Abstract

The rapid development of digital technology has transformed social media from a platform for entertainment into an important medium for education and information sharing among adolescents. This study aims to analyze the role of social media in supporting collaborative governance for adolescent education. Collaborative governance refers to the cooperation among governments, educational institutions, communities, and other stakeholders in achieving shared educational goals. This research employs a descriptive qualitative approach using literature review and social media content analysis methods. Data were collected from journal articles, online news sources, and educational content available on social media platforms such as YouTube, Instagram, and TikTok.Keywords: social media, collaborative governance, youth education, digital era, digital literacy. The results show that social media significantly contributes to stakeholder collaboration in the dissemination of educational information about drug misuse prevention, digital literacy, mental health awareness, bullying prevention, and character development. Its wide audience, accessibility, and capacity to captivate teenagers with imaginative and engaging material all contribute to its efficacy. However, a number of factors, such as the quality of the information, the regularity of stakeholder collaboration, and the degree of digital literacy among teenagers, affect the effectiveness of collaborative governance through social media. In order to optimize social media's educational potential and guarantee its successful usage as a learning and communication tool for teenagers in the digital age, sustained collaboration among stakeholders is crucial.

Abstract

This study aims to analyze the prevention and control of illicit drug trafficking within the Narcotics Directorate of the Gorontalo Regional Police (Ditnarkoba Polda Gorontalo) in accordance with public service standards, particularly in terms of service delivery and management. The study employed a qualitative descriptive approach. Data were collected through in-depth interviews, observations, and document analysis. The informants consisted of the Director of the Narcotics Directorate, investigators, internal personnel, and service recipients. Data analysis was conducted through data collection, data reduction, data presentation, and conclusion drawing. This research is important because drug prevention services are not only related to law enforcement but also involve community protection, public education, and strengthening public trust in police institutions. The findings show that service delivery in the prevention and control of illicit drug trafficking has not been optimal. This is indicated by limited dissemination of information regarding service requirements, procedures, completion time, service fees, service products, and complaint channels, which are not yet fully communicated in an open and accessible manner. Although reporting services, information reception, and public outreach activities have been implemented, many community members still depend on direct explanations from officers. Furthermore, service management has not been fully optimized, as legal foundations, standard operating procedures, facilities, personnel competencies, supervision, service guarantees, and performance evaluation systems are not yet integrated into a transparent and responsive governance system. This study recommends strengthening information systems, service procedures, communication skills, and community satisfaction surveys.

Abstract

Administrative services are the first step for the public to access health services, so their quality needs to be considered. Based on pre-research at the Sembayat Community Health Center, several obstacles were still found, such as waiting times for services under certain conditions, suboptimal staff communication, and waiting room layout that needs to be improved. This study aims to analyze the quality of administrative services at the Sembayat Community Health Center Technical Implementation Unit (UPT) in Manyar District, Gresik Regency. The study used a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation, and analyzed using data reduction, data presentation, and conclusion drawing. The results showed that the quality of administrative services has generally been running well. In the tangible dimension, staff appear neat and supported by adequate facilities, although the waiting room layout and seating capacity still need to be optimized. In the reliability dimension, staff are able to provide services carefully, utilize service aids properly, and work according to standard operating procedures. In the responsiveness dimension, staff are responsive in assisting patients, providing directions, and following up on complaints, although queue management during busy visits still needs attention. In the assurance dimension, services have provided time certainty, cost transparency, and maintained the confidentiality of patient data. In terms of empathy, staff demonstrated a friendly, caring, and non-discriminatory attitude. Therefore, improvements to the waiting room, queue management, and consistent staff communication are still needed to support optimal service.

Abstract

This study aims to evaluate the innovation of the ARTIS (Free Delivery) Program in Gedangan District, Sidoarjo Regency. The ARTIS Program is a service that delivers administrative documents (such as ID cards, family cards, and birth certificates) directly to recipients' addresses free of charge, as a solution to the problem faced by people who are unable to collect physical documents from the district office during working hours. This program utilizes collaboration with the private sector, namely J&T Express. Using a descriptive qualitative evaluative research method with six evaluation indicators from William N. Dunn (Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy), this study found that the ARTIS Program has had a positive impact overall. The program is considered effective because it makes things easier for the community and efficient because it utilizes existing resources. In addition, the program's Responsiveness and Accuracy are very strong because they are in line with the needs of urban communities for fast, easy, and inclusive services. However, the Adequacy aspect is still limited due to the number of vehicles and types of documents served, and Equity requires the expansion of socialization to the neighborhood/community association (RT/RW) level to ensure equal access to information for all residents. Improvements are needed, particularly through the development of digital systems and increased service capacity, to make this program more effective, measurable, and sustainable.

Abstract

The Magelang City Government’s policy to reduce parking rates, which is regulated in Regional Regulation Number 11 of 2025, responds to public complaints regarding the increase in rates reaching 100% in 2023 which is considered to be very burdensome for economic activities. This descriptive qualitative research evaluates the effectiveness of policies using William N. Dunn’s six criteria (effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy), with respondents from the Transportation Service, parking attendants, and service users in eight strategic locations through in-depth interviews, observations, and documents. As a result, the policy succeeded in reducing the public’s cost burden. However, obstacles still occur, such as tariff inconsistencies, compliance violations by parking attendants, and a decrease in parking attendants’ daily income from IDR 90,000 to IDR 60,000. The application of tariffs is also not evenly distributed at all points. Despite the positive public response, complaints regarding the consistency of the rules and the attitude of officers still exist. Research recommendations include strengthening technology-based supervision, improving the welfare of parking attendants through incentives, wider outreach, accelerating electronic parking, as well as structuring locations and controlling illegal parking attendants to bridge the gap between regulatory objectives and field realities.

Abstract

This study aims to analyze the representation of father-child conflict through interpersonal communication in the film Ngeri-Ngeri Sedap using Stuart Hall's theory of representation. This research employed a descriptive qualitative method within a constructivist paradigm. The analysis was conducted using the constructionist approach. Data were collected through non-participant observation and documentation of scenes, dialogues, and interactions among the characters in the film. The findings reveal that the conflict is represented through differences in life choices, lack of openness in communication, and clashes between paternal authority and children's freedom to determine their own future. The conflicts are represented through dialogues, sarcasm, defensive attitudes, and power relations within the family influenced by Batak cultural values. The study also indicates that ineffective interpersonal communication reinforces family conflict and affects the relationship between fathers and their children. Through Stuart Hall's theory of representation, Ngeri-Ngeri Sedap highlights the importance of openness, empathy, mutual understanding, and respect for each family member's life choices in building harmonious family relationships. Therefore, this study concludes that the representation of conflict in the film not only portrays differences in perspectives between fathers and children but also demonstrates how cultural values shape interpersonal communication patterns and conflict resolution within the family.
