Abstract

Traffic safety and orderliness are crucial aspects of establishing a safe, comfortable, and orderly transportation system, particularly in rural areas with limited traffic infrastructure. One measure to enhance road user safety is the use of road delineators devices that provide visual guidance to drivers, especially along road sections featuring curves, intersections, or conditions associated with a relatively high risk of accidents. This study aims to analyze the use of road delineators in supporting traffic safety and orderliness in Pasar Ngalam Village. The findings indicate that the installation of road delineators yields significant benefits by improving the visibility of road boundaries, helping drivers recognize the road's direction and conditions, reducing the potential for accidents, and fostering greater community awareness regarding orderly driving.

Abstract

This research examines the legal issues concerning the legal position of certified freehold land that is subsequently proven to overlap with state land, as well as the legal protection for certificate holders who have complied with correct legal procedures. This issue is significant given the increasing number of overlapping cases causing legal uncertainty and public losses. This research employs a normative juridical method with statutory, conceptual, and case study approaches. The findings indicate that the legal position of certified freehold land overlapping with state land is weak as it contains fundamental substantive defects contradicting Article 2 paragraph (1) of the Basic Agrarian Law (UUPA). Based on Article 32 of Government Regulation No. 24 of 1997, the evidentiary power of certificates is strong but not absolute, thus revocable if physical or juridical data is incorrect. Legal protection for good faith certificate holders can be provided through preventive and repressive mechanisms, including priority rights, compensation rights, and rights to obtain other rights. This research recommends harmonization of legislation, strengthening the land registration system, establishing a clear compensation mechanism, and firm eradication of land mafia.

Abstract

Disparities in community attendance at Posyandu health services remain a challenge in community-based health care delivery, including at Posyandu Nusa Indah 22, Kabil Village, Batam City. This study aims to analyze the practice of co-production in the Posyandu program and to identify cadres' contributions in reducing visitation disparities. This research uses a descriptive qualitative approach through the analysis of seven dimensions of co-production, namely actor, reasons, inputs, outputs, phase, means, and context. Data were obtained through interviews, observation, and documentation involving health workers, Posyandu cadres, and community members. The findings show that co-production operates through the involvement of three key actors, namely the government or Puskesmas, cadres, and the community, with cadres playing a central bridging role in mobilizing community participation while supporting health program delivery. Supporting factors include cadres' commitment, Puskesmas support, free services, effective communication, a culture of mutual cooperation, and the implementation of Primary Care Integration (ILP). However, co-production has not run optimally, as community involvement remains concentrated in the implementation stage while participation in planning and evaluation is still limited, constrained by work obligations and low awareness of routine health check-ups. Strengthening health education, cadre capacity, and cross-actor coordination is therefore needed for co-production to run more inclusively and sustainably.

Abstract

This study analyzes the planning governance of the Elderly Social Assistance Program by BAPPEDA of Batam City as part of poverty alleviation efforts, focusing on coordination between BAPPEDA and the Social Affairs Office and on supporting and inhibiting factors. A qualitative case study approach was employed. Data were collected through interviews with five informants from BAPPEDA and the Social Affairs Office and through documentation of the RPJMD, RKPD, Renstra, Renja, the National Single Socioeconomic Data (DTSEN), and related planning documents. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña and the Collaborative Governance framework of Ansell and Gash. The findings show that program planning is embedded in a structured local development planning mechanism. BAPPEDA acts as a planning coordinator and facilitator, while the Social Affairs Office performs technical functions. DTSEN, periodic verification, coordination forums, cascading of planning documents, and SIPD-RI support the planning process. Starting conditions, facilitative leadership, institutional design, face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes are visible, although the process is predominantly government-to-government coordination. Supporting factors include government commitment, inter-agency coordination, DTSEN, regulations, and information technology, while inhibiting factors include changing beneficiary data, population mobility, fiscal constraints, and administrative difficulties.

Abstract

This study aims to analyze the effect of the Sinergi Imigrasi Antar Pulau (SILAU) service innovation on employee satisfaction through working conditions at the Class II TPI Immigration Office of Tanjung Balai Karimun. This study employed a quantitative approach with 37 employees as the sample using a saturated sampling technique. Data were collected through questionnaires and analyzed using IBM SPSS Statistics 25 with Hayes PROCESS Macro Model 4 and 5,000 bootstrap samples. The results showed that SILAU service innovation had a positive and significant effect on working conditions. Working conditions also had a positive and significant effect on employee satisfaction. However, SILAU service innovation did not have a significant direct effect on employee satisfaction. The mediation test showed that working conditions mediated the effect of SILAU service innovation on employee satisfaction, with an indirect effect of 0.971 and a confidence interval ranging from 0.612 to 1.371. These findings indicate that increased employee satisfaction through SILAU occurs when the innovation is accompanied by supportive working conditions.

Abstract

This study aims to analyze the responsibility of the Anambas Islands Regency Government in providing sea transportation for junior high school students traveling between islands in West Jemaja District. The study is motivated by the geographical characteristics of the archipelagic region, where students continue to depend on community-owned boats due to the absence of government-provided school transportation. A qualitative descriptive method was employed using Helbert J. Spiro's theory of government responsibility, which includes the dimensions of obligation, accountability, and cause. Data were collected through observation, interviews, and documentation involving the Education Office, school principal, parents, and boat operators. The findings reveal that the government has not yet provided a dedicated sea transportation fleet for students. However, it has partially fulfilled its responsibility through budget support, cooperation with local boat owners, service supervision, and the provision of safety equipment. Nevertheless, the continuity of transportation services still depends on community-owned boats. Therefore, stronger government commitment is required to establish safe, effective, and sustainable sea transportation services to ensure equitable access to education in the archipelagic region.

Abstract

Illegal street racing is a traffic violation that frequently occurs, posing risks to road user safety and public order. Motor vehicle seizure is a law enforcement measure employed by the police to address this violation. This study aims to examine the implementation of motor vehicle seizures involving illegal street racers by the Law Enforcement Unit (Unit Gakkum) of the Pringsewu Resort Police (Polres Pringsewu) and to analyze the factors influencing the effectiveness of this implementation. The study employs both normative-juridical and empirical-juridical approaches, gathering data through literature reviews and interviews with the Head of the Law Enforcement Unit at Polres Pringsewu. The collected data were analyzed using a descriptive-qualitative method. The results indicate that the seizure process has been carried out in accordance with Law Number 22 of 2009 concerning Traffic and Road Transportation and the Criminal Procedure Code (KUHAP). However, the effectiveness of the seizure measures is still constrained by suboptimal criminal sanction regulations, limited personnel and storage facilities for seized items, low public legal awareness, and a persistent culture of illegal street racing among adolescents. These conditions demonstrate that the success of seizure as a law enforcement instrument requires adequate facilities, continuous supervision, and preventive measures to reduce illegal street racing violations within the jurisdiction of Polres Pringsewu.

Abstract

This study aims to analyze the implementation of the Free Health Service Program in Bintan Regency. The program provides free healthcare services for residents, particularly those not registered with BPJS Kesehatan, using their Identity Card (KTP) and Family Card (KK). The study was motivated by implementation challenges, including alleged unauthorized charges and inconsistent service procedures at several healthcare facilities. A descriptive qualitative approach was employed. Primary data were collected through interviews and observations involving the Bintan Regency Health Office, Bintan Regional General Hospital (RSUD), Kijang Community Health Center (Puskesmas), and program beneficiaries, while secondary data were obtained from regulations and supporting documents. Data were analyzed using George C. Edward III’s policy implementation framework, consisting of communication, resources, disposition, and bureaucratic structure. The findings show that the program has generally been implemented effectively, supported by coordination, adequate resources, committed implementers, and clear procedures. However, limitations in health services, shortages of medical personnel, and limited public understanding remain challenges requiring continuous improvement.

Abstract

Kelumu village Desil 1 has 84 KK/285 AK, Desil 2 has 64 KK/214 AK, Desil 3 has 53 KK/166 AK, and Desil 4 has 36 KK/88 AK. Then you can conclude that your village has a poverty rate of Desil 1 to 4 in the amount of 237 KK and 753 AK, thus it can be seen that your village has a poverty rate of 82.6% of 17.4% of the welfare rate. The problem is increasingly complex because the strategy of empowering poor people run by the village government has not been fully able to answer real challenges on the ground. The method used is qualitative decriptive. The seal in this study is the government of your elder village and the community of your elder village in 2024. Data collection techniques use observation, interview and documentation. Theories of data analysis use the theory of community empowerment planning to Bradfil (2021): program formulation, activity planning, program implementation, and evaluation. The results of this study show there is a link between the community and the village government and the activity of empowerment program in 2024, this is shown from the results of interviews and observations that empowerment in the village village is not maximal so that the village government still has to pay attention to the problem of poverty caused by low income and lack of community skills by providing employment training, business capital assistance, and opening up potential village-based employment opportunities so that the welfare of the community can increase.

Abstract

Early marriage remains a social issue in Tanjungpinang City that negatively affects children's education, health, and quality of life. Although the Child Special Protection Program has been implemented by the Department of Women's Empowerment, Child Protection, and Community Empowerment (DP3APM), early marriage rates continue to fluctuate, indicating the need to evaluate the program's implementation. This study aims to analyze the implementation of the Child Special Protection Program in reducing early marriage rates and to identify the factors influencing its implementation. The research employed a descriptive qualitative method using the policy implementation theory of Van Meter and Van Horn, which includes policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, implementers' attitudes, and social, economic, and political environments. Data were collected through interviews and documentation. The findings indicate that the program has not been implemented optimally due to the absence of specific technical guidelines, limited human and financial resources, and unsustained inter-agency coordination. Although the implementing agencies have performed their roles effectively and demonstrated strong commitment, limited public awareness of early marriage and family economic conditions that reduce parental supervision remain significant contributing factors. Therefore, strengthening regulations, enhancing resources, and improving cross-sectoral coordination are essential to increase the effectiveness of the Child Special Protection Program in reducing early marriage rates in Tanjungpinang City.
