Middle Income Trap (MIT) adalah fenomena yang banyak mengancam negara-negara berkembang yang sedang berusaha membangun ekonominya. MIT dimaknai sebagai suatu situasi dimana negara-negara berpendapatan menengah (middle-income countries) sulit meningkatkan posisi mereka ke pendapatan tinggi. Dengan kata lain, negara-negara tersebut sudah berhasil lolos dari kategori miskin, tetapi stagnan di kategori berkembang, sehingga tidak berhasil mencapai negara maju. Dan Indonesia adalah salah satu negara yang diramalkan atau bahkan ada yang menganggap sudah terjerat jebakan tersebut. Hal ini lah yang mendorong tim penulis menulis buku ini, untuk menawarkan bagaimana strategi yang bisa digunakan Indonesia untuk bisa menghindari atau terlepas dari jebakan tersebut.

Pada umumnya, pembangunan SDM merupakan salah satu masalah utama di negara berkembang, termasuk Indonesia. Dalam setiap indikator dalam pengukuran Index Pembangunan Manusia atau IPM (Human Development Index-HDY); pendidikan, harapan hidup pada waktu kelahiran, dan pendapatan perkapita; seluruh propinsi di Indonesia menunjukan gambaran yang serupa. Tulisan ini mencoba melihat situasi dan menganalisa kebijakan pada tiga aspek IPM:aspek pendidikan yang meliputi angka melek huruf dan angka partisipasi pendidikan, aspek kesehatan yang mencakup angka harapan hidup dan angka kematian, serta aspek pendapatan perkapita.

Implementation of civil servant pension system in Indonesia is like a time bomb that could explode at any time. There are five fundamental problems identified in the implementation of civil servant pension system. The problems are the financing of the pension plan, pension fund management, pension fund management institutions, pension participants and pension benefits. The solutions of these problems must be precise and comprehensive. In an effort to reform civil servant pensions system, there are three components that must be updated, (1) the participant, (2) pension program which includes a pension program funding, investment funds, and pension benefits, and (3) institutions with authority to administer the pension plan.

Seiring dengan era globalisasi dan liberalisasi dalam segala bidang, salah satunya dalam bidang perekonomian atau perdagangan, maka mau tidak mau perusahaan di dunia, yang di dalainnya termasuk Indonesia akan mencebur larut dalam Iingkungan tersebut karena kalau tidak maka akan ketinggalan jaman, tak berdaya, statis bahkan tragisnya bisa-bisa sampai lenyap dari peredaran. The establishment of new regional government is intended to improve the peoples welfare in that region. However, it should be noted that this establishment should cosider the gap between the urban and rural areas. It is believed that the establishment will widen the gap since the mobilization of all regional potentials to improve welfare is hindered by this regional differences. The effort to increase the economic growth of the regions can be carried out by optimizing the core potentials, and inviting investor to increase the regional revenues.

Digulirkannya UU Nomor 25 tahun 1999 merupakan wujud kongkrit upaya pemerintah dalam melakukan reformasi keuangan daerah. Dalam kaitan ini, maka reformasi penerimaan harus ditujukan untuk mobilisasi sumber daya yang ada di daerah, meningkatkan efisiensi, meningkatkan kemampuan administratif keuangan daerah menuju “kemadirian†daerah. Dalam kaitan ni upaya yang harus dilakukan agar reformasi penerimaan berhasil, maka perlu rangsangan kepda subjek penerimaan dan aparat pengelolaan penerimaan tersebut.

An organization’s culture is something that created, transformed, or cared for by members of the organization. Whereas innovation can be explained as a process in which economic and social values are combined to from a science which is developed and implemented in order to increase a product, process, or new service. An innovation to an organization cannot be separated from the organization’s ability to learn. An organization’s culture needs to keep developing in order to create innovation which leads to increased performance in local government. Regency districts have developed many innovations to public service. The public service innovation that has been developed is a perfect collaboration between local governments (that tried to develop organizational cultures) and local citizens (who honor the local culture.) Positive combinations of organizational cultures and local cultures are able to create a public service innovation for sub district in Agam regency governmental area

The government encourages people with disabilities to participate as civil servants, through the policy of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 27 of 2021 concerning Procurement of Civil Servants (PNS). The involvement of people with disabilities in public services is strengthened by the Society 5.0 era, where technology is seen as a life support tool. This research aims to analyze the participation of people with disabilities as civil servants in the context of Society 5.0. The research method used is SWOT analysis (Strengths, Weakness, Opportunities and Threats). Implementation of policies regarding the procurement of civil servants in Indonesia has still not reached the target, in 2022 only 0.017% of people with disabilities will become civil servants from the targeted 2% quota. Based on this data, it is necessary to evaluate the involvement of people with disabilities as civil servants, whether the PANRB Ministerial Regulation Number 27 of 2021 has been implemented or not by the Ministries/Institutions and Regional Governments. The 2% representation of persons with disabilities must be maintained in the procurement of civil servants in the future, even if it is possible to increase the quota. Apart from that, it will be even more effective if this policy is followed by sanctions for Ministries/Institutions and Regional Governments that have not implemented the procurement of civil servants with disabilities.
