Abstract

Diplomasi budaya dipandang sebagai instrumen soft power yang efektif dalam membangun saling pengertian dan kepercayaan lintas negara melalui pertukaran budaya yang bersifat langsung dan personal. Program Nihongo Partners dipilih karena secara khusus dirancang untuk mengirimkan warga negara Jepang sebagai mitra pendamping guru bahasa Jepang di sekolah-sekolah menengah di Asia, termasuk Indonesia, dengan peran tidak hanya mendukung pengajaran bahasa, tetapi juga mengenalkan budaya Jepang melalui berbagai kegiatan seperti origami, shodō, yukata, dan tarian tradisional. Metode penelitian menggunakan pendekatan kualitatif dengan studi kepustakaan, memanfaatkan sumber-sumber berupa laporan resmi Japan Foundation, dokumen kerja sama, publikasi akademik, serta artikel berita daring. Analisis difokuskan pada dinamika implementasi program pasca pandemi COVID-19, termasuk adaptasi ke model hibrida dan perluasan jangkauan ke madrasah melalui kerja sama dengan Kementerian Agama RI. Hasil penelitian menunjukkan bahwa Program Nihongo Partners berkontribusi signifikan terhadap peningkatan motivasi dan minat siswa Indonesia dalam mempelajari bahasa Jepang serta memperluas apresiasi terhadap budaya Jepang. Selain itu, program ini berperan dalam membangun citra positif Jepang sebagai negara damai, ramah, dan bersahabat, sekaligus menjadi instrumen strategis nation branding. Tantangan yang dihadapi meliputi konsistensi kualitas relawan, adaptasi terhadap kondisi lokal, serta keberlanjutan model pertukaran tatap muka di tengah ketidakpastian global.

Abstract

Tujuan dari skripsi ini untuk mengetahui dan mendeskripsikan sejauh mana peran kepala desa dalam pengelolaan BUMDes Sumber Makmur, untuk mengetahui dampak pemberdayaan ekonomi yang dihasilkan oleh BUMDes Sumber Makmur terhadap masyarakat Desa Sentul, dan untuk mengetahui kendala yang dihadapi kepala desa dalam mengembangkan BUMDes Sumber Makmur. Dalam skripsi ini menggunakan metode penelitian deskripsi kualitatif yang mana dengan tujuan agar mendalami bagaimana peran kepala desa dalam pemberdayaan ekonomi masyarakat melalui BUMDes. Dari hasil penelitian ini menunjukkan bahwa kepala desa telah menjalankan perannya, meskipun di temukan banyak hambatan di dalam proses pemberdayaan ekonomi melalui BUMDes tersebut pada kenyataannya, adapun peran yang dijalankan kepala desa antara lain sebagai penasehat, pemberi saran, dan pendapat, serta pengendali pelaksanaan pemberdayaan ekonomi BUMDes, hal ini memiliki hambatan seperti yang telah diterangkan sebelumnya. Hambatan-hambatan tersebut antara lain yaitu aspek manajemen, aspek SDM, aspek modal, aspek perubahan perilaku pasar, dan aspek lingkungan sosial. Hal tersebut menjadi kendala yang menghambat proses pemberdayaan ekonomi melalui BUMDes di Desa Sentul.

Abstract

Indonesian official discourse often presents this aid as development cooperation and South-South partnership. However, these narratives do not fully explain the political logic of the relationship. Using van der Veen’s seven-frame model of foreign aid, this study analyzes Indonesia’s aid to Fiji as a multi-frame foreign-policy instrument. The article adopts a qualitative single-case study design. It uses desk review as the main data collection method and analyzes official Indonesian documents, embassy performance reports, strategic plans, gray literature and academic studies through thematic analysis. The findings show that Indonesia’s aid to Fiji has evolved from episodic assistance into a more institutionalized package of grants, humanitarian relief, technical cooperation, scholarships, reconstruction support, health assistance and sectoral training. The analysis further shows that Indonesia’s aid is driven by overlapping humanitarian, security, influence, economic, reputational, enlightened self-interest and obligation-based motives. In particular, aid helps Indonesia strengthen its diplomatic position in the Pacific, build a positive image, expand regional access, and manage Papua-related political pressures. The article contributes to foreign aid and South-South Cooperation scholarship by showing that solidarity and strategic interest can operate together in Global South aid diplomacy. In the Indonesia-Fiji case, solidarity provides the normative language that legitimizes aid, while strategic interests shape its direction as an instrument of national interest.

Abstract

Oil palm expansion in Papua has deepened the deforestation crisis and presents problems that are not only ecological, but also social, cultural, and theological because they are related to changes in indigenous peoples' relations to land, forests, and sources of life. This research aims to formulate a synthesis of Papuan contextual ecotheology by placing land as a relational living space and nature as a creation that must be read in the context of contemporary ecological crises. The research uses a Systematic Literature Review (SLR) approach based on secondary data from open-access scientific literature relevant to the themes of deforestation, oil palm expansion, indigenous Papuans, relational cosmology, and contextual ecotheology. The analysis process was conducted through literature selection, thematic mapping, and narrative synthesis to identify key patterns of findings. The results show that deforestation due to oil palm expansion in Papua cannot be understood solely as land cover change, but rather as a relational crisis that disrupts indigenous peoples' relationships with land, sago, forests, food, and the wider web of life. This synthesis also shows that Papuan contextual ecotheology needs to be built by integrating creation theology, ecological justice, and local ecological knowledge in order to be able to respond to the reality of extractivism more sensitively and transformatively. This article contributes to the development of ecotheological studies in Indonesia by offering a conceptual framework that places Papua as an important locus for the formation of a theology that is contextual, ecological, and in favor of the dignity of indigenous peoples.

Abstract

Growth volatility, rather than merely reduced average growth, constitutes an underexplored welfare-critical consequence of global economic slowdowns in developing countries. Using a two-way fixed effects panel regression on 10 developing countries over 2010–2024, validated through Driscoll-Kraay correction and System-GMM endogeneity control, this study estimates how global GDP growth contractions amplify domestic output volatility operationalized as the rolling five-year standard deviation of annual real GDP growth rates and examines the conditioning roles of trade openness, foreign direct investment (FDI), and inflation as macroeconomic channels. Four robust findings emerge: (1) global slowdowns significantly increase growth volatility (β = −0.482, p < 0.001); (2) trade openness stabilizes growth under normal conditions (β = 0.214, p < 0.05); (3) FDI exhibits the strongest stabilizing effect (β = 0.367, p < 0.001), robust to endogeneity correction; and (4) inflation amplifies volatility by eroding countercyclical monetary policy space (β = −0.291, p < 0.001). These findings reframe growth volatility as the primary indicator of macroeconomic resilience, with policy implications for export diversification, countercyclical FDI frameworks, and central bank institutional independence as structural components of shock absorption capacity in developing economies.

Abstract

A study on population administration accessibility noted that e-KTP ownership among ODGJ in 2022 is estimated to only reach around 35% of the total national ODGJ population. Meanwhile, data services in several regions show gradual progress, such as in Mandailing Natal Regency, which saw an increase in e-KTP ownership for people with disabilities from 47.76% in 2021 to 55.52% in 2022, increasing to 61.35% in 2023, and reaching 70.97% in 2024. This study aims to describe the implementation of the Dukcapil Peduli program at Mutiara Sukma Mental Hospital in Mataram City and to identify the inhibiting factors encountered during its implementation. The study employed a qualitative case study approach using participatory observation, in-depth interviews, and documentation techniques. The findings indicate that this locus-based outreach service program successfully increased e-KTP ownership among vulnerable groups through the utilization of SIKEL (Interactive Service Activity Facility) and MOBILO (Mobile Online Service Vehicle). The program proved effective in reducing administrative access barriers through cross-sector collaboration between the Civil Registration Office and the mental hospital. Nevertheless, the implementation still encountered technical obstacles, particularly damage to portable biometric devices and internet network disruptions in the field. This study implies that inclusive and proactive public services can significantly expand civil rights access for vulnerable communities and may serve as a model for population administration service innovation in other regions. However, the study is limited by its single-case design; therefore, future studies are recommended to apply comparative approaches across multiple regions to further examine the effectiveness and scalability of the service model.

Abstract

The expanding use of criminal law in administrative governance has increasingly reshaped the relationship between public accountability and policy-making in Indonesia. Public officials frequently face criminal investigation for discretionary decisions made within their official authority, particularly when policy failures, procedural irregularities, or state financial losses arise after policy implementation. Consequently, the boundary between legitimate administrative discretion and criminal abuse of authority has become increasingly unclear, creating legal uncertainty and affecting governance effectiveness. This study examines how the criminalization of public policy influences administrative discretion and bureaucratic governance in Indonesia. Using a socio-legal and conceptual legal research approach, the study analyzes legislation, legal doctrines, judicial reasoning, governance theory, and scholarly literature concerning corruption, public administration, and state accountability. The findings reveal that outcome-oriented criminal liability increasingly shifts accountability from intent toward policy consequences. As a result, policy failure and procedural irregularity are frequently treated as indicators of criminal wrongdoing despite the absence of corrupt intent or personal benefit. Excessive criminalization also contributes to defensive bureaucratic behavior characterized by excessive procedural caution, declining policy innovation, delayed decision-making, and weakened administrative responsiveness. This study argues that accountability mechanisms must operate within proportionate legal boundaries. Accordingly, the article proposes a differentiated accountability framework in which criminal sanctions remain focused on intentional abuse of authority, while good-faith administrative errors and policy failures are addressed primarily through administrative supervision and governance correction mechanisms.

Abstract

This study examines participatory communication as a strategy for the institutional standardization of Majelis Taklim (Islamic study groups) in order to strengthen the organizational capacity of community-based religious institutions in Tanah Bumbu Regency. Using a qualitative case study approach, data were collected through in-depth interviews with 18 informants, two focus group discussions, participant observation, and institutional document analysis. Informants were selected purposively based on active involvement in organizational management and standardization processes. Data analysis followed the interactive model of Miles, Huberman, and Saldaña (2014), comprising data reduction, data display, and conclusion drawing, supported by triangulation and member checking. Findings reveal that participatory communication—encompassing dialogic forums, collaborative decision-making, information transparency, and multi-stakeholder engagement—plays a central role in constructing mutually agreed-upon institutional standards and strengthening governance, curriculum organization, and administrative systems. Da'wah communication, when practiced dialogically and contextually, functions as an instrument of social development by fostering collective awareness and social participation. Institutional standardization implemented through participatory mechanisms enhances managerial capacity, social legitimacy, and community trust. This study proposes a participatory communication model that integrates institutional strengthening with grassroots involvement, contributing to development communication theory with a religious-values-based framework.

Abstract

This study employs a qualitative socio-legal approach using a narrative literature review to examine power asymmetry in credit dispute resolution, focusing on the role of notaries in mediating bank–debtor relations. Existing studies have emphasized legal certainty and contractual arrangements, while limited attention has been given to power dynamics in negotiation and dispute resolution processes. Data were drawn from legal, economic, and institutional literature and analyzed thematically to identify patterns of power relations, intermediary roles, and dispute resolution mechanisms. The findings show that power asymmetry is structurally embedded through contractual dominance, information asymmetry, institutional legitimacy, and relational networks favoring banks. Within this structure, notaries occupy an ambivalent position as intermediaries, acting as mediators, facilitators, and, in some contexts, reproducers of power imbalance. Credit dispute resolution is therefore not a neutral legal process but a negotiation arena shaped by unequal access to resources, information, and authority. This study argues for a shift from a legal-formal perspective toward a power-centered analytical framework. By conceptualizing notaries as multifunctional intermediaries, the study contributes to socio-legal scholarship and offers practical insights for promoting fairness in credit systems and dispute resolution.

Abstract

Gili Iyang Island in Sumenep Regency, Madura, possesses the highest natural oxygen concentration in Indonesia and verified scientifically by LAPAN and BBTKLPP in 2006. This distinction positions Gili Iyang as a candidate for wellness tourism with a unique ecological comparative advantage. However, this extraordinary potential has not been accompanied by adequate tourism management. This study aims to describe and analyze the condition of exclusive tourism management based on the 4A components (Attraction, Accessibility, Amenities, Ancillary Services) in Gili Iyang, as well as to identify its supporting and inhibiting factors. A qualitative descriptive method was employed, with data collected through in-depth interviews, observation, and documentation. Results indicate that the Attraction component holds a unique ecological characteristic in the form of scientifically verified oxygen levels, yet remains unpackaged as a standardized wellness product. The Accessibility component still relies on irregular fishing boat transportation. The Amenities component provides only simple homestays without wellness facilities. The Ancillary Services component, including health, communication, and tour guide services, remains severely limited. The main supporting factor is the irreplaceable oxygen asset, involvement of Universitas Airlangga researchers, and the 2023 pier revitalization. The main inhibiting factors include inter-village conflicts of interest, limited regional fiscal capacity, and degradation trends in oxygen levels due to diesel emissions and motorized vehicle growth. This study recommends comprehensive and simultaneous 4A-based management as the policy foundation for exclusive wellness-based destination management.
