dalam penyelidikan ITE. Karena melihat perjudian online di masyarakat semakin banyak sehingga membutuhkan penyelidikan lebih lanjut yang di mulai dari Laporan Informasi. Adapun faktor yang mempengaruhi proses penyidikan terhadap pelaku tindak pidana perjudian online pada wilayah hukum Polresta P.Ambon dan P.P Lease antara lain faktor Sumber daya manusia dan faktor Masyarakat.

Abstract

The expansion of nickel processing in Indonesia has resulted in the generation of large quantities of nickel slag. A legal issue arose when Government Regulation No. 22 of 2021 classified nickel slag as non-hazardous and non-toxic waste (non-B3) under code N102. Questions have been raised as to whether this classification alters or eliminates the civil liability of slag producers in the event of subsequent environmental pollution or damage. This study aims to analyze the civil liability framework for nickel slag producers following this change in status and to formulate a reconstructed liability model that upholds the "polluter pays" principle and ensures environmental protection. The study employs a normative-juridical method utilizing statutory, conceptual, and comparative approaches. Legal materials were gathered from legislation, court rulings, books, journal articles, and official government and corporate documents. The findings indicate that reclassifying nickel slag as non-B3 waste cannot be interpreted as absolving producers of all civil liability. Liability reconstruction should focus on a concept that transcends waste classification, instead accounting for the potential risks associated with the production, storage, utilization, and transfer of nickel slag
