Abstract

Setiap organisasi terus bersaing dan berkompetisi serta berproses bersama semua sumberdaya yang ada pada dirinya untuk mengembangkan dan membesarkan organisasi tersebut. Salah satu strategi pengembangan organisasi yang dilakukan adalah dengan berbasis pada kompetensi kinerja dengan harapan dapat tetap bersaing dan mengembangkan organisasinya mencapai tujuan organisasi tersebut. Dengan demikian tujuan dari penelitian ini adalah untuk mengetahui tentang bagaimana desain inovasi organisasi dalam meningkatkan pelayanan publik. Metode yang digunakan dalam penulisan artikel ini adalah literature review atau tinjauan pustaka. Hasil dari penelitian ini adalah dalam prakterknya pengembangan organisasi kompetensi dilakukan dalam rangka menanta dan memperbaiki kembal organsiasi untuk berkerja sesuai dengan harapan demi pencapaian tujuan organisasi. Abstract

Tujuan penelitian adalah untuk mengetahui Pengelolaan Potensi Wisata Kampung Buti Berbasis Masyarakat Di Kampung Buti Distrik Merauke. Untuk mendapatkan data penelitian, peneliti mewawancarai 8 orang sebagai informan. Data analisis menggunakan metode deskriptif. Penelitian ini menggunakan pendekatan kualitatif, sedangkan teknik analisa data, penulis menggunakan tiga tahap : Reduksi data, Penyajian data, dan Penarikan kesimpulan. Hasil penelitian ini adalah perencanaan dalam melakukan pengelolaan wisata kampung buti, perencanaan yang di lakukan dengan melihat potensi yang ada di pantai buti, kemudian pemerintah kampung buti melakukan rapat bersama dengan masyarakat dengan menampung seluruh masukan masukan dari masyarakat, kemudian pelaksanaan, Pemerintah Kampung Buti secara aktif melakukan pembersihan di area sekitar pantai yang telah ditetapkan sebagai destinasi wisata, selanjutnya, pengorganisasian, Komitmen dan strategi pemerintah Kampung Buti dalam mengelola wisata Pantai Buti sangat jelas. Terdapat penekanan pada pencapaian tujuan pemerintahan yang efektif, menunjukkan bahwa pengelolaan ini bukan sekadar kegiatan rutin, melainkan langkah strategis untuk mencapai visi yang lebih luas. Serta pengawasan, Hasil positif dari pengelolaan wisata pantai menunjukkan efektivitas sistem pengawasan yang dipimpin Kepala kampung dengan fleksibilitas dalam berkoordinasi.

Abstract

This study aims to analyze the implementation of e-Government in enhancing technology-based public services in Merauke Regency. The primary focus of this research is to identify the challenges and benefits derived from implementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology. The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation. The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems. Abstract

Abstract Women's representation in parliament is an important indicator in realising gender equality and inclusive democracy. To support this, Indonesia has adopted a 30% quota policy for women in legislative candidacy since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. With these steps, it is hoped that gender equality in parliament can be achieved better in the future. Keywords:, women's representation, parliament, politics, Indonesia.

Abstract

This research aims to analyze the strategies implemented by the Merauke Regency Communications and Information Service in developing internet networks to improve public services. This research uses qualitative research methods and a descriptive analysis approach. Data collection techniques are observation, interviews, and documentation, with data analysis techniques using data reduction, data presentation, and conclusion. The analysis results found that although there has been progress in developing internet networks, challenges such as limited infrastructure and access speed still need to be overcome. This research recommends that the Communications and Information Service continue to invest in infrastructure, strengthen collaboration with service providers, and improve educational programs for the community. In this way, optimization of public services can be achieved, providing significant benefits for the people of Merauke Regency. The research results show three main strategies implemented: core strategy, customer strategy, and cultural strategy. The core strategy focuses on improving network infrastructure and security, with efforts to expand network coverage in remote areas. The strategy emphasizes customer and assistance service provision. Meanwhile, the cultural strategy seeks to build pleasing cooperation between the Communications and Information Service and the community and increase digital literacy.

Abstract

E-KTP is one of the innovations in population administration services based on electronics. This study aims to analyze the application of electronic-based identity card (E-KTP) making services. The method used is a qualitative method. Data collection techniques through interviews, observations, and documentation. Meanwhile, data analysis uses: data reduction, data presentation, and conclusion drawn. Based on the results of the study, it shows that the service of making an electronic-based identity card (E-KTP) at the Merauke Regency Population and Civil Registration Office has not been maximized in its application. This can be seen from: The creativity of employees in working has been good but has not been maximized, often running out of money in making digital ID cards. The agency has not been able to protect the need for ID card blanks. The new innovation developed, namely the digital population system, is transformed into a smartphone for each individual. . The responsiveness carried out in anticipating every form of change that occurs, both in terms of policies, laws, and community demands in the service of making ID cards at the population and civil registry offices has been running well.

Abstract

This study aims to analyze the implementation of the Family Hope Program (PKH) in Sumber Rejeki Village by assessing aspects such as policy objectives and targets, resources, organizational characteristics, implementer attitudes, inter-organizational communication, as well as the economic, social, and political environment. The research method used is a qualitative approach with in-depth interviews conducted with key informants, including policy implementers, PKH assistants, and beneficiaries. The findings indicate that the PKH policy's objectives are well understood by the target community, but there are challenges related to uneven aid distribution, leading to social injustice among more vulnerable groups. The available resources, while adequate, have not been optimally utilized to reach all impoverished communities, especially those in remote areas. The characteristics of the implementing organization show good coordination, but improvements are needed in transparency and communication with the public, particularly those not registered as beneficiaries. The professional and empathetic attitude of the implementers greatly supports the program's success, although there are shortcomings in communication and outreach to the general public. The economic, social, and political environment plays a significant role in the successful implementation of PKH, with challenges such as social jealousy and local political factors affecting aid distribution. Therefore, it is recommended to enhance transparency in the data collection and aid distribution processes, strengthen the capacity of social assistants, and expand outreach efforts to ensure that the PKH program is more equitable and effective in achieving its goals.

Abstract

The Community Information Group (KIM) program is a strategic initiative by the Department of Communication and Information Technology of Merauke Regency to encourage active community participation in managing information and communication. This study aims to evaluate the effectiveness of the KIM program's implementation, covering aspects of planning, execution, and its impact on the community. The research method employed is a qualitative approach, with data collection techniques including interviews, observations, and document studies. The evaluation results indicate that the KIM program has positively contributed to improving community information literacy, particularly in rural areas. However, several challenges were identified, such as limited human resources, uneven technological infrastructure, and low community participation in certain activities. Therefore, strategic measures are needed, including enhancing the capacity of KIM members, expanding access to information technology, and optimizing synergy between local government, local communities, and other stakeholders. This study is expected to serve as a reference for developing a more effective and sustainable KIM program in the future.

Abstract

This study aims to analyze the effect of work discipline on the performance of employees at the Police Pamong Praja and Fire Department of Merauke Regency. Work discipline is considered one of the factors that is expected to enhance employee performance, especially in carrying out operational tasks that require punctuality and responsibility. This study uses a quantitative method with a simple linear regression approach to test the effect of work discipline (independent variable) on employee performance (dependent variable). The sample used in this study consists of 40 respondents, who are employees of the Police Pamong Praja and Fire Department of Merauke Regency. The results of the study show that the t-value for work discipline (X) is 8.479, which is greater than the t-table value of 2.026. In addition, the significance value for work discipline (X) is 0.000, which is smaller than the probability value of 0.005. Therefore, it can be concluded that H0 is rejected and H1 is accepted, meaning that there is a significant effect of work discipline on employee performance at the Police Pamong Praja and Fire Department of Merauke Regency. These findings indicate that the better the work discipline of employees, the higher the performance produced. This study provides important contributions in understanding how work discipline can play a role in improving employee performance in government institutions, particularly in the fire department sector.

Abstract

The palm oil industry plays a strategic role in Indonesia's economy, including in Merauke Regency, which is one of the developing palm oil plantation areas in Papua. However, challenges in production efficiency, environmental sustainability, and competitiveness remain obstacles in the industry's value chain. Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.
