Abstract

This study aims to analyze the political communication strategy employed by Sitti Sutinah Suhardi in defeating the incumbent candidate in the 2020 Regional Head Election (Pilkada) of Mamuju Regency, Indonesia. The study is motivated by the phenomenon in which a challenger candidate with relatively lower initial popularity and electability was able to overcome the structural advantages typically possessed by an incumbent. This condition indicates that political communication strategies play a crucial role in shaping public political preferences in local electoral contests. This research adopts a qualitative approach using a case study method. Data were collected through in-depth interviews with key informants involved in the campaign process, observations, and documentation related to political communication activities during the campaign period. The theoretical framework applied in this study includes Aristotle’s rhetorical theory ethos, pathos, and logos as well as Nimmo’s political communication model that emphasizes the interaction between political actors, political media, and political publics. The findings reveal that Sitti Sutinah Suhardi’s political communication strategy was implemented through three main stages: planning, implementation, and evaluation. This study concludes that the success of a challenger candidate in defeating an incumbent is not solely determined by political resources or structural advantages, but also by the ability to design and implement effective, adaptive, and context-sensitive political communication strategies.

Abstract

Environmental law enforcement plays a crucial role in ensuring sustainable environmental protection and management in Indonesia. Despite the existence of relatively comprehensive environmental regulations, significant gaps remain between regulatory ideals and implementation realities. This study aims to analyze the factors contributing to the gap between environmental regulation and enforcement, particularly concerning institutional performance, public participation, and legal culture, as well as to examine efforts and solutions to minimize these challenges. The research employs a normative legal research method using statutory, conceptual, and case approaches. Legal materials consist of primary, secondary, and tertiary sources collected through library research and analyzed qualitatively using a juridical-normative approach. The study adopts Lawrence M. Friedman’s Legal System Theory to examine environmental law enforcement through the dimensions of legal substance, legal structure, and legal culture. The findings reveal that although Indonesia has established an extensive environmental governance framework, implementation remains constrained by unclear operational regulations, limited institutional capacity, weak inter-agency coordination, inconsistent sanctions, and low public legal awareness. Public participation mechanisms also tend to remain procedural rather than substantive due to limited access to environmental information and inadequate protection for environmental defenders. To address these issues, comprehensive strategies are required, including strengthening institutional capacity, improving regulatory clarity, enhancing coordination among agencies, expanding transparent public participation mechanisms, and promoting environmental legal awareness within society and business sectors. Ultimately, effective environmental governance requires collaborative synergy between the government, private actors, and communities to ensure sustainable environmental protection and legal accountability.

Abstract

Subjective well-being is an important indicator of individuals’ quality of life, and social support is often considered a contributing factor in enhancing it. However, empirical findings regarding the relationship between these variables remain inconsistent. Therefore, this study aims to comprehensively examine the relationship between social support and subjective well-being using a meta-analytic approach.This study employed a meta-analysis method by integrating six empirical studies obtained from the Scopus database within the 2020–2026 period, with a total sample of 3,087 participants. The analysis was conducted using a random-effects model with the assistance of JASP software. All effect sizes were transformed into Fisher’s Z to improve variance stability. The results indicate that the relationship between social support and subjective well-being tends to be positive but weak and statistically non-significant (pooled effect = 0.137; p > 0.05). In addition, a very high level of heterogeneity was found (Q = 565.92; p < 0.001; τ² = 0.237), along with a wide prediction interval, indicating instability of effects across studies. Variations in the direction of relationships, including negative effects in some studies, suggest that social support does not consistently function as a protective factor for subjective well-being.

Abstract

This study aims to determine the communication strategy of HIPAPI South Sulawesi in Building the Brand of Wedding Master of Ceremonies (MCs) in Makassar. This research was conducted at the Indonesian Wedding MC Association (HIPAPI) South Sulawesi. This study used a qualitative approach, with data collection techniques including in-depth interviews, observation, and documentation. This research was motivated by the increasing demand for professionalism among wedding MCs in Makassar, which is not yet fully supported by a strong image and competency standards. This study aims to analyze the communication strategies implemented by HIPAPI South Sulawesi in building the brand of wedding MCs and their implications for increasing brand awareness and professional image. The results indicate that the communication strategies implemented include the use of social media, member training, and collaboration with wedding vendors. These strategies contribute to increased brand awareness and strengthen MC's image as a competent and standardized profession. Furthermore, public trust is enhanced, impacting job opportunities and the economic value of MC services. These findings highlight the importance of a structured communication strategy in building a professional image and provide practical benefits for the development of professional organizations and service industry players.

Abstract

This study examines the strategic role of mass media in shaping public opinion through editorial management mechanisms. The focus of the research is to analyze how Harian Fajar and Ujungpandang Ekspres implement the agenda-Setting theory in influencing public perception and government policy in Pangkep Regency. Amid information disruption, mass media are required to perform an optimal watchdog function in accordance with Law Number 40 of 1999 on the Press. This study employs a qualitative research method with a descriptive approach. Data collection was conducted through the observation of news coverage in print media and online portals, as well as in-depth interviews with editors-in-chief, editors, and journalists from both media outlets. Data analysis was carried out holistically to map patterns of gatekeeping and issue prioritization. The results of the study show that Harian Fajar and Ujungpandang Ekspres have successfully carried out salience transfer (the transfer of issue importance) from the newsroom to the public sphere. Harian Fajar demonstrates strong dominance in influencing policy, as evidenced by the quick responses of the Regional House of Representatives and the Regional Government to several issues in Pangkep Regency. Both print media outlets function as primary instruments in constructing the hierarchy of public importance through strict news selection or gatekeeping. This process confirms the assumption of Maxwell McCombs and Donald Shaw that mass media have the power to direct public attention toward what is considered important for discussion in social spaces. Public opinion formed through such news creates symbolic pressure that compels legislative institutions to take immediate legitimate actions. The formation of public opinion occurs because the media successfully construct strong narratives. Both Fajar and Ujungpandang Ekspres continue to actively optimize the use of their online media portals. This utilization is not merely complementary, but rather a primary strategy in maintaining relevance amid information competition. Thus, it can be concluded that public opinion in Pangkep is formed through the accumulation of consistent information presented by these two media outlets.

Abstract

This study examines the role of the Wahhabi-inspired Islamic reform movement in resisting colonialism and contributing to the Indonesian independence movement, particularly in Minangkabau, West Sumatra. The research aims to analyze the forms of struggle carried out by reformist Islamic groups from the Padri movement in the nineteenth century to the emergence of modern Islamic educational and political organizations in the early twentieth century. This study employs a qualitative historical research method using a library research approach. Data were collected from books, journals, historical documents, archives, newspapers, and other relevant literature, and analyzed through historical, political, sociological, and theological approaches. The findings show that the movement initially emerged as a religious purification movement emphasizing the return to Islamic teachings based on the Qur’an and Sunnah while opposing practices considered inconsistent with Islam. However, Dutch colonial intervention transformed the movement into broader anti-colonial resistance. The Padri movement under the leadership of Tuanku Imam Bonjol became an important symbol of armed resistance against Dutch expansion in West Sumatra. After the military defeat of the Padri movement, reformist ideas continued through educational, intellectual, and political movements led by figures such as Sheikh Ahmad Khatib al-Minangkabawi and Sheikh Taher Jalaluddin al-Azhari. Organizations and institutions such as Sumatra Thawalib, PMI, and PERMI played significant roles in strengthening Islamic consciousness, educational reform, and nationalist awareness among Indonesian Muslims. The study concludes that the Wahhabi-inspired reform movement contributed significantly to Indonesia’s independence through military, educational, intellectual, social, and political transformation.

Abstract

Timor-Leste is one of Southeast Asia's youngest nations, currently building its educational system on a rich yet complex cultural foundation. Amid post-independence transition, the family remains the primary arena for cultural transmissionvalues that both support and sometimes conflict with formal educational demands. This study analyzes the dynamics of cultural inheritance within Timorese families and its impact on children's educational engagement, using a sociocultural study approach based on systematic literature review. Data were collected from 42 academic sources and reports from relevant international institutions published between 2000 and 2024. Analysis employed Bourdieu's cultural capital theory and Vygotsky's zone of proximal development as theoretical frameworks. Findings reveal that cultural practices such as tara bandu, lisan, and uma lulik shape a habitus that indirectly influences children's access, motivation, and continuity in education. Tensions between traditional value systems and modern educational curricula remain insufficiently resolved. These findings underscore the need for culturally responsive educational policies in Timor-Leste.

Abstract

This study examines the paradox of digital transparency in the implementation of Open Government in Gowa Regency, South Sulawesi, where strong digital infrastructure has not fully produced substantive public information disclosure. Using a qualitative case study design, the research explores how technological capacity, organizational responsiveness, and cross-sectoral coordination shape transparency outcomes within the Public Information and Documentation Officer (PPID) system. Data were collected through in-depth semi-structured interviews with seven key informants, consisting of the Main PPID and Assistant PPID administrators from strategic regional agencies, and through document analysis of public information service reports, regulatory documents, standard operating procedures, and PPID data from 2021 to April 2026. The findings show that Gowa Regency has achieved digital sovereignty through an independently managed server and integrated PPID portal, enabling broader formal access to information. However, transparency remains largely procedural due to a 39 percent cumulative rejection rate of information requests, role ambiguity among PPID administrators, fragmented human resource capacity, and weak synchronization between the Main PPID and Assistant PPIDs. The study reveals that digital platforms function more as symbolic instruments when not supported by dedicated personnel, clear institutional roles, responsive procedures, and integrated data governance. These findings confirm that Open Government cannot be realized through technology alone but requires organizational capacity and managerial accountability. The study recommends strengthening functional information management positions, improving inter-agency data integration, and institutionalizing responsive service standards to transform digital transparency into substantive public accountability. The results contribute to local governance studies and practical reform in Indonesia and beyond.

Abstract

This study examines collaborative governance in tourism destination development in Wajo Regency, South Sulawesi, with specific attention to the initial conditions that shape collaboration among stakeholders. Tourism development in Wajo has strong potential through cultural heritage, Bugis identity, silk weaving, Lake Tempe, coastal areas, and rural landscapes. However, this potential has not been fully optimized because of limited institutional capacity, weak coordination, uneven stakeholder participation, and insufficient tourism infrastructure. Using a qualitative descriptive approach, this study collected data through field observations, in-depth interviews, and documentation studies. Informants included officials from the Youth, Sports, Culture, and Tourism Office, Bappelitbangda, technical agencies, tourism business actors, community representatives, and academics. The analysis focused on three dimensions of initial conditions in collaborative governance: the distribution of resources, power, and knowledge; incentives and barriers to participation; and the history of previous cooperation or conflict. The findings show that Wajo Regency has a strong formal foundation for collaboration through planning documents, regional regulations, budget allocation, and cross-sector involvement. Nevertheless, collaboration remains largely government-centered, while community, private sector, and academic participation is still limited and mostly consultative. Incentives for participation exist through investment opportunities, community empowerment, tourism promotion, and academic support, but they are constrained by weak human resources, limited infrastructure, unclear role division, sectoral ego, and uncertain program sustainability. Previous cooperation has occurred through planning forums, cultural activities, promotion programs, Pokdarwis development, and academic partnerships. The study concludes that Wajo needs stronger institutional coordination, substantive participation, capacity building, and sustainable partnership mechanisms to improve tourism governance.

Abstract

This study aims to understand the application of accountable governance principles in goods and services procurement practices in Teluk Bintuni Regency through the aspects of Publicity, Supervision, Audit, Responsibility, and Sanction using a qualitative approach. The research focused on local government institutions directly involved in the procurement process. Informants were selected purposively based on their roles and involvement. The results of this study indicateSeveral findings, the first of which is that in Teluk Bintuni Regency, publicity has been institutionalized through an electronic system, but has not yet achieved substantive transparency. Furthermore, other findings indicate that although procurement supervision in Teluk Bintuni Regency has been designed in a layered manner, its implementation is still fragmented and tends to be administrative. Likewise, audit practices in Teluk Bintuni Regency still tend to be oriented towards administrative compliance. In terms of the division of roles, it has been understood and implemented administratively, but responsibility is still interpreted only as fulfilling procedures, not as a substantive commitment to quality and the public interest. And finally, the results of the study also show the weak implementation of sanctions in Teluk Bintuni Regency, reflecting what Mulgan (2000) calls "toothless accountability."
