Abstract

Child marriage is a serious social problem that requires structured regional intervention. This study aims to analyze the effectiveness of the implementation of Palu Mayor Regulation (Peraturan Walikota Palu) Number 34 of 2023 concerning the Prevention and Handling of Child Marriage, identify the supporting and inhibiting factors, and review the handling of its social impacts. This study uses a qualitative legal method with a descriptive-analytic approach, combining normative law and field research. Data were gathered through interviews with the Department of Women's Empowerment and Child Protection of Palu City and documentation from the Palu Religious High Court. The results indicate that the child marriage rate in Palu City remains fluctuating and significant, with 199 cases recorded between 2020 and 2024. While the legal substance of the regulation is comprehensive, its empirical implementation is not fully optimal. Effectiveness is constrained by limited budgetary resources, weak cross-sectoral institutional coordination, and deep-rooted cultural resistance within the community. Practically, it is recommended that the Government of Palu City strengthen policy implementation by increasing budget allocations, optimizing inter-agency collaboration frameworks, and engaging religious and community leaders to enhance public awareness.

Abstract

This study examines the effectiveness of the duties and responsibilities of court bailiffs (jurusita) at the Palu Class IA Religious Court. Using a qualitative approach with juridical-empirical methods, data were collected through interviews, observation, and documentation. The results show that jurusita at the Palu Religious Court carry out their duties in accordance with applicable procedural law, including conventional summons within the jurisdiction, summons for absent parties (ghaib), and electronic summons via the e-court system. Two legal requirements must be met for a summons to be valid: it must be official (resmi) and proper (patut). The barriers faced include limited human resources, geographic challenges, and inadequate information technology infrastructure. This study recommends strengthening jurusita capacity through training and policy improvement to support a simple, fast, and low-cost judicial process.

Abstract

Penerapan model pembelajaran Kooperatif Learning tipe Numbered Heads Together (NHT) di kelas 4 SD Negeri Krajan 01 pada mata pelajaran IPAS materi Keragaman Budaya dan Kearifan Lokal bertujuan menciptakan ekosistem belajar yang interaktif, inovatif, dan berorientasi pada peningkatan hasil belajar melalui kolaborasi tim. Prosedur diawali pemaparan materi melalui video pembelajaran untuk memantik rasa ingin tahu siswa. Siswa kemudian bekerja dalam kelompok heterogen; guru memberikan nomor kepada setiap anggota dan membagikan LKPD sebagai bahan diskusi. Setelah diskusi, guru mengacak nomor untuk memanggil perwakilan kelompok presentasi. Selanjutnya, guru mengacak nomor lain dari kelompok pendengar untuk memberikan tanggapan atau pertanyaan, dan mengacak nomor lagi dari kelompok penyaji untuk menanggapi atau menjawab pertanyaan. Teknik penilaian meliputi observasi, penilaian kinerja, dan penilaian produk dengan instrumen lembar observasi diskusi kelompok sebagai asesmen formatif, serta tes tertulis sebagai asesmen sumatif. Hasil menunjukkan perubahan positif: partisipasi dan komunikasi siswa meningkat, dan rata-rata nilai kelas naik dari 77 menjadi 80 (peningkatan 3,9%). Disimpulkan bahwa penerapan model NHT yang didukung media TIK sangat relevan untuk memenuhi kebutuhan belajar siswa kelas 4, sekaligus memperkuat literasi digital dan kemampuan kerja sama dalam memahami materi. Sebagai tindak lanjut, siswa mengubah pengetahuan menjadi aksi sosial dengan membuat poster dan infografis yang digunakan sebagai media kampanye kepada adik kelas di SD Negeri Krajan 01. Melalui kegiatan ini, siswa kelas 4 berperan sebagai agen perubahan yang mengedukasi lingkungan sekolah tentang keberagaman kearifan lokal yang ada di Indonesia.

Abstract

Exhaust emissions from motor vehicles are a leading source of air pollution in urban areas, particularly carbon monoxide (CO) and hydrocarbon (HC) produced by incomplete combustion. This study examines the performance of a catalytic converter constructed from a composite combination of brass, nickel, and activated carbon materials in mitigating CO and HC emission levels produced by a Suzuki Carry Pick Up gasoline-powered vehicle. An experimental approach was used, measuring exhaust emissions before and after catalytic converter installation at five engine speeds—idle, 1500, 2000, 2500, and 3000 rpm—with three repetitions per condition. Measurements were taken using a calibrated gas analyzer at the Cilincing Vehicle Testing Unit, Jakarta. Results demonstrated that the catalytic converter reduced average CO emissions by 48.29%, from 0.343% to 0.177%, and HC emissions by 16.67%, from 152.4 ppm to 126.7 ppm. Higher engine speeds generally yielded lower emission levels, consistent with improved combustion efficiency as the air-fuel ratio (AFR) approached the stoichiometric value of 14.7:1. A temporary increase in emissions at 2500 rpm was attributed to valve overlap and combustion chamber pressure dynamics at mid-range speeds. These results confirm that brass and nickel as catalysts combined with activated carbon as an adsorbent represent an effective and economically accessible alternative to precious metals in catalytic converter fabrication.

Abstract

This study aims to analyze the effect of Capital Intensity, Leverage, Institutional Ownership, and Profitability on tax planning proxied by the Effective Tax Rate (ETR) in Transportation and Logistics sector companies listed on the Indonesia Stock Exchange during the 2021–2024 period. This research used a quantitative method with secondary data obtained from company financial statements. Data analysis was conducted through descriptive statistics, classical assumption tests, multiple linear regression analysis, coefficient of determination, and hypothesis testing using SPSS version 27. The sample was determined using purposive sampling techniques involving 13 companies, resulting in 49 research data. The partial test results (t-test) showed that Capital Intensity, Leverage, and Institutional Ownership had no effect on tax planning. In contrast, Profitability had an effect on tax planning, indicating that the higher the company’s profitability, the greater the incentive to implement legal tax efficiency strategies in order to increase net profit. Therefore, Profitability is the main factor affecting tax planning in Transportation and Logistics sector companies during the 2021–2024 period.

Abstract

Land acquisition for the construction of the Semarang–Demak Toll Road is one of the national strategic projects that carries complex constitutional dimensions. This project not only involves legal mechanisms for land acquisition, but also directly concerns the constitutional rights of citizens as guaranteed by the 1945 Constitution of the Republic of Indonesia. This article aims to analyze the constitutional aspects of land acquisition in the development of the Semarang–Demak Toll Road and to examine its conformity with the principle of protecting citizens’ rights within the framework of a rule-of-law state. This study employs a normative legal research method with a descriptive-analytical approach through literature review of laws and regulations, policy documents, and relevant legal literature. The results of the study indicate that although the land acquisition mechanism has formally referred to Law Number 2 of 2012 and its implementing regulations, there remain several constitutional issues that require attention, including: the tension between the principle of public interest and citizens’ land rights, the effectiveness of mechanisms for fair and proper compensation, and citizens’ accessibility to objection procedures and justice. In particular, the uniqueness of this project as integrated infrastructure that also functions as a sea embankment adds complexity to its impact on citizens’ rights, especially for coastal communities. This article concludes that it is necessary to strengthen mechanisms for protecting citizens’ constitutional rights at every stage of land acquisition in order to achieve a balance between national development and the guarantee of human rights.

Abstract

This community engagement program aimed to strengthen secondary students’ entrepreneurial competence through an experiential-learning-based training that integrates an idea-analysis worksheet (positive–negative) as scaffolding and Business Model Canvas (BMC) development. The program was conducted at SMA Mujahidin Surabaya on 27 January 2023 in a single intensive session (approximately 2 hours) involving 99 students. The implementation followed Kolb’s experiential learning cycle (concrete experience, reflective observation, abstract conceptualization, and active experimentation) delivered in four stages: character and idea elicitation, worksheet completion, BMC drafting, and presentation/reflection. Evaluation was carried out through participatory observation and artifact assessment using predefined indicators for the worksheet and each BMC block; achievement was calculated as the percentage of participants meeting the indicators. Results indicate that 85% of students completed the worksheet accurately and 78.5% completed all nine BMC blocks. The main difficulties were found in the financial blocks (cost structure and revenue streams), suggesting the need for staged financial-literacy support in follow-up sessions. Overall, the approach shows promise as a practical and replicable model for entrepreneurship education at the secondary level.

Abstract

This article critically examines the da'wah legacy of the Demak Bintara Sultanate (1478–1554 CE) as a foundational point for the discourse of Islam Nusantara, particularly in addressing the debate on whether the Islamization strategy undertaken by the Walisongo and the sultans of Demak constitutes cultural separation or cultural acculturation. Employing a social-intellectual historical approach and hermeneutic analysis of primary sources, including babad manuscripts, inscriptions, and mosque architecture, this study identifies three main dimensions of Demak's da'wah legacy: the politico-religious, the socio-cultural, and the epistemological. The findings demonstrate that the Demak Sultanate's da'wah model pursued a dialectical path that neither fully separated from Hindu-Buddhist-Javanese traditions nor uncritically merged with them without Sharia-based filtering. This model formed a synthesis that later became the prototype for the formation of Islam Nusantara. The contribution of this article lies in mapping the intellectual genealogy of Demak's da'wah, which has been insufficiently elaborated in the academic framework of contemporary acculturation theory.

Abstract

This study aims to formulate business development strategies for PT Intan Internasional, a palm oil plantation consulting company experiencing declining project coverage and client numbers during 2016–2024. The research employed qualitative and quantitative approaches using interviews, observations, questionnaires, and literature studies. Strategic analysis was conducted through PESTEL, Porter’s Five Forces, VRIO, Value Chain Analysis, Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), SWOT, and Quantitative Strategic Planning Matrix (QSPM). The findings indicate that the external environment provides substantial opportunities through sustainability regulations, mandatory ISPO certification, EUDR implementation, digital transformation, Internet of Things adoption, drone utilization, and carbon trading development. However, the company also faces threats from intense competition, clients’ high bargaining power, internal research divisions of large plantation corporations, and the perception of consulting services as discretionary spending. The EFE matrix score of 3.195 demonstrates that the company has a strong capability to respond to external opportunities and threats. Therefore, PT Intan Internasional should strengthen expertise differentiation, expand sustainability and digital-based services, integrate advanced technologies, and emphasize operational efficiency and regulatory compliance to enhance long-term competitiveness in the national palm oil consulting industry. These strategies are expected to improve adaptability, client trust, market expansion, and sustainable corporate performance.

Abstract

This article analyzes the dynamics of the myth-making of Kusni Kasdut (1929–1980) through the lens of mass media framing in the 1960s–1980s in the context of postcolonial Indonesia. As a former freedom fighter turned legendary robber, Kusni occupies an ambiguous position between criminality and heroism that triggers a narrative battle between the state and the lower classes. This research uses critical discourse analysis (Fairclough, 2015) and myth-narrative analysis (Campbell, 2020; Turner, 2017). Critical discourse analysis of national and local media coverage, including Kompas and Tempo, as well as official documents and oral sources from the Gang Jangkrik community in Malang and Surabaya. This research explores 32 national and local media articles and interviews with four key informants from the Gang Jangkrik community in Malang and Surabaya. The findings show that the media constructed three dominant frames: (1) criminality as a threat to the state, (2) heroism as an "Indonesian Robin Hood," and (3) ambiguity as a criminal legend. On the one hand, the official narrative emphasizes recidivism and serious crimes; on the other, news reports detailing his ingenuity, escape skills, and revolutionary background inadvertently reinforce his legendary aura. The myth of the "Indonesian Robin Hood" that has developed in society's collective memory functions as a form of counter-hegemony against the state's claims of moral monopoly. Kusni represents the phenomenon of postcolonial urban criminal legends that reflect the failure of state modernization to integrate marginalized groups, particularly disabled veterans. This study contributes to an understanding of the relationship between media, power, and myth-making in a society experiencing a crisis of legal legitimacy.
